INTRODUCTION
In November 2010, the South East European (SEE) Heritage Network sent an Application containing two project proposals to the Headley Trust Foundation from the United Kingdom, based in London. The Application was a follow‐up from the meeting held on October 15th, 2010, between Mrs. Hester Marriott, Director of the Headley Trust, Mrs. Aleksandra Kapetanovic from EXPEDITIO and Mrs. Marijana Ivanova, SEE Heritage Network Secretary. The meeting was initiated by Mrs. Marriott and it took part in Dubrovnik, Croatia. On the basis of the discussion, later on the Application was created, containing two project proposals:
"Establishing data base of the heritage conservation crafts and practices in SEE countries" (with an aim to start a data base of heritage conservation crafts and practices existing in SEE countries and to connect them with relevant experts and institutions)
"Institutional support of the SEE Heritage Network" (with an aim to enable efficient work of the SEE Heritage Network and to contribute to more successful work & fulfillment of the missions of its members).
On December 1st 2010, the letter by the Headley Trust, signed by Mrs. Marriott informed the SEE Heritage Network Secretariat that the Headley Trust is awarding the SEE Heritage Network £25,000 over two years ‐ 2010 (15,000) and 2011 (10,000). In February 2011, a payment of £15,000 has been made by bank transfer to the SEE Heritage Network, being payment of the first annual installment of the Headley Trust grant to support the network of cultural heritage NGOs in the region, under the Grant No. HED 5483. The amount was transferred into Euro currency on February 15th 2011, on which date the grant started to be used. The transferred sum in Euros was €17,653.
The grant, according to the Application approved, was to be spent for the following Project activities:
SEE Heritage Secretariat performing its daily agenda Organization of two SEE Heritage annual meetings, accompanied with relevant events PR Activities
Project aim is: To enable efficient work of the SEE Heritage Network and to contribute to more successful work & fulfillment of the missions of its members.
Project objectives are:
To support the work of the SEE Heritage Network Secretariat To enable efficient and constant communication & collaboration among the Network
members To support organization of annual Network meetings and events
The project duration was 2 years (January 2011 – January 2013). However, it was postponed until the end of April 2013. The SEE Heritage Network applied to the Headley Trust for postponing the grant duration, due to the administration problems – namely, in the period September‐December

2012 there was a short delay in the work of the Network, Network’s Secretary was replaced. Marijana Ivanova, SEE Heritage Network Secretary, was no longer able to perform this job, so that the process of finding a new Secretary took a while. The new Secretary of the SEE Heritage Network, an architect Jelena Pejkovic, worked as secretary in the period of January‐May 2013. Also, in August 2012 the Government of Montenegro brought a decision that all NGOs should re‐register. The re‐registration process took some time which delayed the activities that were planned by the Project. The postponing of the project end was approved by the Headley Trust.

1. NARRATIVE REPORT ‐ 2011
In 2011, the SEE Heritage Network performed a number of activities, following its Strategic plan. Lot of those activities could not be realized without a support from the Headley Trust from the United Kingdom and the Cultural Heritage without Borders, a Sweden NGO supported by SIDA (Sweden Agency for International Development).
The following pages illustrate the SEE Heritage Network activities in 2011.
1.1 9th SEE HERITAGE NETWORK MEETING and Public Debate "Illicit Trade of Works of Art, Case of Albania”, Tirana, July 12th ‐14th, 2011
The SEE Heritage Network managed to fundraise and to receive financial support by the SIDA for organization of its 9th meeting in Tirana. Therefore, the amount planned for organization of a meeting in 2011 in the project funded by the Headley Trust will be rolled‐over in 2012. The 1oth SEE Heritage Network meeting is planned for the Spring 2012.
The 9th Meeting of the SEE Heritage Network took part on 12‐14 July 2011 in Tirana, Albania1. The meeting was organized by the Cultural Heritage without Borders (Tirana Office), the Albanian Heritage Foundation and the Gjirokasrtra Conservation and Development Foundation (all of them SEE Heritage Network members), in a close cooperation with the SEE Heritage Network Secretariat.
As all previous SEE Heritage Network meetings, this one was accompanied by an event which goal was to point out the Network itself, its work and important issues/or problems regarding the culture heritage. This time, we organized a Public Debate on the following topic: "Illicit Trade of Works of Art, Case of Albania”. The Public debate took part after the Network meeting, on July 13th, 2011, and was followed by all Network members who participated in the meeting in Tirana, Albanian governmental and public institutions, organizations and agencies dealing with culture, justice, police, customs, civil society organizations, and local and national media.
Representatives from 10 Network member organizations took part at this meeting. It contained 2 parts: Panel meeting of the members around the given agenda, and the Field visit of Kruja ‐ Historical town near Tirana.

1.2 PARTICIPATION IN THE PROJECTS
1.2.1 Participation in the project CSEinHeritage
SEE Heritage Network was involved in the project: “Civil Society Engagement in community building through the understanding, development, management and preservation of the built cultural heritage of the Western Balkans ‐ CSEinHeritage”, implemented in cooperation with the European and Westen Balkan nongovernmental organizations.
The project is implemented within the IPA 2009 – Civil Society Facility – Multi‐beneficiary Programmes "Support to partnership Actions between Cultural Organisations”, launched by the European Commission – the Directorate General for Enlargement.
The overall objective of the project is to strengthen to the role of Civil Society/Cultural operators in raising awareness of the value (social, economic, educational, cultural) of the built cultural heritage in society building and community development.
The project’s lead partner was the organization Transilvania Trust from Romania, and the partners were:
Europa Nostra, the Netherlandsa EXPEDITIO, Montenegro Cultural Heritage without Borders ‐ CHwB, Sweeden Evropa Nostra Srbija, Serbia Emancipimi Civil Ma Ndryshe, Kosovo
The project lasted 22 months, and was implemented in the period of 01.01.2011. ‐ 30.10.2012.
Representatives of the SEE Heritage Network have been involved in various activities during project implementation, primarily participation at international conferences and workshops.
1.3 PARTICIPATION IN INTERNATIONAL EVENTS
In 2011, the SEE Heritage Network members took part in four important European events:

1.3.1 The study visit: “The contribution of civil society to the preservation of cultural heritage” (EC P2P Programme), March 29th – April 1st 2011, Brussels, Belgium
Four Network members and the Secretary: Gjirokastra Conservation and Development Organization (AL), Cultural Heritage without Borders (Kosovo Office), EXPEDITIO (MNE) & Suburbium (SR) took part in this event. Its aim was to present and promote the EU policies and programmes related to cultural heritage presented; exchange & networking possibilities.
1.3.2 The Europa Nostra “European Heritage Congress”, June 8th ‐11th 2011, Amsterdam, The Netherlands
Seven member organizations and the Secretary took part in this event (Cultural Heritage without Borders (offices in Albania and Kosovo), Gjirokastra Conservation and Development Organization (Albania), EXPEDITIO and Projektor (Montenegro), Europa Nostra Serbia (Serbia), Pro torpedo (Croatia), Association for preservation of the cultural heritage in Macedonia (Macedonia). They followed the Europa Nostra Excellence Fair & presentation by the EN & EC 2011 Awards Laureates, Lecture by Sir David Chipperfield, the EN Forum “Volunteers ‐ Added Value for Europe’s Cultural Heritage”, the European Heritage Awards Ceremony, and Receptions & Cultural Tours. Participation at the EN “European Heritage Congress” was part of the CSE in Heritage Project activities.
1.3.3 The Best in Heritage Conference, September 22nd ‐24th 2011, Dubrovnik, Croatia
Upon the invitation, the SEE Heritage Network took part in the Best in Heritage Conference in Dubrovnik, Croatia, one of the most important European events promoting the culture and the heritage (http://www.thebestinheritage.com/conference)
Mrs. Irina Subotic from Europa Nostra Serbia (member organization of the SEE Heritage Network) took important role of moderating one of the Conference sessions, and Mrs. Visnja Kisic also from Europa Nostra Serbia volunteered in the Conference organizational team, while the Transilvania Trust from Romania (as well member organization of the Network) presented the project CSE in Heritage. The SEE Heritage Network Secretary, Mrs. Marijana Ivanova, also took part in the Conference.
The 2011 event of the traditional Best in Heritage Conference celebrated its 10th Anniversary Edition. This Conference, presenting the best, awarded museums, heritage or conservation projects all over the Europe, is organized by the European Heritage Association, based in Zagreb, Croatia, in partnership with Europa Nostra. It is dedicated to promoting the professional excellence in heritage professions "by the power of example". This year, in addition to the 21 awarded ones, six new projects were presented, dedicated to the memory of Kenneth Hudson OBE, and Georges Henri Riviere. The Post Conference event was organized around the thought‐provocative theme of the year: "The Difficult Heritage".

1.3.4 Conference "Regional Civil Society Organizations' Networks in the IPA Countries" in Sarajevo on 12 ‐ 14 December 2011. Tuesday, December 20th 2011
The TACSO Regional office in Sarajevo (Bosnia and Herzegovina) organized the Conference "Regional Civil Society Organizations' Networks in the IPA Countries" in Sarajevo. The SEE Heritage Network Secretary and participant from the Network member Mozaik (Bosnia and Herzegovina) took part in the Conference.
The conference was organized within the framework of the EU funded project "Technical Assistance for Civil Society Organizations" (TACSO) in cooperation with the Regional Cooperation Council (RCC). The overall objective of the conference was to contribute to capacity building of the regional CSO networks and their participation in the accession process of the Western Balkans countries and Turkey to the European Union. The working sessions of the conference were focused on exchanging perspectives and identifying needs for capacity development of the regional CSO networks. The participants learned about best practices and the European Commission programs supporting the networks and their collaboration.
1.4 MEMBERSHIP IN INTERNATIONAL ALLIANCES
1.4.1 Anna Lindh Foundation membership:
The SEE Heritage Network become a member of the Montenegrin National Network in the frame of the Anna Lindh Foundation (http://www.euromedalex.org/). The Foundation, named after the late Swedish MP and minister, is aiming to connect the people from all across the Mediterranean and to improve mutual respect between cultures. Since its launch in 2005, the Anna Lindh Foundation has launched and supported action across fields impacting on mutual perceptions among people of different cultures and beliefs, as well as developing a region‐wide Network of over 3000 civil society organizations. There are 43 countries where national networks are established.
1.4.2 European Heritage Alliance membership:
The SEE heritage Network became a member of the Alliance launched in Amsterdam by more than 25 European and International networks and organisations active in the wider field of cultural heritage on the occasion of the European Heritage Congress 2011 organized by Europa Nostra in Amsterdam. The name of this newly created Alliance refers to the article 3.3. of the consolidated version of the Lisbon Treaty of the European Union which stipulates that “[The Union] shall respect its rich cultural and linguistic diversity, and shall ensure that Europe’s cultural heritage is safeguarded and enhanced.” The organisations and networks represented at the constitutive meeting of the Alliance intend to advocate together the necessity to develop a future EU strategy for cultural and natural heritage, in compliance with article 3.3. of the Treaty, and will seek to develop stronger synergies between their respective activities with regard to European policy.

These organisations and networks bring together Europe’s civil society organisations, historic cities and villages, museums, heritage professionals and volunteers, (private) owners of collections of artifacts, historic buildings and cultural landscapes, educators, town planners, etc. The “European Heritage Alliance 3.3” thus represents a very large constituency composed of tens of millions of Europe’s citizens. Europa Nostra, the Voice of Cultural Heritage in Europe, will be acting as facilitator of the newly created alliance. 1.5 NETWORK VISIBILITY AND PR ACTIVITIES The web‐site www.seeheritage.org was regularly updated with news and other info2. Member organizations also used it as an opportunity to promote their mission and activities. Some minor changes were done / added like: link for membership, Newsletter list etc.
The SEE Heritage Calendar for 2011 was distributed in early 2011 and the new Calendar for 2012 was printed in December 2011 and partly distributed by the end of the year. As the previous years, the calendar was designed with photographs arrived upon the public invitation (through the SEE Heritage mailing list), asking members, friends and followers to voluntarily contribute with photographs. This year, it was decided that the Calendars should be thematic. For the Calendar 2012, the theme “Cultural Landscapes in the SEE region” is promoted, and for the next year, 2013, the theme “Industrial heritage in the SEE region” is planned. Therefore, the SEE Heritage Network members, friends and supporters are already asked to start photographing industrial heritage sites when traveling around the region.
In 2011, the SEE Heritage Network produced and distributed 2 electronic newsletters. The first one was issued in beginning of May 2011, and the second one in November 2011. They were distributed to the members, friends and supporters and were posted on the SEE Heritage web site – on over of 200 hundred addresses. The Newsletter lay‐out was designed by Mrs. Tatjana Rajic from EXPEDITIO.
The new, extra circulation of the Leaflet was published in March 2011, using the same design. It was distributed on various events and copies were sent to the member organizations.
In June 20112 the Brochure promoting the SEE Heritage network and its work was published. It was distributed on various activities (the first one was the Europa Nostra Congress in Amsterdam). The Brochure was designed by Mrs. Tatjana Rajic from EXPEDITIO. Together with the Brochure, Bookmarks were designed and printed.
In the discussion going on among the Network members, interesting proposal was given related to wider promotion of the SEE Heritage Network especially among the youth as target group. Namely, it was suggested to explore the possibility to present the SEE Heritage Network at the next EXIT festival (very popular festival dedicated to ethno and alternative music, taking part each summer on the

Petrovaradin Fortress near Novi Sad, Serbia) – on the off‐program events which encompass workshops, discussions, presentations etc. Special relationship with the EXIT festival is seen exactly with the place of its happening – Petrovaradin fortress which is part of the cultural heritage of Serbia and special focus of attention and mission of one of the SEE Heritage Network members – SUBURBIUM.
1.6 EXPANDING OF THE NETWORK In November 2011, the Association for Development of Cultural Tourism (ADCT, www.adct.al), civil society organization from Tirana, Albania, became a new member of the SEE Heritage Network, upon a positive decision of the Network Management Board on its application.
ADCT was established in 2009, with a mission to provide great possibilities for the promotion of the Albanian cultural and touristic potentials by establishing an attractive image and a strong identity of Albania. The organization aims to enhance the social sensitivity towards the heritage values through the education, intercultural communication and to build a good cooperation between all tourism and cultural heritage stakeholders.
The chair‐lady of ADCT, Mrs. Armada Mola participated as a guest on the SEE Heritage Network meeting in Tirana. After the meeting, and upon a decision brought within the organization, ADCT sent an application for membership to the SEE Heritage Network, following the Network procedures.
With this new member, the SEE Heritage Network now has 22 members.
There is one more application for membership from the Coalition for Sustainable Development – CSD from Skopje, which is in a procedure. This NGO is officially registered on 2nd August, 2007, with a mission to initiate, promote and implement activities for sustainable development in Macedonia, and wider in the Region by bringing together and working in partnership with the governmental and civil society actors to achieve meaningful and sustainable development in the society.
In the future period, the SEE Heritage Network plans to animate new members on horizontal level (using bigger promotion for membership and strengthening of smaller organizations) and to develop Inter‐sector cooperation, involving of public sector (advocacy on political level), and the business (for sake of sustainability): touristic organizations; creation on cultural routes in the region. Also, we consider involving of organizations which are not strictly cultural ones but have activities related to cultural heritage, like environmentalists, youth, woman (for sake of demystification of the cultural heritage area as reserved for experts only); as well as involving of interested individuals (for sake of promotion and sustainability).

1.7 OTHER ACTIVITIES
1.7.1 Questionnaire on the Network capacity building
The Questionnaire on the Network capacity building was initiated by the SEE Heritage Network Secretariat. It was performed in February‐March 2011. The aim was to get a picture about capacities of NGOs that are members of SEE Heritage network, in order to realize where are the individual members’ weak points and what is needed to improve their work and to realize their, as well as Network’s mission. It should also assist for the planned organization of Capacity building trainings for the member organizations.
The following topics are identified as important for the member organizations (ranged by the majority of answers):
Writing project proposals – with specific focus on IPA funds Networking (aiming at development of the stakeholders/ interested parties to effective and
efficient merge their resources for gathering their common aims) Strategy building & strategic planning (aiming at building strategic approach and planned
performance of the NGOs) Fundraising (aiming at improvement of methodologies & involving new approaches for
finding financial and other sources for realization of NGOs mission) Project cycle management (aiming at organized approach of planning, realization and
successful implementation of NGOs projects) Organizational strengthening and institutional development (aiming to improve the
management and operational capacity of NGOs) Volunteerism (aiming to improve the development and management of volunteer programs
‐ strategies for recruiting, training, and utilizing volunteers) Advocacy and lobbying (aiming at gathering new skills for realization of NGOs mission) Writing project proposals including LFA and logical framework methodology Public relations (aiming at improvement of the relations with the interested target groups
and building good image of NGOs)
1.7.2 TACSO Research
The SEE Heritage Network took part in the Research performed by the TACSO Regional Office in Sarajevo, Bosnia & Herzegovina. Based on the findings, the Report may serve as a future key reference to the European Union for decision making on disbursement of core funding among regional networks, or some of them may be seen as a potential successors of TACSO activities. The Interview was made, on July 7th 2011 by Ms. Heidrun Ferrari with the SEE Heritage Network secretary Mrs. Marijana Ivanova.
1.7.3 "We are more!" Campaign
The SEE Heritage Network signed the "We are more!" Campaign, and therefore supports the appeal for increased fund for culture in the next EU budget. This Europe‐wide advocacy campaign was

started by a number of cultural organizations in Europe and developed in partnership with European Cultural Foundation. It calls for an increased support to culture in the next EU budget particularly through the future Culture Programme and Structural Funds (for the period 2014‐2020). So far, the "we are more!" manifesto has been signed by almost 14,000 supporters from all over Europe.
1.7.4 Memorandum of the Campaign for a European Industrial and Technical Heritage Year
The See Heritage Network also signed the Memorandum of the Campaign for a European Industrial and Technical Heritage Year and translated it in Macedonian, Montenegrin and Serbian. This Campaign was launched by the E‐Faith ‐ the European Federation of Associations of Industrial and Technical Heritage. The aim is to initiate a wide‐spread campaign to promote increased awareness and appreciation amongst the public, public authorities and institutions, and CSOs, of the urgent need to save the Technical and Industrial Heritage of Europe, and to accord it the significance it deserves on the grounds of its Historical and Scientific importance, and through its Cultural significance in offering ways of understanding social and economic development of European countries.
1.8 PROJECT OPPORTUNITIES
SEE Heritage Network accepted two invitations to apply as a project partner for projects related to cultural heritage. The first proposal came in May 2011 from Ms Federica Dallan from the European consulting studio (JLAG) located in Brussels that promotes initiatives for sustainable development of the global territories and economies. They support organizations in developing in‐house and European funded projects from the definition of the business idea, to the project management and implementation, until the dissemination, the branding and communication activities. Their main fields of interest are culture, tourism, media and communication. The JLAG wished to participate in the EU call for proposal "Preparatory actions for preserving and restoring cultural heritage in conflict areas in the Western Balkans for the year 2010" and was searching for partners. The main objective of the call is the preservation and restoration of valuable cultural and/or religious objects damaged or destroyed by war or other political conflicts. The specific objective is fostering restoration knowledge in the affected areas. They explained that they would like to create a partnership and approached the SEE Heritage Network because it includes different CSOs coming from all Balkan region; this would represent an added value for the project because the European Commission will paid particular attention to the cooperation of different ethnic and religious groups within the Western Balkans. The SEE Heritage Network Secretariat answered that we are interested to take a role of a partner but up till now we did not receive information on development of this initiative.
The other proposal arrived also in May 2011 by Mr. Darko Babic, assistant at the Zagreb University, Faculty of Philosophy. He informed about an initiative of a professor from this Faculty to apply for an EU funded call after the open EU call on reconstruction of the heritage destroyed by war conflicts.

The Network accepted to take part in this project as partner or associate. The Last information arrived by the Faculty of Philosophy in Zagreb is that the first step was successfully passed ‐ the Project Concept Note for this project was accepted by the European Commission.
In October 2011 the SEE Heritage Network send an application to the National Lottery Revenue Fund in Montenegro in cooperation with its member organizations EXPEDITIO, Notar and Projektor from Montenegro, Pro Torpedo from Croatia and ARCH LUK from Serbia. The project title was “Industrial Heritage in Montenegro – Understanding of new values of the heritage” and its aim was to raise public awareness in Montenegro about the industrial heritage as a specific aspect of the heritage and as a resource for sustainable development, especially in the aria of future urban development, as well as a space for creativity and reflection. This project unfortunately did not receive positive answer and was not funded by the Lottery Fund.

2. NARATIVE REPORT ‐ 2012
In 2012, the SEE Heritage Network continued its activities according to the Project approved by the Headley Trust. As it was explained earlier in this Report, in 2011 the Network management fundraised the financial support by the SIDA for organization of its 9th meeting in Tirana. Thus, the amount planned for organizing of a meeting in 2011 which was approved in the Headley Trust grant were rolled‐over in 2012 and 2013.
2.1 10th SEE Heritage Network Meeting and Training on accession to EU funds, Skoplje, June 8th, 2012
The 10th Meeting of the SEE Heritage Network took part on 8 June 2012 in Skopje, Republic of Macedonia.
The meeting was accompanied with the training on accession to EU funds with a special emphasis on IPA. Contacting its members, the Secretariat realized that there is a lack of knowledge and capacity for writing specific project proposals as required by the European Commission. Namely, after few open calls of the EC/IPA, the member organizations which applied faced difficulties in fulfillment the specific and rather complicated EC Application form and following the procedures for application. Therefore, the Secretariat thought of organizing a tailored training for its members on writing project proposals for EU funds, with emphasis to IPA (Instrument for Pre‐accession Assistance). Such training is important for further development of the Network and for the capacity building of its members. The Secretariat asked the Headley Trust for permission to use the amount that was approved for the meeting in 2011 (which was actually saved and rolled‐over in 2012) for organizing the training. The Headley Trust approved this idea, and the training was organized following the 10th meeting in June in Skopje. In this way the Secretariat realized more than it applied for: 2 annual meetings plus the training, in the same budget frame. The training was actually the added value to the Headley Trust grant and very useful and important for the SEE Heritage Network members.
18 representatives from 14 Network member organizations3 took part at this meeting. It contained 2 parts: Panel meeting of the members around the given agenda, and the Training on accession to EU funds with a special emphasis on IPA. The meeting goals were:

TACSO presentation
During the meeting, presentation of the Technical Assistance to Civil Society Organizations (TACSO) was organized for the participants. TACSO is a project supported by the European Commission with an aim to provide assistance to the CSOs in the Western Balkans, with national offices in each country of the region and one regional office in Sarajevo, Bosnia and Herzegovina. Presenter was Mirjana Pehcevska Pop‐Iliev, Project Officer in the TACSO Macedonian Office.
She focused her discussion on two main issues:
Introduction to TACSO work in Macedonia and the Western Balkan region (the role of TACSO offices and main projects)
Introduction of EU funding Opportunities for Civil Society Organizations in IPA countries This presentation was especially interesting and important as it was an introduction in the Training on accession to EU funds with a special emphasis on IPA that took part in the following two days. In this regard, she spoke about the process of applying for EU funding, briefly stressing the importance of the concepts of Project Cycle Management and the Project Life Cycle, the Project Logframe, EU major funding resources (Instrument for Pre‐accession Assistance ‐ IPA, Thematic programs, Community programs) with a focus on IPA/Civil Society Facility, IPA funding and Community programs.
TRAINING ON ACCESSION TO EU FUNDS WITH A SPECIAL EMPHASIS ON IPA
The Training on accession to EU funds with a special emphasis on IPA followed the 10th SEE Heritage Network meeting. The training was delivered by Natasa Ljubeckij Angjelic and Fatmir Bytyqi, both from Macedonia, trainers with an extended experience in the region. They were both engaged by the CBIB (Cross Border Institution Building) project to deliver trainings for CSOs, local self government, institutions and other stakeholders on practical writing proposals for EU/IPA cross border programs. The training was delivered in English, but the trainers’ knowledge of various languages spoken in the region was an advantage for better understanding of the topics.
The training started with an introduction to IPA with a special emphasis on IPA CBC and an introduction in the donor models of EC, characteristics of EU grant contracts, call for proposals etc. Afterwards, participants were introduced to the logical framework approach. Detailed explanation was given of the Logical framework development steps / current situation analysis, stakeholder’s analysis, problem analysis, Logical Intervention. Finalization of the logical framework presentation was made through demo case(s) and group work. The last part of the training was dedicated to Budgeting and contracting specific to the EU grants.

Trainers were excellent, trainig was interesting and helpful. I loved the group work and the examples that helped us understand everything better. I came here with no experience in EU projects at all, so I will need to try to write a project to see how much I have learned, but many things are much clearer now.
It was a worth and very useful training for our Association. This is the first time that we participate in training dedicated to the IPA/IPA CBC programms
The training was more than good as well as the TACSO trainers . Many of the diffilcuties that I had about EU Projects are now clear.

The thematic is very wide and it is difficult to learn only in 3 days. The schedule was tight, but because it was so interesting we could deal with it. I would like to have more of these trainigs,each time a more specific one.

This training was very important to me, and I am very happy to have been a participant.I would like there to be more trainigs, so I support the organizer in organizing such events in the future.
In the future will be better to include visits in Heritage sites/landscape/museums from the host countries
Budgeting needs more perhaps one day with more exercises.... I think that intensive training like this should last at least one more day. We should write an actual project bid next time. Or several.
2.2 PARTICIPATION IN INTERNATIONAL EVENTS In this period, the SEE Heritage Network participated in the following events:
Celebration of the World Day of Cultural Diversity – Skopje, Republic of Macedonia, May 21st, 2012, (UNESCO Venice Office ‐ Representative Office in Macedonia & UN Joint Programme to Enhance Inter‐Ethnic Dialogue and Collaboration) ‐ The Secretary of the SEE Heritage Network, Marijana Davidovic, was invited by the UNESCO Venice Office (its Representative Office in Macedonia) to take part as one of the Panel‐speakers in the event to Celebrate the World Day of Cultural Diversity,. The event happened on May 21st 2012 in Skopje, Macedonia, and it was organized by the UNESCO Venice Office (Representative Office in Macedonia) and the UN Joint Programme to Enhance Inter‐Ethnic Dialogue and Collaboration. Marijana Davidovic spoke at the First Panel session "Cultural differences for dialogue and development". She presented the SEE Heritage Network and had a presentation on the theme "Cultural heritage as a resource for sustainable development in the SEE region".
2.3 FUNDRAISING In this period, the SEE Heritage Network prepared and actively participated in preparation of Application of the Project “Cultural Heritage ‐ resource for sustainable development”
This project was sent to the European Commission in April 2012, after the Open call of the EC Partnership Programmes for CSOs. The project leader is to be the CHwB (Sweden), and the project partners: SEE Heritage Network and Expeditio (Montenegro), Co‐PLAN Institute for Habitat Development (Albania), EGNATIA EPIRUS Foundation (Greece), PAC Multimedia (Macedonia), and Suburbium (Serbia). The Project specific objectives are:
• To achieve strong CSO networks committed to cooperate with the public institutions and to influence the national/local policies with a focus on socio‐economic development involving the sustainable principle with heritage being one of its main pillars
• To promote the principle of the heritage as one of main pillars of sustainable development and a driving force of development among the governments, professionals, media, CSOs, public workers and other relevant stakeholders.
Unfortunatelly, The European Commission has not approved proposals and selected projects.

The other opportunities for possible funding were also being explored, such as: ECF ‐ European Cultural Foundation; Europe for Citizens; Task Force on Culture and Society, Ljubljana Process – Cetinje; European Commission programmes and open calls and others. During the meeting in Skopje, participants discussed about ideas for possible projects. The following themes were considered as interesting for developing project proposals:
Modern architecture in SEE region Heritage from the socialistic period Sharing common heritage Vernacular (popular) architecture Research and Promotion of the SEE Industrial Heritage Working group on Industrial heritage Establishing data base of the heritage conservation crafts and practices in SEE countries SEE Heritage at Risk Forgotten Cities in the Region Preservation of old city centres Risk of tourism on cultural centres / old cities Sustainability of old city centres SEE Heritage Online Interactive Map Good examples of preservation of old city centres Involvement of media in preservation of cultural heritage Sharing experiences from abroad
Some of these ideas could be developed for the IPA programs (such as Cross‐Border programs, Neighborhood program, Adriatic program, Mediterranean program etc).
2.4 MEMBERSHIP At the 10th meeting in Skopje, participants discussed the membership issue. The question was raised – what actually the “South Eastern Europe” means? Should this term be viewed in political terms, or in geographic, cultural, social? Where are actually the borders of the SEE Region, and what kind of borders should we respect?
After the interesting and inspirational discussion, it was agreed that following thoughts/proposals will be summarized by the secretary and sent to the SEE Heritage Network Board:
SEE Heritage Network should not fix on the political meaning of the region, as it is viewed by different political concepts, defined by international institutions.
The SEE region should be viewed as geographical, historical and cultural space Therefore, the Network should involve member organization from other countries such as
Greece, Turkey, Bulgaria, Slovenia, Cyprus… We should try to approach CSOs from those countries whose mission is compatible to ours
and share with them possibility to become members of the SEE Heritage Network. The membership criteria should be revised Categories like Honorary and Individual membership should be involved

The Friends/Supporters group already existing should be more actively involved in the SEE Heritage Network activities. The various experiences/expertise of this group members should be used and utilized.
At this meeting, the secretary informed the participants about the new application for membership arrived by the Albanian CSO MIQËSIA from Gjirocastra. The application is, according to the membership procedure rules, submitted to the SEE Heritage Network Board who should decide upon it. Also, two organizations from Macedonia and one from Greece showed their interest to become members, but did not send applications yet. Marijana Davidovic reminded the participants on the suggestions given by Tatjana Rajic from Expeditio (Montenegro) who suggested that animation of new members on horizontal level should be developed (using bigger promotion for membership and strengthening of smaller organizations). She thought that Inter‐sector cooperation should be more developed, involving of public sector (advocacy on political level), and the business (for the sake of sustainability): touristic organizations; creation on cultural routes in the region. She also suggested involving of organizations which are not strictly cultural ones but have activities related to cultural heritage, like environmentalists, youth, woman (for the sake of demystification of the cultural heritage area as reserved for experts only); as well as involving of interested individuals (for the sake of promotion and sustainability).
2.5 VISIBILITY AND PR ACTIVITIES
Regarding the PR materials aiming to promote the SEE Heritage Network, the following were prepared in the last period:

The SEE Heritage Calendar for 2013 was published with thematic photographs “South East European Cultural Landscapes”. As the previous years, the calendar was designed with photographs arrived upon the public invitation (through the SEE Heritage mailing list), asking members, friends and followers to contribute with photographs. The web‐site was regularly updated with news and other info. Member organizations should more use it as an opportunity to promote their mission and activities.
The SEE Heritage Network electronic Newsletter was distributed by to the members, friends and supporters. It was also posted on the SEEHN web site. The Newsletter was designed by Tatjana Rajic from Expeditio, and the content was prepared by the Network secretary, Marijana Davidovic.
The SEE Heritage Network and its work were promoted in several articles and interviews in the media in the region, free of charge.
2.6 OTHER ACTIVITIES & ISSUES
2.6.1 Summary of the past work and activities
As the 10th meeting was a jubilee one, Katarina Nikolic from Projektor (Montenegro) suggested that a summary of the past work and activities should be made. This was done trough brainstorming discussion, which produced the following conclusions/proposals:

The participants were reminded by the secretary that Miljenko Smokvina from Pro Torpedo (Croatia) suggested that in the future the Network should organize its Annually operating meetings in Kotor (where the Secretariat is located); and Thematic meetings somewhere in the region related to some heritage issue (annually or randomly).
2.6.2 Questionnaire on the Network capacity building
As to the capacity building, the participants discussed the Questionnaire on the Network capacity building that was initiated by the SEE Heritage Network Secretariat. It was performed in February‐March 2011. The aim was to get a picture about capacities of NGOs that are members of SEE Heritage network, in order to realize where are the individual members’ weak points and what is needed to improve their work and to realize their, as well as Network’s mission.

This small research should also assist the management of the project Civil Society Engagement – CSE in Heritage to organize capacity building trainings for NGOs that are active in heritage field, where members of SEE Heritage Network should participate. The training program should strengthen the capacities of the SEE Heritage Network and its members individually.
It was agreed that the SEE Heritage Network Secretary will resend the Questionnaire to the member organizations who did not fill it with an aim to get a complete picture on the capacity building of the Network, which will among other be good basis for organizing a Capacity building trainings for the member organizations. 3. NARATIVE REPORT ‐ 2013
As already stated, due to the administration problems, the SEE Heritage Network applied to the Headley Trust for postponing the grant duration. The postponing of the project end from January 2013 till the end of April 2013 was approved by the Headley Trust. During the period of January‐April 2013, many activities were carried out including the 11th Meeting of the SEE Heritage Network members. The 11th Network Meeting was initially scheduled for 2012, but due to the unforeseen circumstances in operating the Secretariat, the Meeting was finally held in 2013.
3.1 11th SEE HERITAGE NETWORK MEETING and Conference “Rural Heritage of South East Europe”, Gornja Lastva, April 26th, 2013
The 11th Meeting of the SEE Heritage Network took place on April 26, 2013 in Gornja Lastva, Montenegro, and it was followed by a one‐day Conference “Rural Heritage of South East Europe.” Both the network meeting and the conference were organized by the SEE Heritage Network Secretariat, and were financially supported by the Headley Trust from the United Kingdom.
The Conference on rural heritage that followed the Network meeting was organized in response to the fact that this particular aspect of cultural heritage is at risk across the SEE region. The aim of the Conference was to give due attention to rural heritage and to show positive examples and practices in protecting and managing this valuable resource. This conference was partly organized within the project: "Valuation of the rural heritage of Montenegro", which is also financed from the Headley Trust.

The meeting took place in the village of Gornja Lastva, in the local Culture center (Dom kulture) that was generously offered to us as a venue by the local organization Napredak.
The first part of the day was devoted to a discussion of topics important for the work of the Network, and in the afternoon a field trip to Lake Skadar was organized, as an introduction to the Conference on rural heritage held the following day.

After the introductory address by Jelena Pejković and her presentation of the day’s agenda, representatives of the attending organizations introduced the participants to their recent work and activities:

Following the presentations of the member organizations, Jelena Pejković informed the participants about the activities of the network that were completed since the last meeting in Skopje, in June 2012.
Renewed registration in Montenegro: Aleksandra Kapetanović from Expeditio reported about the new registration procedure for the Network that is currently under way. The procedure is due to legislation changes in Montenegro regarding non‐government organizations.
SEE Heritage Secretariat: A new Secretary General, Jelena Pejković, was appointed in January 2013 to temporarily run the regular Secretariat activities. As Marijana Davidović needed to leave this position in 2012, the regular activities of the Secretariat were temporarily interrupted and were finally resumed in January 2013.
SEE Heritage Network participates as an associate in a cross‐ border project between Croatia and Montenegro – Heritage – Driver of Development, funded by the Delegation of the European Union: Aleksandra Kapetanović from Expeditio presented the cross‐border project Heritage – Driver of Development, in which SEE Heritage Network is an associated organization. A considerable number of activities on this project, such as trainings for professionals and study trips, are intended to automatically include representatives of the SEE Heritage network. SEE Heritage group e‐mail was therefore included on the mailing list of this project , and the web site www.bastina.eu was announced, where all the information regarding the project will be posted in the future.
ICOMOS Charter on the Built Vernacular Heritage translated to Serbian and Montenegrin: The ICOMOS Charter on the Built Vernacular Heritage was translated to Serbian and Montenegrin in order to become more accessible to a range of professionals involved in heritage protection, as well as to all interested citizens. The Charter was placed on web site.

Network visibility & PR activities: Regarding the PR materials aiming to promote the SEE Heritage Network, Jelena Pejković reported on the following activities which were completed since the last Network meeting:

e) Calendar 2013 The SEE Heritage Calendar for 2013 was published with photographs from the SEE region, with the theme of “Our Common Heritage”. The Calendar was designed by Tatjana Rajic, from Expeditio, Montenegro – we thank EXPEDITIO for allowing the use of photographs from their archive. The calendar was distributed on various events and copies were sent to the Network member organizations, supporters and collaborators.

The second part of the morning was devoted to a discussion of two basic issues:
1. Strategic development of the Network
2. Funding and fundraising
Strategic development of the Network
Already during the preparation of the Network Meeting it became clear that Network activities needed to be re‐invigorated, and that a joined sense of enthusiasm that was present at the very beginning of the Network formation should be renewed and re‐infused in the current activities.
The need to re‐think the aims of the Network was voiced most clearly by Višnja Kisić from Europa Nostra Serbia. Instead of being simply a showcase for member organizations, the SEE Heritage Network could be a more powerful tool in heritage protection and management, as well as in policy shaping.
As the current cycle of funding ends, it becomes apparent that the Network should develop clear strategic documents and an Annual plan. These documents would be immensely helpful in fundraising and searching for partner organizations. Once these documents are prepared, Embassies, Institutions, Businesses as well as economists, journalists, PR agencies and other possible sources could be approached for funding and support. Višnja Kisić proposed to draft a strategic document that other members could then review and help develop further.

Most of the Member representatives attending the Network meeting were not decision‐makers in their respective organizations, and were attending a Network meeting for the first time.4 For this reason some of the frequently recurring topics were once more repeated. A general conclusion was reached that, as previously proposed by Miljenko Smokvina, there should be two types of Network meetings. The first type would be for a smaller number of member representatives, a “managing board” that would direct the work of the Network, work on strategic documents and find ways to raise funds. The second type of meeting would be open to all members, with the idea that member organizations would pay travel costs and accommodation for participants in these meetings from their own funds.
It was proposed that the Network should look into forming partnerships with institutions of culture and invite them to become members. Successful regional networks, such as Balkan Express, should be approached for advice on strategic planning and funding. Through Europa Nostra, it might be possible to expand this initiative to European networks as well.
A strategic positioning of the Network in a way that would allow presentation of heritage as a resource that is relevant and contemporary is desirable. Topics for project proposals could include: peace building through heritage, studies of old town centers, studies of toponyms, research on anti‐fascist movements in the region and their legacy etc. (Višnja Kisić).
It was proposed by Aleksandar Lukić, form ECOVAST Croatia, that a model for Network projects and research could be to study a specific topic across the countries of the member organizations, similarly to the ASSET initiative (Action to Strengthen Small European Towns). A cross‐territorial analysis could lead to final declarations and recommendation documents issued by the Network and aimed at improving the relevant policy documents.
Funding and fundraising
As the current funding scheme for the SEE Heritage Network is ending, there is a pressing need to find options for further and possibly continuous funding of the network Secretariat, and joined projects.
After some discussion, it was concluded that funding the network (at least in part) directly from the resources of member organizations, should be considered as an option. This could mean that organizations would pay a yearly membership fee ‐‐ the amount would be decided among the current members. This possibility should be discussed in each member organization in order to get an idea of how many members would be prepared to support this proposition.
The possibility for further funding from Headley Trust should also be explored. Marijana Davidovic has offered to help in communication with the Trust.

A possibility to open membership to individuals for a yearly fee should be considered as well. If the Network can partner with institutions of culture such as museums, the yearly membership fee for individuals could give them free or reduced access to member museums (Tanja Rajić).
Concluding remarks
In order to realize the full potential of a regional network such as SEE Heritage, a few steps are necessary.
In order to draft strategic documents for a truly active network, it would be of utmost importance that each of the member organizations declares:
their vision of what the Network could be and should be in the future; their perceived roles and responsibilities within the Network and the significance of the Network for their own organization.
Further, it is necessary to have active participation and proposals from each of the members about possibilities for further funding, and a clear statement on whether they would support the idea of collecting a yearly membership fee that would go towards supporting the basic operation of the Secretariat. It would also be very helpful to know what fee value would be acceptable to most organizations.
It is necessary that each of the member organizations determines a contact person who would be responsible for following developments related to the future of the Network. This would help in achieving more efficient communication and delegation of roles and responsibilities.
Field Trip to Lake Skadar
In the afternoon of April 26th a field trip to Lake Skadar was organized. Participants visited Virpazar and village Godinje, one of the most valuable and most attractive rural communities in Montenegro, recognized as such by experts involved in cultural heritage protection.
The local community has also recognized the potential of this area, and in 2004 NGO GODINJE, which had by that point begun with activities of revitalization of the village, invited EXPEDITO to conduct necessary surveys and research activities in the village, within the framework of an architectural workshop.
Participants of the SEE Heritage Network meeting had a chance to walk around the village and meet with Miodrag Leković from NGO GODINJE, who was a coordinator of the 2004 architectural workshop together with Aleksandra Kapetanović. He gave a presentation on wine production in the village, and discussed with Network meeting participants about other possibilities of revitalizing rural settlements in Montenegro and the SEE region.
3.1.2 CONFERENCE “RURAL HERITAGE OF SOUTH EAST EUROPE”
The conference topic was selected primarily because rural heritage represents a significant segment of cultural heritage and a unique testimony of the history of a society. In spite of its significance, the

value and potential of rural heritage and authentic cultural landscape are often not recognized. Rural heritage faces serious risks: on one hand, due to deterioration of a large number of abandoned villages, and on the other hand, due to the extremely rapid urbanization which threatens a large portion of the valuable rural heritage and landscape.
The main aspiration of this conference was to draw attention to the significance of rural heritage, to demonstrate positive examples of care for rural heritage in the region, as well as to start a discussion on improvement of protection and management of this valuable resource in the entire region of South East Europe.
This conference was partly organized within the project "Valuation of the rural heritage of Montenegro", which is also financed from the Headley Trust.

3.2 PARTICIPATION IN THE PROJECTS
3.2.1 Participation in the project Heritage ‐ driver of development
SEE Heritage Network is associate in the project : “Heritage – Driver of Development, Dubrovnik and Boka Kotorska region – joint cross border activities in applying new methodologies in natural and cultural heritage protection and management” , which is implemented within Cross‐Border Programme Croatia‐Montenegro, under the Instrument for Pre‐Accession Assistance (IPA), Component II and Measure 1.1: Joint actions for environment, nature and cultural heritage protection.
The overall objective of the project is contribution to establishing cooperation between institutions in charge of natural and cultural heritage protection through implementing joint programs, education, know‐how transfer and awareness raising activities. Implementation of this project started in March 2013 and will last 23 months, till February 2015.
The project leading partners are the Municipality of Tivat in Montenegro and the Physical Planning Institute of Dubrovnik‐Neretva County in Croatia. The functional lead partner is the Municipality of Tivat. The project partners are non‐governmental organizations: EXPEDITIO Center for Sustainable Spatial Development and Cultural Heritage Association NAPREDAK Gornja Lastva in Montenegro; and Dubrovnik Neretva County Regional Development Agency DUNEA and Public Institution for the Management of Protected Natural Values in the Dubrovnik‐Neretva County in Croatia. The project associates in Montenegro are Administration for Cultural Properties Protection of Montenegro, Ministry of Sustainable Development and Tourism of Montenegro and South East European (SEE) Heritage Network, while the Croatian associates are Conservation Department in Dubrovnik for the area of the Dubrovnik‐Neretva County, Croatian Section of ECOVAST – European Council for the Village and the Small Town and Institution Priority Actions Programme Regional Activity Centre Split of a Mediterranean Action Plan in Split.
Within this project, members of the SEE Heritage network were involved in the following activities:

3.3 OTHER ACTIVITIES
3.3.1 Presentation of the Network during the Annual General Meeting of Europa Nostra Serbia
Jelena Pejković, new SEE Heritage secretary, presented SEE Heritage network activities during the Annual General Meeting of Europa Nostra Serbia (ENS), held in Zepter Museum in Belgrade on March 28, 2012. The Annual General Meeting of ENS included a presentation on current activities and future plans of Europa Nostra Serbia, as well as reporting on the collaborative work with other organizations and institutions in Serbia and the region. In addition, several presentations were devoted to future important projects that ENS plans to implement.
Jelena Pejković presented activities and projects of the SEE Heritage Network, which includes Europa Nostra Serbia among its members, and invited other organizations to join the common efforts and activities.
3.4 NETWORK VISIBILITY AND PR ACTIVITIES
3.4.1 Mailing lists
Two active mailing lists are being regularly maintained:
General mailing list [see‐[email protected] ] On this mailing list are individuals, organizations and institutions which are interested in SEE Heritage Network activities. This mailing list has 83 members. Through this list are regularly forwarded the information related to various activities in the field of cultural heritage in the SEE region. SEE Heritage network website was regularly updated with news and information related to the activities of the network. Member organizations were invited to maximize this opportunity to make their activities visible in the future, through contributing their news, photographs and other information. SEE Heritage web site has 206,555 hits and through 2013 it had 24 published articles.
The website domain was, due to technical issues, changed from .org to .net and the current web address is: www.seeheritage.net
3.4.3 Facebook
A SEE Heritage Facebook page was formed to allow for more flexible and faster information sharing between network members. Facebook page was open in March 2013 on the following address https://www.facebook.com/SeeHeritageNetwork
Facebook page is regularly updated, and all members of the network can easily contribute with news, links, photographs or other information. Till now SEE Heritage facebook page has 185 likes.

4. Concluding remarks ‐ Strategic development of the Network
SEE Heritage Network activities and the results achieved in the previous three years were very significant, thanks to involvement of all members and supporters, and to the trust and contribution of donors especially Headley Trust Foundation.
The network was able to realize a large number of activities, including three regional meeting of Network members, two regional conferences and training for members. Also, the Network has been included as an associate in a couple of other projects of the other organizations. Significant activities are implemented in relation to the promotion and presentation of, both, the Network and SEE Heritage. Significant for the promotion and sustainability of the SEE Heritage are social networks that have been formed, mailing lists and Facebook, that are very active. Also, there was the PR material produced, which was used for the promotion of the project.
However, despite all these successful results, during the last Network Meeting it became clear that Network activities needed to be re‐invigorated, and that a joined sense of enthusiasm that was present at the very beginning of the Network formation should be renewed and re‐infused in the current activities.
