resources.ca.gov/salton-sea/ 1 Science Committee Meeting Notes June 11, 2018 – Coachella Corporate Yard Prepared by the Consensus Building Institute Meeting in Brief CDFW shared the documents and requirements that will inform the fish and wildlife goals for the SSMP Phase 1 plan. CDFW also sought future input on its preliminary development of a Monitoring and Adaptive Management Plan (MAMP) for the SSMP, specifically including 1) a preliminary Table of Contents shared with the Committee, 2) use of the USGS 2013 Salton Sea Monitoring and Assessment Plan, and 3) Salton Sea survey scheme. Carol Roberts requested input from Committee members on any or all of the above by July 20, so she can compile the input and send it to the State by July 31. Audubon California shared two presentations with the Committee – a summary of bird surveys at the Salton Sea and water budget analysis – for informational purposes and any input from Committee members. New River West (south end) is in the planning phase, with the start of construction scheduled for 2019. Alternatives are currently being developed for the North Lake, which will include 2000 acres of wetlands and is being implemented in coordination with the Salton Sea Authority. SCH is mostly through the design-bid-build phase, with construction to start this year. Alcott Wetlands has been surveyed for birds and fish, although no specific results were provided. DWR is in the early design phase of a small project (approximately 290 acres) that will capture flows from the Q, R and S drains in an effort to maintain fish connectivity and the existing fresh-water marsh habitat. Samples were collected for selenium analysis. When available, the results will provide the State with a larger selenium data set to better understand conditions and potential risk. Planning for Morton Bay will follow these efforts. On a programmatic level, the State is updating chapters in the Phase 1/ 10 Year SSMP to reflect the updates shared today. Questions/InputfromCommitteeMembers• HowistheStatequantifyingandsurveyingbirdsattheSea?Therewasadiscussionof

currentaerialsurveysaroundperimeter(forlargerbirds),theresultsofwhichhavenotbeenanalyzedyet.TheStateplanstodoothersurveysinparallel.Acommitteememberemphasizedtheimportanceofdesigningsurveysinlightoffuturechanginghabitat.SeelaterAudubonpresentation.

• Therewasabriefdiscussionaboutdepthforgillnetting/sampling(deepestis8-9feet),pastsamplingdoneinshallowerwater(noseininginshallowwateriscurrentlyplanned),andwhathasbeensampled(drainshavebeensurveyedforpupfish).

DansharedAudubon’spresentationwiththeCommittee,availablehere.TheCommitteewasinvitedtoaskquestionsandshareanyinputtoday,andtoprovidefollow-upcommentsbyJuly20.Discussionandquestionsincludedthefollowingtopics:

• Severalquestionswereposedregardingthedeterminationthat2013wassuchaseminalyear,andwhatchangesmayhavehadsuchadramaticimpactonbirdcounts.Danindicatedthattherewasapattern,sinceakeyissueinhisanalysisistherateofchange,ratherthanabsolutechangeovertime.AudubonsuggestedthismaybeaquestionforIIDregardinglocalconditionsandirrigationchanges.

• Discussionensuedaboutmonitoringotherlocationstoprovidemorecontextabouttheoverallflywayandwhat’shappeningtothemissingbirds.Itwassuggestedthatthebirdsweren’tmissing,butthatthetimingofthesurveysmayhavebeentheproblem(particularlyforEaredGrebes).Ideally,AudubonwouldsurveysalinelakesthroughouttheWestatthesametime,butthisischallengingwhenstandardizedsurveysatthisscalearelacking.

• Anotherquestionwaswhetherthedatahavebeencorrelatedwithchangesinpreyspecies,inadditiontosalinity.Asimplesurveyofinvertebrateswouldhelpprovideinsightsintowhyfish-eatingbirdsarenearlygonebutnotshorebirds.Thiscouldbeausefulintermediatestep,beyondsalinity.Audubonisinterestedindoingthis.Itwassuggestedthatitcouldbeusefultoseewhatwasdoneinthe1999-2000study,inordertohelpidentifykeyspeciesandtrytoreplicatetheprotocolstounderstandchangesovertime.Audubonisworkingtogetinformationandinvolvementfromkeypeoplewhomonitoredthesebirdsoverdecades.

• Committeemembersalsosuggestedpotentiallyaddingsurveysitesandtimes,inbothspringandfall.Audubonisseekingvolunteerstohelpdothis.

SaltonSeaWaterDemandEstimation(JohnDickey,PlanTierra,forAudubonCalifornia)Dr.DickeydiscussedawaterbudgetmodelthatPlanTierrahasdevelopedasapotentialtool/approachtohelpmeetdiscreethabitattargetsattheSaltonSea.Thepresentationisavailablehere.TheCommitteewasinvitedtoaskquestionsandshareanyinputtodayoralongwithcommentsonothertopicsbyJuly20.Discussionandquestionsincludedthefollowing:

• Afterseeingthebirdsurveyresultsandthewaterbudgetmodel,committeemembersraisedthequestionofhowtousetheinformationtodevelopspecieshabitat/objectives.TheChairindicatedadesiretopursuerealistichabitatexpectationsinthe10-YearPlan.Wehavelimitedwaterandotherresourcesandneedtoworkwithinthoseconstraints,asaSea-to-Seaconceptthatwouldreducethoserestrictionsismanyyearsoff.

UpdatestoScienceCommitteeScotStormo,ColoradoRiverRegionalWaterQualityControlBoard–UpdateonSalinityTool.AtthelastSciencemeeting,therewerequestionsaboutwhatquantitiesareneededforwaterimportandexport,lookingatvariablessuchassalinityandelevationoftheSaltonSea.ThisconceptassumesaSea-to-Seatransferofadequatewatertomaintainsalinityandelevationatcurrentlevels(althoughpastlevelscouldbeevaluatedalso).ScotandtheRWQCBcreatedaspreadsheettocalculatethevolumeofwaterthatwouldhavetobeexchangedbetweentheSaltonSeaandtheSeaofCorteztoaccomplishthatgoal,whichScotfoundtobeapproximately50percentofthecurrentvolumeoftheSea.ScotwillcirculatethespreadsheetamongtheCommitteeforinput.TheStatesuggestedthismayhelpusdetermineifwaterimportisthesolution,giventhesignificantissuesinvolved.SaltonSeaIssuesForumisadevelopingefforttobringtogetherresearchersandpolicymakersfromthedifferentdisciplines,akintotheGreatSaltLakeIssuesForumhostedbytheFriendsofGreatSaltLake.MikeCohenfromthePacificInstitute,whoishelpingtodeveloptheForum,explainedtherewouldbeopportunitiestopresentresearch,hearupdatesfromtheState,andlearnaboutindustry-relatedproposalsandotherinnovations,withmeetingsenvisionedeverycoupleofyears.MikeaskedCommitteememberstosendideasregardingtopics,frequency,locations,andothersuggestionstoCarol,whowillforwardthemtoMike.

PublicComments• Whyisn’ttherearobustdiscussionontheScienceCommitteeofthepublichealthimpacts

fromtheblowingplaya,suchastheCommitteeishavingregardingwildlifehabitat?EarlWithycombefromtheCaliforniaAirResourcesBoardexplainedthattheemissivityoftheplayahasbeenmeasuredaspartofthisprocess,anditisontheorderof330tons/yearofPM10(themetricusedforsmallparticulatematterthatposesahealthrisk).Incomparison,measuredemissionsfromnearbydesertlandsareontheorderof44,000tons/yearofPM10.Inparticular,weareseeinghighdustgenerationfromdesertlandsonthewestsideoftheSaltonSea,whichposesamuchgreaterhazardtothecommunitiesonthewestsidethantheplayalands,giventhattheprevailingwindsarefromthewestandnorthwest.TheCaliforniaAirResourcesBoardisworkingwithIIDtoestablishnon-habitatmeasuresfordustcontrol(e.g.,deeptilling)thatcanbeusedforinterimdustmanagementontheplayathatarebotheffectiveandinexpensive.Thepotentialtoxicityofchemicalsassociatedwiththeparticulateswasalsoevaluated,anditwasdeterminedthatchemicaltoxicityisnotanissuewiththesematerials.AreportfromIIDandtheirconsultantsontheseairqualityissuesshouldbeavailableinamonthorso.

• Thequestionwasposedwhetherweshouldbediscussingairqualitytopicsatall,asopposedtoreferringtheseissuestotheAirQualityCommittee.TheCommitteesuggestedincreasingourexpertiseintheairqualityarenasothatwecouldprovidemorehelpfulfeedbacktotheState.TheChairwillcontactpotentialcandidatesidentifiedbytheCommittee.
