Single significant incident or pattern of incidents by a student, directed at another student which:– Physically harms– Causes emotional distress– Interferes with a student’s educational environment– Creates a hostile learning environment– Substantially disrupts the orderly operation of the

school; or– Actions motivated by an imbalance of power
