Purpose of Grant Funds

To combat gang violence through:

Coordinated programs for prevention and intervention

Coordinated law enforcement efforts

Focused prosecutions

Community mobilization

Legislative Requirements

Funds are one-time grants and will not annualize in fiscal year 2015

Administrative costs for the grant may not exceed 3% of the grant award

No funds may be expended on food or beverages

No awards can be made to the MA Department of State Police

Details for Applicants

$6.7 million in grant funds are available for the Shannon CSI grant program through this AGF

Competitive grant program; EOPSS may award full, partial, or no funding

Only one application per municipality will be considered. Municipal CEO is encouraged to sign off to demonstrate executive leadership

Funds will be distributed by the lead fiscal agent to agencies within the municipality or partner municipalities

Applicant Eligibility

Applicants that received a Shannon CSI award in 2013 are eligible to apply for up to 110% of their SFY13 award

Applicants that did not receive a Shannon CSI award in 2013 are eligible to apply for the amount of $100,000.00

Taunton and Pittsfield sites (if applying) must submit budgets for $100,000.00

Specifically, for those communities which experienced a spike in violence between April 1, 2013 and August 31, 2013, please provide a detailed narrative as to how Shannon funds allowed you to address the increase in violence.

If funds were re-directed to address this issue, what, if any impact did that have on the overall project.

New for SFY14:Identify how your site will identify community resources and potential collaborations that will be utilized to address the gang/youth violence problems and gaps in services identified in the previous section.

Indicate if your steering committee includes participation from the local schools. If it does not, briefly explain why

During the SFY14 project period all sites are expected to reach out to public schools within your community(ies) in an effort to build collaboration around the important work of this project.

For each city that receives funding to address youth violence through additional federal and/or state funded grant programs:

Identify how Shannon CSI funding will differentiate from those other resources

Explain how programming offered through those resources will interact with, enhance, or complement programming delivered through Shannon CSI

Describe the effectiveness of programs and activities funded previously through Shannon CSI, and how this year’s award will continue, compliment or change the scope of services offered.

Provide a brief description of how your site could potentially sustain your gang/youth violence strategies programmatically and financially in the future.

Where possible, support your programs/activities with statistical or other factual information, data from evaluations, or relevant literature.

Program Budget and Budget Narrative

1.Describe how the budget line items link to the proposed strategy.

2.Balance allocations across participating stakeholders (Explanation is required if more than 33% of grant funding is proposed for a single organization and/or purpose area)

3.Authorizing legislation includes language that indicates that preference will be given to applicants that submit a written match commitment of 25% - if providing match, please include it in both budget documents.

4.All sites requesting fringe or indirect must provide supporting documentation with an approved rate (Note: if a partner agencies is budgeting for fringe and or indirect it is the responsibility of the site to check for appropriate documentation)

5.Provide one excel spreadsheet provided for site and partners and individual budget narratives provided for each site and partner agency

Other budgetary notes:

1.Agencies wishing to offer incentives must include terms of participation and monitoring in original budget proposal

2.Travel is allowed in-state only – you must follow your agency’s travel policy for mileage reimbursement however it can’t exceed the state rate which is currently $0.45/mile

3.No grant funds may be spent for out-of-state conference fees, out-of-state travel, or out-of-state lodging without prior written approval from OGR.

4.Amendments to your proposed budget will require: a formal budget amendment request showing how funds will be moved

and a narrative of proposed changes

EOPSS Grant Conditions

Participation in information sharing meetings

All sites must maintain a steering committee and identify a program director

Site program managers shall distribute a list of agencies funded and their respective funding allocations to the Shannon CSI steering committee

All sites and agencies receiving funding shall submit timely progress and financial reports to EOPSS

EOPSS Grant Conditions

All cities receiving Shannon CSI funding must submit NIBRS (or UCR and proxy data) crime data to the Massachusetts State Police Crime Reporting Unit on a monthly basis

All cities receiving Shannon CSI funding (and maintain a juvenile lockup) must submit monthly juvenile lock-up data too

New for SFY 14: Certification of Compliance with Submission of

Crime Reporting Data :Applicants that received a Shannon CSI award in 2013 must include a letter from each partnering police department attesting that the department has submitted crime data from through August 31, 2013. If the data has not been submitted through August 31, 2013, the letter should indicate a plan for the department(s) to submit the data no later than December 31,2013. Furthermore, once 2014 awards are made, departments must maintain compliance with the requirement to continue to submit data. Refer to Attachment E for more information. Applicants that did not receive a Shannon CSI award in 2013 must include a letter from each partnering police department expected to receive 2014 Shannon funds certifying that the department has submitted crime data through August 31, 2013. If the data has not been submitted through August 31, 2013, the letter should indicate a plan for the department(s) to submit the data no later than December 31,2013. Furthermore, once 2014 awards are made, departments must maintain compliance with the requirement to continue to submit data. Refer to Attachment E for more information.

• It is the responsibility of the sub-recipient to report alleged Waste, Fraud or Abuse including any alleged violations, serious irregularities, sensitive issues or overt or covert acts involving the use of public funds in a manner not consistent with related laws and regulations, appropriate guidelines for purposes of the grant. Reports should be made to the Offices of the Massachusetts Inspector General or State Auditor.

Risk Index Ranking Various data sources: NIBRS (proxy data for non-NIBRS

reporters), juvenile and adult court and probation data, Census Bureau and DYS data.
