the development of Marginal Cost and Revenue Allocation studies to inform SCE’s Rate 11

Design efforts across various proceedings – most notably, SCE’s GRC Phase 2 12

Application. 13

A. I received my Bachelor of Science degree in Finance, Real Estate, and Law from 15

California State Polytechnic University, Pomona. Prior to my current role, I was a Senior 16

Project Manager in the Regulatory Finance group within SCE’s Treasurers organization 17

where I was primarily responsible for developing and maintaining SCE’s Results of 18

Operations model, a key element of SCE’s General Rate Case, which is used to translate 19

business inputs like O&M and capital expenditures into the revenue requirement used to 20

engage the California Public Utilities Commission and other stakeholders. Prior to that, I 21

was a Financial Analyst at Edison International, SCE’s parent company, where I 22

supported various corporate functions including Financial Planning & Analysis, Strategic 23

Planning & Business Development, and Investor Relations. 24

A. I am the Principal Manger of the Grid Technology Innovation group within the Transmission and 7

Distribution organizational unit of Southern California Edison (SCE). My main responsibility 8

includes the evaluation of new technologies to help support the company’s vision into the future 9

and support the integration of renewable resources (e.g., Solar PV, Energy Storage, MicroGrids, 10

etc). The GTI team is also responsible to serve as a liaison with outside entities involved in R&D 11

effort (e.g., National Labs, Department of Energy, EPRI, Universities, etc.) to help guide and 12

collaborate. 13


A. I hold a Bachelor of Science in Electrical Engineering from California State University Long 15

Beach and a Master of Science in Electrical Engineering from the University of Southern 16

California. I joined SCE in April of 2003 and worked in different engineering and leadership 17

roles. Prior to my 2003 hiring at SCE, I worked in different electrical engineering positions at 18

Siemens, Schneider Electric, Operation Technology, Inc. and Lyncole XIT Grounding Systems. 19

In addition, since 2008, I have served as a part-time faculty in the Electrical Engineering 20

Departments at California state University Long Beach (CSULB), California state University 21

Los Angles (CSULA) and the Master Online Program at the University of California Los 22

Angeles (UCLA). 23

A. I am the Principal Manager of the General Rate Case in SCE’s Regulatory Affairs Department. I8

am responsible for the overall management of the General Rate Case (GRC), from the9

development of the company’s application and testimony, through the litigation process, and10

continuing through the implementation of a final decision.11

Q. Briefly describe your educational and professional background.12

A. I have a Bachelor of Arts Degree in Business Economics, with an emphasis in Accounting from13

the University of California, Santa Barbara. I also have a Master of Business Administration14

from University of Southern California. Since my employment with Southern California Edison15

in 2004, I have held positions within the Finance, Enterprise Resource Planning and Regulatory16

Affairs departments. My areas of responsibility have included Sarbanes-Oxley compliance,17

design and implementation of the Company’s enterprise resource planning system, rate base and18

depreciation forecasting, financial planning, regulatory accounting and regulatory case19

management. In 2009, I was promoted to Manager of Regulatory Analysis within the Finance20

organization. There it was my responsibility to oversee the forecasting of plant additions, rate21

base and depreciation expense in support of the Company’s regulatory proceedings. I sponsored22

testimony as the rate base witness in SCE’s 2012 GRC and testified at the Commission. Since23

then, I have held leadership roles in financial planning and regulatory accounting until 201824

when I joined Regulatory Affairs as the Principal Manger of the General Rate Case.25

Inspection Manager. In 2019, I was promoted to Principal Manager of AA&DS. Prior to joining 21

SCE I worked at the CPUC for 14 years, in various capacities. 22

A. I am the Principal Manager of Asset Strategy Integration and Laboratory Operations, responsible 8

for three main areas: Asset Strategy Coordination, responsible for developing and implementing 9

an asset strategy to inform the system strategy for infrastructure projects as well as the capital 10

project management team; the Portfolio Management Office, which drives projects for 11

innovative technology, and Laboratory Operations, where new technology is tested and 12

demonstrated. 13


A. I earned a Master’s of Science in Leadership and Management as well as a Bachelor’s degree in 15

Business Management from the University of La Verne in La Verne California, and an 16

Associates Degree in Applied Arts and Science from National University in San Diego, 17

California. I am a United States Navy Veteran, with experience in supply management, safety, 18

and calibration of the fleet’s many measurement devices. After the Navy, I was hired by SCE in 19

the Metrology Laboratory in Westminster, California, where I calibrated, maintained, and 20

repaired measuring and test equipment used at San Onofre Nuclear Station. Through the 21

following years, I promoted from Metrologist to Technical Specialist and into leadership. I also 22

have experience managing Field Accounting organization, Outage Management and 23

Improvement, managed the Customer Choice Aggregation team, and other teams within SCE’s 24

Business Customer Division. My most recent role in Transmission and Distribution’s Asset 25

Management, Strategy, and Engineering started in late January of 2020. 26

A. I graduated from Texas A&M University in May of 1982 with a Bachelor of Science Degree in 13

Industrial Engineering. In June of 1982, I went to work for Southwestern Public Service 14

Company (SPS) in west Texas. While there, I was a supervisory engineer, responsible for 15

revenue requirement calculations and rate design for both retail and resale customers. I filed 16

Regulatory Commission. In November of 1993, I began to work for SCE as a financial analyst in 18

the FERC Pricing section in the RP&A Department. While working in the FERC section, I was 19

responsible for the rate design for SCE’s requirements sales for resale, Wheeling Access 20

Charges, and wholesale Distribution Access Charges. In March 1998, I became a supervisor in 21

the Revenue Requirements division of RP&A, responsible for supervising a group of analysts 22

that oversee the forecasting and recording entries associated with all CPUC regulatory 23

mechanisms. In December 2001, I was promoted to the position of manager in the Revenue 24

Requirements division of RP&A. In August 2006, I was promoted to Manager of CPUC 25

Revenue Requirements, and in March 2013, I became the Director of CPUC Revenue 26

Requirements and Tariffs taking on the additional responsibilities for managing SCE’s tariffs, 27

and advice letters. In March of 2018, I became the Director of the GRC. I have previously 28

testified before the California Public Utilities Commission. 29

A. I am the General Manager and Director of Edison Carrier Solutions (ECS) within the Customer 8

Services (CS) organizational unit of Southern California Edison (SCE). SCE owns and operates a 9

fiber optic communications network within its service territory. The primary purpose of this 10

network is internal communications and electric system monitoring and automation. SCE also 11

operates a commercial telecommunications service over this network pursuant to its Certificate 12

of Public Convenience and Necessity (CPCN) granted in Decision (D.) 98-12-083. To make 13

productive use of available capacity on the network, SCE, through ECS, licenses or leases 14

available capacity to telecommunications companies and information services providers 15

operating within SCE’s service territory when third party use of the capacity will not interfere 16

with delivering safe and reliable electric or telecommunications services. As part of SCE’s 17

commercial telecommunication services, SCE also provides limited broadband to businesses 18

only (non-residential). 19


A. I received my Bachelor of Arts degree in Political Science and a Minor in Economics from 21

Washington State University in Pullman Washington and Graduate degree in Organization 22

Leadership from Gonzaga University in Spokane Washington. I joined Edison Capital, an 23

affiliate of SCE, in 1996 as an Investment Manager in Edison Capital Housing Investments 24

(ECHI) and in 2002 became the Managing Director of that division. ECHI invested in affordable 25

housing properties nationwide as part of the Internal Revenue Tax Code Section 42 Affordable 26

Housing Program. In 2009 I joined Southern California Edison as the General Manager and 27

Director of ECS. 28

A. My name is Alan Varvis. I am the Principal Manager of Capital Asset Analytics in the 5

Treasurers Department at Southern California Edison Company (“SCE”). My business address 6

A. In my current position as Principal Manager of Capital Asset Analytics, I am responsible for the 9

forecasting and budgeting related to plant-in-service, book depreciation, and regulatory cost 10

recovery. 11


A. I received a Bachelor of Science degree in Business Administration, with an emphasis in 13

Accounting and a Masters of Business Administration from California State Polytechnic 14

University, Pomona. I have been certified as a Certified Depreciation Professional (CDP) by the 15

Society of Depreciation Professionals. I joined Southern California Edison in the Transmission 16

and Substation Division in 1993 as a business analyst. I was promoted to Supervisor of Material 17

& Accounting in 1995 where my responsibilities included supervising the processing and 18

handling of work orders related to transmission line and substation capital equipment 19

replacements. In 1996, I accepted a supervisor position in the Power Grid Business Unit where 20

my primary role was to provide budgeting and regulatory finance support. In 2003, I received a 21

promotion to a manager position and, from 2003-2015, held a variety of manager roles in the 22

areas of budgeting, regulatory finance, reporting, and financial system functions supporting the 23

Transmission & Distribution Business Unit. In 2015, I accepted a position in my current role as 24

Principal Manager of Capital Asset Analytics. 25

Q. Briefly describe your present responsibilities at the Southern California Edison Company.7

A. I am currently an Advisor in the Capital Asset Analytics Organization within Treasurers. My8

primary responsibility is leading the monthly, annual, and long-term forecasting of plant activity9

including Rate Base, Depreciation, and AFUDC for both internal forecasting/budgeting and inv10

support of external regulatory proceedings11


A. I received my bachelor’s degree in both Economics and Mathematics from Pomona College13

along with a master’s degree in Economics from the University of Minnesota. I joined KPMG as14

an associate in 2004 performing audits for clients in the education, medical, and consumer15

products industry. In 2006, I joined the Capital Group Companies as a Senior Accountant where16

I project managed the end to end financial reporting. I joined Southern California Edison in17

2014 where I worked as a Sr. Financial Analyst in financial reporting preparing financial18

disclosures for all financial reporting and regulatory purposes. From there I moved to my current19

role as an Advisor in Capital Asset Analytics in 2016.20
