INSTRUCTION FOR DIPLOMAS INSTATE MEDICINE.
ENGLAND.
THE following recommendations, designed with a view ofensuring "the possession of a distinctively high proficiency,scientific and practical, in all the branches of study whichconcern the public health, " were adopted by the GeneralMedical Council in 1889. The regulations require that-" (1) A period of not less than twelve months shall elapsebetween the attainment of a first registrable qualification in
. Medicine, Surgery, and Midwifery and the examination for adiploma in Sanitary Science, Public Health, or State Medi-cine ; (2) every candidate shall have produced evidence ofhaving attended, after obtaining a registrable qualification,during a period of six months, practical instruction in alaboratory approved of by the body granting the qualification ;(3) every candidate shall have produced evidence of havingfor six months practically studied the duties of out-door
sanitary work under the medical.officer of health of a countyor large urban district ; (4) the examination shall have beenconducted by examiners specially qualified, and shall com-prise laboratory work as well as written and oral examina-tion ; (5) the rules as to study shall not apply to-(a) medicalpractitioners registered, or entitled to be registered, on orbefore Jan. lst, 1890 ; (b) registered medical practitionerswho have for a period of three years held the position ofmedical officer of health to any county, or to any urbandistrict of more than 20, 000 inhabitants. or to any entire ruralsanitary district." It was enacted by the Local GovernmentBoard that after Jan. lst, 1892, no such appointment may bemade in any county, district, or combination of districts
with a population of 50,000 or upwards, unless the officer-having, of course, qualifications in Medicine, Surgery, andMidwifery-is registered as the holder of a diploma in Sani-tary Science, Public Health, or State Medicine underSection 21 of the Medical Act, 1886, or has during 1889,1890, and 1891 been medical officer of a district or combina-tion of districts with a population of 20,000 at least, or hasfor three years previous to Aug. 13th, 1888, been a medicalofficer or inspector of the Local Government Board. Withthe sanction of the Local Government Board, the same
person may be appointed medical officer for two or moredistricts.London CMf<M*s.—Sanitary Science is included under
the head of State Medicine in the M.D. degree, and a cer-
tificate has to be produced showing that a course of prac-tical instruction has been attended for the prescribedperiod, and that the course has included such chemical,microscopical, and meteorological work and exercises as
more especially relate to sanitation. The attendance in-cludes six months’ practical instruction in a laboratory andsix months’ out-door sanitary work. Certificates will bereceived from the holder of any public health office directlyor indirectly subject to control by a Secretary of State ora Government Department. If a candidate have held for aperiod of two years the position of medical officer of healthin any sanitary district, or for a period of three years theposition of medical officer of health in any sanitary district,he will be eligible for the examination.
Oambridge Unive1’sity.-An Examination in so much ofState Medicine as is comprised in the functions of medicalofficers of health will be held during the year 1894 in Cam-bridge, beginning on the first Tuesday in October, and endingon the following Friday, or at latest on the following Satur-day. Any person whose name is on the Medical Register iseligible as a candidate for this examination : Provided (a) hebe in his twenty-fourth year at least when he presents himself
