1 School Readiness-Child Outcomes Report for 2016-2017 Presented to The Community By Susan Huffmon, Child Development Manager Head Start programs are required to have in place an assessment system and approach to track children’s progress and report outcomes of children as they transition to kindergarten. MVCAA used the Teaching Strategies.net during the previous year to track children’s progress on 38 goals related to social/emotional, physical, language, and cognitive learning. These results are used in individual child assessment, and the information is also used to assess child progress in the mandated domains, indicators and school readiness skills. Head Start teachers assessed 515 preschool children during the 2016-2017 school year; 38 of those either enrolled after the Fall assessment or left the program before the Spring assessment checkpoint. Out of 477 possible children, 443 children age 3-5 were assessed at both the Fall and Spring

checkpoints so it is possible to track their progress for the entire year; these children are included in the final Program-wide Progress and Outcomes Report.

The summary that is attached covers child progress overall and in the eight domains, and eleven

indicators for 161 enrolled kindergarten-bound children. It also covers the kindergarten readiness skills.

We use these outcomes along with our self-assessment to provide additional teacher training, if indicated and the teachers use them to help plan weekly lessons and group activities. The numbers for the 2016-2017 school year show growth in all areas. The areas in Head Start with the most growth for our three to four year olds are Physical Health and Development, Mathematics, and language. Physical Health and Development increased by 14.74%. Mathematics showed an overall increase of 14.08%, and Language improved by 14.04%. The areas with the most growth for our four to five year olds are mathematics, literacy and social and emotional development. Mathematics showed an overall increase of 41.99%. Literacy showed an overall increase of 29.83%. Social and Emotional showed an overall increase of 30.29%.

The areas needing more attention for both the three and four year olds are mathematics (counting, and identifying numbers) Literacy (Phonological Awareness, specifically rhyming). The three year olds are also struggling in Language with communication skill (expressing their thoughts and ideas). In these areas we have over 10% of our children falling below our expectation. We are conducting Community of Practices with the teachers and teacher assistants throughout the year at which times we will be addressing the needs which we have identified through our child outcomes. During the 2017-2018 school year we will focus on using data from our child assessment to drive our teaching in the classroom, as well as additional training for English Language Learners.

In the area of physical health and development we began the school year with 11% of our three to five year olds at or above the 95th percentile in weight. This number was reduced to 3% by the end of the school year. .004% of our children were below the 5th percentile at the beginning of the school year and that number decreased to 0%. We believe this is due to the increase emphasis on “I am Moving, I am Learning” and the “Eat Smart” programs we have adopted for health and wellness prevention.

We are focusing more on our Dual Language Learners (DLL), screening those children in both their home languages and English. During the 2016-2017 school year we served 24 Dual Language Learners. We have discovered that when comparing their home language scores with their English scores that the majority of the children are scoring equally in both languages, on both the Fall and Spring screenings.

The table below shows the range of increased and decreased development in the areas of motor skills, concepts and language skills between the Fall and Spring Dial screenings.

After analyzing the data we saw that the children’s scores would fluctuate between the fall and spring screenings. If the scores decreased in one language they increased in the other language and vise versa. It should be noted that our staff consists of 1 bilingual Teacher, 4 bilingual Teacher Assistants, 1 bilingual Communication Specialist, 1 bilingual Family Development Specialist, 1 bilingual Family Advocate and 1 bilingual cook. During the 2016-2017 school year staff will receive intensive training on working with bilingual children and their families.

Aggregating and analyzing data is much more difficult in Early Head Start due to the fact that there

are so few children and they move from one age level to another during a school year and many times when we assess them each quarter we are assessing different children. Children in the first three years develop at a much faster pace than at any other time during their lives. We are seeing a trend with our children birth to 1 years of age, they come to us far below the age expectation in science and creative arts. In the one to two year age group we continue to see the same trend with the children being below the expectations of science, creative art and mathematics. In the 2 to 3 year old age group the children are still low in science and creative arts but they are beginning to make progress. It should be noted that because of the small number of children we serve in Early Head Start that we are only talking about one or two children. We will have periodic trainings for Early Head Start staff in the areas of Science and Creative Arts and also using the data obtained from child assessments to drive their lesson plans.

The program accomplished its primary goal that all children make progress and meeting expectations on the Continuum (unless this was not appropriate due to severe disabilities, in which case the progress was focused on Individual Education Plan goals instead).
