Six European countries are unit-ing to form an alliance of in-dependent TV producers. Theorganisation will cover all aspectsof film and video production fortelevision, including music pro-gramming. Called Co -OrdinationEuropeenne Des Producteurs In-dependents (CEIP), it brings as-sociations in West Germany, theUK, France, Belgium, Denmarkand Italy under one umbrella.

The alliance follows monthsof planning between UK indepen-dents - who have succeeded ingetting government support for a25% airtime quota for indepen-dents on UK channels - and their

European colleagues. CEIP hastwo main objectives: to establisha code of practice for deals withbroadcasting organisations, andto lobby governments of membercountries, as well as the EECCommission and the CouncilOf Europe.

First priority for CEIP willbe to try to change the wordingof the draft convention on tele-vision; due to be ratified by: theCouncil Of Europe in November.CEIP wants to see a :significantproportion' of Europe. audio-visual works from independentproducers.

MTV Is 'Support Act' To MaffayMTV Europe is providing thesupport material for Germanrock artist Peter Maffay's currenttour of Germany and Switzer-land, During the tour MTV,which fulfilled the same role forSting's last European tour, willscreen 45 minutes of selectedvideo clips, VI segments and ani-mations before each concert, anda further 20 in the interval.

Kent's independent station, Invic-ta Radio, has taken down the 'ForSale' sign and is looking closelyat investing in French commer-cial radio. Recent talks with anumber of stations in the Bou-logne area arc expected to lead toan announcement of a firm dealshortly. Invicta has, however,

abandoned discussions with theRBL station in Boulogne regard-ing financial investment.

"We are on the acquisitiontrail: confirms Hugh Davies. In-vicia's Marketing Manager, whohas been closely involved withthe station's return to prof.-blility in the past few months.Not long ago Invicta was the

target of a number of UK com-mercial stations. Now, with au-diences up by as much as 25%and local advertising solid, thearthon is no longer for sale.

Hamburg - A second radio au-dience survey within two months(issue 27) has been conducted inHamburg. The latest one carriedout by by two science journalistsfrom the University of Hamburgconfirmed that state broadcasterNDR 2 has maintained its topposition.

However it only picked up37% of the audience share com-pared with 48% in June. This lossof listeners is one of the main ma-sons that NDR is restructuring(M&M 34).

Radio Hamburg (RHH) camein second place with 23% (no

change from 1987), while 1987'sstrongest contender, RadioSchleswig-Holstein (RSH), keptonly M% of the listenenhip thisyear. Radio 107 improved its 1987results to In of the city's musicFns. Licence FeeParis - To underline their com-mitment to public television, theFrench Ministry Of Communica-tions & Culture is raising the li-cence fee by 6.9%. This will takethe cost of a colour licence to FFr541 and the black & white licenceto FFr 346.

The Ministry is disturbed bythe public channel's current de-pendence on advertising. An-tenne 2. for example, takes 70%of its revenue from this source.

The extra revenue gainedfrom the increased fee will beshared among TV channels, An-tenne 2, FR3, satellite channel LaSept, and state radio stationsRadio France and Radio FranceInternational.

The Ministry hopes that thesechannels will then be betterequipped to fight the ever-in-creasing competition of privateTV and radio.

Milan -The Italian record indus-try's bid for recovery is strength-ening all the time, according toGuido Rignano, President of Dis-. chi Ricordi and of AFT, the na-tional IFPI group.

The industry, which wasplagued by economic problems inthe early 80s and by the proli-feration of broadcasting compa-nies, piracy and home tapingsince then, has posted a 20% in-

crease in revenue figures for1987. Unit sales. however, haveyet to match their 1982 peak. Amajor TV marketing campaignby Italian record companies hasalso helped pull a new generationof middle-aged buyers into thenational stores.

Rignano says RicordiN re-venue last year accounted for

15% of the industry's total of £135.5 million. Its 'Orrieonte'mid -price line demonstrated a

major mum for back cataloguein what has long been regarded as

a hits -oriented market. Othercompanies, notably EMI, haveseen a similar trend, says Rignano.

His main concern is over dis-tribution in this mountainous ter-ritory. Ricordi has 50 telephonesales staff to service only 1000outlets - and no major rackjob-bing operation has yet been setup. But his new 750 square metrestore in Turin which opens in theautumn will he a good test Rig -

Greece Defeats PiracyLondon - Trade body IFPI (Inter-national Federation Of Phono-graphic Industries) has said itsanti -piracy campaign in Greecehas been a success.

When IFPI began its cam-paign, Greece's 1920 copyrightlegislation gave no real protectionto rights owners. A SupremeCourt resolution in 1983,however, stated that piracy"amounted to forgery and fraudagainst the public," and allowedGreek criminal law to be applied.This automatically meant much

heavier penalties for offenders.According to IFPI legal adviserDavid Allard the ruling has hadan "astounding effect in reducingpiracy."

Radio's representatives in Den-mark, Media Management, whoarc also the agents of leading USsyndication company, WestwoodOne, are set to launch more newradio programmes in Denmark.

"We felt that with the recentlegalisation of commercials inDenmark it was the right timeto launch a show Like the UKNetwork Chart," says MediaManagement's owner, Kurt An-dreasen. The company is stilllooking for mom takers, butthinks a regular listenership of250.000 is realistic.

The six minutes per hour ofadvertising that Denmark allowswill be split 50/50. "Local sta-tions can COW three of theseminutes with local advertisers,while we will take care of theother three, concentrating on na-tionwide sponsors," says An-dreasen. Copenhagen - The owners ofcommercial radio station UptownFM are launching a twin stationnext month, to be called RadioDowntown.

Downtown will combine top40 material with AOR and LProck product. The new stationwill aim at the over 20 -year -olds,unlike Uptown which, like itsrival, Copenhagen's leading pri-vate station the Voice, is targettedat a younger age bracket.

Downtown will transmit fromthe same location and with thesame power as Radio Voice. NielsPederson, Head Of Music at Up-town FM, comments: "Voiceneed some competition and this iswhat they will get from us. 4N*couldn't compare very easily untilnow because we only covered thenorth of the city. But now that oursecond station will be transmit-ting from the centre of town, thebroadcasting scene in Copenha-gen will be a lot healthier."

Flemish ChannelGets Underway

The site for Vlaamse TelevisieMaatschappij (VTM), the firstcommercial Flemish TV channeldue to start in February 1989, wasinaugurated in a ceremony at-tended by Flemish governmentofficials on August 5.

VTM will have its officesin the new buildings, as well asevil television studios. It will ord-er the bulk of its programmesfrom production companies.Former Miss Belgium, LynnWesenbeek, was named first sta-tion host at the ceremony.

Nine newspaper editors (re-presenting &5% of the Flemishpress) have so far joined DirectorJan Merckx in VTM.

Several cable distributors,however, have been discussingthe practicalities of having VTMon their cable network by nextFebruary. Due to overcrowdingon the Flemish cable network, itnow seems that in about 16

regions in Flanders, either RTL-TVi or TEl will have to leave tomake way for VTM.

The channel's foundersWillem Van Kooten and Ad Os-sendrijver had originally saidthey would not be looking for for-eign investors. So far. however.the DFI 60-80 million needed to

get Benelux TV (also known asKanaal 4) through the first yearkm failed to materialise.

It has been 21 years sincetheir legendary albumDays Of Future Passedwas released, IS yearssince their split and 10

years since their reunion.And they are still goingstrong as the recent re-

lease of their 14th album,'Sur La Mer' (Three-

hold/Polydor), proves.

The Moody Blues are one ofthose few bands that have

known commercial success rightfrom the start and it has stayedwith them practically throughouttheir career. Hit singles like GoNow. Nights In White Satin andQuestion immortalised them inthe 60s and 79s. And this is not tomention their albums such asDays Of Future Passed. SounthSojourn, Long Distance Voyagerand The Other Side Of Lai.

Sur La Mer was recorded inGood Earth Studios in London'sSoho, as was their previous LP,The Other Side Of Lair The

Moody Blues have travelledalong some very revolutionaryand experimental roads in thepast, and their fusion of the clas-sical music of Dvorak with pophas often been applauded. Todayhowever, The Moody Blues canhardly be labelled as revolution-ary - but is that really a wonder,knowing that the youngest bandmember, Patrick Momz, cele-brated his 40th birthday in June!

tial and successful rockand jazz-rock bands, the

members of TAO haveplayed a significant role

in the history of Germanrock since the mid -70s.

TAO members have, in thepast, performed with Lake,

the toga Rumpf Band, CharlieMariano, Ina Deter and Kraan.Their goal now is to create a mu-sical style that crosses barriers.They are looking, they say, for acombination of dynamism andmeditation, of reflection anddanceability.

With tight and often grandiosearrangements - supported by

TAO's music is not a cheapattempt to ride the New Age orethnic -pop waves. "We usedoriental sounds and instrumentsonly in so far as we could playthem ourselves," explains Dab -men. "We did not want to indulgein any musical tourism."

Magical Moments was re-corded by the group in Tao's pri-vate studio, and co -producer,Udo Arndt (Rainbirds) was calledin for extra help. Arndt wasresponsible for mixing TAO'sspecial blend of modern rock,improvised music and 60s pop.References to the Beatles andothers, especially in the songRegent Street for example, amunmistakeable. After spontane-ously agreeing to get involved inthe project, Amdt set aboutdelicately interweaving thegroup's wealth of compositionalideas into a unique and everchanging tapestry of sound andmood that certainly lives up toLao Tse's main teaching: "FindYour Own Way".
