Increasing voter participation. Even though in some countries voting is compulsory and in other cases there is a minimum level of voters (quorum) mandated to validate an election, the democratic validity of elections is often questioned in case of low turnouts, particularly in developed countries. For example in the U.K., one of the oldest Western democracies, voter turnout for parliamentary elections fell from 78% in 1992 to 66% in 2010.
