    resourcestosupportthemisdiminishing. ItisawaytodisengagefromtheeconomicallyexpensiveWorld

    WarII,industrialageparadigmofland,airorseawarfareinfavorofintegrated,allarms,alleffects

    operationsbasedonmaneuver,strike,intelligence,information,surveillance,andsustainment(logistics).

    Theframeworkis thenextlogicalstepintheevolutionofwarfareandinteragencyactivitiesbeyondthe

    adhoccoordinationofindividualFederalAgenciesandServicebasedelementsofintegration:combined

    arms,airgroundcooperation,airseabattle,andamphibiousoperations. Insidetheframework

    operationsareharmonizedacrossservicelinesthroughintegratedC2,commonmissionpurposesor

    the

    rapid

    The

    transition

    to
