Dr. Harry Wayne Parrish called the meeting to order at 5:05 p.m. Mr. Charles Woodall led in prayer. Dr. Harry Wayne Parrish led the Pledge of Allegiance. School System News Mrs. Aneta Walker, Principal at Cloverdale Elementary School, stated we started the 7 Habits several years ago. Student leaders shared information about the 7 Habits, Leadership Notebooks, and a program to hire students. Mrs. Walker stated it is a program to increase student involvement, responsibility and leadership roles through the use of student job performances. We posted jobs, students took the application home to work with their parent to fill it out, the list has the job title, number of positions, description of job, who can apply and the person in charge of the job. They went through the interview process last week. The teachers that were responsible interviewed all the students for those and they were hired. They will be starting his week with their new jobs for the first semester. Then we will have another group interview. Mrs. Debra Wright, Principal at Faine Elementary School, stated one of the things we have completed is a four year grant with the Wiregrass Foundation. With the grant we became an Arts Infused Model Site. We have seen, and research supports, students who have been given opportunities in the arts do excel in school. We have included it in our school day schedule. The kids are not just learning but actually performing, creating things in Science and English classes as well. They are writing about those performances and are very involved in it. One of the things that has come out of the Arts Infusion Model Site program is our Octoberfest on October 11th. We have opportunities for the students to exhibit what they have created. We have a garden area and have planted vegetables. We are picking potatoes now. We have a parade that is going to happen on October 11th and the Tuesday before that we will have a Miss Faine and Mr. Faine Pageant. In the Mr. Faine part of the pageant the young men actually go out and raise money for a charity. One of the charities has been the American Cancer Society. The last time we raised money for them we raised almost a $1,000 with five students. Jerry Lee Faine Elementary School is giving back. We are doing what we need to do to help our community to produce productive citizens. One of the ways we are helping academically is we partnered with, in keeping with the Arts Infusion, the Wiregrass Museum of Art. They are coming in to do PD with our teachers and bringing resources and they will have the opportunity to be trained in Arts Infusion Model Site. We are also continuing to work with Troy University students. Ms. Bertha Robert’s class comes every Wednesday to our school to help with tutorial sessions and pre-service teachers also come in and teach in addition to our teachers. We are proud of what is going on at Jerry Lee Faine Elementary School and as our motto says “We take pride in our school” and that is personal responsibility in daily effort. Delegations Mrs. Pat Hales stated I am proud to present Mrs. Chancey Sinquefield our Special Education Teacher of the Year in the State of Alabama. She is very deserving of this award and I want to say how proud everyone at Hidden Lake Elementary is of her accomplishments. She is not just the Special Education teacher she forms relationships with teachers in the regular classroom, with the parents of her special education children and stays in close contact with those parents at all times. I have known her for about 10 years and she does not miss anything. She does whatever it takes to do her job and do what is best for children with special needs and I want to tell you how much I appreciate that and how much we appreciate her at Hidden Lake. She is there to accept additional responsibilities whenever that is needed and she does not shirk any kind of responsibility. I do not think I could ask more in a Special Education teacher than I have gotten from her and we are so very proud of her accomplishment. Mrs. Chancey Sinquefield thanked Mrs. Hales and the School Board for recognizing this honor. She further stated my parents were always reciting Jeremiah 29:11 and as most of you already know the beginning of that it says “For I know the plans I have for you declares the Lord.” I know exactly where I am supposed to be. This is what I have been called to do. Every morning I look forward to doing that and being there for my students. As the mother of three boys myself, when I go to work every day I think okay if this were my child how would I want them to be treated in the school. Not only that if that were my child and I was that parent releasing my child with a special need into the hands of someone else what kind of support as a parent would I need. I try to make that my focus everyday and I really appreciate what Mrs. Hales said about that because I hope that my parents do feel that way. My parents also taught me that birds of a feather flock together. I learned that sometimes the hard way and sometimes I caught on a little faster. This honor with my name on it should really be Hidden Lake Elementary School, Dothan City Schools, Special Education Program because without the support of Mrs. Hales, the office staff, the other special ed teachers, the general ed

teachers, and the paraprofessionals I could not do my job. Then I have the Department of Exceptional Students Services with Mrs. Cunningham, Teresa Farkas and Yvonne Dunlap, they keep me flying straight making sure my paperwork is done and giving us the support we need to be able to best serve our students. We certainly could not do it without them as well. Also, again working in Dothan City Schools is a great place to be and I am very proud of Dothan City Schools. I tell everyone around me how wonderful Dothan City Schools is and also Yes We Can Dothan for pushing the positive that happens in our school system. Thank you so much for this recognition. Mr. Tim Wilder stated the billboard started last week and you will see Chancey’s picture all over. I want to hear the story of how you found out. Mrs. Chancey Sinquefield stated we were going to Mega Conference this summer and another one of my co-workers called and informed me that I was in the top five for the State and that she did not know who had received this award but she told me to be prepared and to dress cute and be ready. It just so happened my mother is a retired special education teacher and she had always come to Mega Conference and this was her first year not being there but she was there listening to a Christian speaker in Mobile that day. I said Mom I made it to the top five. They told us what room we needed to be in. I did not see Mrs. Cunningham and Teresa Farkas coming in but I saw my Mom and I was so excited to see her and then they made the announcement. I had no idea. It was very humbling. I do not know that I am deserving but it was quite an honor so thank you. Mr. Tim Wilder stated you are deserving and for Alabama we celebrated this with our middle schools out of 8 nationwide and the two in Alabama are from Dothan and now Alabama Special Education Teacher of the Year it just gets better and better. Thank you for your service you do a great job. Mrs. Pat Hales stated thank you again School Board Members, Mr. Wilder and Directors. I just want to say again Special Education is a very integral part of what we do at Hidden Lake and Chancey is a big part of that. We started with the full inclusion model as much as we can two years ago now. This is our third year now and we have found how much it benefits special education students, how much it helps to remove them from that resource room setting so that they can learn just like the other students the same material and all. They need a lot of support which we offer them but they eventually will have to take the State test, the Common Core Assessments or whatever is coming up next just like all the regular education students. We believe they need the benefit of being taught by a highly qualified teacher in the regular classroom setting with support. We try to offer all the support that we can and Chancey has played a big part in that and I want to thank the School Board also for letting me have another Special Education teacher this year because it was sorely needed. Our Special Education numbers are growing and we appreciate your support in this matter. Thank you very much. Mr. Stan Eldridge stated as a Principal and Assistant Principal I have known Mr. Payne for 6 years. He is like one of these teachers if you need something done this is the guy you go to. He is not only one of the best advisors for our club that he got recognition for but he also does our Prom. I think the company we are using this year, which he probably will not say anything about this, for the Prom they want to come and build all his models with him plus they want to take it and use it at other schools this year. We are here tonight for the recognition for Mr. Chris Payne. He is the SADD National Advisor of the Year. Mr. Chris Payne stated I would like to talk about our club because the National Award is a team effort. The President of our club who cannot be here tonight is in South Alabama nominated me for this award. We apply for national awards each and every year and there are only two that we apply for The Chapter of the Year and Activity of the Year. I gave her the task for signing up for Activity of the Year and did not know until the last day of school and she said I failed to fill that one out because you deserve National Advisor of the Year. She pulled it out and I had no idea whether or not we were going to get any recognition at all until over the summer when they called and said get ready it is out in California. Unfortunately, it was our anniversary weekend and my wife and I had planned our first trip ever to New York. Let me tell you a little bit about our club. We are very active in the community. I started the club at Dothan High School in the fall of 2007. At this first meeting we only had 8 students since that time we have grown to the largest SADD Chapter in the nation. Last year our membership reached 353 students. I am the only advisor for this program so at times it can seem a little bit overwhelming but the Senior leadership that we have, our officers, are committed to making this work. So far this year we have had, I know this is hard to believe, we have received over 600 applications from students wanting to be a part of our club this year. What is SADD? It used to be Students Against Drunk Driving but late in the ‘90’s it changed to Student Against Destructive Decisions because students across the country said we are doing a lot more than just drinking and driving. During these meetings that we hold once a week after school from 3:15 to 4:30 every single Wednesday throughout the entire year we educate students on the dangers of destructive decisions from tobacco, drugs, bullying and violence to even teen suicide. We cover everything that a teenager is involved with. What makes our club different is not that we want to teach and educate people on all the different ways in which you can die we want to show you ways in which you can live. The best way to do that is get out and serve the community. So our SADD Chapter has been unique. We are the only one in the country that is dedicated to community service and it has really transformed our school it has transformed the landscape of this community. You can see it working in pockets whenever we show up to activities and how quickly somebody signs us up to work one of their activities again the following year. Last year we participated in 2,473 hours of community service. Over the past five years we have gone just over 31,000 hours. If you point that into teenage minimum wage we served the people of Dothan just over a $250,000. We have had over 400 individual activities. Not only is the community service a big part the first year that we started our SADD Chapter I applied for recognition from the White House to be a certified organization for the President’s Volunteer Service Award Program. Since that time our SADD Chapter has been a gold medal winner for the last five years. We have honored 109 students with the Presidential Award. We have also honored 253 students with Alabama Congressional Awards for volunteering. I think what helps to make our club grow is definitely the passion that our kids have participating in activities and want to be a part, we have no membership fee, we charge nothing to be a part, we do no fundraising because as many teachers know fundraising is one of the biggest headaches we have as teachers. We rely on donations, generosity of others and we do projects that do not cost a whole lot of money. If you come to a Dothan High School football game you will see us over there

between the tennis courts. We are the ones that are barbequing and throwing the party. It is one of programs that is created by us that feed everybody in the community for free. The money that we do have we save it and we go out and purchase our food on Thursday afternoon and it costs about $350 but we feed everybody that comes up and we have them sign in. Through that sign in we can chart how many people are actually Dothan High School students and how many come from the community. When we first started the parties we were rather small since then they have grown into several hundred people. We have had generous donations. This year we were blessed with a portable sound system so we can have our music and carry our speakers and stuff with us. At the end of the tailgating event we have families that come up, they know our party is over and ask if we have anything else to serve and we always do. The projects that we do touch more than the lives of just the students in our club, it touches the community. We are committed to making Dothan a better place through our service. We have partnered with just about every single organization that you can here in the City of Dothan. We have gone up to the Federal Communications Commission in Washington, D.C., from coast to coast, we have worked with all of them. We have people that seek us out because of the quality of our volunteers. We train them on how to perform an act and not only that we challenge them with their grades. They cannot volunteer for us unless they maintain a C average and we check that constantly. If their grades drop we have kids in our SADD Chapter that are very good tutors. I pull them aside and we do tutoring on Wednesdays. They tell me please do not mark me absent I am in tutoring. We have over a $1 million in scholarships that our seniors have been awarded from colleges from all over from Alabama, Auburn, Troy, South Alabama, Georgia Tech and Harvard. So we have gone all over the country with the type of students that we have because one of the number one requests by colleges when they are trying to determine which kid is worthy of their school they look at service. We challenge our kids to get these awards and they have an opportunity of winning Presidential awards while they are in high school. They best type of dropout prevention you can have for a school system is having these kids involved in clubs. We get them invested in their school; we show them different things you can do outside of just learning in the classroom, we show them other opportunities. We have been the Yes We Can club of the year for the last two years and we are thankful for them and all of the support they have given our club over the last several years. It has been fantastic. Our SADD Chapter is not just me I am the person that tries to guide the children. We have kids that in order to be an officer they have to write an essay, they are not elected, on why it is important and why they want to be one. We try to talk about them representing not just our club but representing the school and the City of Dothan. We actually have an event tomorrow night. It is the Face of the Wiregrass so if you go you will see our kids there dressed in black and white and will be serving refreshments and seating people at the event. We have events it seems like one a week from the beginning of school to the end. Thank you for recognizing me for the award but for the SADD Chapter kids it is an award we share together. When we have a game on October 5th come on out and have a hamburger or hot dog with us. Mr. Tim Wilder introduced Tami Culver stating she was just appointed as the Executive Director for the Education Foundation for Dothan’s Future as they combine the effort from the Education Foundation and the Wiregrass Foundation. We have not come up with a name yet but we talked about it the other night at a Board meeting. Tami will be working very similar to what Dr. Harrison did but in a little different capacity. I hope to see her at our Board meetings and working hand in hand with us. We are glad to have your knowledge and expertise and you are going to help us raise some funds and do all kind of good things. Welcome and we thank you in advance for what you are going to do for us. Mr. Tim Wilder stated we mentioned Twyla and Lavonda, she is not here, but Twyla sometimes does not get all the credit that she deserves. A lot of our public relations are through Yes We Can and Twyla. If I want to know what is going on in our schools instead of making a bunch of phone calls I just go to the Yes We Can Facebook page and it is absolutely pages and pages of good news. I know each school has a good news person that contacts her and talks with her. Without Twyla getting that information out and making Dothan City Schools look good. Lavonda, of course, does our Adopt-A-School program and is helping all of our Principals. We could not do it without both of you. Thank you for the job you do. Dr. Harry Wayne Parrish stated very well said. We have the two commissioners here today and we are always proud to have them. Mrs. Kim Watford addressed the Board stating I am a parent and have three children; two are in Dothan City Schools. The reason I am here today is we saw the elementary schools and we are pushing them ahead and they are doing really well. My children I am thankful were in the elementary schools here frankly because I could not afford the private school setting and I personally feel like they could not have gotten a better education than what we provided. When you created the magnet school programs you had intentions of expanding into academies and things like that. I believe budget shortfalls probably put those plans on hold for a while. My child is now in the 10th grade at Northview and we were looking ahead for dual enrollment and that is why I am here today is that I knew early on she had college potential. She is an outstanding reader and at the beginning of 9th grade she took the SAT and qualified to get into Troy which is very good I believe and my 7th grader qualified to get into Wallace. They are both magnet school children. You have unintentionally I believe given mixed reviews on how to get into the dual enrollment program in the policies set forth. Through my over ambition, not allowed by the law apparently, she was in Troy not through the Dothan City School System and I was trying to get her into the program at Troy and receive credit through Northview and apparently in the 10th grade it is not allowed even though it is allowed on the State level through the State of Alabama. That request was denied and I am here to bring it to your attention that these children are coming up very smart and very quick and I think dual enrollment is a very smart choice for children to move ahead because they get to a point for some children who are not involved in sports, which my child is not, she is a

very avid attender of the library and I could drop her off and she could spend all day. If you do not have dual enrollment you have pretty much stopped her education and that is what it takes. In elementary school she was reading my college textbooks for fun but nobody took that into consideration when it was denied so that is what I want to move forward to because right now I am at the point where Troy wants to kick her out even though she earned a 4.0 because of these policies and because of her not being able to attend under Northview. That is why I am here; to find out how to move forward and guess make everybody happy including my child. Mr. Tim Wilder stated we met and Mrs. Morgan has been talking to Mrs. Watford quite a bit and we met with the Troy University people and we talked about what we do and do not allow. If you want Mrs. Morgan can talk a little bit about it without getting too deep in detail. We have had some conversations with Mrs. Watford and some other issues but right now it is juniors and seniors correct with dual enrollment. Mrs. Allyson Morgan stated our Board policy on dual enrollment which is like public schools in our area have passage of three parts of the grad exam, reading, math and one other and that you are a junior or senior and it also has to have the approval of an administrator at that school and the Superintendent’s signature. We do hundreds of those and we have over a hundred to enroll right now but it is 11th and 12th graders and then passage of the three parts of that grad exam and that is our policy for dual enrollment. Once that happens we have lots of dual enrolled students but in this case that did not happen. Mrs. Kim Watford stated I am glad you said that and I did bring the actual academic book, which I am sure you have, and I brought two from last year for Northview and the School System and then the two for this year and they both have alternate policies for what is allowed and not allowed. In April when I talked to Mr. Wilder I did not feel like you were necessarily opposed to it if I could prove to you that she could do the work. Mr. Tim Wilder stated we did not bring the 10th grade being allowed to do dual enrollment before the Board during the summer for that. It would take that Board action to have a 10th grader, someone under the 11th grade to waive that policy. There are some other issues there too in this case we will not go into but there is something the Board has not heard from me before about allowing 10th graders to go there and the capacity for us to allow the 10th graders to do dual enrollment so for something that says contrary in the academic guide we will be glad to look at that and change that. Mrs. Kim Watford stated I think that is my problem I think they are all kind of contrary to one another and so I have what is allowed by the State which is what I spoke to you about. I believe we did talk about you thought 10th graders could go to a technical program. Summer was busy but I would have stopped then to get an appeal and that is what I need to know what I have to do because there are several quarters left in the year for her to be in attendance now. Even if you do not give credit to her, I am not even after credit. I just do not understand why a School Board that wants to move children ahead will have an issue to actually get her blocked from attendance. Dr. Harry Wayne Parrish stated as a School Board we need to investigate this more. With time I promise we will talk to Mrs. Morgan and Mr. Wilder and all the Board Members. Again, I am not trying to cut you off and I think it is wonderful that you are thinking like you are and you have the attitude that you do. We have got to make sure we follow all the things we have to do. You have got me cornered here. I do not really know what to say to you but I promise we will look into it. Mrs. Kim Watford stated I just need to know where to go from now because I have a child that wants to do reading which is not my forte at all amazes me and wants to get more knowledge. I want to move her forward. If she was a football player you all would be telling me in 7th grade she could go forward and things like that. Dr. Harry Wayne Parrish stated no you are wrong about that. Do not get athletics in there because you are talking to an old football coach and I can tell you are getting way off on this. Do not do that to me. At the same time we do appreciate you very much for coming. Mrs. Kim Watford asked what I need to do. Dr. Harry Wayne Parrish stated Mrs. Morgan or Mr. Wilder will contact you when the Board talks about all of this and see what they think. Mrs. Kim Watford stated I have been talking to folks since December of last year so do I need to come back next Board meeting. Dr. Harry Wayne Parrish stated this is the first time we have been made aware of it so we are the Board and we will be more than happy to communicate with them and we need to do it that way. Mrs. Kim Watford stated I just need to know because I need to make decisions. Dr. Harry Wayne Parrish stated they will communicate with you or you call me after I talk to them I will communicate with you I do not mind. We do appreciate your feelings very much. Mrs. Kim Watford stated is it too optimistic to think I can have an answer in a couple of weeks. Dr. Harry Wayne Parrish stated you are putting me in a corner now, do not do that. Mr. Tim Wilder stated that would be very optimistic. You are asking for a waiver of the policy is what you are asking for. I would have to default to Mr. Segrest but if we decided to change a policy this late with dual enrollment it would probably not be fair to all the other 10th graders who would want to take dual enrollment. It is something that we would have to start in the summer and allow the Board to have a chance to hear the pros and cons, the positives and negatives, if we have the capacity for it and Wallace would accommodate that as well. It is a State rule that they allow local School Boards to have it in 10th grade but it is the School Boards that make the decision on what they can and cannot do. So even if you came to me tomorrow and asked me to present the Board a waiver of that policy or to change that policy you are looking at a pretty lengthy process I would think. Mrs. Kim Watford stated I was coming from the standpoint I know in the policy it says only Wallace Community College is approved but I know they also accept the University of Alabama. At some point you all make waivers right. Mr. Tim Wilder stated I have not taken a waiver to this Board to accelerate which is Alabama’s way of doing that but this Board has not since I have been here and I think they have been pretty strict about these 10th graders for dual enrollment. It is not in the policy to do it and we need to hear from the professionals and the people that know more than I do about it if they want to change that policy. It is really that simple. By you bringing it to their attention tonight I think it is good and positive. Mrs. Kim Watford stated so I do not need to do anything. Mr. Tim Wilder stated you can put in writing that you would request for me to ask the Board for a waiver of that policy and then I would discuss that with our Board and our folks here. That is the only thing that I could see that you could ask for immediate but for policy change I would not recommend that to our Board in the middle of September or October to change the policy allowing 10th graders to take dual enrollment because I do not think we have the capacity for that. Approval of Agenda and Proposed Agenda Modifications Mr. Tim Wilder requested the Agenda be amended to include the Personnel Addendum and also my recommendations on this in front of you through the email for three of them that are personnel. Mr. Ben Armstrong asked do we need to rearrange them. Mr. Mike Manuel stated they are not currently in my budget proposal. Mr. Ben Armstrong stated you will adjust your presentation accordingly. Mr. Tim Wilder stated we had to do some homework and find out who had what and so forth as far as the aides and Mr. Addison mentioned that. Behind that email are some numbers that concern me with elementary. The recommendation for Girard Middle School we actually have a half aide that goes between those two and by hiring this one it would go to one of the middle schools and the other would go to the other middle school. You actually would be hiring one in the middle school. Then the Special Education Supervisor to assist Mrs. Cunningham with the insurmountable number of legal issues and IEP meetings and some real tricky cases we have right now. Personnel Services Dr. Dell Goodwin presented the Personnel Agenda along with section J, the items that Mr. Wilder mentioned. Mr. Chris Maddox stated as clarification for Ms. Brandon could you give her a summary of what we are talking about since we do not have a number reflecting these. Mr. Charles Woodall stated Item J.1 is regarding PE aides at every elementary school except for two. Mr. Tim Wilder stated for the record it would not be 11 it would 5 because we currently share. Mr. Chris Maddox asked does this recommendation give every school one. Mr. Tim Wilder stated yes sir. Mr. Ben Armstrong stated I want to apologize to the Board after just getting this today I have not had a chance to look through it and communicate to the Superintendent. I think I can address each one individually but I do apologize for that.

Dr. Harry Wayne Parrish stated the next one is Item J.2 recommending a PE aide at Girard Middle School. Mrs. Brenda Guilford made a motion seconded by Mr. Charles Woodall to approve Item J.2 as presented and as recommended by the Superintendent. The motion carried. Dr. Harry Wayne Parrish stated we went over and looked at Girard and Brenda was there and I looked at all that and it is really a need. There is no way this can be handled without an aide. Mr. Tim Wilder stated we had some problems late last year during PE and some this year and we have identified those needs. Dr. Harry Wayne Parrish stated the day I was in there she had 60+ students in there and the problems she had was a male aide that was helping. Mr. Tim Wilder stated at the middle school level they have the boys dressing and the girls dressing and they have both of those teachers in there then nobody in the gym once the kids come out of the locker room a lot of the stuff is happening. When that half aide is not there it is a problem.

Some things we talked about before and you were not prepared for this. I know Mr. Addison had talked about the aides at the last meeting and we got some data together for you got that to you. This is one you have seen before and we tabled it; however, you were not prepared for this today and I do want to mention to you that we are dealing with some very significant legal issues right now and I do not think anybody in this room would argue the pressure that Mrs. Cunningham is under with the IEP meetings, making sure everything is legal and training for our teachers and so forth. I think she goes to PASS everyday and maybe sometimes twice a day for intakes for PASS the alternative school because of the way we have restructured that and as you know we have some pending cases before us. We have got to get some help down there. This was something that was given back in April or May of last year and we put it on the back burner which you should have because there were a lot more important things at that time. Now we are getting bogged down again and I want the Board to consider this. I hope you will approve it but if you have not had enough time to go through that and to view Mr. Manuel’s presentation then I certainly will not put this on the front burner. Mr. Ben Armstrong stated the first two Mr. Wilder you and I talked about off and on for some time and Coach you and I have talked about it as well and Coach Addison and I have spoken about it. I did not get a chance to look at this one and it did kind of catch me a little off guard. I would like some time to process it and ask a few more questions and be better prepared if that is okay. I understand I am just one Board Member and the others may not feel that way. In light of these things we did today I do not think what you did today would come into effect and if anything does comes into effect it would be probably in the legislative year because they would have to figure out where they would get money to pay that Medicaid because you could not go into the Alabama Trust Fund. You would probably go to the Education Trust Fund as you know. That was a good question and a lot of people were talking about that today. Mrs. Allyson Morgan stated our advanced placement students will be honored. We have between 80 and 90 students at both high schools combined that made a qualifying score in our advanced placement courses. They take the course and have to pass an exam at the end of the course. We are in our third year of the A+ College Ready course. Our two Principals will go on Monday and be in a reception and be honored. Those students deserve a round of applause and they will be getting some recognition through that grant pretty soon but that is quite an honor also. Ms. Susan Loftin stated we are giving the Alabama High School graduation exam again this week at both of our high schools. We have 11th and 12th graders that are taking that test this week. Mr. Chris Maddox asked is this the last year of that test? Ms. Susan Loftin stated yes, the 9th and 10th grade will not have to take it. Mr. Chris Maddox asked did the State adopt an alternate to that. Ms. Susan Loftin stated yes. Mr. Chris Maddox stated and there is no down time between one ending and the new test beginning right. Ms. Susan Loftin stated in fact we will be giving end of course tests in May in five different subjects and that will be the beginning of the termination of the grad exam. That is coming this spring. Mr. Chris Maddox stated would you and Ms. Morgan like to give a commentary on that. Mrs. Allyson Morgan stated the new test is going to be much harder. It is based ACT quality core. It is a great test and it is from ACT so we are excited about that but quality core is a much more rigorous test. ACT has given a lot of resources though but Algebra I and Geometry teachers, Biology teachers and English 9 and 10 teachers are on the move right now working really hard to make that transition. Dr. Dell Goodwin stated we have advertised for over 221 positions just for this school year. If you take that number 20% of all employees in Dothan City Schools are either new hires are rehires. We are the 2nd or 3rd largest employers in the City of Dothan. So when you go around somebody is related to somebody that is employed just about all around Dothan. Mr. Larry Alums stated today was our first day of our Head Start Program and we had approximately 120 kids we transported today for the first time in two years which makes it five buses that we are transporting kids on. For the first day it went great. At 2:00 when they went to load it became a down pour and we had a few issues on that part but as far as the first day went it looked pretty good. Mr. Tim Wilder stated I understood in talking to Mrs. Evans today and you that those five buses are not accommodating every single kid. Do you have any idea how many are not being transported because our buses are so full? Mr. Larry Alums stated no sir because some of them did not fill out the form to start with at the beginning of the year. We have always had a waiting list even if we had 9 or 10 buses. We have always had a waiting list for transportation. Some of these will show this year and some will not and they will go off of that waiting list and they will go back on the bus routing list. It will work its way out. Today was just the first day. Mr. Tim Wilder stated okay I was just trying to understand. They have to turn in paperwork and sign it to request riding the bus and all buses are full right now. Can you work with Mrs. Evans and give me a number about how many we are not, if everybody were to be transported. We may have some that need transportation and are not getting it. Just give me an idea of a number. I am sure that will come up in my discussions with her. Mr. Chairman and Board I want to tell you again how courageous it is for you guys who have sat here two and three years ago to cut what you have cut and be allowed to put these people back in these positions again. I was not here and I cannot imagine how painful that was but I can tell you our Principals, teachers and staff appreciate what you are doing and after the painful years you have had it shows you have a lot of courage. Mr. Franklin Jones asked what is significant about the number five for buses. Mr. Larry Alums stated the five that we had are the five we had two years ago. We made our routes according to the projects and according to the daycares and another few places so that is the reason why we came up with the five routes. This is the original five routes we had two years ago. Mr. Tim Wilder asked are there seatbelts on those buses? What is different about a pre-K bus? Mr. Larry Alums stated they have to be a pre-K bus or a head start bus. Mr. Tim Wilder stated I think we started with that number this summer but now we see there may be more. Mr. Larry Alums stated this is what we started off with this year because this is what the original thing was two years ago. We pick them up in clusters and stops not at their house and before that we picked them up at their house. Now we are not doing that. Parents are bringing them to Grandview Church or wherever it is. Mrs. Brenda Guilford stated two years ago we had nine and then two years ago we cut it down to five. So now what you are going on is that cut number, five. Mr. Larry Alums stated we cut it back because of federal funding at that time. The money, just like we did in the past, with no buses at all. Mr. Tim Wilder stated that number five is pretty much where we left off last time. Mr. Larry Alums stated that is correct. Mr. Franklin Jones made a motion seconded by Mr. Charles Woodall to adjourn into a Work Session for the Second Public Hearing on the 2012-2013 Budget as recommended by the Superintendent. Mr. Mike Manuel stated we are still in much better shape than we were last year even with the additions that we have added to the budget we will be in good shape by the end of next fiscal year. New Business Dr. Harry Wayne Parrish stated the board would meet again Monday, October 8th, and Monday, October 22nd.
