Security and Maintenance Committee (SMC) Minutes Sunday, May 31, 2015 Place: Scott and Shazia Dunnihoo's Home Time: 9:45 am - 11:45am Attendees: Shazia, Scott, Mike Cole, Annette & Dan Finney (Guest-Square), Bob Beyers (Guest- Manor), Mark Heneghan (Manor) Absent: Giri A Kiran out of town/country 1. Data Gathering on Community Incidents a. Shazia announced that Fairfax County is one of the safer areas in Northern VA but we have had a few incidents in the last year, some of which has been solved by the capture of juveniles living in our neighborhood by the Police with the help of Rich Williamson. b. Data on recent incidents will be obtained only from the police; Officer Twombly and an Analytics Officer are working on this and will let SMC know when they have the data. c. Bob Byers commented that we must collect detailed data eg. Place, Time of Day, Method of Break In, Professional Perpetrators or Juveniles? 2. Selection of Top 3 Companies/Entities to Conduct Security Survey a. Pro's and Con's - Mark researched a list of 9 companies. Of the top 3, one of the companies SMC is proposing is known by CMC (Natl Capital Region Enforcement), a second entity (John Muzzi) is somewhat known by a BOD Member, the third company is not really known to any of us (Trinity Wiring-used by NV Homes) b. Bob is willing to review any security survey that we have done c. Some security companies may be selling a service (Bob) d. Cameras plus monitoring service may have role, but needs to be scaled to be cost effective- may be deterrent but also has legal issues (Bob) e. Patrols can be of varied expense ranging from approx $70 p/hr off duty police officer in a patrol car to minimum wage, unarmed private officers in a marked car (Bob) S.List of Preventive Measures for Community Individuals to Exercise a. Shazia asked for consensus on a list of 8 points that Owners should exercise for personal security (see below) all of which were agreed to except the screws and "storm" door which needs to be further discussed. Some more wereadded: b. Don't invite solicitors into your home. (CMC/HOA needs to clearly advise Residents on exactly what residents can say to unwanted solicitors; what the protocol is to remove them from premise- should Owner directly call the Police or call CMC; does CMC do the enforcement on such people? - this should be presented at the June KS Community Mtg.) c. Ask your neighbors to look out for expected packages to be delivered d. Use Automatic/Timed Garage Door Closers e. Light up Outside of Home w/Timed sensored/Motion detecting light fixtures, including the deck. Annette brought up that the sensors they bought did not fit the light fixtures in the front of our homes. Mike responded that you have to run a line/timer from inside the home.

A question to ARB - there a type of time sensor that can be screwed into our frontlight fixtures in the Square-could be presented at the Community Meeting?

f. Wooded areas behind homes should be addressed (Bob)g. Lock up valuables or place them in a grounded safe (Bob)h. Neighborhood Watch has its pros and cons- may have a liability if there is over aggressive

behavior on the part of the Neighborhood Watch group Or one can have an informal Watchgroup when one goes out jogging/walking the dog (Bob)

i. Report fused lights and dimly light areas (from previous discussions)j. Report Suspicious people/activities to Police at Non Emergency # 703 691 2131 (previous

discussions)k. Install security cameras with approval from ARB (from previous discussions)

1. Lock their car doors if they keep them outside and not parked into the 2 allottedparking space in their garage2. Close their garage door3. Lock their inside garage door coming into the house4. Turn on their alarm system if they have one5. Turn on outside lights at night6. Do not advertise on front porch that they are a specific nationality or religious belief7. Put in is 3 inch screws into their doors, installing a "STORM" door and locking it8. Utilize a Smartphone device that all residence must use to alert everyone of somethingsuspicious. Like the "What's Up" app

4. Measures for HOA or Other Entities To Take Upa. Signs- "No SolicitationVUnder Surveillance" signs and other deterring signs/bilingualcould be posted at least at the 5 Entrances ensuring that we do not have excessive signslike our NO PARKINS signs - Mike is already working on them.b. Brickman to be our Eyes and Ears during the summer re: reporting suspiciouspeople/activities through Poncho (brought up from earlier discussions).

S.Communication Channels

a. Between SMC and Local PoliceOfficer Twombly uses WhatsApp, but Shazia had asked him in email whether it was possiblefor 2 designated SMC Members to communicate directly w/him. He did not respond.

b. Between SMC and KS Communityi. Shazia discussed how security communications to the Community needs to be

moderated; it should NOT be alarmist but awareness raising reminders to lock up/light up/report incidents etc.

ii. Bob mentioned how he likes the blast emails that are sent out to the KS communityre: security issues etc, otherwise people are not aware

iii. Scott & Mark mentioned how the Yahoo Group (email based) is already used and thatWhatsApp (text based) needs to be used more. Each is a tool, where Yahoo is forthe committees to communicate out to KS Community, and WhatsApp is for real-

time texting within specified groups (e.g.. Security Group, Maintenance Group, etc)needs further discussion as to the users. (We need Volunteers to /Manage thecommunications - should be announced at the Annual Community Mtg.)

6.Kensington Square Maintenance issues Mike

a. 33 homes will be painted soon -- Pare A Billberry coming up- done every 4 yearsb. Rt 50 fence will be repaired/stained/painted soon.c. Locks on playgrounds will be fixedd. There are some homes that have corridor path entry (Portloe Terrace A Topsham) that

have steps; there is a proposal to add three lamps for lighting for safety.e. There are also brick replacement issues for this same walkway.

7. AnnouncementsShazia presented that these upcoming meetings are important to attend, including the Annual KSHOA Meeting for the KS Community and the open-to-public meetings w the Fair Oaks Police:

a. GATHERING of Citizen's Advisory Group (CAC) representing the FairfaxCommunity and the Fair Oaks Police - Tues, June 2 at 6:30pm, Fairfax Helipad-W Ox Rd; these gathering are open to public- no sign up needed - the public arerequested to bring a salad or dessert for the Police

b. KS Annual Community Meeting at Intl Country Club - WED, JUNE 24, 7pm


Recommended
