As I sit in my office on a lovelySunday morning writing my report toyou, I wonder how the summer flewby so quickly! Many schools arealready in session, so I will onceagain ask you to please drivecarefully and watch out for ouryounger residents.

Recycling Bins: We havereceived new bins from LocalWaste, so if you need to replace anold bin, please pick one up at theCommunity Building.

Replacement Levy: There willbe a 3.2 mill Replacement Levy onthe November ballot. This is not anew levy. This levy was previouslyapproved by the voters in November2006 for five years and is due toexpire at the end of 2011. Basedon the current property taxvaluations (1 mill = $38,350.52), thislevy will generate $122,721.66 andcost 32 cents ($0.32) for each $100of valuation for a period of five years.These monies will be used tomaintain the services you havecome to expect from the Village –Police and EMS/Fire protection,trash hauling, curbside and yardwaste recycling, the leaf collectionprogram, mosquito spraying, snowremoval, etc. Please contact me(882-5743, [email protected])if you have any questions.

Geese: As a follow-up fromlast month's report, I have

scheduled a speaker from the OhioDepartment of Natural Resources'Ohio Division of Wildlife to speak onMonday, January 23, 2012 at 7 p.m.at the Community Building. Therewill be reminders in the comingmonths. Why are we waiting untilJanuary? We want to disseminateeducational materials closer to thenesting season ... to educate us allabout geese population control,nest monitoring, and possiblerelocation of the goslings and theadult geese. More on this later.

North Lake: We continue towrestle with the algae problems inthis decades-old body of water.Treatments continue and theaerators seem to be having apositive effect on the problem.Councilman Matthew Danzuso, hiscommittee members, and I met withtwo residents and Aqua Doc todiscuss ongoing issues and someother options, such as a shallowwater aerator and plantingPicklerweed, Arrowhead, andFrogsbit along the shoreline toabsorb unwelcome nutrients beforethey flow into the water. I also havearranged for an ODNR Wildlife/PondManagement Specialist to meetwith this same group in Septemberto evaluate the north and southlakes.

Property Maintenance: Thishas been the busiest year in thelast seven years that I can recall forproperty maintenance issues. Aswe all know, there are some vacanthomes, a vacant parcel, foreclosedproperties, and occupied propertiesthat are not being maintainedproperly. Code Enforcement OfficerDave Hays is very busy monitoringthese properties, contacting theholding banks' propertymanagement companies and

individualshomeowners tohold themaccountable fortheir inaction. Sometimes resolvingthese issues takes much longerthan we would like and is veryfrustrating to neighbors and Villageofficials alike. These situationsaffect all of our property values andmake it difficult to market ourbeautiful village. Pleaseremember that you are NEVERbothering us, and your call willremain anonymous if you wish.

Water Main Break: Someresidents have asked about thewater issues on the State Route161 service road. I received a callfrom Newcomer Funeral Homeabout a possible hydrant problem.It turned out to be a water mainbreak in front of their building. TheCity of Columbus was veryresponsive, and thus far we havebeen assured that there will be nocost to the Village for the extensiverepairs.

September 11 MemorialConcert: Wildwood Road residentHarry Toy is making the finalarrangements for a benefit concertto raise funds for the Minerva ParkVeterans Memorial. The 3-CDrifters will be playing and havegenerously donated their time. Theconcert will be held at theCommunity Building on Sunday,September 11, 4 p.m. to 5:30 p.m.The Minerva Park CommunityAssociation will be selling food anddonating their profits to theVeterans Memorial Fund.

All Council members werepresent for the Regular Councilmeeting held on August 8. Thefollowing reports were made:

EMS/Fire: Chief RickHoechstetter reviewed his monthlyreport. The owner of the QuickStop gas station/service station atWoodley and Cleveland Avenue hasbeen deported to Syria. Theongoing investigation of thisproperty will continue upon hisreturn to the United States. TheVillage continues to monitor theparking situation at this business.

Police: Chief Kim Nuessereported that the new police cruiserhas been delivered, and equipmentwas being installed. She submitteda grant application for new vests forup to $900. If the grant is approved,this amount will be enough for threenew vests. Inventory for the onlineSheriff's Auction was beingprepared. Digital radios will berequired by 2013. The PoliceDepartment will need a total of fivehandheld radios, but she would liketo phase in the purchase of theseadditional radios over time insteadof one large expense.

Engineering: Village EngineerMike Flickinger commented on theupcoming 2011 Street Project andthe Directors Findings and Orders.

Legal: Law Director GeneHollins also commented on the

Directors Findings & Orders. Whenquestioned about ownership andresponsibility of fallen trees, eitherin the lakes from private property,from one person's private propertyonto another person's privateproperty, or from Village propertyonto private property, he concludedthat the responsibility for the treeremoval lies with the owner of thetree (where it stood before it fell).

Planning & Zoning/CodeEnforcement: Code EnforcementOfficer Dave Hays reported that anElmhurst property was sold atSheriff's Auction and that he isworking with the bank to clean upand maintain the property, althoughoccupancy seems to be an issue.He continues to monitor vacanthomes, overgrown weeds, unmowedlawns, and trash.

Minerva Park CommunityAssociation: MPCA President LisaCraddock Thitoff reported thatapproximately 100 people attendedthe Garden Tour, Founders Dayattendance was between 150 and175, the MPCA Membership Drivehad begun, and the Directory shouldbe ready to go to print inSeptember.

Northland CommunityCouncil: The NCC had its annualpicnic and an informal meeting, butno official report was given.

The following committee reportswere made:

Community Committee:Councilman Matthew Danzusoannounced a CommunityCommittee meeting on August 15and that a Community Service Daywas scheduled for August 27. Healso has taken on the tasks ofevaluating the playgroundequipment and of prioritizing thetrees to be removed.

Finance: Council PresidentPam Park-Curry received approvalfor the June financials andexpenditures totaling $206,144.14and for the July financials andexpenditures totaling $130,861.85.

Legislative: CouncilwomanSharon Bierman asked the Councilto consider the following legislation(minervapark.org/legislation/):

Resolution 2011-18 -Authorizing the Village’sparticipation in the Franklin CountyHUD Entitlement Program. Firstreading accepted.

Resolution 2011-19 -Authorizing the Mayor and [Acting]Fiscal Officer to seek financialassistance for the 2011 StreetRepair Project. Three readingswaived, passed as an emergency,so the application could besubmitted by September 8.
