Chaumette is currently on the Sugar Land City Council, serving as mayor pro-tem. Over 130 friends and supporters packed the Fort Bend Chamber of Commerce early morning on Thursday, September 8, as Jacquie Chaumette announced her candi- dacy as a Republican candidate for State Representative, HD26. An accomplished businesswoman and adjunct professor, Chaumette has served on Sugar Land City Council for two terms, including her recent service as the Mayor Pro Tem. Business and community leader Jared Jameson welcomed the crowd and acted as the event’s emcee. Among the elect- ed officials present were: Mayors James Thompson and Vincent Morales, FBISD Trustees Jim Rice and Bruce Albright, Troy Nehls, Judge Ken Canata, Tina Gibson, Sharon Roberts, Judge Jim Richard, Bellaire City Councilman Corbett Daniel Parker, Sugar Land Councilman Harish Jajoo, for- mer Sugar Land City Councilman Sonny Johnston and Fort Bend Commissioner James Patterson. Republican Party volun- teer of the year, Linda Hancock introduced Chaumette kicks off state rep campaign with a bang ELECTION CAMPAIGN By LeaAnne Klentzman Last week a grass fire raged across west Fort Bend County and thanks to the quick response by the local fire departments, county employees, neighbors, and a nearby crop dusting business, the fire was brought under control and no houses were lost. At 4:30 p.m, on Wednesday afternoon, September 7, a wildfire was spotted at 5229 Foster School Road near Needville, according to the Fort Bend Office of Emergency Management (OEM). The fire was snuffed out several hours later because of the immediate response and teamwork between the following fire departments: Needville, Beasley, Boling, Richmond, Rosenberg, Orchard, Hungerford, Fulshear, and Glen Flora. Evacuations and road closures were handled by the Fort Bend County Sheriff’s Office and the Texas Department of Public Safety. However, the assistance of Lane Aviation was pivotal according to witnesses. Lane Aviation flew their crop dusters loaded with water over the fire and helped douse it from the air. Also, equipment provided by Pct 1 Commissioner Richard Morrison and his staff was also invaluable. The Precinct 1 Road and Bridge personnel helped with water and heavy equipment by bulldozing the fire back unto itself. Several local residents also drove heavy equipment to the area to help. Less than 1,000 acres actually burned in the fire, no structures were lost although according to people on the scene, a couple of cars and a camper were consumed. The fire was north of Needville and affected areas near Fenske Road, Baker Road, Foster School Road, and Williams School Road. The cause of the fire remains under investigation. A Needville fire was doused before it got out of control by the teamwork of Lane Aviation, Commissioner Richard Morrisson and several local fire departments. They get their water from a MUD (Municipal Utility District), which means that their water rates are probably different than those of the city. According to Sugar Land spokesperson Doug Adolph, until these areas are annexed, known as ETJs (Extra Territorial Jurisdictions), will their water supplier become the city. So, in all likelihood, that’s when they will pay the same rate as other city water customers. A resident in Greatwood, which is in Sugar Land’s ETJ served by a MUD, asks about surface water conversion rates for that neighborhood. For years, the deputy sheriff’s in Fort Bend County have been waiting for the county popula- tion to reach the magic number. That number is a population of 500,000 or over. Once the 500k population mark was reached, the law requires that civil service shall be instituted, if requested by petition of a majority of the sher- iff’s personnel. The petition requesting a vote arrived at the county judge's office last week, dated September 1, 2011. The petition, signed by Deputy Sheriff’s Association past President and current Vice President David Schultz, requests the creation of a Sheriff’s Department Civil Service System based on Texas government code chapter 158 (B). That section of the government code specifically requires the County Judge to call a balloted election after the 15th day from which he received the petition but before the 45th day after receipt. The law specifies that all sheriff’'s personnel will be eligible to vote either for or against civil service. If it passes, then civil service will be insti- tuted. On the petition submitted to the county judge were over 500 signatures, which was described by an association member as representing some 75% of the department’s personnel. According to the Code, if the Civil Service vote passes, the Civil Service Commission will be made up of three representa- tives; one chosen by the Sheriff, one chosen by the County Judge/ Commissioner’s Court, and one selected by the District Attorney. These three representatives will have to abide specific guidelines that are set forth in the government code and then set policies and procedures that meet the needs of their particular Commission. The government code states that it is the obligation of the Commission to adopt, publish, and enforce rules regarding the definition of a county employ- Civil service coming to sheriff’s office ee; selection and classification of county employees; competi- tive examinations; promotions, seniority, and tenure; layoffs and dismissals; disciplinary actions; grievance procedures; as well as address other matters relating to the selection of county employees and the procedural and substan- tive rights, advancement, benefits, and working conditions of county employees. As mentioned here a cou-ple of months ago......Charlie Howard, who has represented Fort Bend in the state legis-lature since 1994, resigned Monday citing on-going health issues. According to his press release, he will serve until the end of his term, January, 2013.

In his press release, Howard did not announce who he might be supporting for his job in the future. Currently, two women elected officials have announced they are seeking the job: Jacquie Chaumette, mayor pro-tem of the Sugar Land City Council, and Sonal Bhuchard, former president of the board of FBISD.

Chaumette had a blow out announcement event last Thursday with many of Fort Bend’s “names in the news”

in attendance. Chaumette had earlier been gerrymandered out of Howard’s district, but she subsequently bought a house in the new district. She is the odds on favorite to win the seat, even before Howard resigned.

Howard, who has almost a half million dollars in his cam-paign account, can keep that money but can not spend it on himself personally. He can give it to another candidate, or candidates, or a party, or he can use it for political related expenditures.

When I first wrote about this in August, I had heard that Howard was going to resign immediately and endorse then-current Republican Party Chair and Tea Partier Rick Miller. Miller has since resigned as county chairman but no word

yet on what he might be going to run for. I considered calling him but he would either make a snarky comment or not tell me the truth, so what’s the use?

Howard has also played loose with the truth in the past. He told supporters that he would only run for two terms, then later said we misunderstood him as he said three terms. After that, he just refused to quit until someone he thought would represent Fort Bend the way he wanted it ideologically represented. Of course, other elected officials tell me that when they go to Austin to try to get legislation passed they usu-ally meet with a stonewall. One official said that when he told other representatives Charlie Howard was supporting the bill, the other representatives would usually say something like, “DOA (dead on arrival).”

Officials in Fort Bend soon learned that to get effective legislation done, they would have to get other representa-tives to sponsor or co-sponsor their legislation.

I should be ashamed of myself for speaking about Charlie like this when he has announced he will not run, and I’m sure that Charlie thinks he has done a wonderful job. But according to my information from Austin, you and I have no idea how much harm he has done to Fort Bend, particularly before we got some other rep-resentatives there like Zerwas and Hegar.

I’m sure in the past 17 years Charlie has done some good things for Fort Bend Country. Admittedly, I’ve just usually heard about the bad side.

What’s happening with the Chronicle?......For the past two weeks, my Chronicle delivery has been spotty at best. When I called to complain, they gave

me two free weeks on my sub-scription. They claimed they were reworking their distribu-tion routes. One day, I didn’t get the newspaper for that day until late in the day after I called, then the front section was from the day before. I called and asked them if they were drunk.

As a newspaper person, I know these things happen. We’ve probably delivered last week’s paper to one or two homes over the 33 years we’ve been delivering in Fort Bend. I have no idea what is happening at the Chronicle, but I can’t believe it takes two weeks to straighten out a daily paper delivery.

Oh well, that might explain the absence of ads in their Fort Bend edition.

We make mistakes too.....I went to the Sugar Land Rotary Club’s Shrimp Fest last Friday night and left with a chewed on behind. I changed a head-line last week to give it a little “punch” and sorta changed the whole story. If you read the story, you would have discov-ered that Sugar Land water bills are not going to almost double. Only that portion of your water bill that deals with the conver-sion to surface water. So your bills will not double, although they will increase. I have to admit a personal bias because my water bill in Sugar Land has always been high compared to what it was in Quail Valley.

I live alone, have a sprin-kler system (which I believe conserves water as I have a bad habit of turning on a hose sprinkler and then forgetting about it until it runs in the street) and can’t image why my water bill, which does include the trash, which the Quail Valley bill did not, is almost $100 every month. Someone told me that was minimum. That’s ridiculous!

So maybe my personal bias about the water bill influenced me when I sought to “punch up” the headline. Whatever the reason, my bias or my Alzheimer, I apologize.

Let’s think about this.....Since the Republicans control the House and the House is where spending bills originate, let’s see some Republican jobs bill. Has anyone seen one? Has one been offered? All they know how to do is carp about the President. They don’t know how to increase jobs except cut taxes. Unfortunately, that’s what Bush also thought. How did that work out for the past six years?

I’ve only heard a few Democrats, and not one Republican talk about getting out of the two wars we are currently fighting. Sadam is gone. So is Osama. Let’s bring out troops home and take that money to build up our own infrastructure.

He’s off again......Perry didn’t stay home long. He stayed gone long enough to make the lieutenant governor sign the request for federal aid for the fire victims. He didn’t mention that he had slashed the current budget for volun-teer fire departments by 75%. Volunteer fire departments far outnumber paid fire depart-ments in Texas by 879 volun-teer departments to 114 paid and 187 combination paid and volunteer. Assistance grants to volunteer fire departments around the state were slashed 55 percent. Those cuts are effective now.

Perry has also been highly critical of FEMA, but says now is not the time to reform an agency.

Rick Perry is not stupid. He’s just delusional.

Sure he’s soft on illegal immigration, for which he was accused in the Tea Party debate. He’s soft on illegal immigration because all those home builders who support him need willing workers they can pay substandard wages. I don’t know why the INS doesn’t raid new home construction sites. They probably couldn’t house all the illegal immigrants they would round up.

Vaccines for the Flu SeasonInfluenza (the flu) is a viral infection that often causes fever, muscle

aches, and a dry cough. The flu is transmitted from person to person through coughing and sneezing. The condition can also be transmitted if an object containing infectious material (such as a toy or door handle) is touched and then the eyes, nose, or mouth is touched. In the U.S., flu season typically corresponds with the fall, winter, and spring seasons, with increased infections typically between December and March.

The flu vaccine is recommended for all persons 6 months of age and older. The two types of influenza vaccine available are trivalent inacti­vated vaccine (TIV) and live attenuated influenza vaccine (LAIV). Age, allergies, and other health conditions are used to determine what type of vaccine is appropriate for a specific person. Persons who are healthy, not pregnant, and between the ages of 2 and 49 are generally able to receive LAIV. Persons with certain types of conditions, such as asthma or diabe­tes, generally should receive TIV. For persons who become infected with influenza, antiviral medications, such as oseltamivir (Tamiflu) may be pre scribed to decrease the duration of symptoms. Over­the­counter medica tions, such as acetaminophen (Tylenol) may be taken to alleviate symp toms, such as a fever.

State of the Schools – growth & distinctions in midst of budget cutsBy Elsa Maxey

This story is the first of a series of three that will include highlights of the Stafford Municipal School District and the Lamar Consolidated Independent School District in upcoming editions of the Star.

Fort Bend Independent School District

The Fort Bend Independent School District (FBISD) now has 74 campuses. That’s 11 high schools, 14 middle schools, 45 elementary campuses, and four unique secondary campuses. FBISD Superintendent Dr. Tim Jenney told an audience of about

400 attendees last Friday at the Fort Bend Chamber of C o m m e r c e State of the Schools pre­sentation at the Sugar Land Marriott that

the district’s projected enroll­ment is over 69,000. James Bowie Middle School, the lat­est campus addition, opened just the other day on Plantation Drive in Richmond as the fall school term began. Also the dis­trict acquired an aquatic practice

facility that is now operational at 16701 Bissonnet in Houston.

Despite recent reductions in force due to budgetary con­straints, FBISD remains the largest employer in Fort Bend County. It has a total of 8,000 employees this year as com­pared to 9,000 in 2010.

Dr. Jenney stated that this year poses budget challenges attributed to a disparity in fund­ing school districts, which he said continues to be the case. Loss of funding, in particular, has impacted new teacher men­tors and tutoring at­risk chil­dren, he said.

State funding per pupil is $5,085 for FBISD as com­pared to $5,292 for the Stafford Municipal School District, and $5,546 for the Lamar Consolidated Independent School District. Simply put, with less people employed by the school district, less money, and more students, the school district is facing serious chal­lenges. Dr. Jenney stated that this year, the school district has $26 million less than it did last year, noting that a reduc­tion totaling $50 million has occurred in the past two years.

On a positive note, FBISD’s

use of state of the art tech­nology, a teaching and learn­ing prototype, has increased instructional time, student engagement, instructional qual­ity and also equity, said Dr. Jenney. There’s also an impres­sive school district distinction. “We learned just before school was dismissed this past sum­mer that Fort Bend ISD was selected as the only school dis­trict in the nation to be named a 2011 National School District of Character by the National Schools of Character Program in Washington DC.,” said Dr. Jenney. He commended the dis­trict’s students, parents, staff and the overall community for the honor, which he said is a tribute to all of them. The recognition, he said, is retained for the next five years. Another school dis­trict highlight is about FBISD’s 2011 graduating seniors. They

received a total of $52 million in academic and athletic schol­arships. The district also had the highest number of national merit scholars this year.

Dr. Jenney reported that the district’s accountability ratings for 2011 show 65 percent of its campuses were rated Exemplary with a total of 19 schools and Recognized, accounting for a total of 26 schools. Business and community partners donat­ed more than $2.6 million to FBISD and volunteer hours to the school district, said Dr. Jenney, amount to 300,000 hours, which equates to a value of $6 million.

2011 Fort Bend Chamber Challenge is set for September 26

Woman robbed leaving Sugar Land Walmart

By LeaAnne Klentzman A woman walking out of

the Sugar Land Walmart was robbed Monday evening short­ly before 9:00 p.m., by one of three men who attacked her from behind.

The woman and her fiancée were leaving the store when three men ran up, pushed the female, then grabbed her I phone from her hand. According to Sugar Land police spokesper­son Doug Adolph, the three suspects got into a nearby car and drove away.

Adolph said the woman was not physically injured. He described the suspect who took the phone as a black male with short hair, wearing a long sleeve black hoodie, with an unknown white logo on the front and white writing down the sleeves. That same suspect was also wearing white gym shorts and black basketball shoes.

Accompanying this suspect was a thin black male with moderately­short “afro­style” hair who was wearing a grey sweatshirt and white shorts. The third man with the suspect was also described as a black male with a moderate build, and short hair, wearing a black tank top, and dark shorts that have a white stripe down the side.

All three fled the scene in a dark colored four­door passen­ger car that was parked nearby.

Eura Viola Boehm, (Me­Me), last of the Brock Girls, Long time resident of Sugar Land, passed away September 10, 2011, at the age of 103. She was born in Oklahoma June 9, 1908, preceded in death by her father and mother Frank H. and Basha I. Brock, 10 sisters and 3 brothers,and 1 son, Carlos R. Boehm. Clements Rangers vs Aldine MustangsOn a beautiful night for foot-

ball, the battle between Clements and Aldine ensued. Kickoff time was 6:58pm. This was the sharp-est dressed referee crew I’ve seen in two years, which instills confidence in the players and coaches. I have never seen the Ranger fans so pumped up for a game. They were cheering and chanting all night. Clements won the toss and deferred to have the ball in the 2nd half.

The Rangers, led by head coach Keith Knowles, would draw first blood, as they kicked a 29 yard field goal in the 1st quarter that put them ahead 3-0. Aldine would fumble the kickoff, and Clements would recover. A nice drive would give the Rangers and sophomore QB Kyle Hologorsen a 10-0 lead. Clements Running Back, Minor, had a great game and fought hard all night against a much bigger defensive line.

The Clements defense took care of business on the next Mustang possession, and took the ball back ready to score again. But the Aldine defense would answer the call, and on 4th down the Clements punter muffed the ball near the end zone. Aldine recovered in the end zone for a 2 point safety. Aldine would score once more and convert on the 2 point conversion to tie the game at 10. Clements barely missed a 41 yard FG attempt wide left to end the half. Halftime score CHS 10 - Aldine 10.

The 2nd half was full of defense, defense, defense!! Clements linebacker Zach Branda made some big stops and held the Aldine offense. CB Trevor Moore, son of former New York Mets baseball player Tony Moore, kept Aldine wide receiver Josh Moore in check, keeping him to only short yard-age receptions. Trevor helped his same last named player from

breaking numerous potential long yardage plays.

The Rangers would let down defensively only one time in the 2nd half, and it turned out that was all Aldine needed to claim a seven point victory on Clements home turf.

The Rangers offense needs work folks. Holgorsen, was forced the throw deep balls on the last two possessions, and tossed two interceptions. With 15 minutes left in the 4th quar-ter and down 7, the Clements defense stopped Aldine to give the offense one last shot at either tying the game or pos-sibly going ahead. On 3rd and 6 from their own 40 yard line, Clements was called for a delay of game penalty which pushed them back 5 yards. The very next play, Clements was again flagged for a false start, forcing Holgorsen into deep pass mode and Aldine into playing outfield. The interception happened, and the ballgame was over. I felt like I was watching reruns of this past weekend Dallas Cowboys game.

Final score Aldine 17 Clements 10.

Senior leader and linebacker Zach Branda had this to say about the Clements team as they head into district play, “ To turn the season around, we need to get better every week, have less mental mistakes, and continue to work hard. We have faced some stiff competition and made for-ward progress each game. When district comes around I think we will be ready.”

In other FBISD action, the fighting Austin Bulldogs, coached by Dan Schreiber, won their first game of the season blanking Hastings 21-0. Elkins succeeded to be 2-1 on the year. Bush won as well, as did Hightower. FBISD went 4-0 on Thursday night last week.

This week’s after game spot is Bogies on Cartwright and Dulles. They’ve got a full menu of great food, drinks, and plenty of big screen TVs to watch the highlights of all the high school football action. Tell Chad over there I sent you. He’ll take care of you.

“Show Me” City citizens encouraged to donate for wildfire victims

To assist families in neigh-boring counties who have been displaced or impacted by the recent wildfires, Missouri City is coordinating a clothes and food drive in partnership with State Rep. Ron Reynolds.

Citizens and businesses are encouraged to bring non-perish-able food items, toiletries, dia-pers, and new or gently-used clothing, jackets and blankets to the Fire & Rescue Service Station 1 building, located at Public Safety Headquarters, 3849 Cartwright Rd. Donations

should be neatly packed in boxes or carrying bags so they can be easily distributed.

“Many of our friends across the state have lost all of their belongings due to the Texas wildfires,” Mayor Allen Owen said. “Missouri City is known for its generous spirit of giving in times of crisis and we are ask-ing our citizens to respond once again and donate whatever they can to help families in need.”

Patriot Day 2011: FBISD honors the lives that were lost on 9/11In honor of the victims who lost

their lives in the terrorist attacks against the U.S. on September 11, 2001, Fort Bend ISD schools are holding assemblies, creating wall displays and other projects to mark the 10th anniversary of the attacks.

At Bowie Middle School, eighth-grade social studies classes created a 911 Memory Hall to honor the 3,000-plus victims of 911. The exhibit included post-ers that featured photographs and brief biographies on 911 victims that students were assigned to research.

Clements High School U. S. history and social studies classes constructed the school’s 10th Anniversary 911 Hall of Honor, created in memory of the men, women, and families that were directly impacted by the 911 attacks. The 150-foot Hall of Honor features a large-scale, quilted replica of the American flag, created by the Peer Assistance and Leadership (PALS) Class of 2001. It features painted handprints that represent the 50 stars on the U.S. flag; and one-inch, red and white cloth squares that contain heartfelt mes-sages from students, faculty and staff, school and district adminis-trators, and President George and Laura Bush.

Also featured along the hall are student-designed posters honoring victims and paying tribute to res-cue teams, a U.S. photo collage, and a replica of Ground Zero.

responders (police officers, fire fighters and EMS personnel) who help save lives each day. The event will include the posting

of colors by the Clements High School JROTC cadets, a slide presentation, sign-a-longs, and other tributes.

Spay-Neuter Assistance Program visit scheduledOn Tuesday, September 20,

the Spay Neuter Assistance Program (SNAP) Mobile Clinic will visit the Fort Bend County Rosenberg Annex. The mobile clinic will provide free pet ster-ilization for qualifying Fort Bend County residents.

To qualify, proof of partici-pation in one of the follow-ing programs is required: food stamps, free lunch program in schools, medicaid, major VA disability, section 8 housing, SSI/SSD, TANF, and WIC. Pets also receive a free rabies vaccination with surgery, and families can choose to pay a small fee for heart worm medication as well as other options. Clients are selected from a lottery which will be held between 7:00 & 7:30 am. There is no need to arrive early as the lottery will determine your place in line. No food for your dog or cat after 10 pm the night before surgery.

Spaying and neutering house-hold pets not only stops over-population, but provides other benefits for both pets and their families. For example, spaying

female dogs and cats elimi-nates the possibility of develop-ing uterine or ovarian cancer and greatly reduces the threat of mammary cancer. Behavior may be improved after spay-ing or neutering. Improvements can range from reduced terri-torial spraying, less fighting, and less wandering away from home. Spaying and neutering

may cause mild discomfort with most pets returning to normal activity within 24 to 72 hours.

Fort Bend County funds the SNAP mobile visits. Starting in September, the SNAP mobile will visit once a month.

Steve Brown, Chair of the Fort Bend Democratic Party, announced that the Democratic Party would have a strong can-didate in the race to replace retir-ing State Representative Charlie Howard in District 26.

“I would like to personally thank Representative Howard on his service to our commu-nity,” Brown said on hearing of Howard’s choice not to seek re-election. “Although we didn’t often agree, I respect the sacri-fices he made to dutifully serve his constituents. I hope and pray

On again - annexation plans for Newpoint Estates in Missouri City

southern part of Missouri City may have grown in size. There’s a part of Newpoint Estates, about 64 lots and reserves, that is not in its city limits, nor within the city limits of neighboring Arcola. Plans are now “on again” to con-sider adding it to Missouri City. This almost happened last year at around the same time, but the city decided not to proceed. It reports that annexation was postponed after some residents protested, cit-ing tax and service concerns.

Earlier this month, however, the city council unanimously approved moving forward. City staff was directed to prepare an annexation service plan, which during the council session was sur-mised that it would probably be an update of last year’s work. By the end of the month written notifica-tion to property owners in Sections 1, 2, and 3 of Newpoint Estates will have been sent, according to a timetable, as will other entities. The annexation process by a city must take place in compliance with a section of the Texas Local Government Code.

Newpoint Estates, off State Highway 6, already has about 12 homes in the neighborhood that lie in the city limits of Missouri City. According to the city, there is also a part of Newpoint Estates in the Arcola city limits.

This proposed annexation will allow the provision of police, fire and rescue services and other municipal services to the entire Newpoint Estates neighborhood that corresponds to Missouri City. There will also be a clear under-standing of whose responsibility it is to provide services.

Assistant City Manager Scott Elmer told council that last year, the Darby Lane crossing in that area was believed to be in the city limits. When the city began to initiate a project to improve bottlenecking there and conducted a survey, it was determined that Darby Lane was outside the city boundaries. He said Missouri City then worked on an agreement with Fort Bend County to reconstruct the crossing over Oyster Creek

and cooperated with the effort.A spirited discussion about the

annexation by council members included the current condition of the area requiring rehabilita-tion street work. Councilmember Floyd Emery asked why the city was considering annexation at this time. Mayor Pro Tem Jerry Wyatt said it was nothing new since the city had been talking about it for the past nine years.

“Danny (Nguyen), Robert (Marshall), and I met with them and I got the impression they are not really that enamored with us,” said Emery referring to two other council members, who met with residents of the area.

“I think that the majority of the people that live in that subdivision are not surprised that we are doing this,” said Wyatt. Emery cited what he called real major road and real major drainage problems, the latter of which he was told is under the purview of the Fort Bend County Drainage District with whom the city would be working.

Councilmember Elackatt said that from his site visit, he noticed that the road’s black top was not

in good condition. According to city staff, many asphalt roads were built prior to several city annexa-tions some time ago and there were no set standards for their construction. Elackatt said he is not against the annexation, but “We’re asking high end properties (property owners) to pay us, when it comes down to service, we can’t do your sidewalks, we can’t get that done, but of course we want the taxes, but there is also a part of due diligence to provide the service,” he said.

In response to how most of the city’s money comes from property taxes and the city’s need to keep up values, explained by Wyatt, council member Nguyen said that the city’s attitude to the prospec-tive city residents is what counts.

Mayor Allen Owen said that the city addresses issues as it can and strives to provide equitable services to all areas of the city. “They need to be reassured,” said Nguyen.

The city reports that similar subdivisions have been annexed in the past which include Oakwick Forest, Silver Ridge, Waterbrook and Waterbrook West.

On Saturday, August 13, the award winning Austin Angels celebrated the induction of new members in ceremonies held at Stephen F. Austin High School. The rookie class this year is made up of 21 young ladies from Austin High School. The Austin Angels

SENSING A PROBLEM

Because it plays a key role in determining the proper mix of air and fuel reaching the engine, an oxygen sensor must be in good working order. Otherwise, its failure can lead to management and drivability problems. However, just the appearance of an oxygen sensor trouble code in the engine control unit (ECU) may not tell the whole story. At that point, the auto tech must also determine whether the oxygen sensor failure is the root cause of the problem or just a secondary symptom. With this in mind, the auto tech may also check for corroded wires, clogged or leaky fuel injectors, intake vacuum leaks, and/or exhaust leaks. An easy diagnosis is not necessarily a correct one.

Get the facts on radiation exposure and mammograms When you think of radiation

exposure, does a nuclear power plant disaster come to mind? How about airport scanners? Or medi-cal imaging such as CT scans and mammograms? There have been media reports questioning dan-gerous levels of radiation expo-sure from these sources, and as a result, there’s growing concern about the safety of mammograms and other imaging routinely used for detecting diseases like breast cancer.

The fact is, the health benefits of getting a mammogram that may help diagnose breast cancer in its early stages far outweigh any risk of radiation associated with the test.

“It’s important for women to know that mammograms are con-sidered safe, and it’s proven that they can save lives,” says Kelly Dempsey, M.D., board-certified surgeon specializing in breast surgery. The National Cancer Institute and the American Cancer Society recommend that women age 40 and older get mammo-grams every one to two years. “Women with above-average risk for breast cancer should talk with their doctor about when to start screening and how often to get mammograms,” Dr. Dempsey adds.

Risks associated with radiation exposure from mammograms and other X-rays are minimal. “There is a slightly elevated risk of can-cer from excessive exposure

to radiation, but the amount of radiation from a mammogram is very low, and the benefit of early detection of cancer far outweighs the risk,” says Stephen Phillips, M.D., board-certified breast radi-ologist and medical director of the Breast Center at Methodist Sugar Land Hospital.

In fact, the amount of radiation exposure in one mammogram is the equivalent of the same radia-tion exposure you get from natu-ral sources alone in seven weeks. Natural background sources of radiation occur in the atmo-sphere, such as radon gas found in homes, minerals in the ground and cosmic rays from outer space.

“For women age 40 and older, regular mammograms read by a breast radiologist and clinical breast exams with a health care provider are powerful screening tools in detecting cancer early,” emphasizes Sandra Templeton, M.D., board-certified surgeon specializing in breast surgery. “Mammograms help physicians detect small tumors in the early stages of cancer, when there are more treatment options and great-er chance of survival.”

The Breast Center at Methodist Sugar Land Hospital limits unnecessary exposure to radiation by using the lowest dose possible for all kinds of screening tests, including mammograms. Digital mammography equipment pro-vides higher-quality images and a lower radiation dose compared to

Riverstone launches Open Homes Spectacular October 8-23

billed through the MUD. In par-ticular, the inquiring Greatwood resident wants to know why they are paying more in surface water conversion fees than residents in Sugar Land’s city limits.

“All participants in the City's GRP (Groundwater Reduction Plan) pay the same pumpage fee to the city,” which is increasing in January 2012, states city spokes-person Adolph. But, he also said that participants outside the city limits pay an additional 20 per-cent out of city service charge in accordance with a Strategic Partnership Agreement having to do with city services. The funds are deposited to help pay off MUD debts “when it comes time for the city to annex and dissolve the districts.”

Adolph said the 20 percent out of city service charge does not mean the district is paying more for surface water fees, but rather, “it is them (the district) setting aside funding to facilitate their future annexation into the city.”

MUDS determine custom-ers’ pumpage fees. “We do not dictate how they bill their cus-tomers or when they raise the rates,” said Adolph, noting that residents getting water from a MUD are not city utility cus-tomers, which explains why water rates and effective dates can be different from those of a

city utility customer. Adolph also said that MUD

districts often "buy-down" their water and wastewater rates through their property tax levy, which helps MUDs cover some of their fixed costs while keep-ing their monthly bills for service low.

What may be confusing to some is that in Sugar Land’s city limits there remain some MUDs in neighborhoods that do not pro-vide water, and yet the water provider is the city. These “in-city MUDs,” as they are called, remain in place as part of the neighborhood’s original infra-structure when they first came into being, and residents are pay-ing off a previously incurred debt, according to Adolph.

So does everyone who lives in the Sugar Land city limits get their water from the city? Yes, even those in the “in-city MUDs” such as the ones in Telfair, three of them, where residents, even after annexation, have continued to pay towards a MUD debt. Other “in-city” MUDs include Burney Road MUDs, the one in the Sugar Land Business Park, MUD No. 21, and Lakewood MUD No. 10.

Although Sugar Land will be doubling its surface water rate from $0.76 to $1.42 per 1,000 gallons in January, city water util-ity customers will see their overall water bill increase by 12 percent.

She stated that, once in the legis-lature, she would insist “that ours is an efficiently run government [in order] to achieve the great-est amount of value for your tax

dollars.” Chaumette emphasized her expertise in tackling key pol-icy issues for the last 20 years as well as her terms on Sugar Land’s City Council as direct experience she will use to tackle these challenges and opportuni-ties facing District 26.

The Republican primary is presently scheduled for March 6 with the general election in November 2012.

The commission may adopt a rule requiring a county employee, on reaching an age set by the commission, to submit annually to the commis-sion an affidavit from a physi-cian stating that the employee is physically and mentally capa-ble of continuing employment. Although unavailable at press time, there is a working set of guidelines that have been formu-lated by the Fort Bend County Human Resources, the Deputy Sheriff’s Association as well as other county officials as to how

the commission will operate if the vote passes.

With the 2012 sheriff's election for sheriff looming on the hori-zon, civil service could not have come at a better time for many. Most employees will be covered by civil service by the time the next sheriff takes office, however the Sheriff will have some lati-tude in what positions he chooses to exempt or not exempt.

As a general rule the 10 posi-tions of authority are exempt for the Fort Bend County's sheriff's office, are the chief deputy, the two majors and eight captains.

All that being said, civil services does not preclude an employee from being fired for cause; but it should stop the "serving at the will and pleasure of the sheriff" type terminations.

Details of the two main score-boards to be installed at the StarTex Power Field have been released. One of them will be an old-fashioned, manually-operated scoreboard in the left field wall. Skeeters principals say it’s mod-eled after the manually-operated scoreboard in Fenway Park’s Green Monster.

The other is an eight-story, high-definition video board tow-ering high above center field. The scoreboards will have two aux-iliary color LED displays, a 40 foot long left field color ribbon board, and associated cameras and control equipment. Both are to be supplied by TS Sports based in Dallas.

“Rather than put a box with a video screen, we always envi-sioned a more iconic structure,” said Matt O’Brien, Sugar Land Skeeters President. O’Brien is referring to StarTex Power Field’s one-of-a-kind Texas sized and shaped video structure to be placed above the center field wall. “Towering eight stories above the field level, this structure is one of the largest in all of minor league baseball.”

Matt Ritter, Vice President of TS Sports said, “The Skeeters and the City of Sugar Land have a unique vision for the scoreboard and video system at StarTex Power Field. It’s our job to make their vision a reality”. The center field video board will soar almost 100 feet above the playing field. It will feature the names and logos of the four Founding Corporate Partners of the Skeeters--StarTex Power, Memorial Hermann

Hospital, Coca-Cola and Republic Services.

On the video screen there will be replays, highlights, statistics, in-game promotions, and other features during games. It can also show full size movies and other video during events that may be scheduled at the ballpark.

StarTex Power Field will host a multitude of other sporting events, say promoters, including football, soccer, lacrosse, cheerleading and band competitions, as well as concerts, group outings and scout sleepovers. Fixed-seat stadium capacity is approximately 6,200 for baseball, plus there are addi-tional lawn and standing-room-only tickets. In a concert configu-ration, StarTex Power Field has a capacity of 10,000-plus.

An integral part of the sta-dium, the Sugar Land Skeeters minor league baseball team led by Manager and former Major League All-Star Gary Gaetti, will play 70 regular season home games annually in the $35 mil-lion-dollar StarTex Power Field on SH 6 and U.S. 90A, currently under construction by the City of Sugar Land and the Skeeters. The Sugar Land Skeeters will start its 2012 season in April, 2012.

Mothers Against Drunk Driving, Southeast Texas regional office, is creating a community focused action group to help eliminate drunk driving, give victim assistance and care to the victims and their families of this violent and often times deadly crime, and to educate and prevent underage drinking in Ft. Bend County.

Ft. Bend County is part of the region that is known as the “Drunk Driving Capitol of the United States”. There are more deaths and DWI/DUI cases in this part of Texas than in any other area of the United States.

“There will be several ways that people, parents, and any-

one in Ft. Bend County can help this Action Group,” says Dave Anderson, Coordinator of Volunteer Resources for MADD South East Texas. “I live in Sugar Land. I attend church in Missouri City. This is my backyard. That is why we chose Ft. Bend County to be the first of 10 counties to have an action group made up of citizens within their county to help save lives and assist in the various programs that MADD has created.”

The roles that Anderson refers to include Youth Programs and in school pre-sentations, Law Enforcement Appreciation, Victim’s

Advocacy and Assistance, press patrol, Court Monitoring, Public Policy, and serving on the leadership of the Ft. Bend Community Action group.

The first public forma-tion meeting will be held on Thursday, September 29 at 6:30 p.m., at the Missouri City Public Safety Headquarters, Training Room, located at 3849 Cartwright Rd, in Missouri city between Dulles and Murphy Road. It is free and open to the public for all concerned and caring citizens including

high school students and adults of all ages. There is expected to be several law enforcement personnel, MADD represen-tatives, and many local civic and community leaders at this meeting to stand up against this drunk driving on our roads and highways in Ft. Bend County.

The Dulles High School Dolls Dance Team is holding its annual Junior Doll Clinic at Dulles High School from 9:00 a.m. to 1:00 p.m. on Saturday, September 17. If disaster struck, would you be ready? Find out ways to become better prepared in a crisis situation at a Family Safety Preparedness Day on Saturday, September 17,

from 10:00 am to 2:00 pm, at George Memorial Library, 1001 Golfview in Richmond. Free activities are planned throughout the library for the whole family.

Ready Super Heroes will be on hand to show children how they can help their family.

Family Safety Day this weekend at George Memorial LibraryThis program is co-sponsored by Fort Bend County Libraries and the Fort Bend County Office of Emergency Management.

Children will enjoy a visit

from the City of Houston’s Ready Super Heroes, who will show how children can help their families prepare for emergen-cies. Performances begin at 10:00 am, 11:00 am, 12:00 noon, and 1:00 pm, in the Meeting Room of the library. Various emergency vehicles, such as Hazmat and fire trucks, will be parked outside for children to see.

Members of the American Red Cross will provide demon-strations of bystander CPR every 30 minutes starting at 10:00 am, in Room 2D. According to the American Heart Association, when effective bystander CPR is provided immediately after sudden cardiac arrest, a victim’s chance of survival can double or triple.

Beginning at 9:15 am and 11:30 am in Room 2B, the Medical Reserve Corps (MRC) will provide basic orientation training for individuals who are interested in becoming volunteers with the MRC Team. Learn how to prepare for and respond to public-health emergencies like 9/11 or disasters like hurricanes. After a crisis or disaster, members of the MRC Team assist at Points-of-Distribution (POD) sites by helping to dispense medications, inform the public about the cri-sis at hand, direct line-flow, and many other duties.

Once an individual has received the basic orientation for the MRC Team, he or she has the option of continuing their training to become Unit Leaders. This advanced leader training will take place from 1:30 to 4:30 pm, in Room 2B. Leadership posts require more responsibility and attention to detail in areas such as Planning, Logistics, and Operations.

Displays will be set up in the Gallery of the library with more information on disaster supplies, hurricane evacuation routes, and much more.
