THE SELMA BORCHARDT COLLECTION 89 Linear Feet Processed: March, 1971 Accession No. 357 The papers of Selma Borchardt were deposited with the Archives of Labor History and Urban Affairs in September, 1969 by Louis Camera. Selma Borchardt was born in Washington, D.C. on December 1, 1895. She died on January 31, 1968. She received a B.S. in Education from Syracuse University in 1919, and an A.B. in 1922. In 1937, she received an M.A. from Catholic University, and later, she completed all the requirements for a Ph.D., except a publication of a dissertation. She also received a law degree from the Washington College of Law in 1933. After teaching and supervising schools in Montgomery County, Maryland, 1919-1921, Miss Borchardt became the legislative representative and a vice president of the American Federation of Teachers in 1924. She retained these positions until 1935, and in 1942 she regained them and kept them until she retired in 1962. She also served as chairwoman of the International Relations Committee. From 1929-1955, she was secretary of the AFL Education Committee. In 1927, Miss Borchardt became a director of the World Federation of Education Associations, a world-wide organization established in 1921 to promote peace and good will among educators of all nations. During the twenty-five years of its existence, it sponsored several international education conferences. When the World Federation of Education Associations became defunct in 1946, Miss Borchardt was on the committee for the establishment of its successor, the Institute of World Studies, a non-profit organization which sponsored educational institutes in England, France, Switzerland, Denmark and Holland. Besides participating in the AFT and the WFEA, Miss Borchardt was a member of the National Youth Administration, 1934-1944, and of the U.S. National Committee on UNESCO, 1946-1952. She was a delegate to the White House Conferences on Children and Youth in 1930, 1940 and 1950, and she was a delegate to the White House Conference on Education, 1955. She was a member of the U.S. Office of Education Wartime Commission, 1941, and when it was dissolved, she was placed on a smaller committee to supervise the operation of the High School Victory Corps, 1941-1943. Miss Borchardt was secretary of the Education Committee of the Washington Central Labor Union, and the director of the Washington Self-Help Exchange, 1936-1941. In 1934, she was admitted to the D.C. bar, and in 1944, she was admitted to the U.S. Supreme Court bar. This Collection covers the period from 1911-1967. Most of the records cover the period from 1922-1962.

The papers of Selma Borchardt were deposited with the Archives ofLabor History and Urban Affairs in September, 1969 by Louis Camera.

Selma Borchardt was born in Washington, D.C. on December 1, 1895.She died on January 31, 1968. She received a B.S. in Education fromSyracuse University in 1919, and an A.B. in 1922. In 1937, shereceived an M.A. from Catholic University, and later, she completedall the requirements for a Ph.D., except a publication of a dissertation.She also received a law degree from the Washington College of Law in1933.

After teaching and supervising schools in Montgomery County, Maryland,1919-1921, Miss Borchardt became the legislative representative anda vice president of the American Federation of Teachers in 1924.She retained these positions until 1935, and in 1942 she regainedthem and kept them until she retired in 1962. She also served aschairwoman of the International Relations Committee. From 1929-1955,she was secretary of the AFL Education Committee.

In 1927, Miss Borchardt became a director of the World Federation ofEducation Associations, a world-wide organization established in1921 to promote peace and good will among educators of all nations.During the twenty-five years of its existence, it sponsored severalinternational education conferences. The records of this sub-series pertain to board of directorsmeetings and conferences. The WFEA did not hold any conferencesafter 1942, and the minutes of board of directors meetings after1941 are missing.

The records of this sub-series are divided into two sections -board of directors and conferences. Most of the records of sectionone pertain to board of directors meetings which were not held duringconferences. Also included in this section is a minute book whichgives most of the minutes of the board of directors meetings,including those which met during the conferences. Other recordspertaining to the board of directors meetings during the conferencesare filed in section two of this sub-series. Besides listing thename of the conference, the folders containing records of the boardof directors, are labeled "Board of Directors Meetings" and areplaced at the beginning of the folders for each conference. Therecords of section two pertain to conferences and include board of

To implement the major purpose for which the WFEA was established,Raphael Herman, following the World Conference on Education in1923, offered a $25,000 prize for a plan to develop a spirit ofgood will among nations. David Starr Jordan prepared the planwhich was adopted. He recommended that the WFEA make studies ofmatters pertinent to world amity through the operation of committeeson education for peace which would make reports at the conferencesof the WFEA. The records of this sub-series pertain to the peaceplans of the Federation. They are arranged alphabetically.Additional material on this subject may be found in 2C, Conferences.

Much of the material in this sub-series consists of official reportsto and from the president. These records are important nationaloffice records which were mimeographed and sent to Selma Borchardtand other officers. Since the national office was decentralizedand coordinated by the secretary-treasurer in Chicago, much of thereal business was done in Washington.

It is important to note that there are many letters from the nationaloffice in sub-series 4A and sub-series 4G. The records of sub-series.4B are arranged chronologically.

The records of this sub-series are divided into two major sections -Washington Trade Union College and Washington Teachers Union. TheWashington Trade Union College was established in 1919 by the tradeunions of Washington D.C. The records of the Washington Trade UnionCollege in this collection were created by Mary Dent who wassecretary-treasurer of the College. They cover the period from1919-1924 and are arranged chronologically. There are also fourfolders on workers education, 1926-1950 in sub-series 4L.

The Washington Teachers Union was established in 1916 with the creationof four local unions affiliated with the American Federation of Teachers -Local 8 for white high school teachers, Local 16 for white elementaryteachers, Local 27 for black teachers, and Local 98 for white principals.In 1925, Local 16 went out of existence when it merged with Local 8.In 1953, Locals 8 and 27 merged to become Local 6. There are norecords in this collection pertaining to Local 98 and there is onlyone folder of records pertaining to Local 27. The records of thissection are divided into four catagories (1) Locals 8 and 16, 1916-1924(2) Local 8, 1925-1941 (3) Local 6, 1953-1965 and (4) legislationpertaining to the Washington Public Schools. The first threecategories are arranged chronologically. The last category is arrangedalphabetically. The records of the second category reflect the admin-istration of Mary Dent who was elected president of Local 8 in 1926.

The following index includes some (not all) of the correspondents in thiscollection. Not every letter of the persons listed is neccesarily noted.Selma Borchardt, who because of her position is responsible for apreponderant amount of the correspondence, is omitted from this index. Someof the correspondence consists of copies of letters sent to third parties-persons other than Miss Borchardt. Such letters are indexed, but at all timesthe names listed refer to the persons who wrote the letters.Many of the letters indexed are mimeographed or are important form letterswhich were mailed to Miss Borchardt from other offices of the AmericanFederation of Teachers. Since the national office was decentralized andcoordinated by the Secretary-Treasurer in Chicago and much of the realbusiness was transacted in Washington, Miss Borchardt received many suchletters. Since many of the letters indexed do not contain actual handwrittensignatures, some may be copies or some may be drafts written by Miss Borchardtfor the signature of the person listed in the index.

The index is arranged alphabetically by surnames of correspondents. Becausethis collection covers such a long time period (1922-1962), the dates (yearonly) of the letters appear in the index. The first number signifies the boxnumber. The number after the colon indicates the folder in which the lettersare located. In cases where there are preponderant amounts of correspondencein several folders which list the name of persons indexed, the box is listedafter the title of his position. For example J. W. Crabtree was MembershipSecretary of the World Federation of Teachers Associations, and many of hisletters are in box 32 in folders labeled Crabreee, J. W. and in box 38 infolders labeled Monroe-Crabtree. In such cases these box numbers appear in theindex directly after the title of his position. In cases where there areletters from persons indexed in three or more consecutive folders which arelisted by date or some other title, the word "to" is inserted between thefirst and last folder entries in the index. For example, there are letterswritten by Mr. Crabtree in box 35 in folders 14, 15, 16, 17, 18, 19 and 20.This fact is listed in the index as 35:14 to 35:20.
