From the Head of School

The year of 2001 was a challenging one for the School of Economics and Finance. The American economicboom dramatically increased the demand for academic economists, providing opportunities for a number ofSchool staff that were simply too good to ignore. Following the departures, in 2000, of Young Sik Kim,Benoit Julien, Margaret Walls, Yue (Kevin) Yu, and Robert Buckle, the School then lost – in 2001 – ShuntianYao, John Haywood, Gordon Boyce, Leslie Hull, and Andrew Weiss. To lose so many talented people – toUniversities in Korea, Singapore, USA, Australia, as well as other Schools of Victoria, the New ZealandTreasury, and the Reserve Bank – was a significant shock to the School.

As might be expected, however, the surviving School members – with support from our friends - were morethan able to rise to the challenges created by the departures. With the exception of a few Honours papers,the School was able to deliver our full menu of courses.

Our one new appointment for the year was Chirok Han, who arrived in August, from Michigan StateUniversity. Chirok had just successfully completed his PhD in Econometrics (supervised by Peter Schmit).Chirok’s wife, Young-Mi, and young son Yoo-Jeong, have both settled comfortably into their new lives inNew Zealand. Further Robert Buckle, a longstanding member of School (and Head of School till hisresignation in December 2000, when he accepted a position at Treasury) was made an Adjunct Professor, afitting recognition of his continuing valuable association with the School.

During 2001, the School held three extremely successful events:

[1] Off the Map in the Global Economy Symposium, 20-21 November, organised by Jacques Poot.Fifteen papers were presented by speakers such as Peter Nijkamp (Free University, Amsterdam, arecipient of the Spinoza Prize), Laurie Schintler (George Mason University), Phillip McCann(University of Reading), Bob Gregory (Australia National University), Lee Huskey (University ofAlaska at Anchorage), and Upali Wickramasinghe (South Asian Association for Regional Countries).

[2] Sustainable and Excessive Current Account Deficits: What makes the difference in the world ofinternational capital flows? 22 November, organised by Leslie Hull. At this symposium, ten paperswere presented, including a talk by the Keynote Speaker, Catherine Mann (Institute for InternationalEconomics, Washington DC).

[3] Exchange Rate Workshop, 12 October, organised by Roger Bowden. Here eight papers werepresented, including two by Australian academics; Mark Crosby (University of Melbourne), andShawn Leu (University of Sydney).

All in all, what started out as a difficult year ended up being both productive and enjoyable.

Research Activities

Research in the School of Economics and Finance has a highpriority. The quality and range of research by members ofthe School is demonstrated in this section of the AnnualReport. These publications represent the outcome of researchthat may have been undertaken in 2001 or in earlier years.Research is funded from the normal University budgetallocation to Faculties and Schools, and by specific researchgrants from external organisations.

The dissemination of research by members of the School atconferences and seminars both here and overseas is alsorecognised in this section of the Report. The School hostsvisiting overseas academics. It runs a seminar series whichis held every Wednesday during the academic year, and aworkshop series held on Fridays. Through conferencepresentations, the seminar series and visiting academics whomay spend several months at Victoria University, the Schoolenjoys a valuable interchange of ideas with economists fromaround the world.

Teaching

The School of Economics and Finance is responsible for thedelivery of core undergraduate and graduate (Honours andMasters) programmes. The papers taught and numbersenrolled in 2001 are listed in this section. They include papersin Economics (primarily ECON labelled courses),Econometrics (QUAN labels), Economic History (ECHIlabels), Money and Finance (MOFI labels), FinancialMathematics (FINM labels), the Victoria InternationalApplied Finance (MMAF), and the Diploma and Masters inFinancial Mathematics. SEF Staff also taught in a wide rangeof other papers as part of programmes run elsewhere at VUW,including the MBA, MPP, MPM and MDS programmes andvarious Diploma programmes.

The Graduate Economics programme (which incorporatespapers in Economics, Econometrics, Economic History, andMoney and Finance) has an international reputation for thequality of the graduates it turns out. The Institute for the Study of Competition and Regulation meets the need for research into New Zealand’sbusiness and regulatory environments following the economic reforms of the 1980s and early 1990s.

It conducts demonstrably high quality, empirical and conceptual research on competition and regulatoryissues. It has a broad mandate to conduct research in any area of organisations and markets that are deter-

mined to be of interest. The central area of expertise is economics but other subjects, such as law, areimportant to many of its projects.

The research conducted is of direct relevance to companies and individuals as well as to policy makinggovernment bodies. Seminars on research projects are also undertaken.

Funding for the Institute’s work comes from its membership base of private and public corporations. All of theInstitute’s research outputs are available on its website located at

www.iscr.org.nz
