The Fall Membership Drive will run from October 5-15 but that means the membership discussion with prospective members needs to start now. Many business owners need time to review the information and get approval while others

can take weeks to process the membership dues payment.

I’m sure you have connections to someone who owns or manages a business that is not an HBASE member (at least not yet). Share with them what you get out of your membership and why membership is important to you and your business. You might be surprised at just how easy membership recruitment can be when you’re talking with people you already know. Builders, are all of your suppliers HBA members? And Associate members, are all of your buyers HBA members? I

encourage you to take a look at the HBASE membership list online to see if they’re members (www.hbasiouxempire.com).

Signing up for the Membership Drive is the easiest part. The Membership Committee has created some fun twists to this year’s drive and they want you to be a part of it. Just call the HBA office at 361-8322 or email [email protected] to sign up as a team of two or as an individual (to be paired with another member).

CONGRATuLATIONSJoan Murphy has joined First Premier Bank as a compliance officer for the credit card operations area. She has 34 years of experience in the financial services industry.

Lauren Vander Veen has been promoted to personal banking officer at First Premier Bank. She has been with the company for eight years.

nancy Hughes has joined First dakota title as president of commercial operations. Hughes has been in the real estate industry for more than 30 years. Most recently, Hughes worked at NAI Sioux Falls as chief operations officer and designated broker. She also was a business broker with Murphy Business of Sioux Falls.

Jeff russell has joined the First national Bank in Sioux Falls as a chief deposit officer. He has been in the industry for 14 years and will work in the downtown office.

• Membership applications and payment must be submitted to the HBA no earlier than 8:00am on Monday, October 5 and no later than 5:00pm on Thursday, October 15, 2015

• Triple Spike Credits will apply for drive recruits

• Anyone who recruits at least 3 new members during the drive can count all spike credits since January 2015 towards their drive total

• Before the drive, participants submit in writing that if they don’t recruit any new members they will do something for the winner who draws that envelope or something at an upcoming HBA event

Examples: 1 hour of free handyman work, wear a crazy hat at a Membership Meeting, take the person to lunch, etc...

• Winners announced on Friday, October 16 at the Member Appreciation Night Located at The Country Club of Sioux Falls (need not be present to win prizes)

• Each team will be paired with another team that night in a blind drawing Total recruits for this team of 4 will be used to award team prizes

SENATE BILL wOuLD IMPROVE LEAD PAINT RuLELed by Senator James Inhofe (R-Okla.), legislation to help remodelers and home owners was reintroduced in the Senate this month with the support of Sens. Charles Grassley (R-Iowa) and John Thune (R-S.D).

The Lead Exposure Reduction Amendments Act of 2015, S. 1987, is similar to bipartisan legislation introduced in the House in May. The bill would reinstate the opt-out provision to allow home owners without small children or pregnant women residinginthehometodecidewhethertorequireiftheircontractors must comply with the Lead: Renovation, Repair and Painting (LRRP) Rule. It would also allow remodelers to correct paperwork errors without facing full penalties and provide an exemption for emergency renovations.

Thelegislationwouldalsoeliminatetherequirementthatre-certification training be “hands on,” so that certified remodelers couldcompletetheirrequirementsonlineandnolongerhavetotravel to facilities out of their region for refresher training. NAHB has been an active supporter of a recent EPA proposal to do the same.

“WiththeannouncementofEPA’sfinalruleextendingtherecertification deadline that could affect 380,000 remodelers and the introduction of H.R. 2328, S. 1987 builds on this momentum for common-sense improvements for home owners and remodelers who must comply with the lead paint rule,” said NAHB Remodelers Chairman Robert Criner, GMR, GMB, CAPS, a remodelerfromNewportNews,Va.“Iappreciatethesenatorsfortheir commitment to making much-needed improvements to theregulation’scostlyrequirements.”

TheLRRPruleappliestohomesbuiltbefore1978andrequiresrenovator training and certification, adherence to lead-safe work practices and recordkeeping.

OVERTIME THRESHOLD SET TO DOuBLE

NAHB is concerned that recently announced changes to the federal overtime salary threshold in 2016 will reduce job-advancement opportunities – as well as the hours of full-time employees like construction supervisors, leading to construction delays, increased costs and less affordable housing.

Right now, the Department of Labor considers workers who earn less than $23,660 a year non-exempt employees: Employers must pay them time and a half for any hours they work over a traditional 40-hour work week.

With the move to more than double this threshold to $50,440, NAHB and others in the business community argue that such a dramatic surge is unlikely to result in an increase in pay, but instead force business owners to structure their workforce to compensate by scaling back on pay and benefits, as well as cutting hours to avoid the overtime requirements.Readmoreatnahb.org and be assured that NAHB is working to modify these changes.
