* the number of Guidance Counselors /Coordinators vis-à-vis the number of students in public schools

-- less than a thousand in charge of more or less 5 million high school

students nationwide

* the need to organize a network of Guidance Counselors in every region nationwide was perceived as an intermediary for career and employment counseling.
