CA N B E R R A, 16 Nov—Austral ia Mondaydefended plans for a national broadband networkafter the OECD raised questions over its cost-effectiveness and said it might stifle innovation.

The National Broadband Network (NBN),which will be rolled out by a governmentcorporation and will connect 93 percent of thecountry’s population, has been described asAustralia’s biggest ever infrastructure project.

“While establishing a monopoly in this waywould protect the viability of the government’sinvestment project, it may not be optimal for costefficiency and innovation,” the Organisation forEconomic Co-operation and Development (OECD)warned in a report, which groups the world’s topeconomies.

Communications Minister Stephen Conroy saidthe government had spent 25 million dollars (24.7million US) on an implementation study thatshowed the scheme was financially viable andcould deliver fast, affordable Internet, boostingthe economy.

“If you read the entire OECD report it clearlyshows that there are significant productivity gainsto be made from going ahead with the NationalBroadband Network,” Conroy told reporters.

Conroy said i t had always been thegovernment’s objective to establish a “wholesale-only, open-access monopoly” becauseinfrastructure competition in the telecoms sectorhad historically “failed to deliver”. He added thatthe government planned eventually to sell sharesin NBN.—Internet

Author JamesPainter concluded that“science was under-reported” as the essentialbackdrop to the dramawhen about 120 worldleaders met inCopenhagen but failed toagree a binding treaty toslow climate change.

Much coverage fromCopenhagen insteadfocused on hacked e-mails from a Britishuniversity that somesceptics took as evidenceof efforts by scientists toignore dissenting views. The scientists involvedhave since been clearedof wrongdoing.

Canada to unveil investmentguidelines post-Potash

YOKOHAMA, 16 Nov— Canada, which stunnedmarkets by blocking a bid from Anglo-Australianfirm BHP Billiton for Potash Corp, will soon revealwhat kind of foreign investment it finds acceptable,Prime Minister Stephen Harper said on Sunday.

The government blocked the hostile 39 billionUS dollars takeover on 3 November on the grounds itwas not of net benefit to Canada. Harper had beenunder huge pressure from political allies, who saidpotash which is used to make fertilizer — was astrategic resource and should remain in Canadianhands.

The move prompted concerns Ottawa wasreneging on promises to fight protectionism andmight effectively be creating a list of strategic firmssuch as BlackBerry maker Research in Motion thatcould not be taken over by foreigners. The InvestmentCanada Act which regulates foreign takeoversstipulated that BHP had 30 days from on 3 Novemberto submit a modified bid but few political observersbelieve the Harper administration will change itsmind.

“When the (30-day) period expires thegovernment will be in a position not only to givereasons for the decision but to give broader guidanceto the investment community on the kind of foreigninvestment it is and is not seeking within Canada,” hetold reporters after a summit of Asia-Pacific leaders.

Fishermen haul out tuna after a catch.INTERNET

PARIS, 16 Nov—Nations gather this week todecide how many Atlantic bluefin tuna they canextract from the sea without destroying the multi-billion dollar business that keeps Japan supplied ingourmet sushi and sashimi.

The highly charged debate pits dug-in economicinterests against mounting concern that thegleaming, fatty fish is teetering close to the edge ofviability.

Industrial-scale fishing in the Mediterraneanand eastern Atlantic over the last four decades hasdepleted stocks by 85 percent, scientists say.

The reason is not hard to find: a single specimenof Thunnus thynnus, which can grow to two metres(six feet) and weigh 400 kilos (900 pounds), canfetch over 100,000 euros (137,00 dollars) inJapanese wholesale markets.

Conservationists warn that stocks will collapseunless the International Commission for theConservation of Atlantic Tunas (ICCAT), meetingin Paris for ten days from Wednesday, suspends orsharply reduces catches long enough for the speciesto recover.—Internet

THE NEW LIGHT OF MYANMAR Wednesday, 17 November, 2010 11

LONDON , 16 Nov — One of the widest-ranging research projects on familylife conducted in Britain has revealed that the fewer siblings children have, the happier they are — and that only children are the most contented. Thefindings suggest that “sibling bullying” could be part of the problem, with 31per cent of children saying they are hit, kicked or pushed by a brother or sister“quite a lot” or “a lot”. Others complain of belongings being stolen by siblingsand being called hurtful names.

The figures are the first to emerge from Understanding Society, a studytracking the lives of 100,000 people in 40,000 UK households. The findingsare based on 2,500 questionnaires, analysed by Gundi Knies at the Universityof Essex, where the study is based. She suggested that factors such ascompetition for the parents’ attention or the fact that toys, sweets or spaceneed to be shared could be to blame.

Ms Knies also pointed to other data within the study: 29.5 per cent ofteenagers complain of being called “nasty names” by brothers or sisters “quitea lot” or “a lot”, while 17.6 per cent say they have their belongings taken.Professor Dieter Wolke of the University of Warwick, who carried out thework on tensions between siblings, said: “More than half of all siblings (54per cent) were involved in bullying in one form or the other.” Although thereis also evidence that points to siblings supporting each other, he warned thatchildren who face bullying were particularly vulnerable to behaviour problemsand unhappiness.

Sea level rise threatens Alexandria, Nile Delta

BEIJING, 16 Nov—A new 1970s-style fashionmuse, who means business during the day but candisco the night away, dominated the recent runwaytrends in the world’s fashion capitals, Shanghai.Gone from the spring 2011 collections previewedin New York, London, Paris and Milan was theaggressive, tough woman that designers had sentout to do battle with the recession. But, it seems, the fashion world is not quite ready to embrace afull, floaty free spirit, either.

The vision falls somewhere in between, whichis the way most people live and dress. Starting thisseason, a movement is afoot toward high-waisted,trouserstyle pants, bow blouses and longerhemlines. The fabric moves away from the bodyinstead of cinching it. Still, you can find skinnyjeans and a short biker jacket if you want them. That will be a harder task in the coming months, and fashion insiders say women are ready for thechange.

With the looser silhouettes, white and tropical-hue colours, and a relaxed vibe, designers wereshowing both an optimist ic at t i tude and awil l ingness to invest in design instead ofgimmicks, they say. “This comes after manyseasons of maximalism and decoration, but no onewants to go back to 1990s minimalism,” saysStefano Tonchi, Editor-In-Chief of W magazine.“This is romantic minimalism.” —Xinhua

WASHINGTON, 16 Nov— For Philippe Auguin, whohas just been named almost simultaneously as musicdirector of both the Washington and Nice operas, distance is no object as there are no national or musicalborders.

“What interests me, is always having newhorizons,” Auguin tsaid after taking up the reins of theWashington National Opera in October, less than amonth after also assuming new duties with the OrchestrePhilharmonique de Nice.

From an early age Auguin showed a passion formusic, and especially the Austrian composers AlbanBerg, Arnold Schoenberg and Anton Webern. He lefthis hometown of Nice to study abroad, first in Viennaand then Florence. “Everything was pushing me toleave France,” said the 49-year-old, now billed as oneof the most sought after conductors of his generation.

And while “Alcina”,composed in 1735, is oneof Handel’s best-lovedoperas, it has never beenperformed before at theprestigious Staatsoper.

Thus, the new staging— by British directorAdrian Noble —represented a veritablerevolution by the house’s

All the morerevolutionary was the factthat the State Opera’s “in-house” orchestra, theVienna Philharmonic, wasnot in the pit, but Frenchperiod-instru-ment band,Les Musiciens du Louvre-Grenoble, under their chiefconductor MarcMinkowski.

NEW YORK, 16 Nov—When an old friend dropsinto your life after 15 years, seeking temporary refugefrom vague, foreign-based dangers, they should atleast have plenty of exotic stories to share.

In that regard, Heidi Schreck has successfullypacked a lot of dramatic tension, some odd tales and afew hints of the supernatural, into her quirky new play“There Are No More Big Secrets,” which openedSunday night for a limited off-Broadway run atRattlestick Playwrights Theater.

Long-married couple Maxine (Christina Kirk) andCharlie (Gibson Frazier) welcome their old friendGabe and his wife into their Port Jervis, NY, home, despite not having heard from him for 16 years. Gabe, played with careless charm by Adam Rothenberg, hasjust returned from Russia with his wife, Russianjournalist Nina (Dagmara Dominczyk,) with whom hehas a 14-year-old daughter.

Nina’s job as a journalist in Russia and Chechnyahas became much too dangerous, and she’s seekingasylum in America to find a quiet life and be near theirdaughter Lana, who attends private school inConnecticut. Gabe also seems to be involved in apossibly shady “export-import” business that he doesn’tlike to discuss.
