DENR records first sighting of biggest pawikan nesting in East Visayas, 2nd in PHL

For the first time, the Department of Environment and Natural Resources

in Eastern Visayas has recorded the sighting of the biggest pawikan which laid eggs along the beaches of Dolores, Eastern Samar and was successfully released back to the sea unscathed. DENR Regional Executive Director Manolito D. Ragub said that the nesting of the big pawikan in the beaches of Dolores, Eastern Samar is the second nesting recorded in the country. Ragub made the pronouncement as he shared the pride and joy of the people of Dolores, Eastern Samar for hosting in one of its beaches, the nesting of the big leatherback sea turtle or pawikan, the carapace of which measured 6.4 feet long and 3 feet wide. “The sighting of the pawikan in the shoreline of Dolores indicates that the area still has a balanced ecology. The residents of the municipality must cherish this and continue to protect the marine and coastal habitats for the generations to come,” Ragub added. Meanwhile, Forester Leandro P. Ostrea, focal person of the DENR Protected Areas, Wildlife and Coastal Zone Management Service disclosed that the sighting and nesting of said pawikan has caught the interest of the DENR Protected Areas and Wildlife Bureau Central Office. services in Biliran

Thirty-six foreign and local doctors have offered free surgical operation

services in Biliran province from September 2 to 5. According to Diana Bernardes-Chawdhury, supervising administrative officer of the Biliran Provincial Hospital (BPH), the 36 foreign and local medical doctors came from the National University Hospital of Singapore, Chicago, Kansas and Texas in the United States of America, Germany and from Cebu Doctors Hospital in Cebu City. Chawdhury informed that the free surgical operation is brought to Biliran province by Operation Share international in coordination with the provincial government of Biliran through Biliran Governor Gerardo J. Espina, Jr. , office of Congressman Rogelio J. Espina of the Lone District of Biliran and in cooperation with Covidien and RBGM company. It was learned that Operation Share International is a non-profit organization that specializes in free medical care, primarily in the Southeast Asian region. Surgical operations for myoma, cleft palate, ovarian cyst, thyroid and hernia were performed by the 71-team health personnel of the Operation Share International, Chawdhury informed. She added that there were 34 minor surgeries and 44 major surgeries performed by the foreign and local doctors in the entire duration of the free surgical mission. Eliseo Vegenia of Julita ,Biliran said that the free surgical operation saved him at least P50,000. His wife, Renea , a public elementary school teacher, is scheduled for operation next month in in a private hospital in Tacloban City, but because of the four day surgical mission, she availed it for free. ‘We grabbed the opportunity of continued on page 8

SoLeyte LGU undertakes river rechanneling project to generate more income

The provincial government of Southern Leyte thru the initiatives

of Provincial Governor Roger Mercado undertakes the river rechanneling project in order to generate more income for the provincial coffers. According to Provincial Governor’s Office (PGO) Media Officer Diego Credo, the provincial government will undertake Subangdaku River rechanneling project in Sogod so that the province may earm more income and not necessarily depending too much on Internal Allotment Revenue (IRA) to cater to the social services needs of its constituents. Credo further said the provincial government is taking over the concessioner, a certain JQD Fernando Uy, who backed out in the river rechanneling of a 3.1 hectare land area along the Subangdaku River in Brgy. Kanangkaan in Sogod, Southern Leyte effective September 2, 2013. It was learned that JQD Fernando Uy left the concession for fear of the safety of his heavy equipments due to difficult terrain in his

designated area for the rechanneling, he said. The provincial government wanted to fast track the legal creation of a Business Enterprise Board in close coordination with the Southern Leyte Provincial Board so that the provincial government may move towards more enterprising activities such as investing in big time fishing business, establishment of poultry which will serve as a demonstration farm and engage in trade, as well, among others, he said. Provincial Governor Mercado earlier was earlier qouted saying, “ the establishment of the provincial government of a provincial corporation is allowed by law.” As of press time, the Provincial Engineering Office (PEO) is generating the biggest income for the provincial coffers from the rentals of heavy equipments mostly by the barangays engaging in infrastructure projects. Cayanong told the Philippine Information Agency that a governing board has already been created with the EMB regional director of Eastern Visayas as the chairman and Ormoc City Mayor Edward Codilla as the vice chairman. The members of the governing board include representatives from the National Water-Resources Board (NWRB), representative of the governor, representative of the respective mayors of Albuera, Merida, Matag-ob, Kananga, Palompon, Burauen, Isabel and Baybay City. Representatives of the following government offices in the region are also members of the WQMA governing board, DENR-Penro, Leyte, DENR-Cenro Albuera, Department of Public Works and Highways, Department of

Agriculture, Department of Science and Technology, Department of Trade and Industry, Bureau of Fisheries and Aquatic Resources, National Irrigation Administration, Housing and Land Use Regulatory Board, Mines and Geo-Science Bureau. There are also representatives from other sectors such as business, water utility, duly registered public offices and academe. The functions of the board include the preparation and publication of Water Quality Status for the WQMA and submission of a copy thereof to the EMB-Central for integration in the national water quality status report.The board is also responsible for formulating and monitoring of action plans to be approved by the Department of Environment and Natural Resources secretary. Ormoc Bay and its associated watersheds has been designated as water quality management area (WQMA) pursuant to the Philippines Clean Water Act to comply with water quality standards in maintaining ecological functions and services. Earlier, Environmental Management Bureau (EMB) Regional Director Letecia Maceda said the designation of Ormoc Bay is intended to be able to formulate a comprehensive management program to promote environmental strategies and appropriate economic instruments and control mechanisms for the protection of the WQMA. It will also harmonize water quality management with other programs and initiatives, along with the plans of national and local government and partner organizations to conduct public information, education and advocacy campaigns, she said. The Ormoc Bay was prioritized for the WQMA designation because of its high in boron (a chemical element), coliform wastes (contributed by human or animal waste) and bacterial count that were found by the EMB-Eastern Visayas. Engr. Cayanong told the Philippine Information Agency that water testing of Ormoc Bay was

conducted for one whole year before EMB recommended as WQMA. Ormoc Bay sits as neighbor to big companies such as Leyte Industrial Development Estate, which is the home of the Philippine Phosphate Fertilizer Plant; and the Philippine Associated Smelter and Refining Company, the country’s biggest copper processing plant, among other industries, Director Maceda said. The WQMA will cover Ormoc Bay and its associated watersheds or river basins, including the lower catchment area of the Pagsangahan River and river systems in the municipalities of Albuera and Merida (Aslom, Antilao, Belen, Banalanhang, Bagongbong, Sharpon, Banalian, Bacay, Palando, Panalihan, Sibugay, Tabgas, Calinglingan, Biniuan, Bantingning, Bawood, and Can Unzo Drainage Basins, among others.) It has a total of 79,836 hectares and is comprised of a watershed or terrestrial area of 54,906 hectares and an offshore watershed or bay area of 24,930 hectares. In Ormoc, 33,246 hectares and all its barangays are covered, except Cabingtan, Tongonan, Liberty, and Nueva Vista. In Albuera, Leyte, there are 13,312 hectares and all its barangays are included, while Merida covers 7,115 hectares that also include all its barangays. Matag-ob has 974 hectares that covers barangays of Sta. Rosa, Sebastian and Bulak. Other LGUs included in the WQMA are Baybay with 224 hectares, Palompon with 21 hectares, Isabel with eight hectares and Kananga with only six hectares. (PIA8)
