2. In the early morning hours of August 7,2015, two unknown suspects burglarized Southern Police Equipment in Chesterfield County. The suspects were able to force entry through a second story window. 32 firearms were stolen from the business.

3. In conjunction with agents from the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), Chesterfield County investigators searched the immediate area canvassing surrounding businesses looking for sun.eillance footage.

Law enforcement was able to obtain the following footage:

F&F Auto Sales, 100 Turner Rd., footage captured suspects breaking into the business.

A suspect vehicle was also observed on this same footage. The vehicle appeared to be a darker colored Dodge Sedan. Vehicle can he seen traveling towards the 7- 1 1 on Turner Rd.

7-1 1, 12 1 Turner Rd. The same vehicle that is seen in the F&F Auto Sales footage can be seen in the parking lot of the 7-1 I . The vehicle is blue in color and was occupied by 3 Black Females.

One of the Black Females with blond hair can be seen talking on her cell phone while at the 7- 11. The vehicle was determined to be a 4 door Blue Dodge Avenger.

Video footage then showed the vehicle exit the parking lot and travel towards Midlothian Tnpk. The vehicle turned into Captain D's parking lot which is adjacent to F&F Auto Sales and Southern Police Equipment. The vehicle circled the parking lot 2 times. 2 suspects left the wood line carrying items and loaded those items in the trunk of the vehicle.

Sunoco footage at Midlothian Tnpk. and Turner Rd. showed suspect vehicle leaving and traveling Eastbound on Midlothian I'npk.

4. Footage of the suspects was sent to local Media outlets.

Tipsters started to call and one of the tips lead law enforcement to Endiya WASHINGTON.

Law enforcement data bases were searched and known photos of Endiya WASHINGTON were compared to surveillance photos from the 7-1 1. Photos appeared similar.

A subsequent check of databases corroborated tipsters information. ,~ , ,., . , . ~ . - . '

L r . . . 5. The phone number for Endiya WASHINGTON, 757-998-1682, was determined to be a T-Mobile cell phone. Records indicate that she was the current subscriber.

The call detail records for this same phone number were obtained by law enforcement and it showed her cell phone registering off the cell tower in the area of Buford Rd. during the time of the burglary. This tower is located approximately 5/* mile West of Southern Police Equipment.

The call logs indicated calls were made on 8/7\15 at 0341 and 0342 hrs.

The female subject matching WASHINGTON'S description was captured on video using the cell phone at those times.

The log also indicates her phone received a call at 0406 hrs. This would be the time her vehicle leaves the 7-1 1 parking lot and picks up the suspects near the Southern Gun World.

6. Tipster indicated that Endiya WASHlNGTON lives at 4507 Marshall Avenue, Newport News, VA.

A recent Newport News Police report written on 8/4/2015 that involved Endiya WASHINTON indicated that she resided at 4507 Marshall Avenue.

7. A DMV check of Endiya WASHINTON showed that she had a 2008 4 Dr. Blue Dodge Avenger registered to her. This check also indicated her address was 4507 Marshall Avenue, Newport News, VA.

8. The same tipster that indicated that Endiya WASIIINGTON was involved in this incident, told law enforcement that the Black Male carrying firearms inside Southern Police Equipment also lived at the 4507 Marshall Ave. address.

Though the tipster was unable to provide that subjects full name they did know the Black Male as "D".

The Newport News Police report from 8/4/15 had a DeShawn SHIELDS involved in that same incident.

The tipster was able to identify "D" as DeShawn SHIELDS from a Law Enforcement database photo.

'I'he phone records from Endiya WASHINGTON during the time of indicated that she called a phone registered to DeShawn SHIELDS. > 8. Based on my training and experience, I know that firearms

,. , . , , , . . - . , , . . , . . . ._ . . . products. Because they are weapons, people typically safeguard their h i~arpSi ln : their

homes, or buildings on their property, which can be locked and where the weapons are

readily accessible. Often, individuals who traffic stolen or otherwise illegal firearms will

hide such firearms in their homes or buildings on their property where they can be

concealed and hidden from law enforcement detection, but still readily be accessible in

the case of a buyer.

9. Based on my training and experience, I know that people who commit crimes will

often hide the clothing items that were worn during the commission of the crime in their

homes or buildings on their property where they can be concealed and hidden from law

enforcement detection.

10. Based on my training and experience. I know that people maintain in their residences,

and other real property over which they have dominion and control, documents which

indicate their occupancy andlor ownership of such property, including personal mail,

checkbooks, identification, notes, correspondence, utility bills, rent receipts, payment

receipts, financial documents, keys, photographs, leases, mortgage bills, ownership

warranties, etc,, as well as records of their dealings. Illegal traffickers of firearms will

often keep a notebook, notes or ledger documenting who owes them money and to whom

they owe money, contact information for their sources of supply and their customer, and

lists of desired or available firearms.

! V J ~ 11. Information received by polici'indicated that a subject named "Mariah is a close

associate to Endiya WASHINGTON. It is believed that this same "Mariah was the

driver on or about the time of the burglary. Law enforcement was able to subsequently

locate Endiya WASHINGTONS cellular telephone number in close proximity to the

Economy Inn & Suites, Newport News, VA. A subsequent search of the immediate area

located the Blue Dodge .4venger registered to Endiya WASHINGTON parked in the area

of room 234. A check of the hotels registered guests showed a Mariah WALKER to be

the registered occupant in room 234

There are no other subjects named "Mariah" on the guest registry. Nor were any of the

identitied suspects registered as guests.

I . I, Detective DB Storey of the Chesterfield County Police Department Criminal Investigations Division, do hereby swear and affirm under penalty of perjury that the following facts and information are true to the best of my belief and knowledge:

2. In the early morning hours of August 7,2015, two unknown suspects burglarized Southen) Police Equipment in Chesterfield County. The suspects were able to force entry through a second story window. 32 firearms were stolen from the business.

3. In conjunction with agents from the Bureau of Alcohol, Tobacco, Fireanns, and Explosives (ATF), Chesterfield County investigators searched the immediate area canvassing surrounding businesses looking for surveillance footage.

Law enforcement was able to obtain the following footage:

FLF Auto Sales, 100 Turner Rd., footage captured suspects breaking into the business.

A suspect vehicle was also observed on this same footage. The vehicle appeared to be a darker colored Dodge Sedan. Vehicle can be seen traveling towards the 7-1 1 on Turner Rd .

7-1 1, 121 'Turner Rd. The same vehicle that is seen in the F&F Auto Sales footage can be seen in the parking lot of the 7-1 I . The vehicle is blue in color and was occupied by 3 Black Females.

One of the Black Females with blond hair can be seen talking on her cell phone while at the 7-1 1. The vehicle was determined to be a 4 door Blue Dodge Avenger.

Video footage then showed the vehicle exit the parking lot and travel towards Midlothian Tnpk. The vehicle turned into Captain D's parking lot which is adjacent to FLF Auto Sales and Southern Police Equipment. The vehicle circled the parking lot 2 times. 2 suspects left the wood line carrying items and loaded those items in the trunk ofthe vehicle.

Law enforcement data bases were searched and known photos of Endiya WASHINGTON were compared to surveillance photos from the 7-1 1. Photos appeared similar.

Tipster also provided general location and phone number. 757-998-1682, for Endiya WASHMGTON.

A subsequent check of databases corroborated tipsters information

5. The phone numher for Endiya WASHINGTON, 757-998-1682, was determined to be a T-Mobile cell phone. Records indicate that she was the current subscriber.

The call detail records for this same phone number were obtained by law enforcement and it showed her cell phone registering off the cell tower in the area of Buford Rd. during the rime of the burglary. This tower is located approximately % mile West of Southern Police Equipment.

The call logs indicated calls were made on 8\7/15 at 0341 and 0342 hrs.

The female subject matching WASHINGTON'S description was captured on video using the cell phone at those times.

The log also indicates her phone received a call at 0406 hrs. This would be the time her vehicle leaves the 7-1 1 parking lot and picks up the suspects near the Southern Gun ,.A,

7. A DMV check of Endiya WASHINTON showed that she had a 2008 4 Dr. Blue \ Dodge Avenger registered to her. This check also indicated her address was 4507 Marshall Avenue, Newport News, VA.

8. The same tipster that indicated that Endiya WASHINGTON was involved in this incident, told law enforcement that the Black Male carrying firearms inside Southern Police Equipment also lived at the 4507 Marshall Ave. address.

Though the tipster was unable to provide that subjects full name they did know the Black Male as "D".

The Newport News Police report from 8/4/15 had a DeShawn SHIELDS involved in that same incidenr.

The tipster was able to identify "D" as DeShawn SHIELDS from a Law Enforcement database photo.

The phone records from Endiya WASHMGTON during the time of the burglary indicated that she called a phone registered to DeShawn SHIELDS.

8. Based on my training and experience. I know that firearms are not consunlable

products. Because they are weapons, people typically safeguard their firearms in their

homes, or buildings on their property, which can bc locked and where the weapons are

readily accessible. Often, individuals who traffic stolen or otherwise illegal firearms will

hide such firearms in their homes or buildings on their property where they can be

concealed and hidden from law enforcement detection, but still readily be accessible in

the case of a buyer.

9. Based on my training and experience, 1 know that people who commit crimes will

often hide the clothing items that were worn during the commission of the crime in their

homes or buildings on their property where they can be concealed and hidden from law

enforcement detection.

10. Based on my training and experience, I know that people maintain in their residences,

and other real property over which they have dominion and control, documents which

indlcate their occupancy and/or ownership of such property, ~ncluding personal mail,

checkbooks, identification, notes, correspondence, utll~ty bills, rent receipts, payment

receipts, financial documents, keys, photographs, leases, mortgage bills, ownership

warranties, etc., as well as records of their dealings. Illegal traffickers of firearms will

often keep a notebook, notes or ledger documenting who owes them money and to whom

they owe money. contact information for their sources of supply and their customer, and

lists ofdesired or available firearms.
