Being the President of the SEAMEO Council on its fourth decade of existence, I am very delighted to witness SEAMEO’s remarkable achievements towards a stronger and more solid organization in education.
The milestone during the FY 2004/2005 was the Retreat of the Ministers of Education in ASEAN Countries held in Bangkok in August 2005 at the initiative of the Ministry of Education of Thailand. This Retreat, which was attended by the Secretary General of ASEAN, Mr Ong Keng Yong, has shown the commitments of the Ministers of Education in accelerating cooperation efforts within SEAMEO and ASEAN framework. The important role of education in ASEAN’s socio-economic development was once again highlighted and ongoing efforts will be focused in education development to contribute to a stronger ASEAN socio-cultural community, to promote a deeper understanding and awareness among ASEAN citizens, particularly among the youth, of the richness of our region’s history, languages, cultures and common values.
In the wake of the unexpected natural catastrophes and devastating losses caused by the earthquake and tsunami to our region in December 2004, we are so proud of the efforts that our people have made to overcome such losses and casualties. We are also grateful for the significant and valuable assistance offered by various SEAMEO Member Countries, SEAMEO Associate Member Countries, partners, donors, organizations, multilateral and bilateral development agencies, and individuals to the affected areas in the relief and rehabilitation efforts. Such contributions and assistance have been channeled to SEAMEO Secretariat and the SEAMEO Centres for programmes of re-activating the schools and the teaching-learning process. It showed the spirit of cooperation and solidarity of the SEAMEO Family, bringing Southeast Asia much closer.
I believe that the spirits of cooperation, solidarity and mutual understanding will help SEAMEO move forward.
I would like to express my most sincere thanks to the Ministers of Education of ASEAN, SEAMEO Member Countries, Associate Member Countries, Affiliate Members and Donor Organizations for their continued support and cooperation.

This brief report serves to underline the mainstream activities and new initiatives undertaken by the Organization in Fiscal Year 2004-2005.
The 40th SEAMEO Council Conference set the direction for these activities and initiatives. As directed by the Council, the SEAMEO Secretariat mobilised the SEAMEO Regional Centres to develop projects designed to address the needs of the people affected by the tsunami disaster.
The Secretariat hewed closely to the thematic lines laid down in the Policy Forum discussions. During the year, it supported projects that promoted education for cultural diversity and peace, strengthened the synergy between health and education measures, and explored the potential of ICT to improve access to, and the quality of, educational services.
It also continued to place priority on projects that addressed regional issues and opened opportunities for collaboration among the Centres and with international institutions that shared its concerns. It sought to strengthen its linkages with UN agencies, such as UNESCO, UNICEF, HABITAT and the UN University, as well as with international development agencies, such as ADB and the World Bank.
After intermittent discussions spanning three decades, SEAMEO and the ASEAN Secretariat finally reached consensus on the modality for ensuring closer coordination in addressing the educational goals of the SEAMEO Member Countries. The initiative taken by Thailand to convene a ministerial retreat in Bangkok in August 2005 was a decisive contribution towards this objective.
The support given by Centre Governing Boards, the High Officials, the Associate Member Countries, Affiliate Member and Donor Organizations and the ASEAN Ministries of Education makes it possible for the Secretariat and the Regional Centres to do their work, and to them we express our thanks.

The Southeast Asian Ministers of Education Organization (SEAMEO) is an international and intergovernmental organization established in 1965 to promote regional cooperation in education, science, and culture.
Its 10 Member Countries are Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam. It embodies 7 Associate Member Countries: Australia, Canada, France, Germany, the Netherlands, New Zealand and Norway; and one Affiliate Member, the International Council for Open and Distance Education (ICDE).
The SEAMEO Council, the Organization’s governing body, is composed of the 10 ministers of education of the SEAMEO Member Countries. The Council determines the general policies and strategic directions of the organization. The SEAMEO Secretariat, based in Bangkok, Thailand, is the headquarters and executive arm of the Council.
Over the past three decades, SEAMEO has developed 15 specialist institutions in 8 of its 10 Member Countries that provide regional leadership in human resource development and the diverse expertise that they offer in learning, health and environment, and agriculture and natural resources.
These SEAMEO Regional Centres are closely linked with the educational environment of the country hosting them. Each Centre has its own governing board with a representative from each SEAMEO Member Country.
The Centres maintain SEAMEO’s work and aspirations to nurture human capacities and explore the fullest potentials of people in the region through quality and equity in education, preventive health, culture and tradition, training, research, information and communications technology, languages, poverty alleviation, and agricultural and natural resources.
Since its inception, SEAMEO has become not only the oldest chartered intergovernmental organization serving the Southeast Asian region, but also Southeast Asia’s largest, longest existing, and most dependable provider in human resource development.

SEAMEO SECRETARIAT The SEAMEO Secretariat is the executive arm of the SEAMEO Council and the Headquarters of the Organization.
Based in Bangkok, Thailand, the Secretariat is headed by a Director who is the legal and administrative representative of the Organization. The Director is supported by a team of professional staff recruited from member countries and a group of general staff from the host country.
Primary functions:
Executes the instructions and decisions of the SEAMEO CouncilConvenes the key meetings of the Organization: the Centre Directors Meeting (CDM), the High Officials Meeting (HOM) and the SEAMEO Council Conference (SEAMEC)Presents the recommendations of the SEAMEO Centres from the CDM to the HOM for endorsement of the CouncilLiaises between the Council and the SEAMEO CentresCoordinates activities and facilitate cooperation among SEAMEO Member Countries, SEAMEO Centres, partners and institutionsDevelops membership, raise and manage funds, execute public relations, disseminate information, organise special projects and develop project proposals on behalf of the Organization
Programmes:
Community Involvement Project – Coordinates with the SEAMEO Centres in sharing expertise in education, science and culture with selected schools in SEAMEO Member Countries to improve school systems and to help schools achieve sustainability, focusing on students, teachers, learning facilities, school management and parents’ involvement
Conferences – Organises joint seminars and workshops integrating various interests in education, science and culture
Information Dissemination – Compiles and updates information about the Organization and coordinates with the entire SEAMEO network and beyond Southeast Asia in information exchange
Internship – Coordinates with organisations and governments from around the world in developing the skills of young people in professional work, especially attaining international work experience
Partnerships – Establishes relations with local, national and international organizations, institutions and individuals with interest in education in Southeast Asia to provide venue for foreign cooperation and educational innovation and excellence.
Press Awards – The SEAMEO-Australia Press Award is given annually to print journalists in the region to recognize excellence in the coverage of education; cooperation between the SEAMEO and the Government of Australia and in coordination with the University of Melbourne and its Asia Link Centre
Research Fellowships – The SEAMEO-Jasper Research Award is an annual grant bestowed by the Government of Canada and the SEAMEO for outstanding research conducted by SEAMEO Member Country nationals; provides endowments to support and research fellows in the specialisation of their choice
Study Visits – Plans and organises with the full cooperation of SEAMEO Member and Associate Member Countries to acquaint and widen the educational and cultural perspectives of people in the region and citizens around the world about Southeast Asia

SEAMEO REGIONAL CENTRES
The SEAMEO has 15 specialist institutions that undertake training and research programs in various fields of education, science, and culture. Each Regional Centre has a Governing Board composed of senior education officials from each SEAMEO Member Country. The Governing Board reviews the Centres’ operations and budget and sets their policies and programmes.
SEAMEO BIOTROP SEAMEO Regional Centre for Tropical Biology
Located in Bogor, Indonesia, the main activities of the SEAMEO BIOTROP focus on Forest, Pest and Aquatic Biology. It assists SEAMEO Member Countries in developing the expertise to identify, prioritise, analyse and recommend solutions or alternative approaches to critical biological problems in the region, especially those related to sustainable development of tropical ecosystems.
SEAMEO CHATSEAMEO Regional Centre for History and Tradition
Based in Myanmar, the SEAMEO CHAT was inaugurated in December 2000, making it SEAMEO’s newest Centre of Excellence. It promotes cooperation in the study of history and tradition among SEAMEO Member Countries through research, human resource development, education and networking.
SEAMEO INNOTECHSEAMEO Regional Centre for Educational Innovation and Technology
Based in the Philippines, the SEAMEO INNOTECH initiates and disseminates innovative and technology oriented educational programmes that help SEAMEO Member Countries identify and solve common or unique educational problems and address anticipated needs.
SEAMEO RECSAMSEAMEO Regional Centre for Education in Science and Mathematics
Established on the island state of Penang, Malaysia, the SEAMEO RECSAM is designed to meet the needs of the SEAMEO Member Countries in developing science, mathematics and technology education programmes.

SEAMEO Regional CentresSEAMEO RELCSEAMEO Regional Language Centre
Located in Singapore, the SEAMEO RELC provides SEAMEO Member Countries with expertise, training facilities and training programmes to upgrade the skills of language specialists and educators. Programmes focus on knowledge and pedagogic disciplines of language teaching and learning.
SEAMEO RETRACSEAMEO Regional Training Centre
Located in Ho Chi Minh City, Vietnam, the SEAMEO RETRAC assists SEAMEO Member Countries especially Cambodia, Lao PDR and Vietnam to identify and solve common problems in human resource development. Its area of specialisation is educational management.
SEAMEO RIHEDSEAMEO Regional Centre for Higher Education and Development
Hosted by the Government of Thailand, the SEAMEO RIHED plays a crucial role in the capability building of SEAMEO Member Countries in the field of higher education. It responds to needs on policy and planning, administration and management of higher education.
SEAMEO SEAMOLECSEAMEO Regional Open Learning Centre
Located in Indonesia, the SEAMEO SEAMOLEC assists SEAMEO Member Countries in identifying educational problems and finding alternative solutions for sustainable human resource development through the dissemination and effective use of open learning and distance education.

The SEAMEO SEARCA, hosted by the Government of the Philippines, serves the agriculture and rural needs of the region through its human resource development programmes and research and extension activities.
SEAMEO SPAFASEAMEO Regional for Archaeology and Fine Arts
Hosted by the Government of Thailand, the SEAMEO SPAFA cultivates awareness and appreciation of cultural heritage; promotes and enriches archaeological and cultural activities in the region; and furthers professional competence in the fields of archaeology and fine arts to advance mutual knowledge and understanding among SEAMEO Member Countries.
SEAMEO TROPMED NetworkSEAMEO Tropical Medicine and Public Health Network
The SEAMEO TROPMED Network has four sub-regional centres in Indonesia, Malaysia, the Philippines and Thailand. The central office is located in Bangkok. The Network’s overall role is to promote health and to prevent and control tropical diseases and public health problems.

The SEAMEO TROPMED Indonesia, based at the University of Indonesia in Jakarta, has provided training and research in nutrition since 1970. It trains nutritionists, health professionals and personnel from other nutrition related disciplines in planning, executing and evaluating nutrition policies and interventions.

SEAMEO Regional CentresSEAMEO TROPMED MalaysiaSEAMEO TROPMED Regional Centre for Microbiology, Parasitology and Entomology
The SEAMEO TROPMED Malaysia, located at the Institute for Medical Research in Kuala Lumpur, conducts research for the prevention and control of diseases and provides specialised training, diagnostic, consultative and advisory services. It promotes health management as a collective responsibility of government, the private sector, non-government organisations, the community and individuals.

The SEAMEO TROPMED Philippines, based in the College of Public Health of the University of the Philippines in Manila, conducts research and training in the fields of public health, rural medicine, hospital administration, environmental and occupational health, health policy and management.
SEAMEO TROPMED ThailandSEAMEO TROPMED Regional Centre for Tropical Medicine
The SEAMEO TROPMED Thailand, hosted by the Faculty of Tropical Medicine, Mahidol University, Bangkok, offers training on endemic tropical diseases, parasitology, community and preventive medicine. It also conducts researches on alternative control measures of diseases and the promotion of healthy lifestyles, including trials of new chemotherapeutic compounds and new vaccines. It provides clinical care to patients suffering from tropical diseases.
SEAMEO VOCTECHSEAMEO Regional Centre for Vocational and Technical Education and Training
Hosted by Brunei Darussalam, the SEAMEO VOCTECH is designed to improve the management of vocational and technical education and training (VTET) in SEAMEO Member Countries. The Centre strives to develop and deliver relevant programmes in VTET to meet the local, national and regional needs in socio-economic, industrial, business and labour markets.

STATEMENT
EARTHQUAKE AND TSUNAMI DISASTER IN SOUTHEAST ASIA
WE, the Ministers of Education of the Southeast Asian countries, gathered in Hanoi, Vietnam on the occasion of the 40th Southeast Asian Ministers of Education Organization (SEAMEO) Council Conference
AWARE of the extent of devastation caused by the earthquake and tsunami on 26 December 2004 that struck four of the SEAMEO Member Countries
GRATEFUL for the initiatives undertaken by SEAMEO Regional Centres in the countries affected to participate in emergency relief operations
RECOGNISING that SEAMEO, as the main Southeast Asian forum for cooperation in education, science and culture, can assist in the long-term rehabilitation efforts in its areas of competence
STRESSING the need for SEAMEO and its network of Regional Centres to develop an institutional response to the disaster where it can best add value to the rehabilitation efforts
CALL on the SEAMEO Secretariat to constitute a Task Force to coordinate the efforts of the SEAMEO in mobilising its network to participate in the reconstruction and rehabilitation work in the tsunami-afflicted areas.
The work of the Task Force will pursue the following directions:responding in a systematic way to support ongoing government efforts to help the tsunami devastated areas;exploring how best to serve as effective channels for institutions seeking to use the funds they have received for tsunami assistance
APPEAL to Associate and Affiliate Members and Donor Countries as well as other partners to facilitate and promote SEAMEO’s assistance in the rehabilitation and reconstruction efforts.

CONTRIBUTIONS SEAMEO ASSOCIATE MEMBER AND DONOR COUNTRIES FOR FY 2004/2005
For the period under review, the Organization received, through the SEAMEO Secretariat, the annual membership contributions of the Member and Associate Member Countries and their contributions to the SEAMEO untied funds.
Five of the seven Associate Member States have provided direct support for various projects undertaken by the different SEAMEO Regional Centres. These projects include:
Provision of graduate and post-graduate scholarships administered by the SEAMEO Centres and Network, for nationals of SEAMEO Member Countries and third countries;Participation/collaboration in research and development projects;Support for organising training courses, seminars, workshops, conferences and other human resource development-oriented activities initiated by SEAMEO units;Provision of technical experts, interns, equipment and facilities, publications and other information materials, travel grants and other forms of support to SEAMEO units; andPartnership in execution and implementation of special initiatives.
The New Zealand Ministry of Education has completed the review of the country’s international support commitments. Cooperative projects with the SEAMEO units will be considered for the succeeding assistance cycle. Norway was officially admitted as a SEAMEO Associate Member Country in March 2005.
Direct assistance from Donor Countries and bilateral partners for FY2004/2005 comprised 10 projects and activities supported by Japan, United States, United Kingdom, Republic of Korea and Italy. Four SEAMEO Member Countries engaged four SEAMEO Centres in the implementation of specific technical assistance projects.
For the Fiscal Year, SEAMEO units have established 49 cooperative projects and activities with multilateral development organisations and international financing institutions. Twenty-four projects were supported by national and international NGOs and the private sector.

AUSTRALIA
The Government of Australia continued to grant internships to winning journalists from Southeast Asia in the annual SEAMEO-Australia Press Awards, already on its sixth year. Ms Cheong Yin Fan from the Kwong Wah Yit Poh Press newspaper in Penang, Malaysia won the award for her article “Explore the Ocean Living Series,” which stressed the importance of educating people about understanding and contributing to nature’s protection to prevent disasters.
Australia continued to support SEAMEO SEARCA’s agricultural university consortium. SEAMEO BIOTROP also received support in its project on agronomic management and biocontrol.
CANADA
Canada continued to sponsor the annual SEAMEO-Jasper Research Award. Prof Dr Nasruddin Jaafar, Head, Dental Informatics Unit of the Faculty of Dentistry University of Malaya, won the award for his research on “Evaluation of the Dr Muda Health Promotion Program in Malaysia.”
Canada also provided assistance to SEAMEO INNOTECH’s study mission to Camosun College, Victoria, British Columbia, Canada. It also provided grants for the Network’s activity in the prevention and control of emerging and re-emerging diseases in the Mekong Plus countries.
FRANCE
In collaboration with the Académie de Sciences in France, SEAMEO RECSAM continued to host the “La Main à la Pâte” regional workshop for SEAMEO science educators. Language learning in SEAMEO RELC continued to benefit from France’s contribution in their conduct of COFRENS and the French speaking competition.
France provided support to SEAMEO SEARCA’s ASEAN-European International Programme – Master of Science in Food Science and Technology, with specialisation on Agro-food Industries Studies. It also supported SEAMEO VOCTECH’s course on the training of trainers for entrepreneurship development in Timor-Leste and a research project that aimed to assist Cambodia, Lao PDR, Myanmar and Vietnam in enhancing the skills of industry workers.

GERMANY
Germany helped grant scholarships to graduate and post-graduate studies to SEAMEO and Timor-Leste nationals, administered by SEAMEO SEARCA. Similar assistance was given to SEAMEO nationals who were graduate scholars of the SEAMEO TROPMED Network.
The GTZ-supported SEAMEO TROPMED Network projects include the development of on-line courses in epidemiology and health development and conceptualising the management of smaller hospitals and rural health units. There was also support for the GTZ Back-up Initiative to support the Global Fund for AIDS, Malaria and Tuberculosis.
THE NETHERLANDS
The Netherlands provided assistance to SEAMEO SEARCA in conducting the Philippine-Netherlands Biodiversity Research Programme for Development in Mindanao: Focus on Mt Malindang. Through SEAMEO TROPMED Network and the Netherlands-Vietnam Medical Committee, scholarships were provided to Vietnamese candidates for Master of Public Health.
NEW ZEALAND
SEAMEO RECSAM’s training workshops conducted for Malaysian teachers was in collaboration with the University of Waikato and Christchurch College of Education, New Zealand.
NORWAY
Norway works closely with the Ministry of Education and Training, Vietnam in improving education to students of different ethnic backgrounds and in supporting primary education for disadvantaged children.
JAPAN
Through the Japan Asia Foundation, SEAMEO SPAFA conducted the “International Conference on Culture and Development: Celebrating Diversity, Achieving Equity” and workshops on Managing the Integration of Culture into Development Programmes.
Educational videos were added to the Regional Japan Prize Video Library of SEAMEO INNOTECH through the Hoso Bunka Foundation. SEAMEO TROPMED Philippines conducted its Malaria Drug Resistance Project with the support of the International Medical Center of Japan.

SEAMEO SECRETARIAT ACCOMPLISHMENTS
As the executive arm of the SEAMEO Council and headquarters of the Organization, the SEAMEO Secretariat coordinated the activities of the SEAMEO Centres and SEAMEO Member Countries and collaborated with other partners to initiate and launch a number of important activities.
His Excellency Pehin Dato Abdul Aziz Umar, Minister of Education of Brunei Darussalam, completed his term as SEAMEO Council President in March 2005 and was succeeded by the Minister of Education and Training of the Socialist Republic of Vietnam, His Excellency Prof Dr Nguyen Minh Hien.
The 40th SEAMEO Council Conference was held in Hanoi, Socialist Republic of Vietnam. The State President, His Excellency Mr Tran Duc Luong, gave the keynote address.
Landmark changes characterised the 40th SEAMEC. The education ministers engaged in extensive discussions on such significant issues as education for cultural diversity and peace, water in child-friendly schools, and quality and equity in education through information and communication technology. A policy forum highlighted the importance of improving education quality and equity for underprivileged children.
Noteworthy in the 40th SEAMEO Council Conference was the adoption of the Statement on the Earthquake and Tsunami Disaster in Southeast Asia, which was a call for the entire network to assist in the long-term rehabilitation of the SEAMEO Member Countries affected by the 2004 disaster.
The Statement called on the SEAMEO Member Countries and the SEAMEO Regional Centres to develop an institutional response to the disaster in their areas of expertise.
Immediately, the SEAMEO Secretariat constituted the Task Force to coordinate the efforts of the SEAMEO in mobilising its network to participate in the reconstruction and rehabilitation work in the tsunami-affected areas. The SEAMEO SEAMOLEC and the SEAMEO TROPMED Network were tapped to coordinate the task force.
The Centres’ involvement ranged from providing data on the extent of damage caused by the disaster to initiating projects on livelihood training and continuous education to survivors.
The Secretariat also co-organised international conferences on alternative modes of learning, information technology, and language teaching and learning. It also hosted a number of study tours for educators from SEAMEO Member Countries.
After completing a school capacity improvement project with two adopted schools in Thailand, the Secretariat embarked on new possibilities in the Community Involvement Project, which also involves majority of the SEAMEO units.
It also continued to spearhead the Regional QEE initiative to address issues on access and quality through improved learning and instruction.
In continuing to recognise excellence in research and journalism in the region, the Secretariat maintained the SEAMEO-Jasper Research Awards and the SEAMEO-Australia Press Awards.

SEAMEO BIOTROP ACCOMPLISHMENTS
SEAMEO Regional Centre for Tropical BiologyBogor, Indonesia
SEAMEO BIOTROP conducted research, training, workshops, seminars and community involvement programmes. Ten research projects on three trusts - biodiversity, biotechnology and environment - were accomplished. To support human resource development in various fields of biology, the centre conducted 18 training courses, three workshops and 31 seminars.
The Center also continued to support an international Master of Science degree programme on IT for Natural Resource Management with a total of 45 students across the SEAMEO countries presently in the programme.
SEAMEO BIOTROP has conducted a training course on biodiversity and serves as one of the prominent nodes of the National Biodiversity Information Network. As the host of the Indonesian Biotechnology Information Centre, SEAMEO BIOTROP also strengthened its role on the dissemination of information on biotechnology.

SEAMEO Regional Centre for History and TraditionYangon, Myanmar
SEAMEO CHAT initiated a training programme, “Myanmar History from Myanmar Perspectives,” to revisit the historical development of Myanmar. It also implemented a regional project, “Sowing Seeds of Peace in the Mekong River Basin,” to raise awareness of peace among students through literary competitions. To understand modern Cambodian history from a Cambodian perspective, two lectures: Cambodian Society in 1974-1979, and Cambodian History: Section I were conducted by Mr Sombo Manara of the Royal University of Phnom Penh.

SEAMEO INNOTECH ACCOMPLISHMENTS
SEAMEO Regional Centre for Educational Innovation and TechnologyQuezon City, Philippines
In pursuit of stronger school leadership in the region, SEAMEO INNOTECH conducted 43 training courses, seminars, workshops and forums participated in by 2,093 educators and school leaders from 11 countries. Modules on instructional leadership were developed for a flexible learning course for Southeast Asian school heads.
On another front, SEAMEO INNOTECH has been leading an initiative to develop a road map for upgrading the basic education of Muslims in the Philippines. Several projects were carried out to help break down barriers to access and quality learning in underserved Muslim schools through the use of updated curriculum, context-sensitive materials and new technologies. The Centre produced learning materials and trained teachers to improve the teaching of science and mathematics in the Philippine island of Mindanao.
Meanwhile, the SEAMEO INNOTECH expanded the implementation of applied academics which provides students with strong academic courses and career basics and trains them on critical employability and entrepreneurial skills.

SEAMEO RECSAM ACCOMPLISHMENTS
SEAMEO Regional Centre for Education in Science and MathematicsPenang, Malaysia
SEAMEO RECSAM’s regular courses continued with emphasis on innovative teaching and learning strategies, technology-assisted learning, and action research to improve science and mathematics teaching in primary and secondary schools. Customised professional development courses were also conducted for secondary science and mathematics educators from Aceh, Indonesia, and Pakistan.
The linkage with UNESCO-APEID gave rise to the project on the Revision of the Training of Trainers Manual on Scientific and Technological Literacy (STL) for All and a national workshop on ICT for teacher educators; while the collaboration with the French government and the Académie de Sciences, France resulted in the hosting of the La main a la pate workshop for SEAMEO science educators.
Training workshops were also conducted for Malaysian teachers in collaboration with the University of Waikato and Christchurch College of Education, New Zealand. In research, the Centre conducted the impact study of RECSAM’s regular courses, action research projects with the course participants, and a UNESCO-funded research on girls’ interest, performance and participation in science and mathematics. The third in the series of SEAMEO Mathematics Olympiads was also conducted in the fiscal year.

SEAMEO Regional Language CentreSingapore
SEAMEO RELC continues to maintain its SEAMEO Regional Schools Internet Project where students create web pages and interact; and the virtual forum for teachers in the region.
Through its web-based learning and interaction programmes, the SEAMEO RELC reinforces the use of English among students in the region participating in its internet project. This is also done in a virtual forum for English language teachers and linguists in the region to discuss and exchange ideas relating to the teaching of the English language. The forum is a venue for language issues such as English language curriculum and language testing practices.
Besides Mandarin and French in its language programmes, the Centre conducted activities in oral communication skills in Vietnam and English grammar in Brunei Darussalam.

SEAMEO RETRAC offered programmes on educational management with focus on effective school leadership, organisational behavior, financial management, teacher and student assessment, and school and program evaluation. In addition, the Centre continued quality programs in English training and ICT and research projects to serve the needs of a variety of audiences. The past year witnessed another successful year at SEAMEO RETRAC in developing inter-centre cooperation and international partnership with the participation of experts, specialists and nationals from the region and the wider world. Worth mentioning were joint programs with such sister centres as SEAMEO RELC, SPAFA, INNOTECH, VOCTECH.

SEAMEO Regional Centre for Higher Education DevelopmentBangkok, Thailand
SEAMEO RIHED placed its focus on research and training in higher education management in Southeast Asian region as well as in the subregions especially, Greater Mekong Subregion.
Its research works were mainly on institutional restructuring of higher education, educational reform, innovations in higher education learning and management, and teacher education. These research findings greatly influenced its training programmes. The Centre also organised and/or co-organised regional conferences on higher education.

SEAMEO Regional Open Learning CentreJakarta, Indonesia
SEAMEO SEAMOLEC was able to accomplish mandated programs in FY 2004-2005. The Centre has made progress in its 5 Key Result Areas. It has carried out regional training activities involving participants from ASEAN countries, in addition to its research and development programs, focusing on the use of ICT for instruction, and management of open and distance learning.
It has also succeeded in continuing the collaborative projects on the Use of ICT in Teaching Math, Science, and English for Secondary School Teachers (with Government of Australia), ICT and HIV-AIDS Preventive Education (with SEAMEO Secretariat and SEAMEO TROPMED Network), CAE-e-Learn (with European Union), and SchoolNet Project (with ASEAN Foundation). In addition, it is also involved in the SEAMEO task force for the educational rehabilitation effort in Aceh and North Sumatra.

SEAMEO SEARCA ACCOMPLISHMENTS
SEAMEO Regional Centre for Graduate Study and Research inLos Banos, Philippines
As poverty and inequality continue to hound Southeast Asia, the SEAMEO SEARCA responded to these challenges through capacity building in agricultural competitiveness and natural resource management.
In fiscal year 2004/2005, SEAMEO SEARCA provided and administered 85 graduate scholarships (35 of which were new awards). It also saw the completion of the graduate programs of 26 of its scholars from the top agricultural universities in the region. The Centre also implemented 19 short-term training courses, which altogether had more than 270 participants.
SEAMEO SEARCA focused on training clients who could bring the most impact and multiplier effect. It conducted 80 international/local conferences and seminars, and implemented various research projects. These activities were geared toward articulating policy directions and helping shape agricultural research.
The Centre also produced a variety of publications (journals, primers, policy briefs, etc.) and maintained websites in order to make information readily accessible to its publics. Lastly, it forged partnerships with and received support from more than 20 institutions worldwide, and implemented consulting projects amounting to US$1.86 million. Agricultural competitiveness and natural resource management will remain as themes of SEAMEO SEARCA’s activities and programs in the coming years. The Centre will continue to forge synergistic partnerships to effectively address rural poverty and food insecurity in Southeast Asia.

SEAMEO SPAFA ACCOMPLISHMENTS
SEAMEO Regional Centre for Archaeology and Fine ArtsBangkok, Thailand
SEAMEO SPAFA held an International Conference on Culture and Environment: An Integrated Approach Towards Sustainable Development, to examine the state of cultural management in the region. Attended by over 400 participants, the future sustainability of projects should be strengthened. The SPAFA-ASEAN Foundation series of Workshops for Managing the Integration of Culture into Development Programmes, based on the premise of integration rooted in innovative and participatory programme facilitation, trained 259 participants during 2005.
In the performing arts, the Centre taught the making and manipulation of stringed puppets unique in Myanmar’s traditional marionette theater; and conducted acting workshops that explored ‘method acting.’ The Centre also continued its partnership with ICCROM, Italy, through the CollAsia2010 and Living Heritage Sites programmes.

SEAMEO TROPMED ACCOMPLISHMENTS
SEAMEO Regional Tropical Medicine and Public Health NetworkIndonesia, Malaysia, Philippines, Thailand
SEAMEO Centres under the TROPMED Network maintained their work on the impact of health in development in countries in the region and beyond, expanding their reach to countries outside of the Southeast Asia region. Foremost in their activities are training programs, conferences, and projects focused on new and emerging health problems and concerns including Severe Acute Respiratory Syndrome (SARS), Avian Flu and health consequences of disasters.
Food economics, community nutrition, environmental health, food safety, tropical medicine, utilisation of technology for health and health development, and public health programmes and projects remained in the Centres’ concerns in training, research and provision of expertise. Collaborative efforts with national, regional and international academic and development organisations have been expanded and strengthened in addressing the new challenges in health and health development.
In addition to the regular academic programmes offered by the Centres, a total of 58 short-term training programmes, workshops, and conferences were organised by the four Centres and the Network office in the year under review. Research work undertaken by the Centres ranged from community rights-based studies to molecular and genetic studies.

SEAMEO VOCTECH ACCOMPLISHMENTS
SEAMEO Regional Centre for Vocational and Technical Education andBrunei Darussalam
SEAMEO VOCTECH, in strengthening and improving human resources development in vocational and technical education and training, conducted 19 training programmes participated in by 438 school administrators and educators. For the regular programmes, the courses focused on research, curriculum, ICT, and small and medium scale enterprise. Competency-based curriculum, measuring training results, and web-based teaching were among the in-country requested programmes. Quality management system, internal auditors’ training and the SPSS research technique were highlights of the special/customised programmes. Forums also gathered experts to reinforce interactions on curriculum and trainer training courses.
Having been declared as an ISO 9001:2000 certified organisation by the Standard Australia International in early 2005, SEAMEO VOCTECH has enhanced its image as a SEAMEO Regional Centre. Moreover, an increased number of SEAMEO Centres and institutions have forged partnerships and collaborations with SEAMEO VOCTECH as well as local ministries/agencies and regional offices for customised courses.
