SECTION 100 704-P01 TRAFFIC CONTROL: Provide traffic control consisting of temporary lane closure and
flagging. For estimating purposes, the traffic control device list is based on a
1000’ work zone and the following list: D-704-24, Layout Type S, and Type U. Remove lane or shoulder closures at the end of each day’s work. 704-P02 PORTABLE RUMBLE STRIPS: Provide rumble strips made of rubber or engineered
polymers. Rumble strips may be composed of interlocking segments, have a hinge at the midpoint, or consist of a single piece. Meet the following criteria for the rumble strips:
Use a minimum of 3 strips in each array. Have no adhesives or fasteners required for placement. Manufacturer speed rating shall meet or exceed the posted speed. Weight of strip must be a minimum of 100 lbs.
Move rumble strips with the flagging operation. Do not place rumble strips on horizontal curves. The Engineer will count and measure each array as one. Include the cost of obtaining, installing, maintaining, and relocating the portable rumble strips in the unit price bid for “Portable Rumble Strips”.
SECTION 110 772-P01 DYNAMIC SPEED DISPLAY SIGNS: Provide installation, programming, and
maintenance manuals to the Engineer prior to installation. Submit shop drawings with mounting details prior to installation. Ensure the Dynamic Speed Display sign and controller are compliant with the current edition of the MUTCD. Ensure the sign has a minimum 2 year warranty.
Center the static message “YOUR SPEED” on the sign above the Dynamic Speed
Display. Ensure the letters are 6 inch height, Type D or E font. Provide a black legend with white background.
Provide a sign that follows the minimum standards shown below. Sign Requirements:
Size 36”x48”,
Display the speed of the approaching vehicle as “XX” in MPH,
Numeral height 18 inches with an LED display,
Monitor traffic speed via radar detecting up to 1000 feet,
Display legible at 1000 feet,
Display face non-glare, UV resistant, and high impact polycarbonate,
Weatherproof NEMA Type 3R rating,
Display numerals yellow color,
Operate at a temperature range of -34 degree C to +74 degree C,
22 degree viewing angle, and
Type XI Retroreflective Sign Sheeting. Controller Requirements:
Programmable display for the posted speed limit,
Blank or zero displayed when no advancing traffic is detected,
Provide a controller that is capable of taking radar generated speed input and displaying it on the sign,
Flash display at 50 to 60 cycles per minute if the detected speed exceeds the posted speed limit,
Automatic night time dimming feature, and
Operate 24 hours a day 7 days a week. Include costs associated with installation, supply, and testing of the DSD sign
equipment in the item “Dynamic Speed Display Sign”. 772-P02 MULTIPLE UNDERGROUND CABLE: The plans call for using Multiple Underground
Cable and Conduit in various locations. In lieu of the Multiple Underground Cable, the contractor may furnish and install rigid conduit and single RHW conductors of the same size for the Multiple Underground Cable. Install conduit size as specified by the National Electric Code. If the contractor chooses to use the conduit and single conductors, the cost to furnish conduit and conductors shall be included in the item Multiple Underground Cable. Include the cost of installing conduit with single conductors in the bid price for the "Flashing Beacon -Post Mounted". Include the conduit shown in the plans under roadways for installing Multiple Underground Cable in the item “Flashing Beacon - Post Mounted”.
772-P03 VIDEO DETECTION SYSTEM: Provide an Econolite Autoscope Vision video
detection system. Provide a spare video detection camera, video detection processor, and camera
interface panel. Deliver the spare equipment to the Grand Forks District. Include the cost of the video detection system and spare equipment in the item
“Revise Traffic Signal System”. 772-P04 CONTROLLER TYPE 1: Provide a Cobalt G ATC controller
manufactured by Econolite. The traffic counting capability of the controller shall be fully operational.
Include the cost of the Controller Type 1 in the item “Revise
Traffic Signal System”.

772-P05 BATTERY BACK-UP: The signal controller shall be equipped with an "on-line" type Uninterruptible Power Supply (UPS) that provides power conditioning in both normal and backup mode. It shall be sized to provide backup power to the intersection warning system for a minimum of 8 hours. The UPS shall have aux contacts to put the system into flash operation. The UPS shall incorporate full power management and diagnostic function. The UPS shall be installed in a temperature and humidity controlled environment. The UPS shall be installed in a separate enclosure on a separate pad from the signal controller cabinet at a location approved by the engineer. Include the cost of materials, labor and equipment necessary to furnish and install the battery back-up in the item "Revise Traffic Signal System”.
772-P06 TRAFFIC SIGNALS AND FLASHING BEACONS: The controller shall be able to provide a connection between the controller and the dual circuit flashers located on US 2. The flashing beacons shall begin flashing 12 seconds prior to the red signal indications being displayed for traffic on US 2.
The cost for this feature shall not be bid separately but shall be included in the item
“Revise Traffic Signal System”. 772-P07 4G CELLULAR MODEM: Supply a 4G cellular modem including all necessary
equipment and mounting hardware required for operation. Provide a modem that meets the following requirements:
1. LTE standards with fallback to:
a. EV-DO Rev. A, b. CDMA EV-DO (Rev.0), and c. CDMA 1xRTT
2. Supports the following bands:
a. LTE 700MHz, b. CDMA/EV-DO 800, 1900, c. HSPA/HSPA+ 900/2100, and d. GPRS 900/1800/1900
3. Has the following Security Features:
a. IPsec VPN, b. GRE Tunneling, c. MAC Address Filtering, d. IP Filtering, e. Port Filtering, and f. SSH and HTTPS
4. Works in the following Atmospheric Conditions:
a. Operating Temperature: -30ºC to +70ºC (-22ºF to +158ºF) b. Storage Temperature: -40ºC to +85ºC (-40ºF to +185ºF)
5. Uses an Ethernet Host interface that meets the following:
a. 10/100 Mbps RJ-45,
b. RS-232, and c. DB9 DCE (300-230400 baud)
6. Antenna Connections:
a. Cellular – 50 Ohm SMA, and b. Receive Diversity – 50 Ohm SMA
7. Application Interfaces:
