IEMERGENCYDETAILS

Intheeventofanincidentrequiringemergencyassistance,thefire/emergencyservicesormedicalassistance:ContacttheUniversityCentralControlRoomat200PearseSt(ExtNo1999)usingthenearesttelephoneor018961999ifusingamobilephone.Extensions1317willalsocontacttheControlRoom.

IFIRSTAID

DuringnormalofficehoursemergencymedicalattentioncanbeobtainedfromtheStudent Health Services by contacting ext. 1556. Members of staff within eachbuilding have been trained as first aiders. They are responsible for administeringfirstaid to staff, studentsandothers (visitors,membersof thepublicon campus)andensuringtheirallocatedfirstaidsuppliesaresufficient.

IFIRSTAIDPERSONNEL

Detailsoffirstaidpersonnelaregivenontherelevantnotices,postedatconspicuouslocationsthroughoutthoseareas(e.g.intheArtsBuildingnexttotheSecurityDesk).

ShouldthelocalfirstaidersorthemedicalservicesprovidersintheStudentHealthCentrebeunavailablethentheemergencyservicescanbecontactedonextension1999.

IFIREPROCEDURE

IFIREALARM

The Arts Building is provided with an automatic fire alarm system,which is regularly tested by the College Buildings Office. The fire alarmcan be manually triggered from any of the several break-glass alarmboxes,which are placed in strategic areas around the Building. In theeventofa fire the fire alarm system should be activated immediatelyand the building evacuated. Persons in charge of lecture theatres andteachinglabsshouldassistwiththeevacuationoftheirareas.

ANY PERSON DISCOVERING FIRE: 1. Sound the alarm by breaking the nearest break glass unit. 2. Ring Control Centre (ext. 1999) informing them that the alarm has been

raised and in which area. ON HEARING THE FIRE ALARM: 1 Make your area safe (closing doors, switching off equipment). 2 Leave by your nearest available exit. 3 Report to your designated assembly point DO NOT TAKE ANY PERSONAL RISKS DO NOT RETURN TO THE BUILDING FOR ANY REASON UNTIL AUTHORISED TO DO SO BY THE SENIOR FIRE OFFICER OR OTHER AUTHORISED PERSON AND UNTIL THE FIRE ALARM HAS BEEN SWITCHED OFF DO NOT USE THE LIFTS

HEALTH&SAFETYPOLICY

11. STATEMENTOFINTENTANDOBJECTIVES

11.1 StatementofIntentTheSchoolrecognisesandwillensurecompliancewiththerequirementsoftheSafety,HealthandWelfareatWorkAct,1989,associatedlegislationmadeunderthe Act and the College Safety Statement and College Policies and Codes ofPracticedocuments.

All reasonable steps will be taken to ensure that no person's - be it staff,studentsorothers-health,safetyandwelfareisputatriskby,orasaresultoftheactivitiesoftheSchool.

Adequate resources will, as far as is reasonably possible, be made available inrelationtohealth,safetyandwelfarematters.

Allaffectedwill receive thenecessary,anduptodate, information, instructionandtrainingandadequatelevelsofsupervisionforthemtoundertakeactivitiesinasafemanner.

Bothproactiveandreactiveapproaches towardshealth, safetyandwelfarewillbetaken.

Thorough consultation will take place with staff, Safety Representatives andstudent representatives on health, safety and welfare in order to ensure theeffectivenessofthisandtheCollegeSafetyStatements.

This local Statement will be kept up to date through regular review and, ifnecessary,revision.

11.2 Objectives

ByachievingalloftheabovetheSchoolwillensurethatitmeetsitsobjectivesforhealth,safetyandwelfareof:

a) establishingasafeenvironmentforall;b) establishingandmaintainingsafeworkingproceduresforstaffand

students;c) encouraginghealthandsafetyasanintegralpartofworkbyallstaffand

students;d) developingandmaintainingasafetyconsciousnessandasafetyculture

inallwithintheSchool;ande) conforming to the requirements laid down in the Safety, Health and

Welfare atWork Act. 1989, any further provisionsmade under theAct, other applicable legislation and the College Safety Statement,CollegePoliciesandCodesofPracticedocuments.

I2.ORGANISATION&RESPONSIBILITIES

ResponsibilitiesHealth&Safetyistheresponsibilityofeveryone.Staffandstudentshaveapersonalresponsibilityforthesafetyofthemselvesandothersandanypotentiallyhazardoussituation should be notified, without delay, to the Head of School; AssociateProfessorAndrewLoxleyorSchoolAdministrator.

SpecificresponsibilitiesintheSchoolarelistedbelow:

2.1 HeadofSchoolThe Head is responsible for implementing the College Safety Statement and theSchoolSafetyStatement, so faras is reasonablypracticable,withinhis/herareaofresponsibility.

TheHead is responsible for thehealth, safety andwelfare atworkof all staff andstudents under his/her supervision, and those members of the public using thefacilitiesunderhis/hercontrol,orwhomaybeaffectedbytheSchool'sactivities.

The Head will ensure that premises, plant and equipment, and activities withinhis/herareaofresponsibilitycomplywithcurrentlegislationandcodesofpractice.

The Head will ensure that policies, codes of practice, procedures and any otherinformation necessary for the safe and healthy operation of his/her school areprepared,made available to his/her staff and students and are adhered to. Thesedocuments will be kept up to date by regular review and revised if no longerapplicable.

The Head will ensure that adequate information, instruction, training, includinginduction training, and supervision are given to all staff and to all studentswithinhis/herareaofresponsibility.

The Head will ensure that suitable and sufficient assessments of risks created byactivities within the School are undertaken as required by the Safety, Health andWelfareatWorkAct,1989andassociatedregulationsandthattheserisksareeitherremovedorreducedtothelowestpracticablelevel.

TheHeadwillmonitoractivitieswithinhis/herareaofresponsibilityandensuretheidentification, reporting and as far as is reasonably practicable the rectification ofhazards.

The Head will ensure accidents or dangerous occurrences within his/her area ofresponsibility are fully investigated, recorded and documented on the appropriateforms and any remedialmeasures identified are implemented. The Headwill alsoensureanyaccidentthatresultsinanemployeebeingabsentfromnormaldutiesfor

morethanthreedaysorinanon-employeerequiringmedicalattentionisreportedonthestatutoryformtotheHealthandSafetyAuthority.

He/shewillensurethatsafetyandhealtharegiventhenecessaryconsiderationinallaspectsofoperationswithinhis/herresponsibility.

TheHeadwillensurethatadequateprotectiveclothingandequipmentisavailable,and where identified worn and used, in compliance with the legal and policyrequirementsforallactivitieswithinhis/herareaofresponsibility.

TheHeadwillsubmitareporttotheFacultySafetyCommitteeorotherappropriatecommitteeonhealthandsafetymatterswithinhis/herareaofresponsibilityattheendofeachcalendaryear.

TheHeadwill consult,either separatelyor collectively,withhis/her staff, studentsandsafetyrepresentativesonmattersrelatedtohealthandsafetyandwelfare.

The responsibility for the health and safety of teaching and non-teaching staff,researchworkers,studentsandvisitorsintheSchoolisvestedintheHead.TheHeadmaydelegatetostaffsuchduties-dulydocumented-asconsideredappropriatetoassist indischarginghis/herresponsibilities.TheHeadmustensurethatthosestaffhave received the appropriate information, instruction and training and have theauthoritytoundertaketheseduties.

2.2 SeniorMembersofStaffDuties of Heads of Departments / Research Centres with regard to safetymanagement:

• Toensurethatadepartmentalsafetystatementisprepared,reviewedandupdatedasnecessary

• To cooperate in the undertaking of department safety inspections anddutiesintheirarea

• Tomonitortheimplementationofthedepartmentalsafetystatement intheirarea

• Toensurethataccidents/dangerousoccurrencesarereportedinaccordance with College reporting procedureshttp://www.tcd.ie/Buildinqs/Safety/safetyaccidentreportinq.J2hp

• Toliaiseandcooperatewithelectedsafetyrepresentatives• Tocooperateintheinitiation,organisationandlocalmanagementoffire

drills and other emergency procedureswithin the physical areas of thedepartment/area

• To cooperate in the provision of staff safety training, by directlyorganising relevant training or by ensuring the attendance of staff atdesignatedcourses,asappropriate

• To arrange for the identification of safety equipment requirements,including personal protective equipment within their department/area,and to make arrangements for its provision, as far as is reasonably

DutiesofSafetyOfficers:• BefamiliarwiththeCollegesafetystatement• LiaisewiththeCollegeSafetyOfficer• PeriodicallyreviewHealthandsafetyprocedureswithintheirarea• AdviseandassisttheHeadofSchool/Departmentonanyrevisionof

theSchool/DepartmentHealthandSafetyStatementMonitorthatsafeworkingpracticesandprocedures,togetherwithanynecessaryriskassessmentsarecompletedandcompliedwith

• Disseminate health and safety information and reports and pass toappropriate members of staff and students within theirSchool/Department

2.3 Teaching StaffMembersoftheteachingstaffhavearesponsibilityforstudentswhoworkundertheirdirection,andmustsatisfythemselves,sofarasisreasonablypracticable,thattheequipment,materialsandenvironmentprovidedfortheirstudents'usearesafewhenusedinthemannerspecified,andthattheyandtheirstudentsareawareofthepotentialhazardsandrisksassociatedwithanypieceofwork,theprecautionstobetaken,andallrelevantemergencyprocedures.

2.4 AllMembersofStaff

Atalltimesmembersofstaffmust:-CarryouttheirdutiesinaccordancewiththeSafety,HealthandWelfareatWork Act,1989:

(a)totakereasonablecareforhisownsafety,healthandwelfareandthatof any other personwhomaybe affected by his acts or omissionswhile atwork;(b)toco-operatewithhisemployerandanyotherpersontosuchextentaswill enable his employer or the other person to comply with any of therelevantstatutoryprovisions;(c)touseinsuchmannersoastoprovidetheprotectionintended,anysuitable appliance, protective clothing, convenience, equipment or othermeans or thing provided (whether for his use alone or for use by him incommonwithothers)forsecuringhissafety,healthorwelfarewhileatwork;and( d ) to report to his employer or his immediate supervisor, withoutunreasonabledelay,anydefectsinplant,equipment,placeofworkorsystemof work, which might endanger safety, health or welfare, of which hebecomes aware.

BefamiliarwiththeCollegeSafetyStatementandtheSchoolSafetyStatementandpolicydocumentsinsofarasthesearelikelytoaffecttheiractivities.Report(inaccordancewithUniversityprocedures)anyincident,statingwhether

injuryordamageresulted,assoonasispracticable.Reportassoonasispracticableanyhazardoussituationtotheirimmediate supervisor.Ensure that they are familiar with all exit and fire exit routes for locations inwhichtheyareworking,thelocationoffire-fightingequipmentandtheactionstotakeintheeventofanemergency.

2.5 StudentsThe School has a duty to ensure the health, safety and welfare, so far as isreasonablypracticableofitsstudents.Studentsareexpectedtoco-operatebytakingpropercareforthehealthandsafetyofthemselvesandotherswhomaybeaffectedbytheiractsoromissions.Students are expected to follow any instructions in safe practices and proceduresand ensure they do not intentionally or recklessly interfere or misuse anythingprovidedintheinterestofhealth,safetyandwelfare.

13. HEALTHANDSAFETYARRANGEMENTS

13.2 ConsultationStaff and students concerned about health and safety should initially discuss thesituationwith their immediatesupervisor. If themattercannotbe resolvedat thatlevel, then it should be raised with the School Safety Officer, Head ofDepartment/Area, Head of School, College Safety Officer. All employeesmay alsoraise the matter with their Elected Safety Representative

13.4 Accident/IncidentReportingandInvestigationAllaccidentsorincidentsmustbereportedontheofficialCollegeAccidentReportingForm.Thisformmaybedownloadedfromthewebsitehttp://www.tcd.ie/Buildinqs/Safety/safetyaccidentrepor-ting.php,completedandsenttotheDirectorofBuildings Office.

WhencompletedacopyoftheformshouldbeforwardedtotheSchoolSafetyOfficer(forinformationandfollowupaction),theCollegeSafetyOfficer(forinformation,andadvicere:futureprevention)andMs.PatriciaGray,WestChapel,(forinsurancepurposes).

Ifamemberofstaffisabsentforgreaterthan3workingdaysasaresultofanoccupationalaccidentoranoccupationalrelatedillness,theHeadofDepartmentmustspecificallyadvisetheCollegeSafetyOfficer,asaseparatemandatoryreportmustbemadetotheHealthandSafetyAuthority.
