Strong global need to impart ICT skills to teachers,

No agreement on “what” ICT skills are needed?

No universally-recognized certification for ICT skills for teachers and no universal assessment tools,

No framework to update teacher training programmes to reflect fast moving changes in technology.

To constitute a common core skill matrix that professional development providers can use to develop or review learning materials that are sharable at a global level.

To provide a basic set of qualifications that allows teachers to integrate ICT into their teaching, to advance student learning, and to improve other professional duties.

To extend teachers’ professional development so as to advance their skills in pedagogy, collaboration, and school innovation using ICT.

To harmonize different views and vocabulary regarding the uses of ICT in teacher education.
