NOTICEThe Board Appeals Committee considered Mr.Brian Meyer’s appeal of the suspension of hisjudging privileges at its May 2019 meeting. TheAmerican Kennel Club Board of Directors at itsFebruary 2019 meeting suspended the judgingprivileges of Mr. Brian Meyer for a period of six(6) months and a fine of $500.00, for inappropri-ate comments and/or conduct with an exhibitorregarding but not limited to, race, color, religion,disability, national origin, age, sexual orientation,gender, gender identity, or are sexual in nature.As Mr. Meyer elected to appeal the Board’s deci-sion, the effective date for any disciplinary actionwas deferred until after his hearing with theBoard Appeals Committee. Based on its review of the record and Mr.Meyer’s appeal presented in person, the AppealsCommittee determined that the suspension ofMr. Meyer’s judging privileges was properlyimposed, and therefore, it denied Mr. Meyer’sappeal, upholding the suspension of his judgingprivileges for a period of six (6) months andimposing a fine of $500.00 effective May 14,2019.

General Appearance: The Norwegian Buhundis a herding dog. It is a typical northern breed,a little under medium size and squarely built,with a tightly curled tail carried over the back.The head is wedge-shaped and not too heavy,with prick ears. As it is extremely intelligent bynature, consistent training is needed fromearly puppyhood. The Buhund has a lot of en-ergy, strength and stamina. This self-appointedwatchdog is also content lying at your feet atthe end of the day. Broken teeth, brokenwhiskers and honorable scars incurred in the

line of herding/working duty are acceptable.The breed is to be shown in a natural state.Any shaving or trimming of the coat or shav-ing of whiskers, is to be severely penalized.

Size, Proportion, Substance: Size - Height atthe highest point of the shoulder blade indogs, 17 to 18 inches; in bitches, 16 to 17inches. Disqualifying faults - more than ½ inchunder, or 1 inch over the height at the highestpoint of the shoulder blade. Weight - For dogs31 to 40 pounds; for bitches, 26 to 35 pounds.Proportion - Square in profile. The height,measured vertically from the ground to thehighest point of the shoulder blade, equals thelength, measured horizontally from theprosternum to the rear projection of theupper thigh. Substance - Substance and bone isin proportion to the overall dog.

Head: The size of the head should be in pro-portion to the body and not too heavy. Theskull is wedge-shaped, almost flat, and parallelwith the bridge of the nose. The muzzle isabout the same length as the skull, with a stopthat is well defined but not too pronounced.The nasal bridge is straight and well filled outunder the eyes. The lips should be black andtightly closed. The teeth should meet in a scis-sors bite, with complete dentition. Disqualify-ing fault - overshot or undershot mouth.Whiskers serve a function, purpose. Removalof facial whiskers is to be severely penalized.Eyes - Oval shaped, color as dark as possible,

black eye rims. Ears - Medium sized, prick earswith pointed tips, carried strongly erect yetvery mobile. When relaxed or showing affec-tion the ears go back, and the dog should notbe penalized for doing this during the judge'sexamination. Nose - Black.

Neck, Topline, Body: Neck - Of mediumlength, is well set on, with no loose skin on thethroat. Topline - The back is level; croup with aslittle slope as possible. Body - Chest deep, ribswell-sprung; tail set high, tightly curled andcarried over the center line of the back.

Forequarters: Shoulders moderately sloping,elbows well set, turned neither in nor out; legssubstantial but not coarse in bone, legs seenfrom the front appear straight and parallel;pastern seen from the side moderately slop-ing; feet oval in shape with tightly closed toes,feet turned neither in nor out.

Hindquarters: Moderate angulation at stifleand hock, upper thigh powerful, well muscled;lower thigh well muscled, seen from behindlegs are straight and strong, feet same asabove. On the rear feet, dewclaws may be re-moved.

Coat: Outer coat is thick and hard, but rathersmooth lying. The under coat is soft anddense. The coat on the head and front of thelegs is comparatively short. The coat on theneck, chest and back of thighs is longer. The

coat should not be trimmed except for thetrimming of feet. Shaving, sculpting, removalof outer coat, texturing should be so severelypenalized as to eliminate from competition.

Color: Wheaten - Any shade from pale creamto bright orange, with or without dark tippedhairs; as little white as possible; black mask ac-ceptable. Black - Preferably without too muchbronzing; with as little white as possible. Areaswhere white is permissible: a narrow whitering around the neck, a narrow blaze on theface, a small patch of white hairs on the chest,white feet and tip of the tail.

Gait: The action is free and effortless. Thetopline remains level while moving. Soundmovement is essential for working ability. Temperament: Self-confident, alert, lively, andvery affectionate with people.

Faults: The foregoing description is that of theideal Norwegian Buhund. Any deviation fromthe above described dog is to be penalized tothe extent of the deviation.

Disqualifying Faults: More than ½ inch under or 1 inch over theheight at the highest point of the shoulderblade. Over shot or under shot mouth.

General Appearance: Small to medium-sizeddog, well-proportioned, powerfully built, ofrustic appearance, with a dense, curly coat ofwooly texture. The dog should give the im-pression that he has the strength and en-durance to work all day in difficult andchallenging terrain.

Size, Substance, Proportions: Size – Height atthe withers: Dogs 16½ to 19½ inches; Bitches15½ to 18½ inches. Disqualification - Dogunder 16½ or over 19½ inches; bitches under15½ or over 18½ inches. Substance - Males 28to 35 pounds. Females 24 to 31 pounds. Impor-tant Proportions - The Lagotto is a square dog,measured from the prosternum to the point ofischium and from the highest point of theshoulder to the ground. The length of thehead is 40 percent of the height at the withers.The neck is slightly shorter than the length ofthe head. The length of the skull should beslightly more than half the length of the head.The legs are slightly more than half the height

of the dog at the wither.

Head: Viewed from above and from the side,the head is a broad blunted wedge. The lengthof the skull, from stop to occiput, is the same asthe width at the widest point of the zygomaticarch. The somewhat arched skull is slightlylonger than half the length of the head (56percent skull to 44 percent muzzle) with un-pronounced occiput. Planes of the skull andmuzzle diverge slightly - extreme divergence,parallel planes or dish faced appearance are se-rious faults. Nasal bone is straight. The stop ismoderate, with a distinct furrow between theeyes. Frontal sinuses are well developed, givinggood fill beneath the eye. Cheeks are flat. Thewide robust underjaw defines the shape of themuzzle so that the lips form an upside-downsemi-circle. The nose is large with wide openand mobile nostrils and a strongly pronouncedmedian groove. It protrudes very slightly fromthe front edge of the lips. The nose should befully pigmented in shades from light to darkbrown, varying with coat color. Anything else isa serious fault. Lips are rather tight and notthick. The strong lower jaw determines theprofile of the muzzle. The flews are tight fittingand dry. Pigment of the lips varies with coatcolor from light to dark brown. Well-devel-oped teeth meet, ideally, in a scissor or levelbite. A reverse scissor bite is acceptable. Fulldentition is preferred. Disqualification - Over-shot or undershot bites (where the incisors donot touch those of the opposing jaw). The eyes

are set somewhat frontal-obliquely, and fairlywell apart. They are large, rounded, fill thesockets, and very slightly protruding. The colorof the iris ranges from ochre to hazel to darkbrown – no other colors are acceptable. Eyelidsare close fitting. Eye rim color will vary withcoat color from light to dark brown. Eyelashesare very well developed. The arch of the eye-brow is prominent. The ears are medium-sizedin proportion to the head, triangular withrounded tips. The base of the ear is ratherwide and is set just above the zygomatic arch.When alert, the top of the ear rises to widenthe appearance of the skull, and the front edgeof the ear is close to the cheek. When pulledloosely forward, the ear should cover about ¼of the length of the muzzle. The Lagotto’s ex-pression should be intelligent, friendly and at-tentive.

Neck Body, Topline: The neck is strong muscu-lar, thick, and oval in shape. It is lean, well setoff from the nape, and slightly arched. Thelength of neck is slightly less than the totallength of the head. Neck should blendsmoothly into shoulders. Muscles are ex-tremely powerful. A correct neck is fundamen-tal to function. The Lagotto body is square,compact and strong. The length of the dog,measured from the prosternum to the point ofthe buttocks, should be the same as the heightat the top of the scapulae, which are long andquite high-set, rising well above the level of theback. Chest is wide and well-developed, reach-

ing down to the elbows, but not below them.The ribcage is slightly narrowed in front,widening from the sixth rib back, allowing el-bows to move smoothly along the body. Ribsare well sprung (width of ribcage at the widestpoint is about 30 percent of the height of thedog). Underline is straight, with a slight tuck-up at the flank. The scapulae are set high,back straight, loin slightly arched, croupslightly sloping and tail follows the line of thecroup. A line drawn from the top of the shoul-der to the hip will be slightly sloping. A doghigh in the rear or low in the withers is to bepenalized. The Lagotto’s back is straight andvery muscular. The loin is short-coupled, verystrong, and slightly arched. Its width is equalto or slightly exceeds the length, givingstrength for digging. Croup is slightly sloped,quite long, broad, and muscular. It forms anangle of approximately 25/30 degrees fromthe horizontal. Flat or steep croups are to beseverely penalized. The tail is set on followingthe line of the croup. At rest, it is carried scim-itar-like, and no higher than the back. Whenexcited, the tail is decidedly raised, and car-ried in a loose arc above the level of the back.Tip of tail should not be carried further for-ward than the pelvis. The tail should never becurled or carried straight up. The tail tapersfrom base to end, and should reach to justabove the hock. Ringtails or tails carried overthe back are serious faults.

(30 percent at the height of the withers), welllaid back (yet not too close at tips), muscular,and strong. They are closely attached to thechest, but move freely. The angle formed be-tween the shoulder blade and the upper armshould be approximately 115 degrees. Theelbow will fall on a vertical line lowered fromthe back of the scapula to the ground. Theupper arm is as long as the shoulder blade, oflight bone structure, muscular, and tuckedfirmly against the brisket. Legs are straight.The forearm is long, with strong, compact,oval bone. The carpus is fine, robust and mo-bile, and in complete alignment with the fore-arm. Pasterns are also in perfect alignmentwith forearm, and of slightly finer bone. Theyare moderate in length and slightly sloping.Forefeet are webbed, rounded, and compact,with well-arched, tight toes. Pads have particu-larly hard soles. Nails are curved and range incolor from white to extremely dark brown.

Hindquarters: Angulation of the hindquarteris slightly less than the angle of the forequar-ter (approximately 110 degrees). Legs arepowerful and parallel when seen from therear. The upper thigh is slightly longer thanthe shoulder (35 percent of height at withers).It is quite broad, convex, and with well-definedmuscles. The second thigh is slightly longerthan the upper thigh, well boned and strong.The hindquarters must be perfectly parallel tothe spine. The angle of the stifle should bemore open than the angle at the hip, (approx-

imately 130 degrees). The hock joint is well letdown, wide, clean and strong. Pasterns arethin, cylindrical, and perpendicular to theground when the dog is standing freely. A ver-tical line from the point of buttocks to theground will fall slightly in front of the toes.Hind feet are slightly oval, compact, andwebbed. The toes of the back feet are notquite as arched as those of the forefeet; thus,the nails may be straighter.

Skin, Coat: The skin of the Lagotto is thin,firm and close-fitting all over the body, withoutwrinkles. Pigmentation of the skin and padsharmonizes with the color of the coat, rangingfrom dark pink to dark brown. Depigmenta-tion anywhere on the body is a serious fault.Coat is extremely important in this breed.Hair should be of wooly texture, semi-roughon the surface. Topcoat should be quite thick,and undercoat visible. The combination of thetwo repel water. A correct coat is never luxuri-ous or shiny. The body is covered with tightring-shaped curls, not frizz. Skull and cheeksare covered with thick hair, and the loosercurls of the head form abundant eyebrows,whiskers, and a rather bristly beard. The coatcovering the tail is both curly and somewhatbristly. The Lagotto must not be corded. Dis-qualification - smooth or straight coat. Thecorrect trim must always be unpretentious,and contribute to the natural, rustic look typi-cal of the breed. In a curled state the bodycoat must be trimmed to no more than 1½

inches in depth (not brushed/combed out),and it should be uniform with the silhouetteof the dog. Only on the head can the coat belonger than 1½ inches, but should never coverthe eyes (should be penalized). The edges ofthe ears should be trimmed to the leather; thesurface of the ear flap should show loosercurls, but remain wavy. The area around thegenitals and anus may be clipped short. Hairmust be of sufficient length that curls and tex-ture can be assessed. Corded dogs or exces-sively groomed dogs (sculpted or blown out)should be so severely penalized as to be elimi-nated from competition.

Color: Lagotti can be off-white solid color, whitewith brown or orange patches, brown roan, or-ange roan, brown, orange, or sable (in differentshades), with or without white. Some dogs haveextremities darker than their body color. Tanmarkings (in different shades) allowed. The col-ors have a tendency to fade, sometimes to suchan extent that the brown areas can appear as sil-very/gray roan. All the above colors are equallydesirable, including the faded or diluted colors.Disqualification - Black or gray coat or patches;black pigmentation.

Gait/Movement: Lagotti should exhibit an en-ergetic, lively, balanced trot, with moderatereach and drive. Back should remain firm andstrong with no tendency to roll. At a trot, therear foot covers but does not pass the footprintof the front foot. Movement from the front is

parallel at a walk or slow trot, never wider thanthe dog’s shoulder, and tends toward a centerline as speed increases. Rear legs are also paral-lel at a slow gait, converging at increased speed,with hocks staying in a straight line between hipand foot. As the dog increases speed, the neckmoves slightly lower and forward. The Lagottoshould move with distinction and nobility ofbearing. He should not be exhibited in an elon-gated trot – it is atypical and incorrect for thebreed.

Behavior, Temperament: The Lagotto istractable, adaptable, keen, affectionate, andextremely attached to its owner. He is bothhighly intelligent and easily trained. He is anexcellent companion and a very good watch-dog. A natural gift for searching and a verygood nose have made the breed very efficientin finding truffles. The former hunting in-stinct has been modified by genetic selectionto avoid distraction by game. This breedshould never be aggressive or overly shy.

Faults: Any departure from the foregoingpoints should be considered a fault and the se-riousness with which the fault should be re-garded should be in exact proportion to itsdegree and to the degree that it will affect thedog’s ability to perform its traditional work, aswell as the health and welfare of the dog.

At the April Board meeting the Boardreviewed an amendment to Rules Applying toDog Shows Chapter 7, Section 12. There was asense of the Board in reviewing the minutesthat the wording approved in the proposedrule change would be clearer with theaddition of the word “schedule” in the lastsentence.

Following a motion by Dr. Garvin, secondedby Mr. Powers, the Board VOTED(unanimously; absent Ms. McAteer; Mr.Wooding not voting) to amend the Aprilminutes to include the addition of the word“schedule” to the proposed amendment to inRules Applying to Dog Shows Chapter 7,Section 12:

The program shall be based on the judging ofabout 25 dogs per hour by each judge. Eachjudge’s breed and variety assignments shall bedivided into periods of about one hour, exceptin those cases where the entry in a breed orvariety exceeds 30. The final segment of a ringschedule may be expanded but may notexceed 50 dogs unless the entry is in a singlebreed or variety.

Legal Status ReportThe Board reviewed a status report onpending litigation and other Legal activitiesfor the month of April 2019.

FINANCEJoseph Baffuto, CFO, presented AKC’sunaudited financial results for the periodended April 30, 2019. Total revenues of $25.6million were approximately equal to budget butwere 2.2% greater than 2018. DogRegistrations’ volume of 213,102 was 3% belowbudget, but 2% higher than 2018, along withTotal Litters processed of 85,797 being 1%below budget and 3% higher than last year.Total operating expenses of $23.8 million were6.6% below budget, and 1.7% lower than 2018.YTD Operating income of $1.8 million issignificantly exceeding the 2019 budget year todate and is well above 2018’s operating incomeof $819,000 during the comparable four-monthperiod. Additionally, our investment portfolioreflects year to date unrealized gains oninvestments totaling $10.8 million dollars. Ms. McAteer joined the meeting at 9:43 am.

Lagotto Romagnolo Proposed Breed Standard Re-visionThe Lagotto Romagnolo Club of America, Inc.(LRCA) submitted proposed revisions to thebreed standard for review. The originalstandard was approved November 2012.Following a motion by Mr. Sweetwood,seconded by Mr. Powers, the Board VOTED(unanimously; Mr. Wooding not voting) topublish the proposed revisions for commentin the Secretary’s page of the May AKCGazette.

Norwegian Buhund Proposed Breed Standard Revi-sionThe Norwegian Buhund Club of America(NBCA) has submitted proposed revisions tothe Norwegian Buhund breed standard. Thecurrent standard was approved April 11, 2006.Following a motion by Mr. Sweetwood,seconded by Mr. Smyth, the Board VOTED(unanimously; Mr. Wooding not voting) topublish the proposed revisions for commentin the Secretary’s page of the May AKCGazette.

Revision to the Delegate Credential Forms Candi-date/ClubThe Board reviewed the current DelegateCredential Forms. There are two types of

Delegate Credential Forms, one filled out bythe Candidate and one filled out by the Club.Previous revisions to the Delegate CredentialForms were as follows: Candidate, December2005 and Club, October 1998. Based on a review of these forms, Staff issuggesting that the Board approve revisions toboth documents. This will be discussed further at the Julymeeting.

Requirements for AKC Membership - Bylaws Arti-cle IV, Sections 1, 2, 3The Board reviewed the requirements for AKCmembership which are describe in ARTICLEIV, SECTIONS 1, 2 and 3, of the AKC Bylaws.There is no restriction in the current Bylawswhich would prohibit a local Specialty Clubfrom applying to AKC for Member Club statusin accordance with Article IV of the Bylaws. The section of the Bylaws enabling localSpecialty Clubs to become members (ArticleIV, Section 4) was removed as part of the 2000Bylaw overhaul, with the intent of making theBylaws consistent with practice. However, whileremoving the provision to enable them tobecome members, ARTICLE IV, SECTION 1,remained in place, and un-amended whichdoes not prohibit local Specialty Clubs frombecoming members.

Appointment of Trial BoardsUnder the AKC Bylaws, Article XIII, Section 1,the AKC Board is to appoint Trial Boards andan Appeal Trial Board from time to time. Thelast time the AKC Board appointed TrialBoard members was June 2014. Over the past three years AKC has lost 2 TrialBoard Chairs and 4 Trial Board Members.AKC currently has three (3) Trial BoardChairs and six (6) Trial Board members and aPerformance Event Trial Board, consisting ofa designated chair who must be an attorney, 2members and 2 alternates. The Boardreviewed the list of trial board members.

Plott Name ChangeThe Board reviewed a request from the PlottAssociation of America (PAA). The PAA hasrequested that the breed name be officiallychanged to Plott Hound to be consistent withthe other Coon Hound Breeds.

AKC B.A.R.K. ProgramThe Board reviewed a memo outlining thenew AKC B.A.R.K. (Be A Reading Kid)Program. The AKC B.A.R.K. Program waslaunched in April 2019 and is designed as afun activity that connects children with dogsand has the potential to improve a child’sreading ability and overall confidence.

The program is primarily designed forchildren to read to their own dog or to thedog of a family member or friend. For thosechildren who do not have a dog to which theycan read, AKC Public Education provides a listof carefully vetted and qualified AKC CanineAmbassadors whom their parent/guardian cancontact regarding a school/communityorganization visit. AKC Education Q1 ReportThe Board reviewed a report of the workcompleted by the Education Department inQuarter 1 of 2019.

The AKC Canine College created andlaunched fifteen courses and exams andgathered more than 9,000 assets for coursesthat will be developed through 2020.

Public Education launched four newsuccessful programs, while continuouslygrowing longstanding programs.

GR Update First Quarter 2019The Board reviewed an update from the AKCGovernment Relations Department (GR) onactivity for the first quarter of 2019 and astatus update on current department activity,major projects, significant legislative issues andaccomplishments. Legislative/Regulatory Tracking: As of April

19, 2019, Congress and legislatures in forty-twostates, the District of Columbia, and PuertoRico are in session. Five states have alreadyadjourned for the year. The AKC GR team iscurrently monitoring more than 2,100legislative bills that could impact responsibledog ownership, the health and wellbeing ofdogs, the rights of dog owners, and/or theinterests of the American Kennel Club. To date, GR has published more than 60legislative alerts online, to social media, andthrough geo-targeted emails to impactedconstituents. AKC GR provided written or in-person testimony or comments,recommendations, or alternatives for themajority of these measures as well. AKC GR is also monitoring approximately 756active proposed regulation changes at the stateand federal level, with some 450 activelypending. Updated, “hot” issues highlight as ofMay 9 were provided in the Board membermailboxes.

The number of active pieces of proposedlegislation, legislative alerts and activeimplementing regulation changes represents asignificant increase in activity over the sametime last year.

Planning for Legislative Conferences: TheAKC GR team is planning for a national GRconference in Alexandria, VA and acelebration of purebred dogs at the U.S.Capitol in Washington, DC on June 23-24.

Canines at the Capitol/ State Lobby Days:AKC GR provided extensive assistance to ournew Maryland federation in organizing andparticipating in our first lobby day/ canines atthe capitol event at the state capitol inAnnapolis, MD. AKC GR also began planningfor: the first-ever California Canines at theCapitol in California; the 7th annual event inRaleigh, North Carolina, and a lobby day atthe State capitol in Augusta, Maine scheduledfor early in the 2nd quarter.

Service Dog/ASDAC Initiative: AKC GRworked with colleagues at the AmericanService Dog Access Coalition to continue todevelop all aspects of a new authoritative,voluntary and verifiable credential for servicedogs that have met specific standards. Firstquarter highlights include the development ofa national service dog standards test. The testwas created by a team of service dog andcanine behavioral experts led by Dr MaryBurch. Extensive ongoing outreach regardingregulatory policy, related legislation, industryoutreach, product and program developmentcontinued in the first quarter and remainongoing. Sheila Goffe participated in anairline industry meeting in Dallas with Airlinesfor America, American, United, Delta andSouthwest Airlines to obtain ongoing feedbackand industry buy-in for the program. Model Legislation/Introductions: AKCworked with legislators to provide modellegislation or assist key partners in introducing

legislation and major amendment language inOhio, New Jersey, New Hampshire,Connecticut, Tennessee, North Carolina,Alabama, and elsewhere to establishreasonable breeder regulations, createconsumer protections for pet purchasers, pre-empt anti-breeder proposals and address otherissues at the local or state levels.

Meet and Compete: More than 100Lawmakers, including members of Congress,state, and local lawmakers participated asHonorary Chairs at the AKC Meet the Breedsevent in February in New York City. U.S.Senate Minority Leader Chuck Schumerprovided the official welcome in the Meet &Compete program. AKC GR staff providedtours, introduced lawmakers to theirconstituents and favorite breeds and staffededucational booths at both the Saturday eventand the Westminster Kennel Club Dog Show.

State Dog DesignationsThe AKC Board had inquired about possibleAKC efforts to designate breeds of dogs foreach state to raise awareness about purebreddogs. Currently, 12 U.S. states have designated abreed of dog as their “state dog”. Thepermanent designation of a state dog or otherofficial mascot is accomplished by an act ofthat state’s legislature.

Agility Recommendations from AdvisoryCommitteeThe Board reviewed recommended changes tothe Regulations for Agility Trials and AgilityCourse Test (ACT) intended to remove barriersto participation to a subset of exhibitors,address safety concerns, and better align AKCagility with common practices in the sport.The recommendations originated with theAgility Advisory Committee, were agreed to bystaff and received strong support in a poll ofagility participants.

Height Divisions, Meas-urement, Measuring Devices.Dogs may be entered in any height divisionthey are eligible for but may only enter eachclass offered once per day. If a dog is enteredin different jump heights the owner mustsubmit separate entry forms, one for eachheight.Effective: October 1, 2019

Following a motion by Mr. Powers, secondedby Mr. Tatro it was VOTED (unanimously; Mr.Wooding not voting) to amend Chapter 3,Section 3 of the Regulations for Agility Trialsand Agility Course Test (ACT) to require allweave poles be tapeless and allow poles to beof alternating solid colors as follows: Chapter 3, Section 3. Obstacles.The pole shall be made out of Schedule 40PVC or furniture grade PVC material thatprovides an equal amount of flex when set inthe fixed base. Single color poles must bestriped with a contrasting color so as to bevisible to the dog. At a minimum, stripes mustbe placed at approximately 10 inches and 20inches from the ground. Tape may not beused for stripes. Stripes may only be paintedon or extruded in the pvc. Solid color poles

Collars.At the handler’s option, dogs may run acourse with or without a collar. The onlycollars allowed when running a course are flatbuckle or rolled leather collars, but there shallbe no attachments hanging or otherwiseallowed on the collar. This shall not precludepainted or stitched designs or information onthe collar. Dog’s names and/or identifyinginformation may appear on the collar. Notitle, awards, or advertising may appear on thecollar. Dogs may be brought to the start lineon slip leads, choke chains, body harnesses,head halters or other collars that arepermitted on the trial grounds. Pinch/prongand electrical collars (dummy or not), andspecial training collars are not allowedanywhere on the trial grounds. Effective: June 1, 2019

Eligibility. The Preferredclasses are open to any dog eligible to enter anagility trial as defined in Chapter 1, Section 3.The owner may choose to enter their dog in amix of Preferred and Regular classes on thesame day. A dog may only be entered once ineach class offered. They may not enter thesame class in both Preferred and Regular (ie adog may not be entered in both Premier JWWand Preferred Premier JWW on the same day).If a dog is entered in Preferred and Regularclasses, the owner must submit two separateentry forms, one for Regular classes and onefor Preferred classes. Dogs are allowed toswitch back and forth between the Preferredclasses and the Regular classes, but not at thesame set of trials. This change may not bemade After the close of entry for a trial a dogmay not be moved between Regular andPreferred classes except as noted in Chapter 1,Section 21Effective: October 1, 2019

For the four retrieving breeds(German Shorthaired Pointers, GermanWirehaired Pointers, Vizslas andWeimaraners), they must additionallydemonstrate their ability to retrieve by earningfour retrieving credits.The recommendation is to change how adog’s ability to retrieve is assessed in PointingBreed Field Trials by awarding retrievingcredits for placements in addition to thosethat currently earn points, depending of thesize of the stake. To be awarded a FC or AFCtitle, a dog must earn 10 championship pointsby placing in Open or Amateur stakes.Additionally, the four retrieving breeds (GSP,Vizsla, Weimaraner, GWP) must demonstratetheir ability to retrieve by earning fourretrieving credits according to the followingschedules:

Retrieving credits earned in amateur stakesmay count toward a dog’s Field Championshiptitle provided the credits were earned bywinning first place in an amateur retrievingstake.

This recommendation is a change to theretrieving requirements in the Field Trial Rulesand Standard Procedure for Pointing Breeds. Thesection is in italics since it is a breed-specificactivity that is done at the request of theparent clubs and is not subject to a delegatevote. If approved by the Board, the changewould become effective January 1, 2020.Retrieving credits will not be calculatedretroactively prior to the effective date.

There was discussion by the Board about whyit is important that some subjects should bepolicies rather than rules and how best toprovide clear and easy access to these policiesfor the fancy without adding policy into theRule Book. There was a sense of the Boardthat only Rules should be in the Rules Bookand that Board Policy and clarifications shouldbe available in another document or in anaddendum to the current Rule books.

Following a motion by Dr. Garvin, secondedby Mr. Tatro the Board VOTED (in favor: Ms.Biddle, Mr. Carota, Ms. Cruz; Mr. Feeney, Dr.Garvin, Mr. Hamblin, Ms. McAteer, Mr.Powers, Mr. Smyth, Mr. Tatro, Mrs. Wallin;opposed: Mr. Sweetwood; Mr. Wooding notvoting) to implement a housekeeping changeto the Rules Applying to Dog Shows such that theBoard Policy on Training Collars and theBoard Policy on Stewards (currently printed inthe rule book with a heading of Chapter 18)will be listed as Addendums following therules.

Event Show HoursThe Board reviewed a Staff recommendationto establish a policy regarding the publishedshow hours for events and the scheduling ofjudging within those show hours to set a clearexpectation which will help clubs managetheir events. The Rules Applying to Dog Shows,Chapter 6 Section 1 and Chapter 12 Section 1,requires that every show committee shall

publish the show hours (opening and closingof the event) in the premium list and showcatalog.

This will be discussed further at the Julymeeting.

4-6 Month Beginner Puppy Exhibitor UpdateThe Board reviewed a memo which providedinformation regarding 4-6 Month BeginnerPuppy (BPUP) exhibitors; specifically, whatpercent of the BPUP exhibitors are new to thesport and what percent go on to exhibit inregular conformation shows. “New to thesport” for this analysis is defined as theprimary owner of the dog had not exhibitedin conformation in the previous three years,nor had any person in that household. Basedon this criterion, it was determined that 28.5%of the BPUP exhibitors are new toconformation. This is an increase of 2.5%from a previous analysis done in 2014.

Monitoring Two AB Shows in One Day Under theNew PolicyEffective January 1, 2019, the two-shows-in-one-day policy was modified to (1) requireclubs to provide at least one ring per 100entries, (2) limit judging assignments to 100dogs per event, with a maximum of 175 dogsper day, (3) limit to no more than one specialattraction with group competition betweenthe two shows, and (4) limit show size to 500entries per show. These changes were made to

ensure events were completed in a reasonablemanner. Staff has established a monitoringsystem to follow the success of these eventsunder the new criteria. The analysis will beshared with the Board in early 2020.

Junior Showmanship Regulations HousekeepingThe board reviewed proposed changes to theJunior Showmanship; Conformation Junior Show-manship Regulations, Guidelines for Judging Jun-iors in Conformation, Juniors in PerformanceEvents Regulations. These changes will to bringthe regulations in line with Rules Applying toDog Shows and provide clarity to sections thathave caused confusion.

This will be discussed further at the Julymeeting.

JUDGING OPERATIONSDoug Ljungren, Executive Vice President,Sports & Events, participated in this portion ofthe meeting via video conference. TimThomas, Vice President of Dog Show Judges,participated in this portion of the meeting.

CEU Credit for Seminars at National SpecialtiesThe Board reviewed request from theDoberman Pinscher Club of America askingthe Board to consider modification to theContinuing Education Unit credit that isawarded to attendees of breed seminarspresented at parent club national specialties asassigned in accordance to the current Judging

Approval Process.

The request was submitted to the Chairman’sCommittee on the Judging Approval Processfor its input.

The committee agrees that attendance of aNational Specialty does provide the greatesteducational opportunity for prospectivejudges. The committee noted the JudgingApproval Process as currently constructeddoes recognize the merit of attending abreed’s national specialty. Presently,prospective judges who attend a nationalspecialty and engage themselves in theeducational programs offered may earn up tosix (6) CEU at one event; the most CEU thatmay be received from any one category. The committee was consistent with its positionfrom January 2018, and emphatic in its viewthat further modification to the CEU valuesdoes not warrant consideration or discussionat this time.The Board will not entertain the DobermanPincher Club of America’s request to modifythe Judging Approval Process assigningadditional CEU for attending a JudgesEducation seminar at a National Specialty.

The survey was conducted inthe interest of gaining a better understandingof breeders who registered litters with theAKC, particularly the Casual breeder segment.Based on the survey staff finds that there areclear opportunities for growth among allbreeder segments. These opportunitiesinclude an opportunity to increase Casualbreeder involvement and engagement withthe AKC, and an opportunity to increase thefancy breeder’s participation in AKC sports.

Airedales Eligibility – Retriever Hunt TestsThe Board VOTED to approve a request fromthe Airedale Terrier Club of America (ATCA)to allow Airedales to be eligible to participatein Retriever Hunt Tests. In the 1980’s theATCA formed a special committee to focuson preserving the Airedale’s ability to locateand retrieve game. They developed a parentclub gun dog test which is still used today.This led to the eligibility of Airedales toparticipate in AKC spaniel hunt tests startingin 2009. Since that time, the ATCA hashosted spaniel hunt tests for all eligiblebreeds. Though the number of Airedales inspaniel hunt tests remain relatively low, thereis no question the breed can flush andretrieve both upland birds and waterfowl.These traits are documented in the breed’shistory and are demonstrated by dogs whoseowners/handlers take the time to train andexpose them to field work.

Group Placement Move-Ups Rules Applying to DogShows Chapter 14, Section 9The Board VOTED to approve an amendment

to Rules Applying to Dog Shows Chapter 14,Section 9 which addresses move-ups whenawards are cancelled to include move-upswhen group placements are cancelled.Proposed wording changes follow(underlined):

SECTION 9. If an award in any class iscanceled, including non-regular classes,groups and Best in Show, the dog(s)judged next in order of merit in allplacements of that class shall be movedup. The award(s) to the dog(s) moved upshall be counted the same as if it had beenthe original award. If there is no dog ofrecord to move up, the award shall bevoid.

The proposal will be read at the JuneDelegates meeting and voted on at theSeptember Delegates meeting.

Rules Applying to Dog Shows Chapter 14, Section 2Identification of Person/Dog in the RingThe Board VOTED to approve the rewordingof Rules Applying to Dog Shows Chapter 14,Section 2, which addresses armbands andidentification of people and dogs in the ring. Chapter 14, Section 2 addresses therequirement to wear an armband in the ringand that no means of identification of theperson or dog may be displayed in the ring.Proposed wording changes follow(underlined):

Hunt Test Titles - Petit Basset Griffon VendéensThe Board VOTED to approve a request fromthe Petit Basset Griffon Vendéen Club ofAmerica (PBGVCA) to approve their breed tobe eligible to apply for AKC Hunting Hound(HH, SHH, MHH, MHE) titles after havingsuccessfully passed a hunt test conducted bythe Basset Hound Club of America.Working Aptitude Title – Doberman PinschersTheBoardVOTEDtoapprovearequest fromtheDobermanPinscherClubofAmerica(DPCA) forAKCtorecognizeaWorkingAptitude(WAC)titleforDobermanswhohavepassed theparentclub’sWorkingAptitudeEvaluation test.This (WAC)titlewouldbeofferedunder theAKCParentClubTitleRecognitionProgram.Since the late 1970’s, the DPCA has beenadministering a temperament test they call the

Working Aptitude Evaluation (WAE). TheWAE was designed as a tool to assist breedersand owners in obtaining and producing aDoberman Pincher whose temperament meetsthe standard. The elements of this evaluationtest are similar to that of the AmericanTemperament Test Society (ATTS). The test isbroken into 5 categories; social attraction,sound sensitivity, sight sensitivity, touchsensitivity, and protective response. The DPCA’s request is being made so thatbreeders and owners can have the WAC titledesignation included on their AKC pedigrees.

Scottish Terrier – Draft Dog TitleThe Board agreed to pull this item out of thepublished CONSENT AGENDA for furtherdiscussion. The Board reviewed a request from theScottish Terrier Club of America (STCA) toapprove their breed to be eligible to applyfor an AKC Draft Dog (DD) title for any dogwhich passes a draft dog test conducted bythe Greater Swiss Mountain Dog Club ofAmerica (GSMDCA). The (DD) title iscurrently recognized under the AKC ParentClub Title Recognition Program. TheScottish Terrier is clearly not a draftingbreed. However, this draft dog test held bythe GSMDCA is open to any breed or mixedbreed that is at least 18 months old. TheSTCA views this test not so much as adrafting test but more like anobedience/rally exercise involving a cart andobstacles.

Following a motion from Mr. Smyth, secondedby Mr. Tatro, it was VOTED (unanimously; Mr.Wooding not voting) to direct Staff to contactthe Parent Clubs of the breeds that currentlyearn AKC Draft Dog titles for their opinionsregarding permitting non-drafting breeds toearn AKC drafting titles.
