WHAT DEFINES A DROUGHT? “Drought does not necessarily mean no rain, just less than the average rainfall. The greater the severity of the drought, the lower than average rainfall. We have had rainfall events and the last rainfall event of significance corresponds with the gestation period of a mosquito, resulting in the current outbreak.” (Courtesy of Scott Elmer/Public Works)

MOSQUITO SPRAYING: “An environmentally friendly pesticide, Kontrol 30-30, is used by the City. Special attention is given to locations where mosquitoes swarm,

including public drainage areas and parks. The City will continue to monitor the issue and may repeat the extra sprayings, if necessary.” (Courtesy of Public Works)

YOUR HOME? “Spray inside your home using a “flying insect spray”. Be sure to follow directions on the label.”

By Karen Daniels

This season has been a difficult one for the Stafford Cobra's football and cheer organization. Numerous times Jacqueline Jean-Baptiste, Executive Director, has had to go before the SMSD Board of Trustees as well Stafford City Council to ask for a reduced or waived usage fee for the District's varsity field. The caveat for the organization was the required 70% student participation of SMSD students and Stafford residents that was put into enforcement this year; three months after Cobra registration. The Cobras only reached 66% participation this year.

After being voted down (4/3) at last week's SMSD school board meeting, Ms. Jean-Baptiste once again came before City Council to request the $5,760 that SMSD is requiring of the Cobras to use their facilities. Mayor Leonard Scarcella wasted no time sharing his opinion that he felt the City "should pay the amount so not to disrupt the season for the kids" though he shared his reluctance in paying for children outside the City and wants more of an effort made in assisting underprivileged youth participation.

Councilwoman Felecia Evans-Smith was passionate in her support for the Cobras and felt that Ms. Jean-Baptiste

Stafford City Council scores a touchdown with the Cobra's Youth Program

should not have had to come before them again. She referenced the Joint Facilities Agreement drawn up between the City and SMSD. "It says we should benefit each other. If you look at what we (the City) do, and they (SMSD) do, it's way lopsided. And it is a very big insult to me, and it should be to all of you, that we get a bill from the school district that's benefitting the youth."

Councilman Cecil Willis said, "The time has come, in my

opinion, to review the total youth programs, to come up with rules, regulations and guidelines that are very simple." Councilman Robert Sorbet echoed Cecil Willis' remarks and added, "At the end of the day it's kids from our community and we need to provide this service for them." When Mayor Scarcella made the motion to assist with the needed funds for the Cobras, he added a clause that money be included for playoff games, if needed. The motion passed unanimously.

Tap, tap, shuffle ball step, and now we have it, the names and numbers of the County’s most valuable dance teams. Times have got to be getting better OR we need to hang on to our shorts because unless Commissioner’s Court has found a money tree - tax rates are going to soar. Last week we told you we were eagerly awaiting the records for the every 2013 reclassified position and the employees who fill them. Well, without further adieu here they are. (The documents provided by Fort Bend County are available with this column at www.fortbendstar.com)

Fort Bend Co. Judge’s staffAt the top of the list are the

three changes for Fort Bend County Judge’s staff. He has upgraded his Community Relations, Administrative Assistant and Budget Administrator’s positions. Each went up one Grade and at least a couple of Steps, in government

speak, that equals more money and more opportunity, however at least his job requirements are higher than a GED. His Community Relations Manager went from 12/6 at 28.21 per hour to 13/11 @ 36.98 per hour. The Budget Manager went from 12/7 @ 28.87 to 13/12 @37.85, leaving his Administrative Assistant to go from 9/6 @ 16.74 to 10/11 @ 20.46. In that office alone Fort Bend County Judge Robert (Bob) Herbert gave his top two employees well over $16,000 per year raise; before the cost of living raise which reportedly will go on top of that. Now that’s a real twirl!

Precinct 1Pct 1 Commissioner Richard

Morrison had two upgrades; his Administrative Assistant was upgraded from 9/12 @ 19.23 to 10/11 @ 20.46 ($1.23 per hour raise), his Staff Director went from 12/16 @ 35.68 to 13/12 @ 37.85 (@2.17 per hour).

Precinct 2Pct 2 Commissioner Grady

Prestage bumped his top three employees, all female, one

Executive Assistant went from 11/14 @29.34 to Community Relations 12/14 @ 34.40 an hour. The other Executive Assistant became a Project Manager with the same step and grade as her associate. The top recipient in Prestage’s office was his Staff Director who went from 12/16 @ 35.68 to 13/12 @ 37.85 per hour.

Precinct 3Aside from the County

Judge, Pct 3 Commissioner Andy Myers’ had the largest boosts to employees pay. Two are newbies. His new Project Manager, with less than 1 year of service to the citizens of the county, was boosted from 12/15 @ 34.76 to Chief of Staff at 13/11 @ 36.98 per hour. Myers also blessed his two Executive Assistants with new titles and better pay. One, also a relatively new hire, went from 11/11 @ 27.37 to Community Relations Manager at 12/7 @ 29.24 and the other Executive Assistant, a looong time county employee, became a Project Manager going from 11/11 @ 27.37 to 12/7 @ 29.24.

Precinct 4Pct 4 Commissioner James

Patterson wins the austerity award this week. Patterson bumped his Administrative Assistance from a 9/5 @16.36

to 10/11 @ 20.46. Does that make him fiscally responsible or cheap? You decide.

Other than Commissioner’s Court feathering the top part of their nests, many of the lawyers working at the District Attorney’s Office as Attorney 1 were boosted up to a whopping $30 per hour, two or three are actually up to $33 per hour. That folks is embarrassing and they are required to have more than a stink’n GED!

Many in the Risk Management and Human Resources offices were boosted; requiring specific training and certification. One thing that was

very interesting in reviewing the specific job requirements for the Law Librarian was the requirement to have a “valid driver’s license.” Could a mobile Law Library be on the horizon? Nah, but strange all the same. However, there is now a Mobile Device Administrator who was upgraded from $18 and change to $20 and change, although there was no specific mention of a valid driver’s license on his job description.

Understand, it is not that anyone is opposed to a raise for county employees; it is the manner in which it is being done. It is wonderful for these

hard working public servants to be recognized for their hard work with a significant pay raise, but it only went to a select few, leaving the bulk of those hard working folks left out. Time for the Who You Know mentality to go….

Listen…. tap, tap, tap… could that be your new sheriff dancing around the Civil Service Rules?

We shall see.Until the tap dance is over….. Send questions or inquiries

BOARD CERTIFIED PODIATRIST, ACCPPS

If you have observed small, clustered, and short-looking veins on the surface of your ankles and feet, you have spider veins. Mature women are the most likely to be affected by spider veins. Poor circulation, weakness in the vein walls, and inflammation of the veins are some of the potential causes of spider veins. Unless severe, spider veins are usually not treated other than on an elective basis since they are considered to be a cosmetic issue. For those who do have spider veins that they consider unsightly, a procedure known as sclerotherapy can be performed. Sclerotherapy involves the injection of a solution directly into the vein, turning it into scar tissue that ultimately fades from view.

The Conservative Voice

By Barbara J. Carlson

What a great honor on Sunday to be a part of the 28th Annual Veterans Program, hosted for the first time by Post 3903, at the VFW Hall in Rosenberg. Mayor Vincent Morales designated Sunday as “POW and MIA Recognition Day” in honor of the 93,000 POWs (Prisoners Of War) and MIAs (Missing In Action) still unaccounted for and missing.

As we continue demanding accountability and justice for the four innocent lost lives in Benghazi, 93,000 families across

our great Republic still haven’t been given reunification or closure because their loved ones are still captive or left behind and forgotten by our leaders. Don’t we owe these families the peace of bringing their loved ones home to be reunited or allow their loved ones to be put to rest in peace? Don’t our POWs and MIAs deserve—because of their selfless military service putting them in harm’s way—more than this to be their last chapter that is left yet incomplete?

Tears filled our eyes as the

Our POWs, MIAs and Benghazi

“empty table,” seated for five, was explained. The five chairs symbolized the five sections of our military: Army, Navy, Air Force, Marines and the National Guard. The table had a pristine, white tablecloth, symbolizing the purity of our POWs and MIAs’ intentions to respond to our country’s call to arms. The single red rose was the centerpiece, symbolizing the families keeping the faith awaiting their return. The red ribbon tied on the vase—and worn on lapels—bear witness to the families’ unyielding determination to demand a proper accounting of our missing. The single slice of lemon on the bread plate symbolized their bitter fate. The salt on the bread plate was symbolic of the families’ tears as they wait. The inverted water glasses symbolized that our missing cannot toast with us this season. And finally, the empty chairs symbolized that our missing are still not home.

If the President’s wife or child was a POW, MIA or one of the four victims in Benghazi, would a rescue mission, perhaps, have been a bit more aggressive, demanding a safe return?

Why can’t the Left admit with Benghazi: (1) The transparent injustice of Clinton solely appointing four of the five members of the Accountability Review Board (ARB) who “investigated” Benghazi when she personally had a vested interest/integral part of this tragedy; (2) That witnesses were not allowed

to review their testimony and that it was not taken under oath and before a court reporter; (3) That it was deplorable that Democrats walked out while the victims’ families were testifying; (4) That Clinton’s demand of a permanent outpost in Benghazi, after Kadafi (Libya’s dictator) had been removed and Clinton’s required completion of a report before 9/30 put these four victims in a volatile situation; (5) This administration’s stonewalling of accountability, justice and the blatant video lie that went viral destroyed lives and our country’s reputation as a global leader; and, (6) Not allowing the FBI immediate access to the Benghazi crime scene while leaving classified documents accessible to our enemies on the burned floor and not keeping Americans safe are grounds for impeachment and removal from office?

After Benghazi’s tragedy—now more than a year ago—the numbers have climbed to 93,004 POWs, MIAs and lost Americans without accountability and justice. It is time that we act!

It was truly the greatest honor to be surrounded with our Veterans and the most patient and devoted families of our missing POWs and MIAs who deserve accountability, justice, closure, and above all, the deepest gratitude and respect.

Richmond, TX 77406Cuisine: Barbecue

Well, we are getting closer to our quest for the best barbecue in these parts. This restaurant has been around for 40 years and has built quite a reputation for their barbecue.

The simple menu offers 1, 2, or 3 meat combo plates from $13.95 to $17.95. You can also order all you can eat family style for 4 or more for $25 per person. Don’t like barbecue? No problem, a peanut butter & jelly sandwich can be ordered for a buck-fifty. Typical meats & barbecue sides were offered, as well as cobblers and pies for dessert.

The sliced brisket, pork ribs and chicken were all very tender and well cooked without being dry. The smoked

flavor was noticeably better than other places reviewed, but not as robust as hoped for. The sauce was medium-bodied, tangy, slightly sweet, but a little on the thin side and stopped short of tantalizing the taste buds. The green beans were cooked perfectly and well seasoned. All other sides were good. There was enough meat on the plate for two people.

Overall, this barbecue came closer to my expectations of good barbecue. It was tasty, satisfying, and the service was good. But at $3 more per plate than most other places (and they’re fairly consistent), I could not justify the difference.

Overall Rating: 4 stars. If you have a favorite recipe

By Elsa Maxey A study released by

consumer finance website NerdWallet lists Fort Bend County as one of the fastest growing counties in a nationwide study. Three critical factors in more than 750 counties using U.S. Census data are reported to have been analyzed in the study – growth in population, employment rate, and median income. A list of the 10 counties with impressive data has Fort Bend almost in the middle.

The study further states what is known locally - more people are moving to Fort Bend County. Just drive around and notice the people and motorist activity at commercial and retail areas, not to mention how a quick glance at new housing and other construction can be readily seen.

So which are the fastest growing counties in the U.S. according to the data reviewed?1). Orleans Parish, Louisiana; 2). Guadalupe County, Texas; 3). Kendall County, Illinois; 4). White County, Arkansas;

5). Elmore County, Alabama; 6). Fort Bend County, Texas; 7). Loudoun County Virginia; 8). Williamson County, Texas; 9). Monongalia County, West Virginia; and 10). Comanche County, Oklahoma.

The study states that Fort Bend County has seen impressive population growth through the years. Specifically, between 2000 and 2012, the population is shown to have jumped from 350,000 to nearly 630,000.

Crediting the rise in population, the study reports

that it is due to the wide variety of industries listing education, health care, science, energy, administrative services, waste management and retail occupations as those accounting for close to 50 percent of those employed in this area.

Also according to the study, Fort Bend County has kept unemployment low, 5.5 percent as of April 2013. The county’s growth in the employment rate is cited at 16.8 percent, and median income growth between the same period, 2007-2011, is calculated at 10.5 percent.

Treatment for this Parasitic InfectionToxoplasmosis is a condition caused by an infection from a

parasite called Toxoplasma gondii. A parasite is an organism that gets its food source from living off of other organisms. Common hosts for Toxoplasma gondii are outdoor and indoor cats. Most healthy people are able to fight this infection and not show any symptoms. Flu-like symptoms range from fever, tiredness, and body aches. However, there appears to be a higher risk of becoming infected amoung pregnant women and people with weak immune systems. This can lead to complications such as seizures, lung infections, and potential health problems with the unborn baby. Infec tions may be transmitted from cats. Cats that hunt and eat other smaller animals may have a higher chance of infection that may be transmitted while a person is changing the litter box. Lamb, pork, and venison are typically infected with this parasite, more often than other types of meat.

Pregnant women and people with weak immune systems should make an effort to prevent catching the infection. Use of gloves and a face mask is recommended when a cat’s litter box is changed. Toxoplasmosis infec tions may be treated with two medications – pyrimethamine (Daraprim) and sulfadiazine.

with her colored drawing, “Stroking The Fire”.

All entries depicted western influences, supporting the Fort Bend County Fair’s theme of “Celebrating Our Western Heritage”. Exhibits representing Paintings, Sculptures, Colored Drawings, and Monochromatic works were judged this past week.

The School Art Auction Program is designed to reward the effort and showcase the artwork for all Fort Bend County Students.

“The Art Auction is just another way we are helping kids

spend three years in prison. “This is an outrageous criminalization of politics and I am so glad that they wrote the ruling that they did,” said DeLay after hearing of the court’s decision.

A Texas appeals court last Thursday called the decision from the trial legally insufficient to sustain DeLay’s conviction. It represents a formal acquittal.

5-member motorcycle unit for the city's police department and a pay adjustment for city staff.

News of the proposed tax increase did not bring large crowds to the public hearings but those who did show up were angry at being asked to give more especially with a $40 million bond issue likely put to voters in May.

"When you start asking me for more money, I start asking,

More specifically on the previously rendered conviction, DeLay had been found guilty of money laundering and conspiracy to commit money laundering relating to helping illegally funnel corporate money to Texas candidates in 2002. The guilty verdict came with a prison sentence, which remained on hold during DeLay’s appeal.

Of the overturned conviction, statements from a representative

of the Travis County District Attorney’s office in a fast responding news account said “this is far from over,” and “we’re going to petition to Texas Court of Criminal Appeals to review this opinion.”

The former, powerful congressman has reportedly spent millions on legal fees including the appeal that overturned his guilty verdict, something like $12 million.

It looks like the matter may not be over as more money and court time are to yet make another showing. At this junction, a DeLay supporter was overheard saying, “He probably feels like dancing, like he did on Dancing with the Stars,” and those on the other side, disappointed about the conviction reversal, are hoping for a fall of the person they don’t call “the Hammer,” but “Teflon Tom.”

'What do I get?'. Can we wait another year for a bond issue? What does this increase do to help improve infrastructure in our aging community?", said Tom Blankenship, a Meadow Creek resident.

A group from Knanaya Homes, a retirement community, also addressed the council, expressing concerns about what a tax increase might mean for seniors living on fixed incomes.

Other residents questioned why the tax increase was necessary with so many new businesses being built in Missouri City.

"Mayor Owen has stated that $565 million in new business has come into Missouri City and we're seeing an increase in property values and I have to

question why the city wants to increase taxes to homeowners by 7.2%," said Jenny Bailey.

Kris Alfrey, an outspoken critic of the Missouri City City Council accused them of treating the proposed tax increase as "just another back room deal that has plagued Missouri City for years."

"How do you have $565 million in new business and still need a tax increase? Because of tax abatements that you have given to these new businesses. And now you want me and the other residents to pay for your corporate welfare," Alfrey said.

The proposed tax increase has also been a hot topic on the Missouri City Concerns Facebook page. Residents are complaining about being asked to support a tax increase when the

city spent millions of dollars on the city owned Quail Valley golf course and City Centre.

"They spent millions of dollars of our tax money for a golf course that most of us don't even use. That money could have been used to revitalize our city in so many ways", one resident wrote.

Another wrote, "Missouri City residents are paying close to $1 million in debt payments on the golf course and City Centre and another approximately $25,000 in operating losses on a yearly basis and they want to raise your taxes again".

Residents who are members of Missouri City Concerns are encouraging residents to attend the October 7 vote on the proposed tax increase.

get to college,” says Brad Bowman, 2013 Fort Bend County Fair President. He boasts,” Here at the Fort Bend County Fair we have some very talented kids, we are just thrilled to be able to help them achieve their goals.”

The top exhibits will be displayed in Building “B” until they are auctioned off at 5:00 pm on Saturday, September 28.

Michael Berry served on Houston’s City Council from 2002-2008 and ran for Mayor of Houston in 2003. “One of my pitches 10 years ago was how Stafford was better at attracting business than Houston.” On the topic of Mayor Leonard Scarcella celebrating his 44th year as Stafford’s Mayor, Berry said, “He is proud and protective of his residents. It’s what every mayor should be. He’d be thrown out if he wasn’t doing well. That he is continuously re-elected is a testament to his service. That’s something to be proud of. I think Stafford is lucky to have him.”

The target open date for the RCC is October 4t, and will be in limited form, first as an outside venue. The deck, the stage and the bar are currently being completed. After that, the inside renovations will begin. Memberships are available in five levels with different prices and benefits. The woman told police that Gisentaner had assaulted her brother earlier that day. She explained that her brother had come to the house but had gone to the hospital for treatment of injuries sustained at the hands of Gisentanter. Late that day, the assault victim contacted

He said an argument occurred, and Gisentaner hit him in the head and bit his ear while fighting on the floor.”

Webb-Junker Engagement

Ken and Ann Webb of Sugar Land are happy to announce the engagement of their daughter, Amanda Ann, to Julius Eric Junker, son of Rebecca Beard Junker of Richmond and Edward Junker of Dallas.

Amanda is 2000 graduate of Clements High School and a 2005 graduate of The University of North Texas with a BA in Journalism - Public Relations. She is a member of The Junior League of Houston and is currently employed as the Director of Communications at St. Michael Catholic School.

Eric is a 2000 graduate of Austin High School and a 2004 Graduate of Texas Christian University with a BBA in Marketing. He received his J.D. in 2007 from South Texas College of Law and is the owner of the Law Office of Julius Eric Junker.

The couple currently resides in Sugar Land and will be wed on October 19 in New Orleans.

A Ferris wheel, show animals and rodeo action are just a few things you will see at the Fort Bend County Fair. The 77th Annual county fair is being held at the Fort Bend County Fairgrounds from September 27th to October 6th. “Every day we will have some type of entertainment for families to enjoy,” says Susan Sillavan, FBCF Fair Manager. A petting zoo, livestock

judging shows, food vendors, shopping, and a carnival can be enjoyed daily at the Fair.

Headliners this year are a true blend of country music, from traditional country artists to top contemporary Texas Music acts. "Not only do we have an outstanding lineup of entertainment scheduled for the Brazos Stage with headliners like Joe Nichols, Joe Diffie, Johnny Lee, Wade Bowen &

Fort Bend County Fair — Fair Frenzy Is Here!Aaron Watson, we also have top notch entertainment on our Texas Stage with acts like the Doo Wah Riders from Southern California, Redneck Brown and the Freshwater Donkeys out of Oklahoma &Vince King, one of the best Elvis tribute artist I've ever seen,” boast Neil Yelderman, FBCF Board Member and Co-Director-In-Charge of Entertainment. He adds, ”The best part is you get all

of this great entertainment for the price of your general admission ticket to the Fair, so I highly recommend buying a season pass and experiencing all of the great entertainment that we have in store for our Fair-goers this year."

Last year the Fort Bend County Fair drew over 155,000 Fair-goers, marking the 5th consecutive year that attendance climbed over 100,000. “More importantly, in 2012, through auctions and scholarships Fort Bend County youth have received over 1 million dollars,” says Brad Bowman, 2013 FBCF President, in regards to the Fair’s commitment to raising money to help kids get an education. Bowman proudly shares “In 2012, we had 155 sponsors whom gave over $489,000 in cash and in-kind sponsorships, for 2013 we are well on our

way to exceeding that.” None of this could happen without the 1,300 volunteers who make the Fair a huge success. “Approximately 50 committees spend countless hours helping with the livestock competitions, parade, public safety, special events, auctions, rodeo activities and a host of other happenings,” admits Bowman.

Many of the top musical acts are thrilled to be coming to the Fair. Joe Diffie, who is set to play Oct 4, says, “I'm really excited to be bringing my show to the Fort Bend County Fair this year! Come on out, and say hello!" Country Music’s rising star, Katie Armiger, who will be opening for Joe Nichols, says, "I always get excited when I get to come back home to Texas, and performing at this year’s Fort Bend County Fair makes

this trip especially special.” She adds, “Even though I live in Nashville, my roots are and will always be in Sugar Land. I can't wait, it's going to be an awesome show." Cody Johnson’s unique blend of rock and country has given the singer a large fan base following. Johnson advises his concertgoers to be ready for a great night at the county fair. Johnson says, "Y'all break out your dancing' boots, leave you're worries at home, and come get western with me and the boys!”

During the Fair run, a Queen will be crowned, Grand Champions will be named, Mutton Busters will be cheered and turkey legs and funnel cakes will be consumed. Don’t miss out on the family fun. For more information visit the Fort Bend County Fair web site: www.fortbendcountyfair.com

Mike Hatton releases 25 homing pigeons as a salute for POWs/MIAs.Disabled American Veterans James Arthur Lindemann,

State Rep. Phil Stevenson, who represents part of Fort Bend County, Texas Lt. Governor David Dewhurst

and Rosenberg Mayor Vincent MoralesFort Bend’s recent observance of POW/MIA Recognition Day joining many communities across the nation was all about Americans taking time to remember those who were prisoners of war (POW) and those who are missing in action (MIA), as well as their families. The Veterans of Foreign Wars (VFW) and the Ladies Auxiliary of Post 3903 hosted District 16 event inRosenberg this past Sunday featured Texas Lt. Governor David Dewhurst. Like a Who’s Who of distinguished war veterans, some former

POWs, both on the program and in attendance with family members present, it was all about a moment to take pause with the remembrance ceremony. Mayor Vincent Morales and State Representatives Phil Stevenson and Rick Miller, Districts 85 and 26, respectively were among the elected officials present, with Mayor Morales presenting proclamations on behalf of local cities.

VFW District 16 Chairman (POW) Romeo Pena was joined by Kathy Bryan as they MC’d the impressive

pageantry program including flag presentations, bag pipe playing by Bob Smith, a color guard service hat placement, and the Lamar High School Choir’s performance during the program. It is what added a kind of ceremonial presence to those remembered and missing with a POW/MIA ritual narrated by Commander Tom Atkins and Sandy Cook. Held at the local area VFW on First Street, the event’s closing outdoors spectacularly symbolizes what the special

remembrance is all about with the release of 25 beautiful, homing pigeons, a salute to POWs and MIAs. Close your eyes and imagine them set free by Mike Hatton as they did, flying high, soaring to the tune of a bugler’s rendition of Taps with the first line of those lyrics, “Day is Done.” Indeed it is.

The Fort Bend Star is among the many that salutes and acknowledges that our nation’s POWs and MIAs are not forgotten. Visit fortbendstar.com for a video clip of the event.

Sugar Land Skeeters players Michael Nix (Pitcher), Kevin Rios (Infielder) and Adam Godwin (Outfielder) visited Oyster Creek Elementary School to congratulate fourth-grade student, Eduardo Guerra, on winning the Skeeters Reading Program contest.

Guerra’s name was drawn from a pool of students who participated in the program by reading four books over a four to eight-week period. As the winner, Guerra received four

passes to attend a Skeeters’ Readers game and the opportunity to have Skeeters players visit his school.

The Sugar Land Skeeters, along with Minute Maid, believe that reading helps children and adults prepare for the game of life. Last year, Skeeters had more than 68,000 students participate in the reading program. The program promotes literacy in our community by providing incentives for students to grow as readers.
