The firm Kessler and Gehman Associates, Inc. has been retained by West Virginia Educational
Broadcasting Authority (“WVEBA”) to prepare engineering studies and a Special Temporary
Authority (“STA”) application to operate WNPB-TV at reduced power. Specifically, the
facility was operating at 100% power pursuant to its Construction Permitted (“CP”)
parameters when the transmitter experienced anomalies forcing a 62% decrease in its
Transmitter Power Output (“TPO”). Subsequently the facility has deviated from its CP
parameters as follows:
• Decreased TPO from 5 kW to 1.9 kW.
• Decreased the Effective Radiated Power (“ERP”) from 168.3 kW to 64.0 kW.
The resulting 64.0 kW ERP is well below the licensed and permitted ERP of 92 kW and 168.3
kW respectively.

DISCUSSION
The request for the instant STA is justified by the need to repair the transmitter which has
developed anomalies for unknown reasons. On May 7th 2012 a power supply and power
amplifier module went dark. The transmitter uses multiple power supplies and power
amplifiers to produce the 5kW TPO. The remaining power supplies and power amplifiers are
operating nominally and produce 1.9 kW TPO. Authorization of the instant STA will
temporarily allow the facility to operate with 1.9kW TPO and 64.0kW ERP while the failed
power amplifier and power supply are being repaired or replaced. Upon completion of the
transmitter repair, the WNPB-TV facility will resume operation as permitted. WVEBA, and
understands that STAs expire after six months and can be extended for a maximum of six
months at a time. The proposed coverage area will be completely subsumed by that of the
WNPB-TV license and permitted facilities as demonstrated in Exhibit 21.1. The proposed
STA ERP will not be increased in any direction relative to the licensed facility. WVEBA also
understands that the service area based on the WNPB-TV license and CP will continue to be
protected during the reduced parameter operation. Allocation studies and environmental
impact studies have not been conducted since this is simply a reduction in power and thus no
new interference or RFR radiation would be caused.
The applicant accepts full responsibility for the elimination of any objectionable interference
including that caused by intermodulation to facilities in existence or authorized prior to the
grant of this application.
