able to do their yard work,such as cutting limbs,raking leaves and pickingup paper, while youngerkids need involvement,said Beyah.

Grin Mayor JoanneTodd announced on
Tuesday, September13, that she and CountyCommissioners ChairmanEddie Freeman, alongwith the city and countymanagers, met to discussthe ormation o anairport authority and haverequested that the cityand county attorneys dratan intergovernmentalagreement orconsideration by bothboards.
The airport authority willconsist o nine members,with two city and twocounty members serving,as well as ve membersappointed by the city andcounty.
Reasons or orming
the authority includethe ability to issuebonds or the airportrelocation costs as well
as providing a neutralpower over the airport,said Todd. Lets just take[the commissioners]personalities out o thedaily running o theairport, she said in aseparate interview.
The agreement would alsoallow the city to annexthe airport property,providing another tax baseor Grin. The city needsthe tax base; weve havegot to build our tax basethrough commercial andindustrial properties, saidCity Commissioner DougHollberg.
Hollberg went on tosay that the city, likethe county, has beeninvesting money in
the airport studies andshould be able to reap thebenets o the airportstax revenue, which couldbe a substantial amounto money due to thepotential or larger jets toland at the new airport.

Grin residents longdissatised with theirmonthly utility bills havetaken to social networkingsites such as Facebookto voice their opinionsand commiserate overwhat they believe to be
unreasonably high rates ornecessary services.
City ocials, however,claim that the ratescharged by Grin Powerand the Public Works andSolid Waste departmentsare commensurate withother municipalities whoprovide such services totheir residents.
Our rates are at least in themedian, i not low range,o other municipalities andGeorgia Power, said GrinCity Manager Kenny Smith.
Data published by theGeorgia Public ServiceCommission (PSC) supportsSmiths assertion, showingthat Grin Power rates allbelow the average cost o52 municipalities statewidethat provide electricity toits residents.
Electric providers set ratesaccording to kilowatt hour(kWh) usage, with tiers at500, 1000, 1,500 and 2,000kWh.
In its most recent ratesurvey conducted inJanuary, the PSC showed
Grin Power residentialcustomers are chargeda lower rate per kilowatthour, regardless o usage.
Grin Power charges 10.7per kWh as opposed tothe average o 10.9946or rst-tier customerswho use less than 500
kWh per billing cycle.Rates or the remainingthree consecutive tierscomparing Grin Powerand the state averagecome in at 9.55 centsversus 9.9087 or 1000kWh; 9.0 versus 9.4276or 1,500 kWh; and 8.725versus 9.1852 or 2,000kWh.
Local rates also come inbelow those o GeorgiaPower, which reportedprices ranging rom 12.288cents or 500 kWh to10.1725 cents or 2,000kWh.

Bill Bosch said a PurchasePower Cost Adjustmentwas implemented this year,but stressed the utilitysrates have not increased inmany years.
Our last rate increase wasback in 1996, Bosch said.
The recent adjustment wasnecessary to account orincreased expenses.
Prior to the adjustment,the price was based on1996 operational costsand expenses, he said.However, this adjustmentresulted in only a one toour percent increase inthe average residentialcustomers bill.
Bosch also stressed theimpact o this summersextreme heat.

said. The main increase
that people saw was interms o usage.
Bosch also addressedanother commoncomplaint the monthly$3.09 customer service ee.
For the most part, that eeis assessed to oset the
costs o having a customerservice department whereyou have a live billingcenter where youre able tocome talk to a live peoplerather than a phone bankor automated computercall center, he said. Thatee also osets the billingand mailing costs. I knowsome people will complainbecause they try to callin and cant get through.What I hope theyll realizeis that were also takingcalls rom 500 othercustomers. While I knowwere not perect, we dotry to serve our customerswell.
Rather than dissatisaction
with any individual citydepartment, Bosch said hebelieves some customersinstead experiencesticker shock due to thetotal costs o all servicescombined, includingelectricity, water and solidwaste collection.
Bosch was correct in thatassessment, as someresidents have, indeed,expressed concern overthose portions o theirbill, particularly the actthat sewerage charges areroutinely higher than thoseo their water usage, andthat wastewater ees areautomatically accessed toeach customer.
Sewerage charges do runapproximately 35 percenthigher than those owater, said Dr. Brant Keller,director o Grins PublicWorks Department.

also provide a portion o itsoperational costs.
The unding is availableannually through theFederal Transit Authority,allocated throughCongressional balancing.Its generally between$150,000 and $180,000,Dukes said. Its kindo been banking atthe Atlanta RegionalCommission, and those arethe unds Im looking atunlocking.
The majority o thesystems capital costscould be drawn rom thoseexisting banked unds,with a 20 percent localunding match required.For uture operationalcosts, the FTA allows a 50-50 split o local and ederaldollars.

The pros andcons o theGeorgia WorksProgram

On Thursday September
8th, President Obama laidout the American Jobs Act,a piece o legislation thathe believes will help lowerthe unemployment ratein America. The jobs billincludes several proposalsincluding public worksprojects, relie or localschool districts, cuts inpayroll taxes or workers,and a jobs trainingprogram that may lookvery amiliar to Georgians.
While giving his speech inIllinois, President Obamalauded Georgia or itsGeorgia Works program. Hecalled it a smart program
at the town hall meetingand one that may be usedas a model i the American
Jobs Act is passed.
The 411: Georgia Workswas implemented in 2003under then Georgia LaborCommissioner, Michael
Thurmond. The programallows unemployedworkers, who are receivingunemployed insurance,to train with participatingcompanies or eight weeks.
Trainees typically clock inabout twenty-our hours aweek and receive a stipendo $240. The company canchoose to hire the traineeater the eight weeks arecompleted. Since 2003,over 32,000 workers and16,000 companies haveparticipated in the GeorgiaWorks program.
Pros of the Georgia WorksProgram: The programallows workers to get on-the-job training while stillcollecting unemploymentinsurance and receivinga stipend. This allows theworker to gain skills they
may not have otherwisegotten and receivingbenets in order to payor consumer goods andservices. It also allowscompanies to assesspotential employees atno cost. I it does hire thetrainee, it will not have topay to urther train theindividual. In 2005, theU.S. Labor Departmentrecognized the program asthe most eective way toget the unemployed backto work.
Cons of the GeorgiaWorks Program: Georgiaocials have reported
that the program hasonly had a 24 percentsuccess rate with around
5,600 employees hired atthe end o their trainingsince its inception. 60percent o trainees ndwork elsewhere ater theireight weeks is completed.Companies also get reetraining at the taxpayersexpense, something manysee as another subsidy.
There are also legalobjections to the program.Critics believe that thetrainees are workers andare entitled to minimumwage under labor laws.

My take: PresidentObama has recognizedthat its going to takesomething big to get thecountrys economy movingorward and I think thatthe program is at least astep in the right direction.Since 2008, the nationalunemployment rate hasbeen stuck above ninepercent and has not seenany sign o improvingwithout intervention.However, with Georgiasunemployment rateranking second worstin the nation and sincethe state has ailed toadd any jobs or 48consecutive months, theprogram will need tobe tweaked to have anysuccess. Labor economistssee the potential in the
program, but in orderto be implemented onmassive scale and to havean eect on the economy,more things will need tobe addressed and moreincentives or hiring willneed to be added. TheWhite House has notnalized any other detailsregarding this job trainingprogram, but somethingtells me well be hearingmore about Georgia Worksin the coming weeks asthe American Jobs Act isdebated in Congress.

The number o persons
aged 65 and over isexpected to double by theyear 2030 and the astestgrowing segment o thepopulation consists opeople who are 85 andolder. Issues o aging,mental disability, andlong-term care will reach acritical point as early as thisyear when the baby boomgeneration rst reachedthe age o retirement.
Most people needinglong-term care also needhelp making personal,medical and nancialdecisions. A proper healthcare proxy and/or power oattorney will recognize the
appointment o alternatedecision-makers, and agood elder law attorneywill help secure thesewritten authorizations.
A good elder law attorneywill also help evaluatethe nancial situation,prepare a realistic andappropriate budget to payor long-term care needs,and, when appropriate,prepare more long-termplanning solutions, suchas qualiying or Medicaidbenets.
According to the Genworth2010 Cost o Care survey,a person aged 75 yearsneeding long-term carein Georgia, or example,
should anticipate paying,on average, around$40,000 per year in homehealth care costs, around$29,000 per year orassisted living acility costs,and around $58,000 peryear or nursing homecosts. Needless to say, thiscan become very expensivevery quickly.
To qualiy or Medicaid,Medicaid recipients mayonly keep a small amounto assets and income. AMedicaid recipient livingalone, in Georgia, maykeep no more than $2,000in non exempt assets andhave no more than $2,022per month in income. Anindividual in a nursinghome or similar institutionis restricted to a personalneeds allowance o $50 permonth. Income includesSocial Security payments,distributions rom IRAs andother retirement accounts,interest and dividends, etc.
As a general rule, givingassets away to qualiy orMedicaid is not permitted.A Medicaid applicant whodoes so is penalized
denied Medicaid benets or a period o timeollowing the transer.However, with the rightplanning legal strategies
can be used which donot result in a penaltyor Medicaid eligibilitypurposes.
So what can a person doi he/she needs help? Byollowing certain stepsand techniques outlinedby a qualied elder lawattorney, the personcan get the help theyneed now, or plan or itin the uture. Eligibilitycomes with planning andgetting advice rom an
experienced proessional.
Elder care/Medicaidplanning works or thosepeople who want to
preserve the assets theyhave worked hard toaccumulate. The bottomline is that a properelder care/Medicaid planenables a person to receivequalied care in theirhome, the community, inan alternate living acility,or in a nursing home without having to give upeverything to get it.
You probably have acondition called Raynaudssyndrome. This is acondition that likes women.It typically starts in youngadulthood beore the ageo 30. People who smokecigarettes or requentlyuse other stimulants, suchas caeine, are more likelyto have it. Cold climatesavor the condition. Otherrisk actors include amilyhistory o the condition,trauma to the extremities,and use o certainmedications.
The arteries that carryblood rom the heart to
your peripheral tissuescontain muscles that canconstrict the arteries.
These muscles are underthe control o the nervoussystem. I the nervoussystem tells these musclesto contract, they squeezethe size o the arteriesdown, and ow is restrictedand pressure rises. To getthe hang o this, considera garden hose: i you putyour thumb on the end othe hose, ow is restrictedand the pressure risesvisibly. Your arteries workmuch the same way.
In Raynauds syndrome,the arteries constrict in
a spasm or reasons wedont really know. Asblood ow is restrictedto the extremities, theyget cold and turn blue.Most requently, thisaects ngers, but it canaect toes (in 40 percent),and even ears, the nose,and nipples. It can getvery uncomortable. In
extremely rare cases, theloss o blood ow candamage tissues, but thatis very rare, indeed. Theusual scenario is that thecondition is sel-limitingand these attacks resolve ina ew minutes to a coupleo hours.
In the meantime, what canbe done? One thing youcan do is what you havealready discovered: plungeyour hands into warmwater. Dont use hot water,since your hands are numb,and you may burn yourselwithout knowing it. The
heat rom the water willdilate the small arteries inyour ngers and relieve thediscomort.
Exposure to cold willsometimes trigger anepisode. I you need to getsomething rom the reezerat home, use an oven mitt
just as you would use it orsomething hot. This keepsthe cold stress o yourskin. I you are at a ootballgame, get a hand warmerrom the sporting goodsstore.
I you have this condition,avoid heavy doses o
stimulants. This needs twoexplanations. First, heavydepends on your personaltolerance. You will knowwhen you hit heavy i ittriggers the constriction.Second, stimulantsinclude nicotine (quitsmokingthere is nothinggood it does or you!),caeine (coee, chocolate,
tea, carbonated coladrinks), energy drinks,decongestants, diet pills,etc. Needless to say, thereare several illegal drugsthat are also stimulants,such as amphetamines,and they may exacerbatethe problem.
Control your stresslevel. Even your own
epinephrine, a hormonethat increases heart rateand blood pressure instressul situations, cantrigger a Raynauds attack.
Some things will beharder to avoid. Forexample, certainmigraine medications,chemotherapy agents,over-the-counter coldremedies, and birth controlpills can make Raynaudsattacks more requent.
In my experience, we havehad success in treatingthis condition by adjustingthe extremities, especially
the wrists. On the day othis writing, a patient withthis condition came tothe clinic, and her handswarmed within a ewminutes o an adjustmentthat opens the carpaltunnel.
It is rare that thiscondition needs medicalintervention. There aresome drugs that willprevent the spasm o thearteries. Calcium channelblockers, such as Verapamil,are successul.
In short, this condition isnot curable, but it can becontrolled. Understand
the triggers and eliminatethem. Stay warm, protectyour skin rom exposure,control your stress, stopsmoking, and switch todeca. And, o course, iit aects your toes, warmthem on your husband justbeore he drits o to sleep.
That is sure to warm thingsup.
Shasta is a very smartgirl and so pretty. Shewas house trainedin no time and loveseveryone. She lovespeople but likes toplay with her doggyriends too. She isgoing to be on thevery large size. The
best we can guess isshe is a Plott hound,due to her markings,ears and shape.She also has someresemblance to a greatDane because o hernose being all darkand partly her shape.

Grinite Gary Hermsmeiersaw this trend approachingseveral years ago andstarted a mobile marketingbusiness in Statesboro.
Though the businessdidnt take o at the time,he has since returnedto Grin and revampedhis eorts to get localbusinesses on board withmobile marketing with hisbusiness, TXT COM.
Businesses that sign upwith TXT COM can expecta campaign specicallydesigned or that businessto reach customers whohave patronized and wantto continue to patronizethat business, saidHermsmeier.
