One year ago, the Board of Education for the West Bend School District asked the district to create a 25-year strategic facilities plan. As a result of looking at our facilities through the lens of the future, we also had to view how learning will be different. Twenty-five years ago there were cassettes, typewriters and rotary phones. Twenty-five years from now, education will be much different. There won’t be iPods, ipads, laptops, or cell phones. As we move forward, we are excited about the possibilities and will align our focus with the best and most innova-tive ways to prepare our students for the local commu-nity and the world. We will build and maintain schools that allow us to be flexible with the school day, the school year, and the technology and programs that will come and go. We are determined to make the West Bend School District a DESTINATION for educa-
tion.
East and West graduates come from a community that values education and has high expectations. We offer a wealth of opportunities for our students and we’re proud that we support the needs of this community. We continue to strengthen our nationally recognized educational programs with a constant
enthusiasm for preparing our students for careers.
We have over 200 active partnerships with local businesses so that we can intentionally provide greater opportunities for our students and create school-to-work programs that prepare our students to meet the needs of their hometown. We are creating multiple pathways through our high schools so that we engage each type of 21st century learner. We currently offer five different pathways through our high schools including a completely online option, a blended online option, an honors platform, an alternative certification program, and Second Chance. In Fall of 2013, we will open our district’s first charter school, Pathways, that will focus on developing student skills starting in seventh grade for their chosen career
and college goals.
Our goal is that our entire school system will develop our students into young men and women who have rich skills, and have acquired the education and
experience they need, so that they come back to West Bend and build upon this community’s rich history. West Bend needs our best and brightest to come back to West Bend and reinvest what was
invested in them.
Finally, thank you. I have been the Superintendent for one year and I am proud to serve this community. I am proud of our students and proud of our teachers and all those who support them. The West Bend community values our resources. We value our children, our sense of community, and we appreciate hard work and commitment. I appreciate the opportunity to serve the children of the West Bend School District and I believe that our school system is one of the best in the nation. I believe that as we move forward, our schools will be the center of this community. I am also confident that our school district will be the destination for families who are looking to have their children better

Hello, and welcome to Barton Elementary School! Our school is comprised of kindergarten through fifth grade students and houses a Title 1 Pre-K classroom. Enrollment is approximately 350 children with two or three classrooms of students at each grade level. Our mission is to educate all students to their fullest potential and provide a nurturing environment, which builds self-esteem, through a process of shared decision making between students, staff, family, and community. This is accomplished within a professional learning community that respects the diversity of others. We believe that individuals learn in different ways and at different rates, all people have inherent worth and deserve to be treated with respect, and the education, nurturing, and social-emotional development are shared responsibilities of students, staff, families, and the community.
All of this can be summed up in our guiding philosophy of, “Be Respectful, Be Responsible, and Be Ready To Learn!” The wonderful staff at Barton will go the extra mile to provide our students with the learning opportunities needed to challenge them to their fullest potential – no matter what academic level they are at! The curriculum provides students with the skills to solve problems, encourage critical thinking, promote physical and emotional well being, participate in the fine arts, and foster a sense of appreciation and acceptance for individuals. With an emphasis on working together to provide multiple opportunities for all of our students to learn, achieve and grow; Decorah School strives for academic excellence and teaching respect and responsibility. The curriculum provides students with the skills to problem solve, communicate and think critically about the world around them. Decorah School focuses on academic excellence by being goal-oriented and data-driven. Best practice research is implemented to help students achieve their academic potential. Homework help and intervention time is built into the school day to give students additional opportunities to learn.
Fostering a sense of responsibility and respect is an essential component of good Decorah citizens. This is accomplished through an understanding and acceptance of individual differences, leadership, and giving back to the community. Decorah’s ongoing communication and cooperation with families, and strong PTO support, helps create a common goal of excellence in education that is essential to the success of our students.
Students participate in
activities tied to their cur-riculum such as: the second grade circus, the mile of art, the kindergarten spring program, and plays at different grade
levels. Field trips to Ye Ol’ School, Schauer Arts Center, Madison’s capitol and the zoo also enhance learning.
Play Fair and Safety
Patrol are opportunities for students to learn responsibility and leadership. Chess and ski club are opportunities for students to learn and have fun in other ways.

The Fair Park community empowers all students by preparing them for college readiness and career success through a wide variety of instructional programming and by creating a safe, respectful, and responsible school community. At Fair Park, we implement programs that regularly recognize students for their efforts and accomplishments and provide them with the skills to make good choices when interacting with others. We embrace continuous improvement efforts to improve
teaching skills and knowledge of best educational practices. Our professional development activities focus on the areas of math, writing, and reading and fostering a greater collaboration between staff members. Fair Park has worked to bring the 21st century into our classroom by providing access to iPad technology in Kindergarten through 2nd grade classrooms and SMART boards and laptops in our 3rd – 5th grade classrooms.
With funding from both the West Bend Educational Foundation and the Library Schools Fund, Fair Park has 5 iPads in each of the K-2nd classrooms for students to
use to re-enforce reading and math skills.

raised over $10, 000 this school year in an effort to purchase new playground equipment.

”This year we have been taking “Steps to
Success” on our journey to achieve academic success and become responsible citizens. To achieve this mis-sion, our Green Tree team works hard to provide high-quality academic instruction and develop strong relationships with students and parents. It is through work-ing together that we move forward to-gether. Our grade levels team work together to meet each of our learners’ unique needs. We monitor academic growth frequently through the classroom, building, and district assessments. These assessments inform our instruction and help us differentiate to meet the needs of each of our learners. Green Tree
School also offers students support through Special Education services, Speech and Language, Reading support, and English Language Learners support. In addition to academics, we have been focusing on doing things the “Gator Way.” The “Gator Way” is built on making choices that are respectful, responsible and safe. These common expectations are the foundation for our
positive school culture. Our consistent school-wide approach, comprehensive school counseling program, and recognition programs (Being Unusually Good and Golden Lunch Tickets) further foster our positive school culture that promotes learning. We value our strong partnership with families and are very thankful for the opportunity to make a difference in our students’ lives. Each day parent and community volunteers make a difference for our children and teachers through giving of their time and talents. We appreciate all of the many ways that parents make a difference for our students and school community. Our ABC (Academic Booster Club) parent group truly makes a difference in our school through coordinating volunteer and fundraising efforts and sponsoring wonderful experiences for our students. The Green Tree community is a
wonderful team to be part of!
Each grade level team
meets weekly and works together in planning instruction, assessing student progress and teaming to best meet the needs of all of our students.
Throughout the school
year, students take part in field trips and special in-school experiences that bring the curriculum to life. These field trips include; Ye Old School, the Milwaukee County Zoo, Milwaukee Public Museum, the circus, and plays/musical experiences at the Schauer Arts Center. These and our many special in-school events are memorable experiences that enhance our students’ learning.

Welcome to Jackson Elementary! Jackson is located in the heart of the Village of Jackson and continues to show pride in the long history of education excellence since 1894. Jackson Elementary is one of six elementary schools in the West Bend School District serving kindergarten through fifth-grade students. In addition to the curriculum provided through the regular classroom, support services for those identified Gifted and Talented, Learning Disabled, Cognitively Disabled, Emotional Behavioral Disabilities, and/or English Language Learners are available. Assistance is also provided in the area of reading with two full-time reading specialists and the Reading Recovery intervention program.
The Jackson staff is dedicated to creating a supportive, nurturing environment where students feel both emotionally and physically safe, which aid the students in progressing academically and interpersonally. As a school community, we teach our students the knowledge they need to be successful members of society. This requires skills that go beyond reading, writing and math and encompasses communication, team work and work ethic. Parents are an important part of Jackson Elementary. We hope that you become involved in the parent organization and support your child’s participation in school activities. The best predictor of a child’s success is a parent’s involvement in their child’s school experience.
Jackson fifth-grade
students participated in the Modern Woodman Speech Contest again this year. One Jackson student placed second at the regional competition and represented the West Bend School District at the state-level competition in the Beloit county-wide essay.
The student ambassadors
at Jackson Elementary have collected over 12,000 needed items over the past two years and donated them to the Jackson Food Pantry.
Jackson Elementary has
the oldest structure in the West Bend School District. The southern most part of our building is part of the structure built in 1894. It is utilized today for music
instruction.

McLane Elementary School is on a journey for excellence. Learning is a journey and the McLane staff is committed to providing a supportive, caring environment where all students can achieve. school year, McLane has been recognized by the American Heart Association as a “Jump Rope for Heart” top fundraising school in Washington County and ranked #3 in the State of Wisconsin for overall fundraising for this event at $22,684.

School’s parent group fundraises for all children and teachers through the Ice Cream Social, Holiday DVD sales, and many other fun and exciting activities so that our students and families are not asked to go door-to-door for financial support.

The 2011-2012 academic year was the start of the first full year for Badger students and staff in the new building. Our school features state-of-the-art technology, such as SMART Boards, wireless networks, a new library and new classroom areas. The new Badger features natural lighting, and additional safety features. Our new facility, combined with dedicated and experienced staff, creates an exceptional learning experience for our students.
Badger is a recognized Exemplary Middle School and serves close to 900 6th, 7th and 8th grade students. Badger students have a history of strong performance on national, state and local achievement tests.
Badger is a school that is in the process of implementing Positive Behavioral Interventions and Supports (PBIS). Students are expected to be respectful, responsible and ready both at school and while representing Badger out in our community.
The Badger staff recognizes the unique challenges that 21st Century middle schools’ students face and strives to create strong working relationships with our students. These positive relationships foster rigorous and relevant learning environments to prepare students for college and career readiness. Badger engages students by providing a wide range of activities including athletics, co-curricular clubs and leadership opportunities. Each year, the Badger Parent Group sponsors a series of co-curricular clubs that meet twice a week for six weeks to provide students with fun and educational opportunities including: ping-pong, chess, triathlon, ultimate Frisbee, knitting, scrapbooking, photography and digital video/design. These activities allow students to form
quality relationships with staff and fosters positive student involvement.
70% of all Badger
teachers have earned their Master of Arts, Master of Education or Master of Science degrees.
Over the last eight school
years, Badger has had six staff members who have won the Rolfs Foundation Teacher of the Year award.
On January 1, 2011, students transitioned into a new $27.4 million facility, thanks to the generosity of the West Bend community.
Badger implements a
nationally-recognized intervention program (Response to Intervention) driven by quality adult/student relationships to match students with appropriate academic and behavioral interventions.

Silverbrook provides a safe learning environment where we value achievement and celebrate success. By providing a rigorous
curriculum with numerous math and reading options, including a gifted and talented program, students are challenged to grow in their learning. Partnering with families and students, teachers act as learning partners, providing experiences that promote learning. Technology is used throughout the building to further that experience. With a SMARTboard and document camera in every room, students and teachers, alike, are able to interact with educational material. Silverbrook staff uses several web-based platforms to both enhance learning and address student academic needs. Silverbrook prides itself on creating a safe environment where learning can take place. Expectations for conduct are clear, and students meet and exceed them. We regularly enjoy celebrating our students with Viking Pride. Students demonstrating citizenship, compassion, honor, integrity, and perseverance are recognized and celebrated weekly, and at the end of the year. Student leadership is cultivated at Silverbrook. Students have the opportunity to participate in many leadership opportunities, which contribute to the school and West Bend community. Builder's Club, the middle-school branch of Kiwanis Club, earns thousands of hours of community service by working with the elderly, participating in clean-up efforts, providing for the needy, and meeting many other community needs.
Each year, our Student Council raises thousands of dollars for local charities and families. During the holidays, over 200 families benefit from our Giving Tree. National Junior Honor Society contributes to the school by providing tutors for 6th graders during homebase time. Silverbrook's Wildlife Club examines and aids local ecology. The Club also invites wildlife rehabilitation speakers to educate the student population. East High School embraces the West Bend
School District’s mission of Preparing All Students for College Readiness AND Career Success. As a comprehensive high school, courses are offered to meet every student’s interest and level of readiness. East High School’s mission of, “working together to inspire integrity, excellence and responsibility, guides the staff and students throughout the building. We are dedicated to offer a rigorous and relevant curriculum to challenge and engage every student while maintaining positive relationships with students to foster success. Ninety-six percent of our students graduate in four years with a high school diploma, and ninety-four percent of those students continue on to either a two or four-year college after graduation.
While our core programming in English, science, social studies and mathematics is strong, we are also fortunate to have exceptional programming beyond the core. Our music program offers three orchestras, three choirs and three bands; and our music students have performed across the state, country and world.
Our world language program offers multiple opportunities for students to travel all over the world including trips to Portugal, Peru, Germany, Italy, France and Canada. Our graphics and digital imaging program are featured as an annual exhibit at the Museum of Wisconsin Art. Our Culinary Arts program has allowed students to compete at the local and national level for recognition and even offers a restaurant for students and staff on site.
Outside of the classroom, West Bend East provides multiple opportunities for our students to engage in co-curricular and athletic activities.
East High School has been
recognized by the Washington Post as one of the best high schools in the country (1,641 out of 2,050).
Student photography from
our Digital Media class has been featured on the cover of the AT&T Yellow Pages and highlighted in the West Bend Community Profile published by the West Bend Area Chamber of Commerce.
The classes of 2010 and
2011 were both recognized by ACT and received the 2011-2012 Red Quill Legacy Award.
In 2011, 40 East
students graduated with an Honor’s Diploma and 220 students took 409 Advanced Placement Exams.

West High School provides a quality, comprehensive education for students in preparation for college
readiness and career success. Twenty-two Advanced Placement classes, Project Lead the Way, transcripted courses, Youth Options, Co-ops and apprenticeship programs provide a relevant and rigorous opportunity for students to earn college credits and experience the world of work. We have strong partnerships with the University of Wisconsin-Washington County and Moraine Park Technical College. In 2011, the fourth group of students completed the on-campus nursing assistant certification program. Last year, West High School had 66 Advanced Placement scholars, which has increased each of the last 11 years. Test scores and attendance rates remain above the state average. Senior survey results show 93% percent of West students feel safe in school, 90% feel they had access to career information, 90% express satisfaction with their high school education and feel their teachers know them personally, and 89% of the parents state that West High School performs well academically. The ACT organization recently presented West High School with the Red Quill Legacy Award for data analysis and student success. West High School provides memorable experiences in the arts with orchestra, choir and band programs that have had performances in Scotland, London and Ireland.
West Bend West provides opportunities for students in 26 athletic programs and 34 clubs and activities. While performance in the classroom is the priority, we also believe that participating in one or more of these programs offers our students a chance to learn valuable lessons in leadership capacities and teamwork. West High School staff is committed to providing a quality high school experience with opportunities to reinforce our vision— Where Every Student Thrives
West High School was
Nationally recognized by The Washington Post as among the top 5% of high schools in the nation, based upon Advanced Placement criteria. Wisconsin had 29 schools listed, with West number 12.
West Girls gymnastics team
has won the Wisconsin Little Ten Conference Championships for 12 of the past 13 years.
184 West students were
recognized as Scholar Athletes, finishing their season in good standing and achieving a 3.4—4 point GPA.
West Boys baseball team has
qualified for State six of the past seven years, winning the State title in 2007 and runner-up in 2010 and 2011. West is tied for the Wisconsin lead in Summer Baseball state Championships with three titles.
Approximately 91% of the
graduating class will continue their education at either a two-year technical college, or a four-year college or university.
Seven students in the class of
2012 earned the distinction of Valedictorian.
46 graduating students
earned an Honors Diploma.
West was the 2010-2011 All
-Sport Award recipient for the Wisconsin Little Ten Conference. The athletic award is given annually to the highest performing conference school in all final sport standings.

Head Start
The West Bend School District Head Start Program, in partnership with the family and the community, works to prepare children ages 3 – 5 to meet the needs and challenges of both their
academic and social life. We accomplish this by promoting the growth of each child in accordance with his or her own physical, intellectual, emotional and social needs.
Our curriculum is based on assessed individual student needs, Wisconsin State Standards, Head Start Indicators and Creative Curriculum, which is also our curriculum/assessment tool.
Our Head Start program is federally-funded and families must meet income guidelines to qualify. Children who attend our Head Start program participate in a variety of educational activities,
and also are served healthy meals and snacks. Continuous growth is an essential part of our programs. Most importantly, we believe that children learn through play, and always use hands-on exploration to enhance learning.
Parents are partners in the program and have a wide array of social services available as needed. Our Family Advocates work together with families and community partners to ensure
that all participating children’s medical and dental needs are met prior to Kindergarten. Title 1 PreK (Located in Barton and Fair Park Elementary
Buildings). The focus of the Title 1 Pre-K program is the preparation of children for Kindergarten and future academic learning. Children are immersed in a rich learning environment enhanced by emerging literacy and mathematic skills
(numeracy). The program is designed to provide a child-centered, literacy focused curriculum. The program provides instruction in a supportive
environment where children experience literature, hands-on learning activities, and self-awareness while enhancing social skills. Four year olds who have been identified through a screening and selection process are asked to participate in the
program.
The WBSD Title I Pre-Kindergarten is also a federally-funded program and is provided at no cost to those students who qualify, much like Head Start. Students must live within the boundaries of the West Bend School District. This is a program
for preschool children who will be four years old on or before Sept. 1 of the calendar year. WBSD Title I preschool classes are staffed by highly qualified teachers who hold college degrees in Early Childhood Education. Children
attend class for three hours and twenty minutes per day, four days a week. Early Childhood Special Education The West Bend School District provides Early
Childhood Special Education services to children ages 3 – 6 who have been found eligible using state criteria to qualify for special education. Early Childhood Special Education teachers, along
with parents and related service providers, work
together to develop an individualized education plan (IEP) for each eligible child. Plans focus on preparing children to meet the needs and
challenges of both their academic and social life. IEP teams accomplish this by promoting the growth of each child in accordance with his or her own physical, intellectual, emotional and social needs. The curriculum provided is based on
specialized instruction that meets the needs of each individual child in accordance with the Wisconsin Early Childhood State Standards. Early Childhood Special Education services are
fully federally-funded through IDEA (Individuals with Disabilities Education Act). As determined by IEP teams individual children may receive a variety of different services, including but not limited to occupation therapy, physical therapy,
and speech and language therapy. Continuous growth is an essential part of the services.
Our Head Start Program has
been serving families of Washington County since 1978. The program started by serving 30 children, and has now grown to serve 144.
Our Head Start Program is
monitored by over 1300 different performance standards developed by the Administration of Children and Families.
The main focus of Title 1
Pre-K is to help students grow both literacy and numeracy skills.
The curriculum utilized in all
of the programs is a direct link to the Kindergarten curriculum offered in all 6 of our Elementary buildings.
Early Childhood services are
provided in a variety of settings, including community preschools, daycares, Head Start, and Title 1 Pre-K and in students’ homes.
Early Childhood staff works
closely with Washington County Birth to 3 services to ensure a smooth transition into the school system for children with specialized services.

The Spartan Sun Community Program (SSCP) teaches, inspires, motivates, and empowers students to become integral members of society through rigorous and relevant coursework and respect and awareness of others. SSCP sets high expectations for every student where they are challenged with various educational opportunities. In order to qualify for the program, a stu-dent has to be 17 years of age, at least 3 credits behind their graduating class, and must have a 9th grade reading level. Classes are three hours long, five days a week. Stu-dents graduating from SSCP will receive either a West Bend East or West Bend West High School diploma. For a student to receive their high school diploma through SSCP, they have to complete the academic requirements listed in the next column.
Spartan Sun Graduation Requirements:
Pass all necessary GED tests, which are taken at Moraine Park Technical
College.
Complete a course in civics (if not
already taken at the high school).
Complete a course in Health (if not
already taken at the high school).
Complete and participate in Character
Development and Leadership coursework.
Complete the SSCP Financial Literacy/
Employability Curriculum (if not already taken at the high school).
Complete a thorough Program Portfolio
that will be presented to the SSCP staff, parents, district personnel and school board members.
Complete fifteen (15) hours per week of
employment, community service, or additional classes that has been approved by the SSCP staff and West Bend School District.
This is the fifth year that
the Spartan Sun Community Program has been in operation in the WBSD and has graduated close to 200 students.
Every student in Spartan
Sun has to complete a community service project in addition to numerous program/course requirements to graduate.
Each Spartan Sun
student creates a Program Portfolio which includes mock interviews, college visit descriptions, job shadow reports and a service project reflection, as well as, numerous program/course requirements.
Program Portfolios are
presented by each student at graduation from the program.

2012 Advanced Placement Testing The Advanced Placement (AP) test is designed by the College Board of Princeton, New Jersey. It allows high school 9th through 12th graders the opportunity to earn college credit while still in high school. Last year, 546 students completed 1,202 examinations in 20 subjects.

ATTENDANCE RATES
Attendance is face-to-face instructional contact between a student and a teacher. Attendance data is collected for the entire school year. The attendance rate is actual days of attendance divided by possible days of atten-dance, expressed as a per-centage. The smallest report-
able unit of attendance is one-half days.
TRUANCY RATES
A habitual truant is defined by Wisconsin State Statute as a student who is absent from school without an acceptable excuse for part or all of five or more days on which school is held during a semester. Habitual truancy is reported for grades K-12. The rate is the number of truants divided by the K-12 enrollment, counted on the third Friday in September.
