Theme 2 Health and Well-Being Throughout Life FOCUS ACTION INCLUDED IN EXISTING STRATEGY OR PLAN LEAD THEMATIC PARTNERSHIP/PARTNER Address health ineqaualities. Barrow-in-Furness and Carlisle are amongst the most unhealthy in England.

Carlisle Health Improvement Plan & Action Plan Carlisle Community Strategy Barrow has a Health Inequalities Action Plan to reduce premature mortality in line with the LAA targets. This plan is currently being updated to include National Support Team on Health Inequalities recommendations. The plan is monitored and delivered under the Furness Healthy Communities and Older People’s Thematic Group, which is an active multi-agency partnership, linked to other LSP task groups. Key areas of the plan include: • Improving case finding, early intervention and treatment pathways in primary care with regard

to heart disease and cancer • Reducing smoking • Reducing alcohol misuse • Improving physical activity and healthy eating • Tackling obesity • Improving mental health • Reducing accidents A range of activities to support the above are detailed in the Health Inequalities Action Plan. • Barrow-in-Furness Health Improvement and Health Inequalities Strategy Baseline Assessment of Health in Furness Target available resources at priority health inequalities and areas – Eden LSP Action Plan

Theme 3 A SUSTAINABLE AND PROSPEROUS ECONOMY. FOCUS ACTION INCLUDED IN EXISTING STRATEGY OR PLAN LEAD THEMATIC PARTNERSHIP/PARTNER Reduce the number of people claiming incapacity benefit.

LAA economic development and enterprise – reduce worklessness action plan. Specifically, the stretch target si1 relates to the return to work project to get incapacity benefit claimants into sustainable employment. LSP/ Partner Activities: • Currently using WNF, WLR and other funding Furness Enterprise undertakes the following

range of activities with the integrated objectives of increasing the numbers of jobs available and improving the access to those jobs for local residents. In increasing the number of jobs Furness Enterprise seeks to develop new businesses including those attracted from outside the area and works with existing businesses to help them safeguard existing jobs and develop new ones. Included in this development of new and existing businesses is the provision of financial assistance in respect of loans and grants. The key activity associated with improving job access for local residents is ‘The Workshop’ designed to engage and support unemployed residents towards employment and self employment. Incorporated in this support is training support of the short, sharp, job related type.

• Furness Enterprise also works with long term IB claimants under a Cumbria County Council scheme.Pilot referral programme with Job Centre Plus advisers in GP Surgeries

• Support development of the University of Cumbria hub in Barrow • Improve provision of post-14 education and training, and raise achievement of students aged

14 and over. • Help and encourage more young people to continue in post-16 education and training. • Reduce barriers to learning and raise achievements through interventions to promote

attendance, punctuality and the value of learning LSP/ Partner Activities: • Furness is a priority area for the Cumbria Aimhigher Project and has its own local co-

ordinator. The Project is aimed at families with no history of Higher Education and inevitably there is over-representation of those on free school meals within this group. Activities are aimed at pupils from primary school through to post-16 all intended to raise awareness and aspiration to continue into HE.

• In the analysis of HESA data for 2001-06 Barrow was identified as one of four areas in the NW which had the highest overall increases in 18-20 year old students entering HE and the highest, with very nearly a 10% increase, for females.

• Aimhigher activity will continue and has been part of a coherent approach overseen by the highly successful Furness 14-19 Partnership. This Partnership is linked to the Furness Strategic Partnership via the latter’s Lifelong Learning Thematic Group.

• The Barrow Engineering Project is funded jointly by the Royal Academy of Engineering and local companies and organisations and is intended to raise the status of engineering as a career path for young people including increasing those entering through the degree route.

• CCC Furness College Sports Hub – partnership of Furness College, Barrow Council, Cumbria County Council, Barrow Sports Council and Connexions – promoting sports courses and subsidising them as appropriate. Alternative way of encouraging young people to further education.

• CCC funds Furness Youth consortium including Youth Inclusion Project which supports young people at risk of exclusion from school
