Documents related to the cleanup of this site can be found at the locations identified to the left under "Where to Find Information." The estimated cost to implement the remedy is $10 million, which will be paid by National Grid. The cleanup is anticipated to begin after the remedial design is completed and take about one year to complete. How to Comment: NYSDEC is accepting written comments about the proposed plan for 30 days, from February 20, 2019 thru March 21, 2019. The proposed plan is available for public review at the locations identified at left under "Where to Find Information." Please submit comments to the NYSDEC project manager listed under Project-Related Questions in the "Who to Contact" area at left. Current Remedial Action Plan: The current NYSDEC-approved plan includes: The removal and off-site disposal of approximately 11,000 cubic yards (about 500 truck-loads) of MGP-impacted soil followed by the importation of clean soil to restore the removal area to the existing grade. A site cover consisting of either pavement or a two-foot thickness of clean soil. Installation of wells which allow for observation and removal of accumulated coal tar in the subsurface. Development and implementation of a site management plan which will detail the requirements for future excavations at the site and the required monitoring. Recording of an environmental easement to ensure the proper use of the site and adherence to the site management plan. Proposed Change to the Remedial Action Plan: The NYSDEC proposes to reduce the volume of impacted soil being excavated by treating the impacted soil using a solidification process. The solidification process uses a commercial product, typically Portland cement, to bind the soil particles in place which reduces the potential for contaminants to migrate. Although there will be less soil removed under the proposal, more impacted soil will be remediated due to a deeper and wider treatment zone. Actions 2 through 5 above will remain unchanged with this proposal.

Remedy Modification Proposed for State Superfund Site

STATE SUPERFUND PROGRAM

Why the Proposed Change: The current soil removal will require extensive sheet piling for structural support along Broadway and other areas. The City of Schenectady and others have raised a safety concern regarding the use of long sheet piles and the large number of trucks in the vicinity of the Broadway and Clinton Street intersection. The solidification process does not require shoring and would result in less truckloads and traffic as compared to excavation. Next Steps: NYSDEC will consider public comments as it finalizes the remedy for the site. The final remedy will be described in a document called an "Amended Decision Document" that will explain why the remedy was selected. A detailed design of the selected remedy will then be prepared, and the cleanup will be performed. NYSDEC will keep the public informed throughout the investigation and cleanup of the site. Site Description: The two-acre former MGP site is located at the current parking lot for the Schenectady Municipal Housing Authority at the intersection of Broadway and Clinton Street. A seven-story public housing building occupies the southern end of the site. The NYSDEC has designated the former MGP site as Operable Unit (OU) 01. MGP-impacts have been found in an area on the west side of Broadway, designated as Operable Unit 02. The impacts on OU-02 are being addressed through a separate remedy. The site is one of approximately 250 former MGP sites that existed across New York State in the early 20th century. The Clinton Street Plant was operated by National Grid predecessor companies from approximately 1851 to 1906. Summary of the Investigation: Coal tar was generated during the manufactured gas process. Coal tar contains a number of chemical contaminants, primarily benzene, toluene, ethylbenzene and polycyclic aromatic hydrocarbons. The extent of the impacts was found through a series of investigations conducted by National Grid. State Superfund Program: New York's State Superfund Program (SSF) identifies and characterizes suspected inactive hazardous waste disposal sites. Sites that pose a significant threat to public health and/or the environment go through a process of investigation, evaluation, cleanup and monitoring. NYSDEC attempts to identify parties responsible for site contamination and require cleanup before committing State funds. For more information about the SSF, visit:
