This report was published in coordination with BSI and the National Vehicle Crime Intelligence Service (NaVCIS). The National Vehicle Crime Intelligence Service (NaVCIS) is a national police unit that works to protect communities in the U.K. from the harm of vehicle finance crime and associated serious and organised crime; specifically Freight/Cargo Crime. A centralised, specialist police capability, NaVCIS is dedicated to developing and disseminating intelligence that helps forces pursue offenders and prevent crime. NaVCIS is crime intelligence from regional U.K. police forces, as well as European law enforcement agencies, to track freight crime incidents, report criminal trends, and produce effective industry solutions. The U.K. cargo thefts and trends report created in partnership with BSI and NaVCIS seeks to highlight major areas of concern, targeted modalities and commodities, and theft tactics utilized throughout the United Kingdom. Each organization has the goal of helping companies stay informed on cargo theft risks in the country, and ultimately providing assistance to prevent freight crimes.

Introduction

Cargo freight crime prevention in the United Kingdom is a critical issue since the country is a major source of trade and the third largest economy in Europe. Excluding the United States and China, the country primarily conducts trade with neighboring European countries, resulting in a large exchange of goods being imported and exported in the country. During Q3, companies lost an estimated £19.8 ($25.7 million) due to cargo theft. This represents a substantial increase from the previous quarter when companies lost an estimated £14 million ($18 million). BSI gener-ally records relatively high cargo losses in the United Kingdom, with companies losing at least an estimated £54 million ($76 million) due to cargo theft in 2017. BSI reports that companies have lost approximately £46.8 million ($61 million) due to cargo theft during the first three quarters of 2018, and projects that losses will likely surpass 2017 total estimates. However, taking into account limitations in cargo crime collection, BSI anticipates that this loss value is likely much higher. BSI’s quarterly report analyzing nationwide trends, hot spot locations, and criminal tactics helps shippers and law enforcement agencies to establish and implement strong measures to deter cargo crimes.

Nationwide TrendsBSI recorded 638 theft incidents from cargo vehicles in the Unit-ed Kingdom during the third quarter of 2018. This is a significant increase from the previous quarter in which BSI recorded 386 cargo theft incidents in the country. BSI assesses that nearly 89 percent of cargo theft incidents recorded in

the third quarter were pilferage or full-load thefts from cargo vehicles. Following this, seven percent of incidents involved the theft of fuel from cargo trucks in which thieves siphoned off fuel from parked vehicles. Remaining incidents involved thefts of entire cargo vehicles and thefts from warehouses. Many of the same counties BSI has previously identified as areas of concern continued to be high-risk locations for cargo theft in Q3. BSI recorded the most theft incidents in West Yorkshire this quarter. Although BSI has previously identified West Yorkshire as a county of concern, this is the first quarter ever in which it had the most recorded cargo thefts. Leicestershire, Northamptonshire, Kent, and Nottinghamshire round out the top five counties for cargo theft during Q3. There are several driving factors that lead to these counties continuously having high cargo theft rates. Most of these counties have major transit routes running through them, insecure parking locations, high concentrations of logistics and freight transporters, and some have organized criminal groups frequently operating within their territories. The SCREEN United Kingdom cargo theft report provides assessments on how these traits affect these counties individually, as well as on the tactics thieves are using to steal goods in these high risk locations.

A Message From NaVCISNaVCIS notes that the transport sector is approaching one of the busiest times of the year for the haulage industry, and the industry has observed an increase in thefts during transit. There have been a number of reports of entry being gained to HGV trailers whilst HGVs are either held up at traffic lights or during very slow moving traffic.

Motorway Service Area TrendsBSI continues to see major highway systems and roadways in the United Kingdom as some of the greatest locations at risk for cargo theft, and there were nearly 386 theft incidents that occurred on highways or roadways in the country during the third quarter. In a trend that BSI has observed remain static over the past several quarters, the M1 motorway continues to rank as the top highway route targeted by cargo thieves, accounting for near-ly 36 percent of all highway thefts. Thieves targeted various rest areas on this route, with some of the most M1 motorway thefts occurring in the counties of Northamptonshire, Leicestershire, Nottinghamshire, and Buckinghamshire. The M62, which runs east-west from the port city of Liverpool in Merseyside County to the port city of Hull in East Yorkshire, is the second most targeted highway route for theft in the United Kingdom. A significant portion of incidents along this route occurred in West Yorkshire, which is situated nearby where the M1 and M62 motorway intersect. Other notable transit routes targeted during Q3 include the M40 motorway, which connects London and Birmingham, the M25 which circulates the Greater London Area, and the A14 which runs from the port of Felixstowe and intersects with the M1 motorway near the city of Rugby in Warwickshire. Many of these high-risk transit routes are concentrated in the southern region of the United Kingdom.

BSI continues to highlight rest areas as the top, specific location where cargo theft incidents occur in the United Kingdom. Approximately 122 thefts occurred at rest areas along the M1 motorway during this quarter, representing 36 percent of thefts that occurred on a highway. The most targeted rest areas during Q3 include the Leicester Forest East in Leicestershire and the Hartshead Moor motorway service area in West Yorkshire. Other areas of concern during Q3 include rest areas in Trowell, Wake-field, Milton Keynes, and Castle Donnington.

Thieves are generally successful at stealing cargo at rest areas in the United Kingdom due to the insufficient quality of security at these locations, as well as the high concentration of cargo vehicles parked close together at these sites for overnight rest. Although rest areas are oftentimes more secure than other loca-tions, such as off-road laybys, it is important to note that using service areas does not guarantee that trucks are safe from cargo theft. Many of these locations also lack basic security measures

such as secure external fencing or CCTV cameras. BSI recommends that companies review their transport providers to confirm they utilize a list of agreed upon secure overnight parking locations and arrange any pre-booking materials at secure lots prior to arrival in order to limit vulnerabilities to thefts..

NaVCIS Freight directly worked with local police forces to combat criminal threats and prevent freight crimes. During the third quarter, police actively combatted thieves targeting rest areas. For instance, police arrested a gang of cargo theft criminals at the Tibshelf motorway service area in Derbyshire. Police report that three perpetrators were arrested after being observed stealing several high-tech televisions from a parked cargo truck using the slash-and-grab tactic. Police also arrested cargo theft groups in North Yorkshire, West Yorkshire, and Oxfordshire this quarter. BSI reports that cargo thieves in the United Kingdom oftentimes repeatedly target many of the same locations to steal goods, including major rest areas throughout the country. This emphasizes the importance of arresting cargo criminals that specifically target rest areas in the United Kingdom.

Cargo Theft Tactic TrendsBSI continuously records that the top tactic used to steal cargo in the United Kingdom is the slash-and-grab tactic. Thieves utilize this tacticfor a variety of reason, but primarily implement it due to the ease and speed in which goods can be removed from cargo trucks. Perpetrators can cut into multiple soft-sided trailers with knives in a short amount of time and choose which high-value loads to steal. Thieves used this tactic in 66 percent of thefts recorded by BSI during the third quarter. Drivers operating soft-sided trailers should check the tarpaulins before and after each stop to ensure they are secure and have not been tampered with by thieves.

The second greatest theft type during the third quarter were thefts directly from cargo truck trailers. Thieves implemented two variations of this theft type to steal goods, either breaking the rear locks of secured trailers or by stealing cargo from open trailers while trucks were at delivery-sites. BSI recorded a slight rise in thefts at delivery sites over the past two quarters compared to others. The use of this tactic was geographically dispersed this quarter, although BSI noted a higher rate of use among thieves that stole from trailers loaded with alcohol and tobacco products at delivery sites. Furthermore, most of these incidents occurred while transporters were delivering goods to a well-known supermarket brand found throughout the United Kingdom. BSI recommends that businesses ensure that transporters receive proper security threat awareness training and that transporters do not leave unsecure trailers unattended.

In accordance with a newer trend identified during Q2, BSI also recorded a substantial amount of in-transit cargo thefts. During these incidents, thieves approached the rear of trailers while trucks were stopped at traffic lights and broke open trailer doors to enter and steal goods. In one instance, thieves used a personal van to force a truck to come to a halt, allowing other thieves an opportunity to steal goods while the truck was not in motion. In another case, a driver became aware that thieves had entered the truck’s trailer and coordinated with police to arrest the individuals at an agreed upon location. BSI reports that cargo criminals are overwhelmingly targeting tobacco products with this tactic,

suggesting that industry members should be aware of these risks and plan their security accordingly to prevent thefts by this tactic.

Although rare in the United Kingdom, organized criminal groups occasionally steal goods by posing as fake logistics carriers. Crim-inals used this tactic to conduct the highest value theft recorded by BSI this quarter. In this incident, a company hired the thieves through a contracting website to deliver a load of electronic products valued at £2 million ($2.5 million). BSI recommends that companies thoroughly vet potential business partners to ensure their legitimacy, especially when needing to transport high valued goods such as electronics, apparel, and pharmaceuticals.

Weekday Trends and Targeted CommoditiesCargo theft incidents mostly occur on weekdays in the United Kingdom. BSI frequently records a trend in which there is a spike in incidents during the week, and a significant drop in incidents during the weekend. Sunday continued to have the least incidents recorded, with only three percent of thefts occurring on this day, followed by Saturday which had about ten percent of thefts. These trends may be driven by freight volume fluctuations throughout the week due to scheduled driver delivery and pickup days. It is unclear whether thieves are driven by potential benefits from targeting freight shipments during weekdays over weekends.

Companies continue to experience high losses due to freight thefts in the United Kingdom, and businesses lost nearly £19.8 million ($25.7 million) due to cargo theft in Q3. The single high-est-value cargo loss this quarter amounted to £2 million ($2.5 million) after thieves posed as a fake logistics carrier and were hired to deliver a load of electronic products. The thieves success-fully picked up the shipment at a warehouse in Normanton, West Yorkshire with the promise of delivering the shipment to its final destination, but instead stole the goods in the process. Although generally rare, BSI has previously observed organized criminal groups operating in the United Kingdom posing as fake logistics providers or employees in the past, and highlights the importance of conducting thorough supply chain assessments and business partner reviews. Additionally, companies should ensure that all subcontracting agencies are following protocol to ensure that all logistics partners hired are legitimate entities.

Alcohol and tobacco products constituted as the most stolen goods likely due to a recent spike that BSI recorded in Q3 in which thieves are targeting these goods during moving-truck thefts and deliveries. Consumer goods and food and beverage products, which accounted for 17 percent of all thefts this quarter. Consumer goods and food and beverage products followed. BSI did not record high levels of pharmaceutical thefts during the third quarter. However, several incidents targeting these goods did occur within the county of West Yorkshire. Thieves mostly targeted pharmaceutical goods in-transit and employed a variety of methods during these thefts. These methods include the slash-and-grab tactic and, in one case, targeting a secure warehouse storing facility. In this incident, the warehouse was equipped with CCTV cameras and a sufficient alarm system, which alerted police about the break-in and concluded in arrests.

BSI recorded the most cargo thefts in West Yorkshire

during the third quarter of 2018, accounting for

approximately 16 percent of Q3 incidents. BSI has noted

a continuous increase in cargo theft incidents in West

Yorkshire throughout 2018, with the county ranking

fifth in the second quarter. During Q3, companies lost

nearly £4.7 million ($6.1 million) due to cargo theft, which

accounts for 24 percent of theft values in the United

Kingdom during the third quarter.

Areas of ConcernDuring Q3, West Yorkshire’s top areas of concern involved rest areas along U.K. motorways. Thieves targeted cargo ship-ments in several areas in West Yorkshire, with the top two areas of concern being Brighouse and Wakefield. These two cities lie along heavily-trafficked motorway routes and, in the case of Wakefield, has a major rest area. Thieves in West Yorkshire also operated in the major cities of Leeds and Pontefract to steal cargo.

West Yorkshire’s central location for cargo flows makes it an easy target for cargo thieves. The major M62 and M1 motorway routes intersect the county east-west and north-south, respectfully. Additionally, West Yorkshire contains various industrial and manufacturing sites, such as in the city of Wakefield, which further adds to the cargo risk environment and makes the county an ample location for thieves to steal cargo.

Methods and Locations of TheftsThieves in West Yorkshire most commonly used the slash-and-grab tactic to steal cargo in West Yorkshire, accounting for nearly 84 percent of thefts. Thieves also stole cargo by breaking the back locks of cargo trailers. A group of cargo criminals also implemented a highly sophisticated fictitious pick-up targeting a logistics company in the city of Normanton. The criminals posed as a transportation company to pick-up a high-value shipment of electronics under the guise that the shipment would be delivered. BSI assesses that this tactic is not commonly used in West Yorkshire, but that companies should thoroughly vet business partners to ensure they are legitimate.

Rest areas were the top location for cargo thefts in West Yorkshire, and thieves frequently targeted the Hartshead Moor motorway service area in Brighouse, as well as the Wooley Edge motorway service area near Wakefield. Although there were less incidents at industrial estates than at rest areas, BSI highlights that industrial

estates are of substantial concern for cargo theft in this county, particularly in the city of Leeds. In Q3, cargo thieves repeatedly target the same industrial estates in this city to steal goods.

Targeted CommoditiesCargo thieves in West Yorkshire primarily stole food and beverage products, and these incidents accounted for 16 percent of thefts. Other top commodities stolen include consumer goods and alcohol and tobacco products. Thieves conducted several high value thefts in West Yorkshire, stealing a valuable shipment of phar-maceutical products, beauty goods, and metals during Q3. Thieves typically do not target specific goods in West Yorkshire. However, BSI recorded some incidents that were more targeted in nature this quarter. For instance, thieves targeted some distribution and logistics centers for thefts, some of which were considered to be secure sights. This demonstrates how thieves are occasionally implementing more planning and sophistication to steal goods from these sites.

Areas of ConcernThieves in Leicestershire mostly stole cargo from locations along major transit routes, including the Leicester Forest East and Castle Donnington areas. BSI routinely records cargo thefts at these locations due in part to the high volume of cargo trucks that tend to utilize the rest areas, providing thieves with ample opportunity to carry out a theft. Thieves also frequently operate in the cities of Shepshed and Coalville, and primarily target industrial estates in these areas.

Leicestershire generally experiences high levels of cargo theft due to its strategic location along the major M1 motorway, as well as its close proximity to the East Midlands Airport, which is the second greatest air freight recipient in the country. The county hosts several major retail and cargo distribution companies, and these sectors make up a significant portion of Leicestershire’s economy. This industrial environment contributes to the significant amount of cargo that flows through the county, thus increasing opportunities for theft.

Methods and Locations of TheftsCriminals mostly stole cargo utilizing the slash-and-grab tactic, and this theft meth-od accounted for 81 percent of incidents in Leicestershire. The remaining 19 per-cent of incidents primarily incorporated thefts from trucks and a small portion of thefts of cargo vehicles. BSI did not record any instance of fuel thefts in Leicester-shire during the Q3 period.

Rest areas remain a top location of concern for cargo theft in Leicestershire. Transporters utilizing rest areas along the M1 motorway should be aware of the high risk of cargo theft. Thieves continuously target the Leicester Forest East and Castle Donnington rest areas on this route, as both of these locations are not equipped with strong security measures to prevent thefts of freight. As with previous quarters, industrial estates were the second most targeted location for thefts in Leicester-shire. Transporters should exercise caution when parking at industrial estates, which oftentimes lack basic security features, such as fencing and CCTV cameras, for transporters looking to rest overnight.

Targeted Commodities

The top commodity stolen in Leicester-shire during Q3 was food and beverage, followed by alcohol and tobacco products. BSI has continued to record food and bev-erage thefts as a commodity of concern in this county since the fourth quarter of 2017. There are several food producers and manufacturers present in Leicester-shire, likely contributing to the high trend of these products being stolen. Thieves stole alcohol and tobacco products in various areas of the county, and thieves utilized both the slash-and-grab tactic and direct thefts from cargo rear doors. Among the remaining other products stolen during the third quarter include apparel and footwear, industrial materials, and tools.

Areas of ConcernThe top areas of concern for cargo theft in Northamptonshire include the Northampton, Watford Gap, and Towcester areas of the county. In Towcester, thieves repeatedly targeted an unsecure parking lot that trucks utilize for overnight parking. BSI reports that thieves often operate in repetitive patterns, targeting many of the same locations, especially unsecure sites. BSI recommends that companies ensure that their transport providers enforce agreed upon secure overnight parking locations in order to prevent drivers from relying on off-road laybys or unsecure lots. A little more than half of all incidents in Northamptonshire occurred along highway routes, with most incidents occurring on the M1 motorway and A14 roadway.

Northamptonshire is located within the U.K.’s ‘Golden Triangle,’ an area where a large concentration of logistics and freight distributors are present. The large volume of cargo moving through this county and the presence of several key transportation routes for cargo shipments provides organized criminal groups with ample opportunity to steal cargo in this county.

Methods and Locations of TheftsThe top cargo theft method in Northamp-tonshire was the slash-and-grab tactic, ac-counting for nearly 75 percent of thefts in the county during Q3. Remaining incidents primarily involved thieves stealing cargo by breaking the rear locks of cargo trailers. In one incident, thieves conducted an in-tran-sit truck theft. Criminals in this incident used a van to cut off a cargo truck and force it to stop at a traffic light while other members stole cigarettes from the back trailer of the temporarily stationary cargo truck. BSI rarely records in-transit thefts in Northamptonshire, and assesses that most thefts in this county occur while drivers are stopped for overnight rest. In-transit thefts require extensive coordination and is a tactic generally reserved for organized criminal groups.

The predominant location for cargo thefts during Q3 involved unsecure off-road laybys, followed by rest areas. Thieves pri-marily targeted cargo trucks utilizing laybys on several different roadways, with a signif-icant amount of these incidents occurring on the A14, followed by the A45 and A5

roadways. Major rest areas targeted were the Northampton and Watford Gap motor-way service areas along the M1 motorway. BSI previously recorded high levels of cargo theft at the Northampton motorway service area, but due to additional security measures implemented at this location in 2017, this area generally observes less thefts than during the previous year.

Targeted CommoditiesConsumer goods, followed by food and beverage products, were the top commod-ities stolen in Northamptonshire. BSI also recorded some incidents involving alcohol and tobacco products; however, there is lit-tle evidence to suggest that most of these incidents were targeted offenses unlike many other areas in the United Kingdom during Q3.. Rather, the large and diverse cargo flow commonly found throughout Northamptonshire suggests that thieves likely conducted these thefts at random.

Northamptonshire had the third most cargo theft incidents

in the United Kingdom during the third quarter, with nearly

twelve percent of all incidents occurring in this county.

Throughout 2018, BSI has observed considerably lower rates

of cargo theft in Northamptonshire compared to last year. This

trend generally remained consistent during Q3 2018; however,

BSI recorded a slight spike in cargo thefts during the month of

September. Thieves stole nearly £2.2 million ($2.8 million) of cargo in

Northamptonshire, representing eleven percent of total theft incidents

during the third quarter.

Kent

Kent ranked fourth for most cargo theft incidents

during the third quarter of 2018, with nearly nine

percent of incidents occurring in this county. Cargo

theft trends largely aligned with trends during Q3

2017; however, BSI recorded a spike in overall

incidents in 2018. Companies lost an estimated

£1.9 million ($2.4 million) of cargo due to theft,

representing ten percent of the value of all goods

stolen in the United Kingdom.

Areas of ConcernCargo theft incidents were primarily concentrated in the areas of Maidstone, Rainham, and Ashford. Thieves likely target Maidstone and Ashford due to their location along motorway systems. For instance many of these areas are along the M2 motorway, which is a critical route for cargo transporta-tion as it runs from Folkestone and connects to the M25 motorway, which circulates the Greater London Area. BSI reports that the top transportation routes targeted for theft in Kent include the M2, A2, and M20.

Kent naturally has high cargo theft rates due to the large volume of freight transiting this county to and from seaports. Kent contains both the port of Dover and Folkestone Harbour, which are two major ports for incoming freight from mainland Europe. Although Kent has some locations with secure parking available, there is not enough secure parking available to meet the demands of the volume of transporters operating in the county. BSI records that thieves generally target shipments that are transporting goods from Kent’s southern ports north toward the Greater London Area, primarily when cargo trucks are parked for overnight rest.

Methods and Locations of TheftsThieves generally used the slash-and-grab tactic to steal cargo from trucks in Kent. This tactic is highly effective due to the high volume of freight traffic in this county. BSI also recorded several fuel theft incidents in Kent. Kent is a notable hotspot where thieves siphon off fuel from parked cargo trucks, and this county had the highest number of these incidents throughout the country during the third quarter.

Laybys and industrial estates represented the top locations where cargo thefts occurred in Q3, and approximately 74 percent of incidents occurred at these locations. Thieves targeted these locations throughout Kent, carrying out multiple thefts at the same locations during the quarter. Transporters often utilize laybys and industrial estates in this county due to the lack of available secure parking in Kent. Remaining incidents occurred at rest areas, with the majority of these incidents happening at the Medway motorway service area off the M2 near Rainham.

Targeted Commodities

The top commodities stolen in Kent during Q3 were consumer products, followed by alcohol and tobacco and food and beverage products. BSI reports that thieves operating in this county rarely target specific commodities. Rather, these criminals are likely conducting thefts at random. Some of the most high value single thefts during Q3 were among apparel and footwear products, consumer goods, and computer products.Other commodities stolen in Kent this quarter include apparel and footwear products, automotive goods, and electronics.

Nottinghamshire ranked fifth for the most cargo

thefts incidents in the United Kingdom during the

third quarter, and nearly eight percent of incidents

occurred in this county. BSI estimates that

companies lost approximately £1.4 million ($1.8

million) due to cargo theft, representing seven

percent of the total value of goods stolen in the

country during Q3.

Areas of ConcernThe top hotspot for cargo theft in Q3 was in Trowell. BSI has previously identified Trowell as a top area of concern for theft in Nottinghamshire, primarily due to its presence along the M1 motorway, which runs north-south through the county and contains a frequently used motorway ser-vice area. Other areas of concern include Mansfield and Sutton in Ashfield. Although thieves have operated in Mansfield in the past, Sutton in Ashfield typically has not been an area of concern for cargo theft. BSI recorded mostly alcohol and tobacco thefts at this location in which thieves targeted in-transit or parked trucks at delivery site. This suggests that thieves targeting cargo in this location are operat-ing in an organized capacity. Although BSI recorded a substantial amount of cargo theft incidents at the Blyth rest area in Worksop during Q2, this area was not a major area targeted by thieves during the third quarter.

Insufficient secure parking locations in Nottinghamshire often forces cargo truck drivers to utilize unsecure locations for overnight rest, which serves as a

contributing factor for the significant amount of cargo theft incidents in this county. Although BSI recorded a decline in incidents in Nottinghamshire in the previous quarter, likely driven by active police operations to arrest cargo thieves operating in this region, there has been a general rise in cargo theft incidents in this county since the month of June.

Methods and Locations of TheftsSimilar to most counties throughout the United Kingdom, thieves primarily relied on the slash-and-grab tactic to steal goods in Nottinghamshire. Thieves also stole cargo directly from cargo trailers, sometimes by breaking rear trailer locks, but also by targeting vulnerable trucks while trailers were open at delivery sites.

Most cargo theft incidents in Nottingham-shire occurred at rest areas, and thieves primarily targeted the Trowell motorway service area off the M1 motorway. While the second and third greatest areas where thefts occurred involved industrial estates and laybys, BSI recorded a growing

number of incidents at atypical locations in Nottinghamshire. For instance, 16 percent of incidents occurred at delivery sites, warehouses, distribution centers, or while cargo trucks were in-transit. BSI assesses many of these incidents were targeted and involved shipments of alco-hol and tobacco products, indicating that organized cargo criminals are operating in the area and utilizing varied tactics.

Targeted Commodities

BSI observed a rise in thefts directly targeting alcohol and tobacco products in Nottinghamshire during Q3. Of this category, thieves primarily stole tobacco products and targeted trucks at deliv-ery sites or while trucks were in-transit. Industry members should be aware that criminals are targeting these products in this county, and ensure that trailers are secure while being transported and during the delivery process. Thieves also stole consumer goods, automotive products, and food and beverage products.
