    In the name of Christ, we bring you greetings from the Philippines. This is the

    last

    news

    that we

    will be

    writing from

    the

    Philippines

    during this term

    on

    the

    field. We

    have just

    ix more very

    busy

    w ee ks to spend in Aparr i before we leave fo r Manila and from

    Manila

    for

    e

    United States.

    It has

    been nearly five years

    since

    we last returned to the Philippines -

    years that

    have

    been full

    of many good thing s

    for

    us in the

    service

    of the

    Lord.

    In thi s

    we

    wotild

    like to share with

    you

    just a few of

    those

    things

    that

    have

    been accompli

    shed,

    for

    the future. We are completing our 15th year

    of

    servi ce on

    Northern

    us

    in our work and

    After spending

    relat ives and

    friends we hope to be able to

    an evangelistic

    with the Church

    at

    Griswold Iowa. This will be a one-week

    missionary

    and evang

    meeting. The f irst week of May wil l f ind us in Columbus Ohio where we will

    This great

    the past year to pay our travelling expenses to the States fo r this furlough.

    Th e Selbys ar e

    th e

    only Americans

    living in Aparri Cagayan on th e

    e xt re m e n or th er n c o a s t o f t h e i s l a n d

    of Luzon about 400 miles by road

    from Manila. From 1953 to 1957

    they

    were joined in th e work by

    Norvai

    an d

    Dondena Campbell.

    Th e Campbells

    left in 1957 to open a ne w

    Bible

    Seminary

    on

    th e

    west

    coast

    of

    Luzon

    near Vigan Ilocos Sur.

    Th e

    Selby

    boys have grown up in Aparri an d

    speak the Ilocano

    dialect

    fluently.

    They have received

    most

    of

    their

    schooling

    through

    correspondence

    using th e Calv ert

    School

    a nd U ni ve r

    THE LAST FIVE

    YEARS

    THE EVANGELISTIC WORK

    In

    1947, when

    we first arrived in

    Aparri, we found about 10 churches in

    the Cagayan Valley, and only one

    well-trained preacher who was giving

    anything

    like full

    time to the work.

    Bro. Faustino Peneyra was that man.

    He had stood firm all through the

    years on New Testament Christianity,

    and was the one responsible for the

    fact that we had any churches at all

    in

    tha t

    a rea . After th e es tab l ishment of

    the Aparri Bible Seminary in 1952,

    preachers

    began

    to go out from that

    insti tution

    to

    wi n souls

    to

    Chris t and

    establish new churches. By January

    1958,

    just

    short ly a fter

    our

    return to

    the Phi lipp ines from

    our

    second fur

    lough,

    the number

    of

    churches had

    increased

    to 30. In

    the

    past

    four

    years

    1958

    to

    1962

    th e number of

    churches h a s doub led

    to

    a t o t a l

    o f

    60. In these same four years, more

    than 1,000

    souls were won to Christ.

    The reason for

    this

    comparatively

    rapid increase in th e

    number

    of

    churches during

    the

    past four

    years

    l i e s in

    th e

    f a c t

    t h a t workers are

    constantly coming out

    of

    the Seminary

    into fulltime evangelistic work and

    are getting into every part of the

    Cagayan Valley preaching the Gospel.

    Where diere was really only one

    preacher

    in

    1947,

    there ar e

    now

    about

    30

    preachers

    in this

    area. T his

    fact

    is

    what accounts

    for

    the

    growth.

    are confident that the

    evangelistic

    work will continue to expand as even

    more workers come out

    of the

    Seminary

    in coming years.

    During the past five years, con

    ferences

    on

    evangelism

    were held

    at

    least

    once

    a year

    and

    sometimes

    twice

    each

    year. These

    conferences were

    confined to

    the

    preachers

    as

    a

    general

    rule,

    and

    pertinent subjects were

    discussed

    during each conference

    conce rn ing the peculiar problems

    of

    th e work

    in

    ou r

    area.

    Each summer,

    teams of

    experienced preachers

    and

    s tudent preachers

    were organized

    for

    the purposeof getting

    into every

    church

    in the area, if possible, for Bible

    institutes,

    personal evangelism,

    and

    evangelistic meetings. One such cam

    paign

    was

    planned for

    the summer

    months of 1962 with 14 teams of

    preachers engaged in it . These usually

    result in many s oul s being won to

    Christ, several new churches being

    established, and new work being

    opened in several

    places.

    Anotherbig help in

    this evangelistic

    effort through the years

    ha s

    been the

    work of the girls of the Seminary in

    their DVBS work throughout the

    valley.

    The girls usually teach nearly 1,500

    children

    each

    summer.

    These

    schools

    open hundreds

    of

    homes to preachers

    and give them a sympa theti c hea ring

    which

    they

    might

    no t

    have if it were

    not for the work of the young women

    who sacrifice much to go

    into

    remote

    and sometimes dangerous areas to

    reach chi ldren for Christ . hope to

    improve

    this part

    of

    ou r work to make

    it

    a more

    effective

    tool for evangelism.

    These fai thful workers in

    evange

    lism in the Philippines are receiving

    some help

    from

    the

    churches

    in the

    United States. They

    do

    no t

    receive

    what

    anyone

    could

    call a salary,

    bu t just

    enough help to keep them on

    the field preaching Christ.

    will

    appreciate your gifts for this great

    evangelistic

    work

    that

    continues even

    as

    we are in the States for

    furlough.

    APARRI BIBLE SEAAINARY

    The Aparri Bible Seminary ABS

    was

    established

    in

    1952

    under the

    lead ers hip o f Charles Selby . Norva l

    Campbell came in 1953 and

    helped

    in

    setting

    up a four-year program of

    instruction, patterned after

    Bible

    seminaries in the States. The largest

    enrollment

    was in

    1955- 56 , w id i

    72

    enrolled from

    al l

    the provinces

    of

    northern Luzon. When the Campbells

    began the Philippine Bible Seminary

    in western

    Luzon,

    enrollment in ABS

    dropped temporarily

    because

    students

    from

    that area

    had come

    across

    th e

    m o u n t a i n s to e n r o l l T h e

    number

    o f

    students was about

    35

    in

    1957, the

    year we returned from ou r second

    furlough. It ha s gradually

    increased,

    to 70 in i960,

    and

    60 in I96I. In

    March, 1962, there were 10 young

    people

    who

    graduated,

    having com

    pleted

    four

    years

    of study in the Bible

    and r e la te d c o u rs e s

    of graduates is now 35, and nearly all

    of

    diese are

    working full time in the

    Lord s

    Lopez.

    Other

    faculty members

    Aguas.

    A kindergar ten was added to the

    program of the Seminary in January,

    1962.

    This

    kindergarten

    is

    designed

    to give pract ical training to the girls

    studying

    in the Christian

    Education

    department

    of

    the Seminary. These

    girls will be required to

    teach

    a

    c e r t a i n number of hours in

    t he k in de r

    garten

    before they will be given their

    c e r t i f i c a t e s

    in

    Ch r i st i a n

    Educa t ion .

    We

    a re sure

    that this kindergarten will

    bring benefits in other ways

    also.

    APARRI CHRISTIAN SUPPLEMENT

    SCHOOLS

    A great deal of interest has beenmanifested concerning the proposeed Christian High

    Schools

    in the Cagayon

    Valley.We have spent the past several months speaking concerning this project, but have made no special effort

    to raise the funds that will permit us to go ahead with it. The purpose for establishing these schools and the im

    portant results to be obtained from them have been set for th on the back page of the enclosed

    Furlough Issue

    of the

    APARRI

    CHRISTIAN. A more detailed estimate has been made concerning the cost of gett ing this

    land

    clear of all debt. It is now apparent tha t it will take about 10,000 to clear the 250 acres of

    land

    of all mortgages,

    take care of future expenses for surveys, titles, etc., and to pay for basic equipment (tractor, plow, etc.,) needed

    to

    farm the

    land. This 250 acres is located in

    the

    municipality of Pamplona in Western Cagayan.

    The other 100 acre tract is located in the muincipality of Baggao, Cagayan, about 50

    mUes

    southeast of Apar-

    ri. An estimated

    2 500

    will be needed to clear it of mortgages, back taxes and expenses for surveys, titles, etc.

    Therefore a total of approximately 12,500 will give us 250 acres in Pamplona, and 100 acres in Baggao,

    and

    one

    tractor and

    basic equipment to begin tilling

    the

    land.

    There is stiU

    the

    possibility of obtaining the additional 400 acrees in Baggao

    at

    approximately 70.00

    an

    acre.

    The

    original estimate of 60.00

    pe r

    acre made

    in

    the

    APARRI

    CHRISTIAN was based on

    an

    expected ex

    change

    rate

    of 4 pescos to 1.00.

    It

    now seems

    that the

    fluctuating

    rate

    of exchange will level off

    at

    about 3.50

    pescos to 1.00). This land, which lies adjacent to the 100 acres mentioned above, is very fertile, and most of it is

    level and under

    cultivation.

    SUGGESTIONS

    FOR

    ACQUIRING THE NEEDED

    FUNDS

    FOR THE HIGH

    SCHOOLS

    Several suggestions have been made by preachers

    and

    elders of various congregations throughout

    the

    United

    States, for raising the money needed to get this project

    under

    way

    and

    bringing it to an operational basis. I would

    like to share some of these suggestions with you with

    the

    hope

    that

    many of

    you

    will be challenged to help in

    the

    raising of these funds.

    1. One group of preachers and elders suggested

    that the

    four or five congregations

    in

    their particular area

    take as a project among them the raising of 1,000. This would be a good project for groups of Churches in other

    2. Others have suggested that individuals or Churches or groups within Churches could take as projects the

    buying of one or more acres

    at

    70.00

    an

    acre.

    3. Another has suggested our borrowing money from Christian people

    at

    a low rate of interest or no interest

    and paying

    it back over a period of years as as we

    are able

    to raise money

    for

    it.

    4. One business

    man

    has stated

    that

    he will personally borrow 1,000 from

    the bank and pay it

    back over a

    period of time,

    and

    will

    try

    to interest others in doing

    th e

    same thing. It has been suggested that Churches might

    be will ing to do the same thing.

    These are only suggestions made by others and passed along to you. Gifts of any size designated for

    Christ

    ian High Schoolsin the Philippines* will be gratfully received and placed in a special fund to be used to get this

    most

    Sid and Marjorie Boudreaux of Houston, Texas, are pr ep ar in g to go to the Philippines to join us in the work

    there. Si d is a

    graduate

    of the University of Houston with a degree in Agronomy. At p re se nt he is

    in

    charge of

    th e

    laboratory of a large feed mill in Houston where it is his responsibility to test the protein content, etc., of the feed

    used

    an d

    produced by the company. This experience will be invaluable to the proposed work of the Christian High

    Schools. He has had studies in farm management and administration. His minor in college was in animal husban

    dr y

    which will also be invaluable to the work in these schools. I t is important that we get Si d to

    th e

    Philippines

    just

    as quickly as possible since he will play a key

    part

    in getting these schools underway. Marjorie is

    th e

    youngest

    sister of Roberta. She has

    ha d

    three years in Ozark Bible College,

    an d

    has recently been doing some wri ti ng

    fo r

    Standard Publishing Bible School materials. This experience will be helpful in our own p ri nt in g work in th e

    Philippines. This couple is ready. The Boudreauxs have four children. Living-link support is needed for this fam

    ily now. We would be so happy to hear from Churches who want living-link missionaries. This couple will make a

    great contribution to the

    Lord s

    work in the Philippines for many ye ars to come.

    N EW S FB OM THE

    FIELD

    The work continues in the Cagayan Valley during our absence. Ronnie and Jeannie Hoffman are doing a very

    fine job of leading in the seminary and evangelistic work while we are gone,

    and

    supervising the mission work in

    general. Ronnie has visited someof the Churches and has even done some speaking to them in the Ilocano dialect.

    Brother Laureano Lopez, Bro. William Bagain, Bro. Paustino Peneyra, Mrs. Bsperanza Aguas and Mrs. Lopez are

    helping them in the Seminary. It is a big responsibility

    an d

    we are thankful they have these capable Filipino work

    ers to help. Not m uc h

    we hope to be able to get much more done in that

    back.

    Reports from several of the evangelists in the field indicate

    that

    they are working and keeping

    b u ^

    preaching

    the Gospel in many different places. They have reported a number of baptisms, bu t we don t know the exact num

    ber since we haven t heard from all of them. Also we know 3 or 4 Churches

    that

    have been newly organized since

    we l ef t t he field last M ar ch . A very suc ces sf ul c am p was h el d

    has been a good one, also.

    It

    is always a joy to come home to the U.S.

    friends.

    Bu t

    it seems that

    th e

    missionary family is separated more

    during

    this year than wh en on

    the

    field. Charles ha s t ra ve le d alone m uc h of

    this year while the boys and I have been in Fairfield, Nebr., where they are enrolled in school obby is in the

    7th grade and on the honor roll), Rickyis a freshman and Lloyd a jimior in high school They ve had adjust

    ments to make but are getting along fine. Ricky is taking piano lessonsand learning to play the alto horn for band.

    Lloyd plays the bass drum in band, and both are in the mixed chorus. They are also active in youth work at

    C h u r c h .

    We are making pla ns to return to the Philippines in the spring shortly

    after

    the boys are out of school Pr o

    bably Lloyd wi remain in the States to finish his last year of high school, an d of course this is something we aren t

    looking forward to. We have enrolled Ric^ in Faith Academy in Manila, where they will be boarding students.

    This is a school especially for missionary children. We do a^ for your pra ye rs as we face these separations from

    our children. Especially pray for the boysthat they wi remain faithful to Christ, as they have been taught.

    Seminary is

    the

    students on

    week ends during

    the

    school

    year when they

    are

    ou t in

    numerous places the

    boys preaching

    and

    the girls

    teaching

    house

    and

    the

    hoped to be

    able

    purchase land

    north of our house; but upon investiga

    t ion found

    we had been

    led

    to believe,

    but

    was

    tied up in an estate. In 1959 we were

    able to purchase an even larger piece

    of property about one block north on

    th e same street, and

    here we

    erected

    a

    boys

    dormitory

    that

    same year.

    There

    is room on this property for more

    buildings

    when we are able to build

    them. e bought the Campbell

    house

    from

    them;

    and, in

    1958, rebuilt it

    into a

    building

    twice

    as

    large now

    X 24 ). This makes a very

    adequate

    Seminary building for our present needs.

    In i960 the garage just back of the

    Seminary bui ld ing was

    converted

    into

    a dining hall for students, and a

    ki tchen

    and re s t rooms

    were added.

    The

    most recent building

    constructed

    was a

    garage and workshop

    back of the

    Selby

    house.

    It was

    necessary

    to borrow money

    for the purchase and conversion of the

    Campbell

    house, and

    for

    th e

    construc

    tion of th e

    boys

    dormitory building.

    Some of this debt has been repaid,

    bu t

    an indebtedness of about 3,800

    remains.

    Aparri Bible Seminary Building

    CHRISTIAN

    CAMP

    The Chr is tian

    Youth

    Camp,

    begun

    in 1955 has been very successful. It

    is held for

    one

    week in April on the

    Seminary campus, and

    attracts

    young

    people from

    al l

    over

    the Cagayan

    Valley.

    In 1961

    there

    were 85

    campers

    enrolled. Many of the

    campers are

    Seminary students,

    and

    many

    are

    high-

    school-age

    young

    people

    who

    become

    Chr i s t i ans o r b ec om e in te res ted

    i n

    the

    Seminary through the camp. We hope to

    expand this program also upon our

    return,

    holding camps for var ious age

    groups, in more places, thus

    reaching

    more

    young people

    for

    Christ.

    One of the most

    effective

    ways of

    reach ing people

    for Christ is in the

    printing of tracts and papers.

    The

    Multilith

    Offset Press has

    been

    used

    in die printing and re-printing of

    about

    15

    tracts

    in the past five

    years,

    and

    in

    the print ing

    of a

    quarterly

    Ilocano

    paper. It

    is also

    used for printing

    posters , school

    papers and programs

    certificates

    for baptism DVBS and

    camp

    and

    in various other

    ways.

    SCHOOLS

    One of the important goals of the

    work in the Cagayan Valley

    is

    die

    establishment of Christian high

    schools. There are several good

    reasons

    fo r the

    es tabl ishment

    of

    such

    schools . Many thousands of Fil ipino

    young people do not have an oppor

    tunity

    to go to high

    school

    because

    it

    is necessary to pay tuition in

    al l

    Filipino high schools . A great portion

    of the people in die Cagayan Valley

    simply

    cannot

    afford to

    send their

    chi ldren to high school.

    are living

    in a farming

    a rea, and

    the farmers

    of

    the Philippines are among the poorest

    people

    there.

    It

    is

    our plan to establish high

    schools in

    rural

    areas

    where we can

    secure

    enough land to enable the

    s tudents to

    work

    th at land and earn

    their

    way through high school.

    There

    are

    several

    advantages

    that

    can be

    gained

    through

    this

    plan.

    1. Most

    of

    the students coming to

    these

    high

    schools

    would

    no t

    be

    Christians. Thu s, e ac h student

    would

    be an

    evangelistic

    opportunity. Not

    only would

    each

    of these non-Christian

    students

    be an

    evangelistic

    opportunity,

    bu t ea ch

    home

    and each vil lage

    from

    which they come could become an

    evangelistic

    opportunity. We

    are

    con

    fident diat our

    evangelistic work

    would be

    tripled

    if we can

    realize

    this

    goal.

    2. Dai ly Bibl e

    classes

    would be

    taught in these schools to all of

    students

    enrolled,

    and we a re cer ta in

    tha t each

    become a

    feeder

    for the Seminary. At the

    present time,

    we are

    forced

    to

    accept

    non-h igh-school graduates in the

    Aparri Bible Seminary. If we had

    these high schools, we would never

    have

    to

    accept

    anodier non-high-school

    graduate

    in

    the

    Seminary. We cou ld

    just tell them,

    There

    is a high

    school

    where you

    can earn

    your way dirough

    school. Complete

    your high

    school

    and then come to the Seminary. They

    would be

    getting

    a good

    basic Bible

    knowledge during their high school

    training, and thus be much

    better

    prepared for entering the Seminary.

    3. The Cagayan

    Valley

    is one

    of

    the

    most

    promising

    agricultural areas

    of

    the

    Philippines.

    Most

    of the

    churches

    in the Cagayan Valley are located in

    farming villages. One of our primary

    goals

    in difs'-area

    is

    to bring

    die

    Philippine churches

    to the

    place

    where

    they can support dieir own preachers,

    as well as the Seminary and th e other

    work

    of

    the

    area.

    In

    diese

    proposed

    high

    schools,

    the

    students

    will be

    learning

    modem

    agricultural mediods,

    and

    thus

    w il l be able

    to farm more

    land and

    do a

    better job

    of

    i t

    than

    their

    fathers now do.

    As

    it is now,

    most of

    the

    farmers

    are sti l l

    working

    with the

    carabao (water-buffalo) and

    a

    plow that is sometimes nothing more

    than

    a stick in the ground. One man,

    under

    present

    conditions, can farm

    only about eight or ten acres, hardly

    enough to feed

    hi s

    family. If these

    young church members leara how to

    us e

    modem equipment along with

    better

    methods,

    they

    will

    soon improve

    their

    economic

    conditions

    drastically,

    and will then become able to support

    their

    own

    preachers.

    Seminaries and

    evangelistic

    work at home and abroad.

    We believe that t he Lord is leading

    us in this direction. About

    50

    acres

    of

    land

    in two

    different

    spots

    have

    a lready been acqui red. Both

    of these

    areas were owned by men who are

    members of th e c hu rc h. he land was

    mortgaged and, being unable to make

    the required payments on

    their

    loans,

    they were threatened with foreclosure.

    They

    asked

    me for

    help

    in

    saving

    the

    land, and

    said

    they would

    donate

    the

    land

    fo r th e work o f th e

    Lord .

    We

    have

    title to about 50

    acres

    in on e

    area,

    and

    with a

    re la tively small

    sum

    can

    get t it le

    to around 200 more

    acres

    in

    that same area. It

    might

    take

    around

    2,000 to

    get

    clear

    titles

    to al l of

    this 250 acres in that on e area.

    This

    would include taking care of present

    i ndeb tednes s, s urveys ,

    inspections

    It will

    cost

    us very

    little

    for buildings to begin with. In the

    Philippines,

    them as the farms begin to pay. Your
