Land in Japan is potentially vulnerable against flood.

- 3/4 of property, - half of population, concentrate in the flood region, which corresponds to only 10% of the country area.

Background of Prototyping- Vulnerability against Flood

* lower area than the river water level at the time of a flood.

Chronic inundation above the floor level occurs in 450 cities/towns.

Knowing potential vulnerability of residential area, prior to disaster occurs, will contribute to mitigate the damage of disaster.

Useful data resources of land condition information are dispersed.

• Administrative thematic maps (geomorphological maps) are useful to estimate vulnerability.

• Satellite images are useful to detect changes..

Land Information Provision system to demonstrate the efficiency of utilizing dispersed spatial data via OGC interface.

Background of prototyping - Necessity to bind dispersed Data

Resources

Achievement with prior prototype

Collaboration with outer organization(data holder), Chiba Univ. Built freeware based dispersed OGC server/clients in JAXA and in Chiba Univ.Use case driven.Adopt old and recent Satellite images, land condition map(geomorphological map), etc. Usefulness of WMS is verified by Chiba Univ.

Prototype Revisal

ServiceUse can view- EO images (Base map, Flood image) - Non-EO maps (land condition map, land classification map)- Distribution of the point-data (e.g. flood observed point)- Attiribution of the point-data (explanation about land condition, etc)

Items to be considered further

For further development, items below will be considered.

Information Contents - Attribute description will be refined to share knowledge about the meaning of the data

User I/F - Show recommended layer combinations in Menu - Functions to compare multiple images easily of the same area (- Gazetteer for easier access)

Feedback comment from Chiba Univ. will be taken into the considerin prototyping.

Objectives

Early detection in the East Asia bloc on each themes below.

Verify the usefulness of WMS/WFS systems in cooperation with outer Data-Owner/User agency (MAFF).

Snapshot of the prototype Hotspot Monitoring System in East Asia

By setting the target period long, frequently fire occurring zone can be seen.

Observation time can be quickly acquired from client server according to “End Date” via XML.HTTP.

Latest Date is chosen as a default.(in operational phase)

Customization Example :Date/Time Control is equipped based on the user requirement.

Ongoing Activities

Prototype transfer

JAXA provided source code to MAFF on Hotspot Monitoring Systems.

MAFF is now developing operational routine, to build the link with their own NOAA and MODIS ground system.
