Message From the Interim Dean

Thank you, to Everyone!

We are wrapping up our first-ever, semester school year, and things have gone amazingly well for our first effort! It is no doubt due to the very hard work, dedication, and commitment of our faculty, staff, and students! This was a difficult and very involved process that was a “once-in-a-career” experience, yet we handled it with the patience and professionalism that are the hallmarks of this School. Again, congratulations to all, and a huge “thank you”!

As we wrap up the school year and head into the commencement season, we also celebrate the extended work and dedication of our graduating students! Whether it is a bachelor’s degree, a second bachelors, an academic certificate, or a master’s degree, our graduates have accomplished much, and typically have done so in spite of major hurdles and distractions. For their achievements, we both honor and celebrate their work, and we are very proud to now be able to count them among our distinguished alumni. We look forward to watching their careers develop and expand, and we look forward to working with them as they “give back” to future generations of students, whether our new alumni do so as guest lecturers, teachers, internship supervisors, or as financial supporters. Pi Alpha Alpha is the Global Honor Society for Public Affairs and Administration and is run by NASPAA.

The purpose of Pi Alpha Alpha is to encourage and recognize outstanding scholarship and accomplishment in public affairs and administration. BPA Honors Outstanding Students

On Friday, May 5 BPA hosted the Annual BPA Honors Recognition Dinner to celebrate the Outstanding Students from each of BPA’s programs and the Outstanding Alumnus of the year. Chosen based on academic performance and engagement in the program, 19 students were selected as Outstanding Students this year! The Outstanding Alumnus was chosen based on her successful career and service to the community that she has demonstrated since graduation.

Student Organization Receives Award

Beta Gamma Sigma (BGS) received the Promising New Group Award at the University Student Leadership Hall of Fame Awards on

Thanks to the dedicated students and advisors, BGS became chartered as a student organization in the 2016-2017 academic year. Since chartering, BGS has grown immensely and brought more awareness to students of the benefits of becoming a Beta Gamm Sigma member; 52 students were invited for induction this year.

ERM/OSH Meet and GreetThe Environmental Resource Management (ERM) and the Occupational Safety and Health(OSH) programs hosted their Annual Meet and Greet on Wednesday, April 26. The Annual Meet and Greet honors graduating students from the ERM and OSH programs. Joined by alumni and community guests, students had the opportunity to network and discuss potential employment opportunities. A panel of former Alumni shared with guest’s in attendance industry perspective and gave them tips to get “one’s foot in the door.”

BPA Student Wins 1st Place at Student Research and Creative Poster CompetitionAccounting student, Anh Nguyen won first place at the Student Research and Creative Poster Competition on Friday, April 21. Nguyen presented the research work Dual-Class Share Structures: When Is It Good? Her research advisors are Dr. Ji Li and Dr. Di Wu, two CSUB Accounting Professors. “Anh Nguyen is a very talented student researcher, who has great potential in business research.” said Dr. Ji Li.

Abstract: In dual-class companies, management controlling the voting rights is able to choose or influence director board to further entrench itself or increase benefits of all shareholders. This study compares the board director members’ characteristics, their effects on the adoption of performance-based stock awards and on the company’s financial performance. Dual-class companies in Technology sector are performing much better than their industry average ratios. They have higher profit margin, higher return on equity, higher revenue and earnings per share (EPS) growth. The results suggest that dual-class structure is not inherently a stock structure indicating low firm valuation or unsatisfactory financial performance.

BPA Students Present Research at ConferenceGraduate students Sarai Espinoza and Rabia Sohail from the Master of Science, Health Care Administration (MS-HCA) program, who work with California Children’s Services (CCS) as Student Research Assistants, presented their initial findings for their current research at the CCS Annual Conference on May 6, 2017.

The goal of the research is to assess the readiness of CCS patients transitioning to adulthood with the final goal of being able to self-manage and self-advocate for their medical needs. To date, only a small fraction of their target participation has been assessed, but their initial findings show a need to increase and improve educational transitioning services.

Students to Attend HACU Annual ConferenceCSUB has selected 18 students to attend the 31st Annual Hispanic Association of Colleges and Universities (HACU) Conference October 28 through October 30, 2017; six of those students are MPA students from BPA. The HACU Student Track is a three-day career development and networking symposium designed to build the career skills of undergraduate students. Students attending will have the opportunity to meet with over 400 students from around the U.S. and Puerto Rico as they attend panel presentations, workshops, luncheons, and a town hall meeting as well as meet with conference exhibitors and recruiters.

BPA Student Accepted Internship in Washington D.C.MPA Student Juan Rodriguez has accepted an internship through Cal State DC Scholars program, where he will work with the office of U.S. Representative Ben Ray Lujan (D-New Mexico) in Washington D.C.

Since 2006, the Cal State DC program has offered students opportunities to study and intern in our nation’s capital. Through our program students enroll in full-time academic units while interning in Washington. Internships can be with congressional offices, executive agencies, museums, security firms, business groups, political parties, advocacy groups, non-profits, and a variety of other offices in and around Washington, D.C. Juniors, seniors, and graduate students from all majors and CSU campuses are encouraged to apply. The program is neither partisan nor ideological and welcomes students from all political persuasions.

“I truly feel fortunate to have come across such an incredible opportunity this semester. Not only does this have the potential to be life changing for me, it also provides additional avenues to expand my mind within the political arena. This entire process of applying to offices in D.C. and subsequently going through multiple interviews has only created immense excitement on my end” says Rodriguez.

time, initially as a Department Planner and Contract Administrator in the oil and gas industry and as a legal assistant with a local law firm. Currently, Jones is the Management Analyst for the City of Arvin where he actively manages multiple infrastructure improvement projects and is part of the Economic Development Team.

Jones was born in Sacramento, California, but was raised in Midland, Texas and Bakersfield, California. Jones received his B.A. in Political Science from the University of Hawaii, Manoa where he graduated Cum Laude. While attending the University of Hawaii, he acted as a teaching assistant for International Relations.

Jones was recently inducted as a member into both Pi Alpha Alpha and Alpha Chi Honor Societies. Jones’ thesis for the MPA program focuses on the attainability of California GHG emission goals. Jones was selected as the BPA 2016-2017 Outstanding MPA Student and has expressed his sincere gratitude for this honor.

Jones indicates that the faculty at CSUB has helped him exceed his aspirations and states that in large part, the lessons learned through instruction and faculty mentorship directly led him towards the position he holds today. Jones’ has a desire to continue helping disadvantaged communities within the San Joaquin Valley and assist in mentoring the next generation of graduates.

MPA Student ExperienceWritten by MPA Student Athena SkapinakisWhen I first entered the Master’s of Public Administration (MPA) program, I was hesitant and unsure. I had many doubts about how I would be able to push myself through two years of something I felt little to no interest in. I thought that maybe I had made a mistake in choosing this field.

Then something truly marvelous happened. During my first quarter of classes, I fell in love with public administration and policy. I found my voice in politics and had a newfound appreciation for the way government operated. I monitored the news more closely to watch over federal, state, and local government. However, despite gaining immense enthusiasm and passion for public policy, I was still unsure of what I wanted to do as far as a career.

The elective course “Administration in the Criminal Justice System” opened my eyes to a clear and direct career path: public service in federal law enforcement. This realization motivated me to work as hard as possible

because my dreams were also the dreams of many others, and to reach them, I had to stand out from the rest. So, I decided to fulfill my internship requirement. One of my professors, Bakersfield Police Department (BPD) Lieutenant Matson, connected me with BPD’s Community Relations Unit where I began my first internship.

After interning with the BPD, I began an internship with the Kern County Administrative Office (KCAO) as a public policy and legislative affairs intern. After being named a scholarship recipient for The Kenneth L. Maddy Institute, I was given the opportunity to intern with the 32nd District Assembly Member Rudy Salas. Being able to contribute to the county and my community in such a way has made my time truly worthwhile.

My entire experience in the MPA program has been absolutely phenomenal. This program has not only taught me about the field, but it taught me about myself. It led me to realize that public service is the field I was always meant to be involved in, and I have honestly never been so thrilled about my future.

As my last semester in the MPA Program comes to a close, I reflect back on every experience it has given me. I recall the apprehensiveness I felt towards the program in my first quarter, when I was uncertain if I had made a mistake in choosing a major that I originally found dull and tedious and I recall the moment I realized how wrong I was. It wasn’t long before I was fascinated by the program and I began to understand just how much public policy impacted my daily life.

My favorite achievement thus far is my upcoming summer internship in Washington, D.C. with the Department of Justice (DOJ). More than 15,000 applicants applied for this highly competitive internship and it is an incredible honor to have been selected.

To CSUB’s MPA program and to the remarkable professors within it, I must express my eternal gratitude. Thank you for instilling in me a passion for public policy, motivating me to work hard, and shaping my public service values. MS-HCA Student Accepted to Stanford Fellowship ProgramMS-HCA Graduate Anu Tirpasur has been accepted at Stanford Medical Center for the Clinical Observation and Medical Transcription (COMET) Fellowship. Tirpasur’s interest in becoming a Physician’s Assistant (PA) stems from a childhood incident with a family member. Her passion to become a PA was strengthened during her internship with a local outreach center during her studies in the MS-HCA program.

BPA Faculty Guest Speaker at Gender Matters SymposiumDr. Jean West was a panelist speaker at the 9th Annual Gender Matters Interdisciplinary Student Research Symposium on Monday, April 24. Dr. West is a Professor of Marketing and Faculty Coordinator of CSUB’s Women’s, Gender, and Sexuality Studies (WGSS) program. Dr. West was the moderator for a discussion on the “Dynamics and Impact of Gender Within Violent Relationships.”“This event is a unique opportunity for CSUB and the Bakersfield community to see what our students are learning about how gender matters in various disciplines, as well as to hear panel discussions tied to increasing gender-based issues and challenges in the current decade,” said Dr. West.

Presented by The School of Arts and Humanities; Associated Student Incorporated; Women, Gender, and Sexuality Studies Department; and Club GEN, the Symposium focused on student research, examine diverse subjects including effects of gender in a wide variety of contexts such as gender in literature, gender and violence, and gender and legal and social systems.

BPA Faculty Guest Speaker at Brown Bag Discussion Dr. Jean West was a speaker for the Brown Bag Discussion on Thursday, April 20 hosted by CSUB Campus Programming. Dr. West discussed her findings from her recent book The Man Brand: Examining Why Public Campaigns May Hide Half of Domestic Violence.

The Man Brand is a sequel to her first book Misperceptions of Intimate Partner Violence in the 21st Century: Two Decades of Lies.

The book investigates what the public perception of the “man brand” is. The book expels the inaccuracies of gender stereotypes and explores what hinders public acknowledgement. Dr. West’s work takes a progressive first step in expanding a complete understanding of what reinforces stereotypes tied to gender and intimate partner violence.

BPA Faculty Members Participate in Research Excellence DayThe Office of Grants, Research, and Special Programs hosted the 3rd Annual Research Excellence Day on Friday, April 21. Research Excellence Day features the Faculty Speaker Series, a Keynote Speaker session, Faculty Research Poster Presentations, and Student Research & Creative Activity Poster Competition.

Dr. Mohsen Attaran presented his research work “The Societal Impact of Technology: Technologies that are Bringing Fundamental Changes to Society, Consumers, Your

Business, Your Health and Safety” as part of the Faculty Speaker Series, as well as presenting his research at the Faculty Research Poster Presentations.

Dr. Di Wu and Dr. Ji Li presented their research work “Allocation of Limited Business Resources for Production of Competitive Products Using Constrained Nonlinear Models”, at the Faculty Research Poster Presentation. This research presentation focuses on application of Big Data and Data Analysts tools to various cost accounting issues.

Dr. John Tarjan, Dr. David Olson, and Dr. Lori Paris presented their research work “Foundation Boards in the California State University System” at the Faculty Research Poster Presentation. The research presentation summarized and analyzed the composition and functioning of the 23 CSU campus foundation boards of directors. Individual demographics (education, industry, gender, ethnicity) and their professional connections to the universities were described. Campus board connections to outside entities were also summarized.

BPA Faculty Appointed Council SecretaryDr. Di Wu will be serving as Council Secretary on Wild West Council (WWC) of Institute of Management Accountants (IMA) beginning summer 2017. WWC is a regional council that assists and supports eleven chapters of IMA located in Arizona, Nevada, Southern California, and Utah. Founded in 1919, IMA serves more than 85,000 members in 130 countries and more than 300 professional and student chapters globally. IMA also administers Certified Management Accountant (CMA) exams and issues CMA certificate, one of the most prestigious certificates in accounting professional communities.

BPA Economics Department Wins Award for Assurance of LearningOn April 24 the CSUB Affordable Learning Solutions Team (AL$) hosted the Faculty Recognition and AL$ day. The event recognized faculty efforts in adopting open source textbooks for various courses that save students thousands of dollars. AL$ presented the Economics Department with a $10,000 award for their high level of participation. “The Economics Department’s participation alone in the Affordable Solutions initiative saves CSUB students roughly

Dr. Mohsen Attaran has published a paper in the Journal of Service Science and Management 10(03) June 2017 titled: Additive Manufacturing: The Most Promising Technology to Alter the Supply Chain and

Logistics.Abstract: To compete in a global economy manufacturers are forced to move towards low volume production of innovative and customized products with high added value. Three-dimensional printing, also known as additive manufacturing (AM) or rapid prototyping enables and facilitates production of moderate to mass quantities of products that can be individually customized. The technology is truly innovative with endless product design possibilities and potential to enhance global supply chain capabilities. BPA Hosts Internet of Things (IoT) SeminarBPA hosted a seminar on The Societal Impact of Technology with keynote speaker Dr. Mohsen Attaran, BPA Professor of Management, on Monday, April 24 in the Student Union MPR. The seminar explored technologies that are bringing fundamental changes to society, consumers, businesses, and your health and safety.

The Internet of Things (IoT) is emerging as the third wave in the development of the Internet. IoT interconnects devices, people, environments, virtual objects, and machines. (IoT) is creating a new world where people and businesses can make timelier and better informed decisions about what they want or need to do. This new connected world brings with it fundamental changes to society and to consumers. By sensing our surrounding environment, the IoT will create many practical improvements in our world, increasing our convenience, health and safety, while at the same time improving energy efficiency and comfort. The IoT will be a new source of wealth creation.

The seminar was attended by 60 community members representing industries ranging from automotive, manufacturing, health care, banking and financial institutions, and the oil industry.

Student Professional Development Initiative Three sections of Business Administration 2900, 107 students who are Sophomores and 1st Semester Juniors, received 1 hour of Career Advising during the week of 4.25.17. Students were required to write a resume, cover letter, Student Learning and Development, choose their Advisor. 107 students received advising with 21 business

advisors. 100% of students completed the Feedback form and survey. The results were positive. 100% of students found the career advising to be an effective connection with a business professional and would recommend the program to continue to be offered to students. 93% of the student respondents indicated the experience would help them transition into the professional world. The business advisors found the advising to be an effective connection with business students with 100% responding yes and agreeing to continue to participate in the program.

Since inception in Fall 2015, the Student Professional Development Initiative (SPDI) has conducted four pilots. 289 unduplicated students have participated, with 32 distinct Business Advisors associated with 27 companies. The Faculty and Staff SPDI Committee finalized the SPDI proposal and forwarded it to the ARRC Committee who approved the proposal. The proposal will be taken up by the Academic Senate in Fall 2017; if approved, the program will be fully embedded in the curriculum of BPA. It is anticipated that the launch of the SPDI Certificate program would commence in January 2018.

BPA Hosts U.S. Department of State Info SessionBPA hosted an Information Session with the U.S. Department of State Diplomat in Residence Melissa Martinez on Wednesday, April 26.

The U.S. Department of State promotes freedom and democracy throughout the world, helping countries lift themselves out of poverty to become prosperous, stable, and democratic states. Ms. Martinez discussed civil and foreign service careers with the U.S. Department of State, as well as internships, scholarships, and fellowships with the State that are available to students.

Abigail Alcala- B.S. in Business Administration with concentrations in Small Business Management and Supply Chain Logistics. Alcala has already begun her post graduate plans by moving to San Antonio, Tx to assist with the expansion of her family’s business Central Coast Transport, Inc.

Samson Alfed- B.S. in Business Administration with a concentration in General Business. Alfred will be a Professional Travel Agent with AAA. Alfred has plans of pursuing a MBA in the near future.

Courtney Alvarez- B.S. in Business Administration with a concentration in Accounting. Alvarez has plans of pursuing her CPA license and is actively seeking employment as an Accountant. Alvarez is graduating with her sister, and together they are first generation graduates.

Nicole Barnett- B.S. in Business Administration with a concentration in Accounting. This is Barnett’s second bachelor degree; she attained a B.A. in Music in 2010. Barnett has been an intern with Brown Armstrong CPAs since Janruary 2016 and has accepted a full-time position with them upon graduation.

Karina Bravo- Master of Science in Health Care Administration. Bravo is currently working as a Project Manager at Kaiser Permanente and hopes to continue to grow with the organization. Bravo has plans of earing her doctorate degree in the future.

Nicolas Clever- B.S. in Business Administration with a concentration in Finance. Clever has plans of continuing his soccer career in Germany and has accepted a position as Junior Technical Consultant at P3 Group in Acachen, Germany. Clever would like to pursue a masters in the future.

Brenda Carrascal- B.S. in Business Administration with a concentration in Finance. Carrascal looks forward to spending time with her children as she pursues employment opportunities. She plans to pursue a master’s in the future.

Vanessa De La Cruz- B.S. in Business Administration with a concentration in General Business.. De La Cruz currently works in Procurement and Contract Services with CSUB. De La Cruz hopes to attain full-time employment with CSUB.

Robert Donnelly- B.S. in Business Administration with a concentration in Management. Returning to school at 42, Donnelly says you are never too old to learn. Donnelly plans to pursue an MBA in the near future.

Bryan Ellison- B.S. in Business Administration with a concentration in General Business. Ellison has been hired full-time with the CSUB IT team as an Equipment and Technology Consultant. He has plans of pursuing his MBA in the future.

Adrianna Espitia- B.S. in Business Administration with a concentration in Marketing. Espitia has applied for the Special Education program to become a Mild/Moderate Special Education Teacher. She also has plans of opening a small business in the near future.

Lisa Michelle Garretson- B.S. in Business Administration with a concentration in Accounting. Garretson plans to take courses through Extended University to meet the Board of Accountancy’s requirements and study for her CPA exam.

Ryan Grotjohn- B.S. in Business Administration with a concentration in Marketing. Grotjohn has plans of pursuing a career in professional baseball. He plans to return to Arizona after graduation and applying for the Master in Business Administration program at Arizona State University.

Brett Harmel- B.S. in Business Administration with concentrations in Accounting and Finance. Harmel has accepted a position with CBIZ as an Audit and Tax Associate. Harmel plans to pursue his CPA license and returning to CSUB for the MBA program.

Elizabeth Hernandez- B.S. in Business Administration with a concentration in Human Resource Management. Hernandez has accepted a paid internship with the Human Resource Department at Grimmway Farms.

Marlene Hernandez- B.S. Business Administration with a concentration in Accounting. Hernandez was recently promoted as a Fiscal Services Technician for the Greenfield School District. Hernandez has plans of continuing her education and pursuing a master’s degree with the hopes of becoming a Chief Business Official (CBO) for a school district or county office.

Guadalupe Herrera- Master of Public Administration. Herrera is currently seeking a position in the City of Delano.

Elizabeth Hollman- B.S. in Environmental Resource Management. Hollman has accepted a position with Aera Energy as a Health and Safety Specialist.

Hosted by the Kern County Hispanic Chamber of Commerce, Wells Fargo, CSUB - Small Business Development Center, and University of La Verne’s College of Business and Public Management, the Small Business Luncheon was an opportunity to honor local business owners and support the importance of small business in our region. Blair Joseph- B.S. in Business Administration with a concentration in Accounting. Joseph has been an intern at CBIZ since June of 2016. He completed an internship in Litigation and then in Tax. Joseph has accepted a full-time position as tax accountant with CBIZ. He plans to study for his CPA exam after graduation.

Jessie Kaur- B.S. in Business Administration with a concentration in Finance. Kaur currently works with Allstate Insurance and has plans of opening his own tax/insurance/real estate business in January 2018. Kaur will be attending Fresno State University for his MBA.

Ibteisam Madhi- Master of Science in Health Care Administration. Madhi has plans of furthering her education by pursuing a PhD in public health.

Hallee McCright- B.S. in Business Administration with a concentration in Accounting. McCright plans to enroll in the MBA program in 2018 and take her CPA exam. She is actively seeking employment in accounting.

Josh Meng- B.S. in Environmental Resource Management. Meng has accepted a position with Slidefest, an inflatable water park coming to Bakersfield, as Operations Manager. Meng has also began the process to become a Registered Environmental Health specialist through the State of California with the intent to become an inspector with the Public Health Department.

Julia Miller- B.S. in Business Administration with a concentration in Accounting and Finance. Miller has accepted a position with CBIZ, Inc. in Forensic Accounting and Litigation. Miller has plans of taking the CPA exam to earn her CPA license.

Anh Nguyen- B.S. in Business Administration with a concentration in Accounting. Nguyen will be joining the MBA program this fall.

Richard Palomino- B.S. in Business Administration with a concentration in Supply Chain Logistics. Palomino has accepted a position at Ross Distribution Center, where he interned in the Summer of 2016.

Dustin Parker- Master of Science in Health Care Administration. Parker received the Varner Scholarship during his undergraduate studies, and has been sponsored by the Varner’s through his graduate studies. Parker’s personal goal is to attain a PhD in Healthcare Administration.

Anaiza Prado- B.S. in Business Administration with concentrations in Management and Marketing. Prado is currently interning for the Kern County Administrative Office and the Board of Trade, where she is focused on gaining experience in the public sector. Prado is considering applying for the MPA program.

Natalie Pinon- B.S. in Business Administration with a concentration in Marketing. Pinon would like to gain experience in the Marketing Industry before considering a master’s degree in the future.

Martin Rusky- B.S. in Business Administration with a concentration in Management. Rusky is currently a substitute teacher for the Kern County School District. Rusky has been offered two positions: Territory Account Manager with Ecolabs and a teaching position with Rocket Ship Education, a K-12 charter school in San Diego. Rusky would like to further his education with a teaching credential.

Darby Scanlon- B.S. in Environmental Resource Management. Scanlon has been accepted to California State Polytechnic University, Pomona where he will pursue a Master’s in Geology.

Morgan Schultz- Master of Public Administration. Schutlz has accepted a position with the Institute of Public Strategies, a nonprofit in San Diego, as a Prevention Specialist. Institute of Public Strategies is a public health organization focused on building health communities through substance abuse prevention.

Athena Skapinakis- Master of Public Administration. Skapinakis has accepted an internship with the Department of Justice in Washington, D.C.

Luka Seles- B.S. in Business Administration with a concentration in Finance. Seles is currently the campus ambassador for Coca-Cola. Seles is enrolled in the MBA program for the Fall of 2017.

Julio Torres- Master of Public Administration. Torres plans to start a nonprofit that teaches children the value of eating healthy.

Jaime Trujilo- B.S. in Business Administration with a concentration in Marketing. Trujilo is currently an accounts manager/outside sales with Wholesale Fuels Inc.

Belinda Veon- B.S. in Business Administration with a concentration in Human Resource Management. Veon is a Personal Technician for the State of California Department of California Correctional Health Care Services- Bakersfield Regional Office. Veon plans to obtain her masters in Health Administration.

Sharla Walker- B.S. in Business Administration with a concentration in Management. Walker is currently a bookkeeper for a nonprofit agency at Edwards Air Force Base. Walker’s five year career plan is to become a Configuration Analyst in the aerospace industry. Long-term plans for Walker include enrolling in the MBA program and completing the Project Management Professional Certification by 2020.

Breanna Young- B.S. in Economics and concentration in Accounting. Young has accepted a position with Daniells Phillip Vaughn and Bock as a staff accountant. Young recently completed an internship with Daniells Phillip Vaughn and Bock, which she attained at through the UAA internship fair.
