They have learned that programming quality cannot be controlled with a low-bid, construction contract approach.
Since 1993, Carollo has been a leader in providing quality programmable logic controller (PLC) and human-machine interface (HMI) programming services to water and wastewater utilities. Our clients have benefited from having their engineer design and program their process control systems, especially when their engineer has the programming resources of Carollo.
In 2006, Carollo formed a dedicated subsidiary, Carollo Systems, LLC, to better serve our clients' needs by focusing on delivering the water industry's finest supervisory control and data acquisition (SCADA) programming services.
the limitations of low-Bid SoftwareOn most construction projects, the SCADA control system is part of a low-bid contract. The SCADA system is generally the last portion of a construction project to be completed and often the most troublesome. Every modification can become a
significant change order. Low-bid programmers often leave unfinished work, software bugs, and very little documentation. On these projects, treatment plant staff have minimal input on the “look and feel” of the operator interface and the details of control strategy operation. That’s because the contractor-programmer performs its work far from the owner’s facilities. By the time the SCADA software is completed and placed in operation and operations staff can really see how it works, the general contractor and programmer are out of time and money and are primarily motivated to wrap things up and leave.

When Carollo Systems performs system programming, we establish a relationship with you before the work starts, develop it throughout the project, and continue that relationship long after your new control system is commissioned. We work with your staff to select screen colors and symbols, command sequences, and other “look and feel” aspects of the SCADA operator interface. Carollo has commissioned all of the systems we have programmed, usually in cooperation with a construction contractor that is building the facility for which we are providing the SCADA system. All of our programmers also serve as startup engineers, actively working with the other startup personnel to plan the startup, perform the tests, solve problems, and startup the equipment, processes, and controls. Our experience and "can do" attitude significantly streamlines startup activities related to the control system and minimizes hassles during this critical project activity.
We know that operator training and SCADA system operations and maintenance (O&M) documentation are critical to a successful project. At Carollo, we pride ourselves in effective, thorough training and complete, useful, and clear O&M documentation.
DetaIleD InStallatIOn DeSIGnCarollo provides panel designs, loop drawings, control schematics, and other wiring design services for our clients. These are used by panel shops and electrical contractors to construct the hardware infrastructure for the control systems we design. RaDIO telemetRy SyStemSOur experience with computerized SCADA/telemetry for water, sewer, and storm drain systems spans more than 25 years. We have completed over 40 water and wastewater SCADA telemetry planning, design, and implementation projects in the past 10 years, including projects tailored to water and wastewater transmission systems ranging from less than 10 mgd to more than 300 mgd in capacity. Our experience with SCADA and telemetry systems includes radio, telephone, hardwire, and microwave systems handling from 5 to 235 remote facilities. Our radio experience includes conventional licensed radio systems and unlicensed spread-spectrum systems, including Ethernet radio systems. Central station computers range from personal computers to minicomputers and workstations, and associated information management networks. We have designed large-scale systems with over 10,000 (physical and software) data and control point capacity.

Contra Costa Water DistriCt, CaliforniaBollman Water Treatment Plant DCS Replacement
Carollo was the prime contractor for a $1.7 million turnkey (hardware and software) replacement of the distributed control system at the 75-mgd Bollman Water Treatment Plant for the Contra Costa Water District in Concord, California. The project included replacement of the plant’s obsolete, proprietary Bailey Infi-90 DCS with a modern, open standards based distributed PC/PLC system.
The new system utilizes four Modicon Quantum Unity hot-failover CPU pairs connected to I/O modules in eight area control cabinets. The PLC control network is configured in a redundant Ethernet/fiber ring. The remote I/O communications are also redundant.
The operator interface is provided by 12 thin-client terminals connected to redundant SCADA terminal servers running Wonderware InTouch for Terminal Services version 9.5.
Carollo provided hardware, software, programming, and complete systems integration services. Carollo was the prime contractor and
directed the work of subcontractors for electrical installation, fiber optic cable testing, panel fabrication, and design assistance.
The Bollman Plant is the main source of water for several communities, and allowable shut down times were very short, considering the magnitude of the project. Our team worked closely with District staff to develop a comprehensive cutover plan, including fallback options to ensure continuous water deliveries.
Carollo completed the project on time, within budget, and with minimal disruptions to staff and operations.

Carollo served effectively as the general contractor by preparing the scope of work for and supervising the work of the electrical installation contractor. Carollo purchased and installed the computer equipment and software. The project was completed successfully on time and on budget, despite technical and cutover challenges. Carollo has been retained to provide continuing services to Collier County.

Operations at the Collier County North County Regional Water Treatment Plant are assisted by its control and information system. The old control system used Siemens/Texas Instruments 555 and 315 PLCs for monitoring and automatic control using remote I/O over a Profibus network. A graphics interface to the plant operations staff was provided by a PC-based SCADA/HMI system using Iconics Genesis software on two operator workstations and a SCADA server.
Engineering and operator workstations had reached an age of declining reliability, and the PLC/remote I/O network demonstrated serious performance problems.
Carollo was retained by the County to:
•Provide evaluations, upgrade recommendations, and design-build services for the control and information system including concept and architecture, networks, PLC/HMI hardware, redundancy, reporting, and data sharing.
•Replace all existing Genesis SCADA/HMI software with the County standard, Intellution iFIX.

Carollo Engineers and another firm designed a new 7.7-mgd water recycling facility for the City of Watsonville, California. The $50 million treatment plant includes coagulation, flocculation, and sedimentation as pretreatment, followed by filtration and UV disinfection. The Carollo design included a new SCADA process control system for the plant.
The new SCADA system consists of redundant SCADA servers running Wonderware InTouch 9.5 for Terminal Services, plus a dedicated History Server. The system also includes control room operator stations and four remote operator terminals, all running thin client sessions of Wonderware InTouch. The system includes a dedicated SCADA computer Ethernet network.
The plant PLCs are all Allen-Bradley, mostly ControlLogix models. The PLC system is connected over an Ethernet network, which uses fiber optic media for all runs between buildings.
Carollo Systems was selected to provide complete SCADA HMI and PLC programming services. The scope of work included meetings with the client prior to programming, coordination with the construction contractor and several vendors and subcontractors, programming, testing, startup, and training.
Carollo Systems worked as an integral part of the construction team. During startup, Carollo programmers worked in the field with contractor and construction management personnel to integrate all of the various plant PLCs, including those provided as part of mechanical equipment packages.

The City of Reedley, California, Public Works Department is responsible for facilities that provide services for water distribution, stormwater collection, wastewater collection and treatment, and solids disposal systems throughout the City’s sphere of influence. The various systems have been operated independently with different types of SCADA hardware and software.
The primary purpose of the master plan was to determine the most economical way of consolidating, integrating, and standardizing all of the various water, stormwater, and wastewater related SCADA facilities to enable City staff to manage the system more efficiently with less burden on operations staff.
Carollo was retained to perform an evaluation of these facilities. We prepared a SCADA Master Plan that provided the necessary information to design a functional and consolidated control system for the City’s various utilities departments. The goal was to develop
a control system master plan that would reduce the utilities’ current operating costs by replacing existing obsolete equipment, improving operational efficiency through utilization of innovative technologies, improving current operations staff efficiency, reducing total chemical usage, and reducing total electrical power consumption.
The wastewater treatment plant is currently undergoing an expansion that will include a new SCADA system, which will serve as the central consolidation point as well as a foundation for the new citywide SCADA system project. Carollo is programming the new wastewater treatment plant SCADA system, which uses a Wonderware InTouch HMI and Modicon Quantum PLCs.

The City of Roseville’s 18-mgd Dry Creek Wastewater Treatment Plant used gaseous chlorine for effluent disinfection and sulfur dioxide for dechlorination. Based on safety, cost, and toxicity concerns, Roseville retained Carollo to evaluate alternatives to its current disinfection system. A project to convert the existing system to UV disinfection resulted. Project scope included design, PLC and HMI programming, construction management, startup, and commissioning.
As part of the project, extensive control system modifications are being implemented. The control system uses Modicon Quantum PLCs and a Dynac SCADA HMI. PLC cabinets are being added to support the UV generation system, as well as on-site hypochlorite generation, electrical system additions, chemical system changes, and plant flow control modifications. Carollo programmed the PLCs and SCADA HMI screens for the project. The UV PLCs were programmed by the vendor.
Due to Carollo's programming approach, industry experience, and close working relationship with the design team, our experienced programming team was able to accommodate a number of design and schedule changes without additional cost to the owner.
Roseville has new detailed programming standards to facilitate easier troubleshooting and more efficient maintenance overall. Carollo's programmers delivered system modifications in full compliance with these standards, giving the City a quality product that interfaces perfectly with its other systems and facilities.

Carollo designed water, water quality, and wastewater facility telemetry for the Town of Hillsborough. This project included a fully integrated and programmed control and monitoring system. Hillsborough also selected Carollo to integrate and program the system, provide construction management, and assist with system installation. Teledesign Systems radios with digital modems were installed.
The Carollo team determined the radio frequency band during design. Signal propagation was an important consideration, since most of the facilities are located in hilly areas with buildings and trees. However, the bandwidth available in the highly congested San Francisco Bay Area was only about one-third the amount normally used for high-speed telemetry systems. The use of specialized radios allows use of the assigned frequency (154.47875 MHz) with a reasonable speed of data transmission (4,800 bps). The team tested radio communication at this speed during design. At some low-lying sites, a dial-up telephone line was provided for increased reliability.
Field instrumentation included water quality monitoring for turbidity and chlorine residual; monitoring of flow, pressure, and energy usage for each pump at the pump stations; utility power monitoring; and process alarms.
Carollo configured the PLCs/RTUs and the master station. The PLCs/RTUs are SCADAPack with radios manufactured by Teledesign Systems of San Jose, California. This system is open-architecture with ladder logic programming of the SCADAPack RTUs. National Instruments Lookout is used for operator-interface functions at the master station PC.

Because the Merced Wastewater Treatment Plant is normally
staffed only 40 hours per week, Carollo provided a redundant
dialer system to alert operators of any problems at the plant.
As part of the Phase III upgrade to its wastewater treatment plant, the City of Merced needed a new SCADA control system. Carollo designed both the process improvements and the control system upgrades. Prior to the upgrade, the Merced plant operated using stand-alone controllers and hardwired control devices. The new design provides for a central PC-based computer system used for monitoring and controlling the plant processes.
The project included the installation of new PLCs in both the new and existing process areas, the installation of a new fiber optic network, and the installation of a host computer system. The design
of the system included hardware specifications, details on the related electrical system modifications, and comprehensive process descriptions presenting the revised methods of operation.
Carollo performed all of the programming and system integration for the project, including establishing programming standards, PLC programming, HMI configuration, testing, commissioning, training, and documentation.

Carollo Engineers, in cooperation with another firm, designed the new Arsenic Water Treatment Plant for the City of Corcoran, California. Carollo Systems was selected to program the new plant control system. Prior to the project, the City of Corcoran's existing water supply system consisted of eight groundwater wells delivering water to the city storage system with minimal filtration through a sand filter and chemical disinfection. The existing control system consisted of RTUs at each well and pump station communicating through a radio network to a National Instrument's Lookout SCADA program at the public works facility.
In addition to the process upgrades, declining factory support for the existing SCADA software prompted the replacement of the existing SCADA control system with an implementation of GE Proficy iFIX® 4.0 SCADA/HMI software. Plant control is now handled through a pair of Allen-Bradley SLC5/05 processors.
Carollo's efforts on this project included:

The control system includes multiple, hot backup PLCs and a network of 15 PC operator interface computers (OIS). All data highways are fiber optics. This distributed control system has more than 8,000 input/output points, which can be accessed from any of the 15 OIS computers.
In addition, there is a separate MIS network, which consists of an additional 30 computers. Any of these 30 MIS computers can access process data and graphic displays with proper passwords. Carollo performed process control software programming, graphic display configuration, and MIS database application software, which includes automatic report generation.

STPUD’s Wastewater Treatment Plant to design and program a
new control system for the plant’s export pumps.
The South Tahoe Public Utility District (STPUD) Wastewater Plant discharges effluent through a pipeline that extends from the plant, over a Sierra Nevada pass, to the Harvey Place Reservoir. Two pumping stations convey the water through the pipelines. Significant power cost savings have been realized by curtailing the use of the pumps during the afternoon hours by avoiding pumping during peak electric rate hours.
Carollo worked directly with the plant O&M staff to develop a practical control strategy to store effluent during peak rate hours and pump at high rates during the lowest rate periods. Carollo designed and programmed the new control system for operating the export pumps and scheduling their operation based on a computer model of the pumping system.
The control system was built around Allen-Bradley PLCs and the existing Wonderware SCADA system. Active X components were also developed for this project to provide a spreadsheet-style interface for the data tables required to adjust the pump scheduling program. The Wonderware displays served as a container for the custom components to seamlessly integrate the custom operations into the existing SCADA system.
Carollo provided wiring drawings and worked with maintenance staff who installed the hardware and wiring for the project. Carollo worked with operations staff to test and refine the logic to make sure it is effective, reliable, and easy to use.
