Strategic Economic Development Corporation is the lead economic development entity for Oregon’s Mid-Willamette Valley. The 400-plus member nonprofit association leverages strong public and private partnerships to aggressively retain and attract high-value jobs and capital investment to the region.

President’s MessageWhat an outstanding year! The Mid-Willamette Valley understands business, invests in the future together, and has the opportunity to do amazing things for Oregon. These factors all came together this year as the region experienced strong growth, primarily from existing local companies.

SEDCOR played a key role in more than ten announced expansion or recruitment projects. One of the country’s largest cold storage companies announced it will build an additional facility here – a food-processing hub, bringing $30 million in new investment to Mill Creek Corporate Center in Salem. The project will provide much-needed infrastructure for our agriculture community, and will be a catalyst for additional and related jobs.

SEDCOR helped the region’s workforce grow. The Oregon Office of Economic Analysis reported that the future labor force here will significantly outperform the rest of the state. The first graduates from the Salem/Keizer Career Technical Education Center are being hired, and CTE programs are expanding in our school districts. The Mid-Willamette Valley is well positioned for future growth.

SEDCOR continued to deliver top quality business-focused events, highlighted by ENVISION 2016. This spectacular evening featured a top executive with Google who painted an inspiring and challenging view of the future and the possibilities.

Mid-Willamette Valley Business Investment

Turner Lumber – TurnerWood Processing Turner Lumber improved energy efficiency in their kiln operation with new controls and monitoring systems. They also made improvements to their yard to help reduce wear and tear on their equipment They added a chipping machine to make them an almost zero waste operation, adding ten new jobs in the process. Yancey Pallet/Willamette Valley Lumber – StaytonWood ProcessingYancey Pallet, a large pallet manufacturing and

refurbishing company that also remanufactures lumber products, consolidated into Marion County, investing in the existing Mastercraft building. Yancey has made a significant investment in the property for its milling and process wood operations, creating 75 new jobs in the region.Partners: Marion County, City of Stayton, SEDCOR

A.R.E. Manufacturing – NewbergManufacturingA.R.E. Manufacturing, a family-owned contract machine shop, purchased two additional pieces of equipment this year to streamline their production to serve multiple customers with different product lines. processed foods, wanted to explore new partnership opportunities in the creation of a new product line. Utilizing Enterprise Zone and other incentives, SEDCOR helped the company expand and create 40 new jobs in the process. Partners: City of Salem, Energy Trust, SEDCOR

Don Pancho Authentic Mexican Food – SalemFood ProcessingDon Pancho is a state-of-the-art processing company with distribution throughout the United States. Assisting with Enterprise Zone support, SEDCOR helped Don Pancho expand its operation with a new tortilla line at its Salem plant, creating ten new Mid-Willamette Valley jobs.Partners: City of Salem, SEDCOR

Henningsen Cold Storage – SalemWarehouse/DistributionThis 93-year-old, Oregon family-owned refrigerated warehousing company, purchased land to build a new 166,000 square foot cold storage facility in Salem at Mill Creek Corporate Center. The new facility will bring new jobs and serve as an innovative hub of activity for multiple food processing companies. Partners: Marion County, City of Salem, Business Oregon, Oregon Department of Administrative Services, PGE, SEDCOR

Wilcox Family Farms – AuroraFood Processing, Agriculture ProductionA fourth-generation egg farming operation, Wilcox built a new building and expanded space and equipment for a free range operation at its Aurora facility. Wilcox purchased another poultry operation, adding five new jobs in the process. SEDCOR helped the company with extensive consulting on equipment, workforce and marketing assistance.

The primary goal of Strategic Economic Development Corporation (SEDCOR) is to diversify the local economy by building up the traded sector. SEDCOR does this through business retention and expansion—meeting directly with companies, communities, and other partners every day to help businesses stay in the region and expand, using a variety of tools.

SEDCOR maintains contact with hundreds of businesses in Marion, Polk and Yamhill Counties, connecting them with resources and support for expansion, finding supply chain and partnership opportunities, linking them with financial, export, educational, and workforce resources, and removing barriers for market expansion.

In FY 2015-16, SEDCOR staff made more than 800 traded sector employer visits, offering them access to an array of development services. SEDCOR also guided three Mid-Willamette Valley communities through business retention and expansion programs (BR&E) and worked with the

cities of Sheridan and Willamina, the Mid-Willamette Valley Council of Governments, and Business Oregon to create the West Valley Enterprise Zone.

SEDCOR also partnered with the Mid-Willamette Valley Council of Governments,

PGE, Pacific Power, Incite, and Oregon Manufacturing Extension Partnership in the third year of the Make it in the Mid-Willamette Valley initiative. This program helps local manufacturing companies expand their businesses, increase their global competitive advantage, and bring jobs to the region (see page 15).

To bolster export activity and encourage business retention and expansion in the region, SEDCOR issued 30 Certificates of Origin, developed a resource publication to help companies cut through barriers to growth, and hosted eight educational seminars targeted for traded sector audiences.

SEDCOR partnered with 15 school districts to teach industry-driven skills and fostered public/private partnerships in support of Career Technical Education programs. Members of the SEDCOR Construction Alliance (SCA) and other companies in the region donated their time, equipment and materials to help educate students about jobs in the trades, and helped teach fundamental skills to gain competencies for a job in multiple industries.

In all, SEDCOR played a key role in stimulating $52 million of new business investment through retention and expansion efforts that added or retained 322 jobs this year.

In 2013, the U.S. Economic Development Administration (EDA) awarded a $2.2 million grant to the Mid-Willamette Valley Council of Governments and SEDCOR to support the “Make it in the Mid-Willamette Valley” project, a collaborative effort that leveraged existing resources to assist manufacturing companies in growing and expanding locally.

The grant is funded through the Make it in America Challenge, a national competition that seeks to encourage foreign and domestic businesses to build and/or expand their operations in the United States.

The funds supported business recruitment and expansion efforts directed at encouraging U.S. companies to keep or expand their operations—and jobs—here at home, and train local workers to meet the needs of those businesses. Funds provided workforce development and training through Incite, and supported technical assistance and outreach programs to small and medium-sized manufacturers through the Oregon

Manufacturing Extension Partnership, with separate grant awards from the U.S. Department of Labor (DOL) and the National Institute of Standards and Technology (NIST).

The program began with market research around strengthening regional assets and filling gaps in the supply chain for existing area manufacturers. A manufacturing support team was organized and deployed to identify opportunities and provide on-site assistance for companies wishing to increase or on-shore manufacturing jobs.

This past year an executive roundtable was created, focused on leadership skills with the goal of bolstering a collaborative and innovative culture among participating companies. SEDCOR also worked with the Mid-Willamette Council of Governments on a resource publication to help companies cut through barriers to growth. The program also bolstered business retention and expansion across the three counties.

SEDCOR markets the competitive advantages of the Mid-Willamette Valley to national and international business audiences, working with partners to build relationships with site selectors, key industry representatives, and the real estate community.

This year SEDCOR welcomed Yancey Pallet/Willamette Valley Lumber to Marion County as they brought 75 new jobs to the region. The company, a large pallet manufacturing and refurbishing business that also remanufactures lumber products, consolidated its local operations, investing in an existing building in Stayton.

Through FY 2015-16, SEDCOR responded to 39 requests for information from companies looking at the Mid-Willamette Valley as a place to grow their business. These proposals were made through strong private connections and our partnership with Business Oregon, the state’s economic development agency.

Now the go-to source for Mid-Willamette Valley business economy news and information, SEDCOR appeared in 30 news stories and provided more than 6,000 Enterprise magazines to business leaders inside and outside the region.

SEDCOR partnered with Mt. Angel Publishing to heighten the professionalism of Enterprise and better reflect its readership through a new design. The new look strengthens the magazine’s position as the region’s primary economic development publication. Over the year, SEDCOR showcased 23 companies in the magazine, representing four key industry sectors. Staff also created and published executive-summary style profiles for key industry targets.

SEDCOR captured both editorial and advertising space in the May issue of Dossier, a United Airlines’ Hemispheres magazine insert. SEDCOR President Chad Freeman is quoted, and the story highlights the Willamette Valley as rich with agricultural,

food processing, technology, distribution and aviation industries. This publication was in the back pocket of more than 11.5 million United Airlines’ passenger seats during the month of June.

Through a partnership with Associated General Contractors, SEDCOR helped raise

awareness of the trades through Willamette Promise and Build Oregon.

SEDCOR developed a series of events to showcase the region’s preparedness for disaster this year, and worked with more than 20 communications and media outlets to launch a year-long emergency readiness campaign for the Mid-Willamette Valley.

SEDCOR hosted 18 large and small events during the 2016 fiscal year, attended by more than 2,000 business and community leaders. These events provided excellent opportunities to meet and network with Mid-Willamette Valley decision makers.

SEDCOR produced the region’s strongest business innovation event this year. More than 400 business and community leaders packed the Salem Convention Center for ENVISION 2016, featuring Darren Pleasance, Google’s Global Acquisitions Director.

More than 125 agriculture producers from across the region came together at the Mt. Angel Festhalle for the third annual SEDCOR Ag Appreciation Breakfast in February. The event addressed the changes and coming needs of the Mid-Willamette Valley agriculture industry.

Each month, experts spoke to business leaders across the spectrum of industries at SEDCOR Economic Business Forums. These

luncheon events brought large attendance to critical topics, such as the Cascadia Subduction Zone, disaster preparedness for business, new marijuana laws, and how to respond in an active shooter situation.

SEDCOR’s Annual Golf Tournament, held in late June, sold out with 144 golfers and 20

sponsors enjoying a beautiful day at Illahe Hills Country Club.

The SEDCOR Board of Directors focused on growing support for economic development by forming an active membership development task force, led by Legacy Silverton Health Foundation Director Randy Stockdale.

Industrial Recruitment SEDCOR (a member of Team Oregon) actively recruits domestic and international companies through a range of strategies, including representing the region at key industry trade shows, marketing industrial land and buildings, hosting site tours, and providing relocation information to clients.

EventsSEDCOR holds more than 20 events through the year to provide networking opportunities, and to facilitate the exchange of ideas and information. These include the Annual Honors Lunch, Golf Tournament, monthly Economic Business Forums, the popular Industrial Site Tours, Ag Breakfast and more.

International Trade and Export PromotionSEDCOR helps area businesses find new export markets for their products and professional services by locating international trade leads, helping to arrange export financing, and delivering top-quality educational opportunities for companies looking to export products or services.

Manufacturing Advocacy SEDCOR is involved with companies and governments throughout Marion, Polk and Yamhill Counties to foster a competitive advantage for traded sector development. Activities are coordinated with our many partners to:

• Advocate for a supply of industrial land• Support sewer and water infrastructure • Address transportation issues • Engage stakeholders in land use
