Box 248 Lower River Road Charleston, TN 37310 Subject: Residential Well Sampling 51 Eames Street Facility Dear Mr. Morrow: Per your request, MACTEC Engineerin g and Consul ting has evaluated the chemical data fo r the water s ample collected in March 2009 from the residence in Wilm ington under Olin’s residential well sam pling program. This evaluation was performed to confirm the suitability of drinking water at the residential property. Chemical concentrations in the well water w ere compared to Massa chusetts and federal drinking water standards and guidelines. Attached is a table summarizing well monitoring data for the residence. The sample was analy zed for semi-volatiles, formaldehyde and acetal dehyde, hydrazines, n-nitrosodimethylamine (NDMA), and n-nitrosodi- n-propyl-amine (NDP A). The table lists associated c oncentrations. Th e appropriate standard and/or guideline for each parameter is provided for comparison. One detected analyte has a concentration that is above its respective standard and/or guideline. The Massa chusetts Depart ment of Environm ental P rotection (MassDEP) ha s issued a “guideline” limit of 0.00001 m g/L of NDMA in drinking water supplies. The conc entration of NDMA detec ted in the residential well is above the MassDE P “guideline ” limit. MassDEP recommends that guideline limit be resampled. Data Validation Summary Test America Data Set 360-21622 Lancaster Laboratory Date Set OLN14 (1136871)

10 Introduction

This sample set contains results for residential well samples collected during March 2009 Samples were analyzed

by Test America Laboratories (TAL) at locations in Westfield Massachusetts Tallahassee Florida (Method 8315)

and West Sacramento California (modified Method 521) and hydrazines by Lancaster Laboratories in Lancaster

Pennsylvania Samples were analyzed for the following parameters

bull N-nitrosodimethylamine (NDMA) by USEPA modified Method 521

bull Semivolatile organic compounds (SVOCs) by USEPA Method 8270C

bull Formaldehydeacetaldehyde by Method 8315A

bull Hydrazines by modified Method 8315A (LCMSMS)

Samples incl uded in this review are summarized on Table 1 With the exception of the items below

results are interpreted to be usable as reported by the laboratory A complete summary of final sample

results is included in Table 2

20 NDMA

NDMA analysis was completed using a modified USEPA Method 521 procedure which provides very

low detection limits at an analytical reporting limit of 2 ngL NDMA sampl es are collected in amber -

glass bottles and chilled prior to analysis

Quality control evaluations were based on project specific method performance objectives described in

31 Validation Observations and Actions

QC Blanks

The target compounds bis(2 -ethylhexyl)phthalate (11 microgL) and di -n-butyl phthalate (11 microgL) were

detected in the laboratory method blank Similar concentrations of these compounds were repor ted in

samples Samples results for these compounds were qualified non-detect (U) in the final data set

Several TICs were also reported at low concentrations in the method blank including docosane eicosane

and formylmethylenetriphenylphosphate These compounds were also reported in samples and results

were rejected as lab contamination and removed from the final data set

Laboratory Control Samples (LCS)

LCS recoveries below the project QC limits were reported for 4-nitrophenol (19) aniline (27 - 29 )

and phenol (14 - 15 ) These compounds were not reported in samples and the reporting limits for

these compounds were qualified as estimated (UJ) in the final data set

TICs

Low concentration TIC results were reported in both samples Some of the TICs were reported in the

method blank as discussed above under QC Blanks Additional similar alkanes including heptadecane

pentacosane and octacosane were reported in samples at low concentrations (lt 3 microgL) A review of the

chromatograms for the lab blank and samples indicates that low concentration peaks are present in both

the blanks and samples Based on professional judgment all TICs were interpreted to be background

contamination and removed from the final data set

by Test America Laboratories (TAL) at locations in Westfield Massachusetts Tallahassee Florida (Method 8315)

and West Sacramento California (modified Method 521) and hydrazines by Lancaster Laboratories in Lancaster

Quality control evaluations were based on project specific method performance objectives described in

the Draft Project Operations Plan Volume II -B Quality Assurance Project Plan (QAPP ) [MACTEC

2008] the TAL SOP WS-MS-0012 for NDMA analysis and professional judgment of the project

chemist Analytical packages were reviewed using data quality evaluation checklists that were developed

specifically for the Olin Chemical Superfund Site Validation included a full review of all documentation
