StateUpdates• DWRprovidedupdatesonseveralprojects.NewRiverWest(southend)isintheplanning
phase,withthestartofconstructionscheduledfor2019.AlternativesarecurrentlybeingdevelopedfortheNorthLake,whichwillinclude2000acresofwetlandsandisbeingimplementedincoordinationwiththeSaltonSeaAuthority.SCHismostlythroughthedesign-bid-buildphase,withconstructiontostartthisyear.AlcottWetlandshasbeensurveyedforbirdsandfish,althoughnospecificresultswereprovided.DWRisintheearlydesignphaseofasmallproject(approximately290acres)thatwillcaptureflowsfromtheQ,RandSdrainsinanefforttomaintainfishconnectivityandtheexistingfresh-watermarshhabitat.Sampleswerecollectedforseleniumanalysis.Whenavailable,theresultswillprovidetheStatewithalargerseleniumdatasettobetterunderstandconditionsandpotentialrisk.PlanningforMortonBaywillfollowtheseefforts.
• Onaprogrammaticlevel,theStateisupdatingchaptersinthePhase1/10YearSSMPtoreflecttheupdatessharedtoday.Itisperforminganewsetoffishsurveys,includingredoing

• TheStateDepartmentofFishandWildlife(CDFW)sharedcurrentasummaryofSSMPtasks,whichincludedevelopingfishandwildlifegoalsfortheState’s10Year/Phase1plan.CDFWsharedwiththeCommitteeasummaryoftheexistingdocumentsandrequirementsthatwillinformthesetargetsandrequestedtheCommittee’sinputregardingwhetheranythingismissingfromthislist.CDFWplanstoseekinputfromCommitteeonapreliminarysetoffishandwildlifegoalsinthenearfuture.

Questions/InputfromCommitteeMembers• HowistheStatequantifyingandsurveyingbirdsattheSea?Therewasadiscussionof
currentaerialsurveysaroundperimeter(forlargerbirds),theresultsofwhichhavenotbeenanalyzedyet.TheStateplanstodoothersurveysinparallel.Acommitteememberemphasizedtheimportanceofdesigningsurveysinlightoffuturechanginghabitat.SeelaterAudubonpresentation.
• Therewasabriefdiscussionaboutdepthforgillnetting/sampling(deepestis8-9feet),pastsamplingdoneinshallowerwater(noseininginshallowwateriscurrentlyplanned),andwhathasbeensampled(drainshavebeensurveyedforpupfish).

DansharedAudubon’spresentationwiththeCommittee,availablehere.TheCommitteewasinvitedtoaskquestionsandshareanyinputtoday,andtoprovidefollow-upcommentsbyJuly20.Discussionandquestionsincludedthefollowingtopics:
• Severalquestionswereposedregardingthedeterminationthat2013wassuchaseminalyear,andwhatchangesmayhavehadsuchadramaticimpactonbirdcounts.Danindicatedthattherewasapattern,sinceakeyissueinhisanalysisistherateofchange,ratherthanabsolutechangeovertime.AudubonsuggestedthismaybeaquestionforIIDregardinglocalconditionsandirrigationchanges.
• Discussionensuedaboutmonitoringotherlocationstoprovidemorecontextabouttheoverallflywayandwhat’shappeningtothemissingbirds.Itwassuggestedthatthebirdsweren’tmissing,butthatthetimingofthesurveysmayhavebeentheproblem(particularlyforEaredGrebes).Ideally,AudubonwouldsurveysalinelakesthroughouttheWestatthesametime,butthisischallengingwhenstandardizedsurveysatthisscalearelacking.

• Anotherquestionwaswhetherthedatahavebeencorrelatedwithchangesinpreyspecies,inadditiontosalinity.Asimplesurveyofinvertebrateswouldhelpprovideinsightsintowhyfish-eatingbirdsarenearlygonebutnotshorebirds.Thiscouldbeausefulintermediatestep,beyondsalinity.Audubonisinterestedindoingthis.Itwassuggestedthatitcouldbeusefultoseewhatwasdoneinthe1999-2000study,inordertohelpidentifykeyspeciesandtrytoreplicatetheprotocolstounderstandchangesovertime.Audubonisworkingtogetinformationandinvolvementfromkeypeoplewhomonitoredthesebirdsoverdecades.
• Committeemembersalsosuggestedpotentiallyaddingsurveysitesandtimes,inbothspringandfall.Audubonisseekingvolunteerstohelpdothis.
SaltonSeaWaterDemandEstimation(JohnDickey,PlanTierra,forAudubonCalifornia)Dr.DickeydiscussedawaterbudgetmodelthatPlanTierrahasdevelopedasapotentialtool/approachtohelpmeetdiscreethabitattargetsattheSaltonSea.Thepresentationisavailablehere.TheCommitteewasinvitedtoaskquestionsandshareanyinputtodayoralongwithcommentsonothertopicsbyJuly20.Discussionandquestionsincludedthefollowing:
• Afterseeingthebirdsurveyresultsandthewaterbudgetmodel,committeemembersraisedthequestionofhowtousetheinformationtodevelopspecieshabitat/objectives.TheChairindicatedadesiretopursuerealistichabitatexpectationsinthe10-YearPlan.Wehavelimitedwaterandotherresourcesandneedtoworkwithinthoseconstraints,asaSea-to-Seaconceptthatwouldreducethoserestrictionsismanyyearsoff.
UpdatestoScienceCommitteeScotStormo,ColoradoRiverRegionalWaterQualityControlBoard–UpdateonSalinityTool.AtthelastSciencemeeting,therewerequestionsaboutwhatquantitiesareneededforwaterimportandexport,lookingatvariablessuchassalinityandelevationoftheSaltonSea.ThisconceptassumesaSea-to-Seatransferofadequatewatertomaintainsalinityandelevationatcurrentlevels(althoughpastlevelscouldbeevaluatedalso).ScotandtheRWQCBcreatedaspreadsheettocalculatethevolumeofwaterthatwouldhavetobeexchangedbetweentheSaltonSeaandtheSeaofCorteztoaccomplishthatgoal,whichScotfoundtobeapproximately50percentofthecurrentvolumeoftheSea.ScotwillcirculatethespreadsheetamongtheCommitteeforinput.TheStatesuggestedthismayhelpusdetermineifwaterimportisthesolution,giventhesignificantissuesinvolved.SaltonSeaIssuesForumisadevelopingefforttobringtogetherresearchersandpolicymakersfromthedifferentdisciplines,akintotheGreatSaltLakeIssuesForumhostedbytheFriendsofGreatSaltLake.MikeCohenfromthePacificInstitute,whoishelpingtodeveloptheForum,explainedtherewouldbeopportunitiestopresentresearch,hearupdatesfromtheState,andlearnaboutindustry-relatedproposalsandotherinnovations,withmeetingsenvisionedeverycoupleofyears.MikeaskedCommitteememberstosendideasregardingtopics,frequency,locations,andothersuggestionstoCarol,whowillforwardthemtoMike.

PublicComments• Whyisn’ttherearobustdiscussionontheScienceCommitteeofthepublichealthimpacts
fromtheblowingplaya,suchastheCommitteeishavingregardingwildlifehabitat?EarlWithycombefromtheCaliforniaAirResourcesBoardexplainedthattheemissivityoftheplayahasbeenmeasuredaspartofthisprocess,anditisontheorderof330tons/yearofPM10(themetricusedforsmallparticulatematterthatposesahealthrisk).Incomparison,measuredemissionsfromnearbydesertlandsareontheorderof44,000tons/yearofPM10.Inparticular,weareseeinghighdustgenerationfromdesertlandsonthewestsideoftheSaltonSea,whichposesamuchgreaterhazardtothecommunitiesonthewestsidethantheplayalands,giventhattheprevailingwindsarefromthewestandnorthwest.TheCaliforniaAirResourcesBoardisworkingwithIIDtoestablishnon-habitatmeasuresfordustcontrol(e.g.,deeptilling)thatcanbeusedforinterimdustmanagementontheplayathatarebotheffectiveandinexpensive.Thepotentialtoxicityofchemicalsassociatedwiththeparticulateswasalsoevaluated,anditwasdeterminedthatchemicaltoxicityisnotanissuewiththesematerials.AreportfromIIDandtheirconsultantsontheseairqualityissuesshouldbeavailableinamonthorso.
• Thequestionwasposedwhetherweshouldbediscussingairqualitytopicsatall,asopposedtoreferringtheseissuestotheAirQualityCommittee.TheCommitteesuggestedincreasingourexpertiseintheairqualityarenasothatwecouldprovidemorehelpfulfeedbacktotheState.TheChairwillcontactpotentialcandidatesidentifiedbytheCommittee.
