Conference Mission The North Carolina A&T CAEP Conference, sponsored by the School of Education, is a collaborative initiative involving accreditation experts, faculty from four-year institutions of higher education, and state-level department of public instruction representatives. The conference is designed to significantly increase opportunities for building education-related connections throughout the state of North Carolina while assisting four-year institutions of higher education with building capacity among their faculty with respect to the accreditation process. Conference Objectives Organizers of the North Carolina A&T CAEP Conference seek to accomplish the following outcomes:

• Present current, relevant information about the CAEP accreditation process • Create space for attendees to dialogue about the relationship between state-level

changes and the CAEP accreditation process • Provide attendees with appropriately-leveled information that builds their

accreditation knowledge and skills • Present concrete examples from institutions that have successfully negotiated the

accreditation process • Establish an intimate environment for attendees to network with colleagues from

across the nation and state • Raise challenging questions and topics relative to the CAEP accreditation process that

require further discussion and action Conference Structure The North Carolina A&T CAEP Conference is a one-day meeting that features speakers and presenters from the national and state level who have expertise in the accreditation process. Concurrent conference sessions provide attendees with information appropriate to their level of knowledge relative to the accreditation process. Individuals who are new to the accreditation process are encouraged to attend sessions identified as “Tier I.” Individuals with novice expertise with the accreditation process are encouraged to attend sessions identified as “Tier II.” Individuals with extensive knowledge of the accreditation process are encouraged to attend sessions identified as “Tier III.” Although conference planners encourage this approach, all sessions are open to any attendee.

OPENING KEYNOTE SPEAKER

Dr. Deb Eldridge

Senior Vice President, Accreditation and Administration for CAEP

Deb Eldridge is Senior Vice President for Accreditation and Administration of Council for the Accreditation of Educator Preparation (CAEP). She provides support and leadership for all aspects of accreditation as National Council for Accreditation of Teacher Education (NCATE) and Teacher Education Accreditation Council (TEAC) transition into Council for the Accreditation of Educator Preparation (CAEP).

Her specific duties include overseeing all accreditation processes to ensure excellence, rigor, and consistency; working with institutions to further develop the transformation initiative pathway to accreditation; working with international institutions seeking NCATE accreditation and expertise; and encouraging high quality alternate preparation providers to become accredited.

Deb previously served as the Dean of Education at Lehman College of the City University of New York; and was the Principal Investigator of an innovative, 5th year clinical residency program funded by the U.S. Department of Education under the Teacher Quality Partnership (TQP) initiative. She is the author of Teacher Talk: Multicultural Lesson Plans for the Elementary Classroom (1998). In addition to a variety of articles ranging from literacy learning, teaching with technology, and the integration of aesthetic education in teacher preparation, she is co-author of (dis)Comfort Zone: At the Edge of Excellence in Literacy Teaching and Learning (2010).

LUNCHEON KEYNOTE SPEAKER

Dr. Frank B. Murray

Chair, Board of Directors of CAEP

Frank B. Murray is a H. Rodney Sharp Professor in the School of Education and the Department of Psychology at the University of Delaware and served as dean of the College of Education between 1979 and 1995. He received his B.A. degree from St. John’s College in Annapolis, Maryland and his M.A.T. and Ph.D. degrees from the Johns Hopkins University.

He has served in various capacities on the editorial boards of several journals in developmental and educational psychology and is a fellow in

the American Psychological Association, the American Psychological Society and the American Educational Research Association. He was the founding president of the Teacher Education Accreditation Council (TEAC) in Washington, DC and currently serves as chair of the Inquiry Brief Commission and member of the Board of Directors of the new Council for the Accreditation of Educator Preparation (CAEP) in Washington, DC. Prior to that he was Executive Director of the Holmes Partnership and formerly he was chair of the National Board of its forerunner, the Holmes Group, a consortium of research universities engaged in educational reform.

He was president and co-founder of the Project 30 Alliance, an organization of faculty in education and the liberal arts. Between 1994 and 1997, he co-edited the Review of Educational Research for the American Educational Research Association. In 1996, he edited The Teacher Educator’s Handbook for the American Association of Colleges of Teacher Education. For his contributions to the fields of child development and teacher education (in which he has published some 200 articles), he was awarded an honorary doctorate from Heriot-Watt University in Edinburgh, Scotland in 1994, inducted into the Laureate chapter of Kappa Delta Pi in 2009, honored with a festschrift by TEAC and the Award of Merit by St. John’s College in 2012, and a Distinguished Alumni Award by the Johns Hopkins University in 2013.

FEATURED SPEAKER

Dr. Rachel A. McBroom

Director, Educator Preparation for the North Carolina Department of Public Instruction

Rachel A. McBroom is currently serving as the Director of Educator Preparation for the North Carolina Department of Public Instruction and is responsible for the state level program approval process, state and federal reporting requirements, and implementation of state and federal policies/laws related to educator preparation. Most recently she served as a Regional Professional Development Lead for the NCDPI, where she supported school districts and charter schools in the Sandhills/South Central region of NC as part of the state's Race to the Top grant. She

provided leadership and guidance in the design, delivery, and evaluation of professional development related to the NC Educator Evaluation System, Common Core State Standards, NC Essential Standards, 21st Century Instruction, and other topics as needed. Prior to joining the NCDPI, Rachel served as the Science Education Program Coordinator at UNC Pembroke, where she was actively involved in the teacher education program, teacher recruitment, NCATE and SACS accreditation activities, revisioning, and multiple grants supporting STEM education. Rachel served as a member of the NSF-funded VisTE curriculum project team at NC State University where she earned her doctorate in Science Education. Her career began in Cumberland County Schools as a high school science teacher and later as a K-5 science curriculum specialist.

SESSION LEADERS

Ms. Marcia Berry

Marcia Berry is an education associate in the Office of Educator Services for the South Carolina Department of Education. She received her Master’s in Educational Leadership from Winthrop University and worked in the South

Carolina public school system for twenty-five years before coming to the SDE.

One of Berry’s primary responsibilities for the agency is to serve as an educator consultant for educator preparation programs in South Carolina colleges and schools both public and private. ________________________________________________________________________

Dr. David Boger

David Boger is professor in the Department of Curriculum and Instruction at NC A&T State University. He serves as NCATE/CAEP coordinator, and has held this position for the last two NCATE visits. During this time he was a BOE member and was on the Unit Accreditation Board (UAB) for six years. Boger presented at AACTE for each of the last six years; as well, the ATE annual meeting. All presentations addressed NCATE preparation. He assisted several

institutions in their NCATE preparation. He published widely in professional journals and was PI or CoPI in several grants of over eight million dollars.

Dr. Dale Carpenter

Dale Carpenter is the interim dean of the College of Education and Allied Professions at Western Carolina University where he has been for over 30 years. He is a professor of special education having worked in his early career with students of all ages with behavior and learning problems. He has served as a program director, associate dean, and now interim dean at Western.

Carpenter’s father was in the US military and the family moved multiple times living in Japan, Taiwan, and Germany as well as several states in the

United States. Between kindergarten and graduation from high school, he attended 15 different schools. He attended five different colleges holding an EdD from Auburn University in Alabama.

Dr. Marilyn Feldmann

Marilyn Feldmann is currently the Director of Assessment and Accreditation and NCATE Coordinator at Coastal Carolina University, Conway, SC. She has served as NCATE Coordinator for seven NCATE visits at six different institutions in five different states with all Standards Met for all visits. She has served as a team member or chair of 42 NCATE teams in 26 states since 1981, and is currently serving her seventh three-year term on the Board of Examiners. She has also served a three-year term on the NCATE Unit Accreditation Board (UAB), and

served as a substitute for AACTE at six other UAB meetings. Feldmann has been invited by NCATE to present at seven NCATE Institutional Orientations since 2008. She has been a consultant on preparing for NCATE accreditation at more than 125 colleges and universities in more than 25 states since 1988. She has served as a consultant for AACTE in the HBCU (Historically Black Colleges and Universities) Project and the PETE (Partnerships for Excellence in Teacher Education) Project.

Dr. Donna M. Gollnick

Donna M. Gollnick is a Senior Consultant at the Council for Accreditation of Educator Preparation (CAEP). For the past four years, she has been engaged in designing and initiating this new accreditation organization that has consolidated NCATE and TEAC. In addition, she is consulting with TEACH-NOW, a post baccalaureate online program that has been approved in the District of Columbia.

Gollnick’s scholarship has focused on multicultural education and teacher education issues for over 35 years. She is the co-author with Philip Chinn of the textbook, Multicultural Education in a Pluralistic Society, which is in its 9th edition. She is co-author of Introduction to the Foundations of American Education, now in its 16th edition and a new introduction to education text entitled An Introduction to Teaching: Making a Difference in Student Learning. She is also a past-president of the National Association for Multicultural Education (NAME). Gollnick has been recognized as a distinguished alumna by the College of Consumer and Family Sciences at Purdue University and the Rossier School of Education at

the University of Southern California. The American Association of Colleges for Teacher Education (AACTE) recognized her as an Advocate for Justice Award.

Gollnick received her baccalaureate and master’s degrees in Home Economic Education from Purdue University. Her doctorate in Intercultural Education was earned from the University of Southern California. At the beginning of her professional career, she taught high school in Carmel and South Bend, Indiana.

Dr. Debbie Hill

Debbie Hill has spent her professional career serving North Carolina students and educators. During much of her public school career she held positions as an elementary teacher, assistant principal, principal, and human resources executive director. She also directed programs for the Principal’s Executive Program for many years, and now assists in the selection of Principal Fellows, serves as an oversight consultant for NC QUEST grant projects and is the State Consultant for CAEP at the Department of Public Instruction.

Dr. Melba Spooner

Melba Spooner is currently a professor and senior associate dean of the College of Education at UNC Charlotte. She formerly served as a faculty member in Reading and Elementary education, chair of the Department of Middle, Secondary, and K-12 Education, and has directed the College’s University-School Partnership/Professional Development School (PDS) Network since its inception. Spooner served on the NCATE Board of Examiners (BOE) from 1997-2012. During that time she served on 18 teams

and chaired 13 of those teams. She now serves on the NCATE Appeals Board.

Dr. Brenda S. Tinkham

Brenda S. Tinkham is a native of Spring Hope, NC. She earned a BS in Elementary Education from North Carolina Wesleyan College and an MA in Elementary Education, an EdS in Educational Administration, and an EdD in Educational Leadership all from East Carolina University. Her 40 plus year career in public education has included working as a research analyst for the North Carolina Department of Public Instruction, teaching at the elementary level, serving as a school level administrator (assistant principal and principal) and serving as a central office administrator for Hertford County Schools.

Tinkham drew from these wide-ranging experiences as she entered the next phase of her career when in 2006; she accepted a position as an assistant professor of education at Chowan University in Murfreesboro, NC. In 2007, she became the Dean of the School of Education. In addition to her administrative duties as dean, Tinkham enjoys advising nontraditional students and building collaborative relationships with local school districts. In her free time, she enjoys traveling, reading, and walking. She currently resides in Murfreesboro, North Carolina.

Dr. Lelia L. Vickers

Lelia L. Vickers has served in her current position as Vice President for Academic Affairs at Livingstone College since January 2011. Prior to that time, she was dean of Education at North Carolina A&T State University from 2000-2007. She served at Winston-Salem State University from 1969-2000 in the teacher education program as professor and division director.

Professionally, Vickers has been involved in accreditation of teacher education programs through the National Council for the Accreditation

Teacher since 1982 and is currently participating in the change to a new accreditation body, CAEP. As a leader in teacher education, she has served on teams and chaired the visits for more than 70 schools at the state and local levels, and served as consultant for more than 30 schools.

Her current area of research is studying the teaching strategies of “Negro teachers” prior to integration. The research involves interviewing teachers and recording their stories with implications for working with underserved African Americans students and their families.

Vickers earned the BA in English from Miles College, MA in Reading from Atlanta University, and the Ph.D. in Reading from Duke University.
