From white power skinheads to neo-Nazis and Ku Klux Klansmen, hate group activity in the U.S. is disturbing widespread. The number of hate groups operating in America continues to grow. Recently a drug Investigation led to major- weapons find, two men, a father and son were arrested after a raid of an Antioch Township, IL home. Authorities say they discovered enough military-style weapons and explosives, to wage a small-war, along with white supremacist propaganda, and the "Anarchist Cookbook", a book that contains recipes and instructions for the manufacture of explosives. Points to consider: Police confiscated about 25 firearms, including 2 sub-machine guns, an assault rifle, a rocket launcher with ammunition, TNT, gunpowder; chemicals used to make explosives with detonating devices, tear gas, brass knuckles, a battlefield illuminator used by military helicopters at night, a baseball bat with protruding spikes, knives, machetes, bomb making manuals, land mines, silencers and improvised munitions. Consider that experts tell us that hate groups have been mobilized by the national immigration debate, the worsening recession, and the nation's first black president. At the same time, law enforcement officials have reported a marked swelling of the extreme-right "sovereign citizens" movement that wreaked havoc in the 1990’s, are may now be seeking to exploit the country's economic turmoil and political strife. Additionally, consider that the Internet now gives extremists more access to information about bomb making and weapons training. These new technologies also make it easier for extremists to utilize the “leaderless resistance” or lone wolf concept, making it more difficult for law enforcement to detect or prevent an attack. Furthermore as first responder we should be aware of the significance of the numbers 14 and 8. The number "14" is the white supremacist shorthand for "the 14 words," a racist credo authored by one of the godfathers of the neo-Nazi movement, David Lane, and "88" being the numeric code for the eighth letter of the alphabet, indicating "HH," or "Heil Hitler." Additionally, consider that the number of hate groups operating in the US has continued to rise. According to the Southern Poverty Law Center in 2008 there were 926 active in the U.S., up more than 4% from 2007, and more than a 50% increase since 2000. Eco-Terrorists Topple Radio Towers The clandestine eco-terror group Earth Liberation Front (ELF) has resurfaced recently. The FBI has taken over the lead of an investigation, into the recent destruction of two KRKO radio station towers in Everett, Washington. A banner with the Earth Liberation Front’s (ELF) initials was left at the scene, followed by an e-mail message to a local newspaper claiming responsibility saying that the eco-terrorist group was responsible for the sabotage, and a picture of one of the towers lying on its side posted on ELF’s web site. Additionally, the FBI is investigating another tower collapse, belongs to Talk WAEB-AM/Allentown in Whitehall Township, PA, which had its cables cut and fell to the ground as well. It is unknown whether the two incidents are related but radio tower collapses are unusual incidents Points to consider: ELF describes itself as "an international underground organization that uses direct action in the form of economic sabotage to stop the systematic exploitation and destruction of the planet.” Since its inception in North America in 1996, the shadowy environmental group has claimed responsibility for hundreds of crimes and acts of terrorism, including arson, bombings, and vandalism, inflicting well over $150 million in damages. Consider that eco-terrorists tend to have a leaderless ideology that can exist for long periods of time, often operating alone or in small groups, targeting individuals or structures they feel are infringing on the environment. Although these groups have been overshadowed by foreign terrorist threats, eco-terrorists remain active in the U.S., and very much a threat.

Report: Hotels Increasingly Targeted A new study by STRATFOR a private intelligence firm says terrorist attacks on hotels have risen dramatically in recent years. Points to consider: In the report, STRATFOR says tough security measures have forced al-Qaeda and its allies to strike soft targets like hotels. Additionally, al-Qaeda has changed, from a small group of highly trained professional terrorist operatives, into more of an al-Qaeda movement, where regional franchises are established, that don't have the same skill level as the professional al-Qaeda operatives, and tend to gravitate more towards the easier targets. Consider that these hotels packed with high profile guests are tempting targets for terrorists, who’s prime objective is to maximize impact and publicity for their cause. Additionally, hotel owners walk a fine line in an attempt to balance security with the comfort of their clientele, and past attacks exposes potential security weaknesses in these “soft targets” which are found to be increasingly in the crosshairs of terrorists.

Al-Qaeda Targets Africa West African, countries in the Sahel region have long worried analysts as possible breeding grounds for terrorism or extremist organizations, because of their majority Muslim populations, prevalent poverty, and expanses of largely ungoverned geographical regions. Points to consider: The Sahel, a vast region bordering the Sahara Desert and including the countries of Mali, Niger, Chad and Mauritania, is increasingly referred to as a potential new front in the war on terrorism. Consider that fundamentalist Islam has been present in the Sahel for over 60 years, and experts have said, that this region has been specifically targeted by Al-Qaeda, whose objective is to establish terrorist bases in the Sahel similar to those existing in Afghanistan. The Sahel terrain is as torturous as the Afghan caves and mountains when it comes to policing, making it an ideal hiding place for staging terrorist’s attacks on targets within Sahel and beyond.

Poverty, is Said to be Breeding Terrorism Pakistani Federal Minister for Population Welfare Firdous Ashiq Awan, speaking at Lahore Chamber of Commerce and Industry (LCCI) in Lahore, Pakistan recently said, that poverty, unemployment and hunger were the main causes for breeding terrorism in Pakistan. Points to consider: Consider the theory that these issues (poverty, unemployment, hunger, etc) have a direct relationship with breeding terrorism. Based on a recent United Nations prediction, the population of Pakistan will double by 2050, thereby placing an enormous strain on international counter-terrorism efforts.

Suspected Terrorists Arrested With Fake US Passports Police recently arrested six Pakistani men who tried to enter Liberia with fake U.S. passports, one removing his phone's SIM card and swallowing it as he was being arrested, according to Liberia's defense minister Brownie Samukai. Points to consider: Consider that these men in possession of fake US passports which would enable them to travel anywhere in this country, may have had had weapons training, including learning the use of firearms, theory of explosives and the assembly of bombs and suicide vests. Be aware that at least six of the Sept. 11th terrorists obtained and used false IDs to carry out their deadly attack. This underscores the risks posed by such security breaches, and there is no way to know how many thousands of people might be out there with similar documents. The potential Homeland Security implications of this incident and other recent events here and abroad is a reminder that the threats facing our nation are alive and well and require continued vigilance.

Thieves Hit Fire Station Police are investigating a burglary at Kansas City’s fire station 14 recently. Authorities believe the thief entered through an unsecured door, stealing tools, leather boots, helmets, jackets and uniforms. Points to consider: Stolen credentials, and uniforms are a concern to security officials. While such thefts are not un-common in large metropolitan areas, they nevertheless increase the risk that unauthorized individuals may use insignia, official equipment, and uniforms to get through security without being checked, and gain access to sensitive areas.

Lancaster County Metal Plant Fire A fire ripped through the 1.3 million square-foot Alcoa plant in Manheim Township, PA recently involving molten metal inside the building, causing a Hazmat team to secure the area, and allow the fire to burn. Points to consider: The first step in any incident is to size up the situation and establish command. Sizing up is an ongoing process and impacts all the phases of planning and decision making that take place during any incident. Sizing up starts when an incident is dispatched and continues through the entire incident as more information is obtained. HAZMAT incident requires a more cautious, methodical, and deliberate sizing up than most fire situations. Prematurely committing equipment and personnel to unknown, potentially hazardous situations or locations must be avoided. Recognizing and identifying hazardous materials must be performed first. (In HAZMAT incidents response teams may already know what materials are involved because of the placards that are on the containers or buildings and the documentation that is on file.) After sizing up the situation, the incident commander will establish a set of objectives and the amount of resources that are needed to accomplish the objectives. Additionally, consider that, for fires involving aluminum fines, do not use water, the preferred extinguishing media is a Class-D dry-powder extinguisher. Freon Leak The Tulare County, CA administration building was evacuated recently when a malfunctioning air conditioning unit leaked Freon, creating a heavy mist, which resulted in the evacuation of 80 people. Points to consider: Freon (UN 1976) is a refrigerant used for residential and commercial air conditioning and for medium- and low-temperature commercial refrigeration applications. If involved in a fire, product may decompose yielding toxic fumes, and other oxidation products. Oxygen deficiency may occur in the presence of high concentrations resulting in asphyxiation. Chlorine Leak HazMat crews were called to the Dow chemical plant in Reading, Ohio recently because of a rail car leaking chlorine. Points to consider: Chlorine (UN 1017) is a greenish-yellow gas or a clear, amber colored liquid with a suffocating, pungent, irritating odor. Chlorine and water can be very corrosive. Corrosion of metal containers can make leaks worse. Although non-flammable, chlorine is a strong oxidizer and will support the burning of most combustible materials. Flammable gases and vapors can form explosive mixtures with chlorine. Chlorine can react violently when in contact with many materials and generate heat with possible flammable or explosive vapors. Chlorine gas is heavier than air and will collect in low-lying areas. For general operating procedures refer to the Emergency Response Guidebook, guide # 124.

Chlorine Gas Leak The town of Priest River, Idaho, was evacuated recently after a chlorine alarm went off at the Priest River water filtration plant, Hazardous materials crews from Sandpoint and Coeur d’Alene were called, evacuated residents within a half-mile of the plant, and sealed the leaking chlorine gas tank. Points to consider: Chlorine gas is heavier than air, with strong irritating bleach like odor. It is a corrosive and irritating to the eyes, skin and mucous membranes. Chlorine is an oxidizer and may explode or accelerate combustion if in contact with reducing agents. For general operating procedures refer to the Emergency Response Guidebook, guide # 124.

Toxic Vapor Leak The Milpitas, CA Fire Department recently responded a toxic vapor leak from a Union Pacific Railroad car at the company's rail yard just north of Great Mall. The non-pressurized rail container had a solution containing a solvent mixture of xylene, and toluene leaking from a defective gasket. Points to consider: Toluene (UN 1294) is a clear, colorless liquid with an aromatic benzene-like odor. Stable under ordinary conditions of use and storage, the containers may burst when heated. It is incompatible with heat, flame, strong oxidizers, nitric and sulfuric acids, chlorine, nitrogen tetraoxide; will attack some forms of plastics, rubber coatings. For general operating procedures refer to the Emergency Response Guidebook, guide # 130. Additionally xylene (UN 1307) is a clear, colorless sweet-smelling flammable liquid. High School Mercury Spill A student at Denver's Lincoln High School spilled a trace amount of mercury inside a classroom. The fire department's HAZMAT unit evacuated nearby classrooms as a precaution, and cleaned the spill. Points to consider: Mercury (UN 2809) is a heavy silvery-white metal that is liquid at room temperatures. It is commonly used in thermometers, manometers, barometers, and it is present in nearly every chemistry and physics lab. It may be absorbed through intact skin, consider stable under normal temperatures and pressures, but is reactive with oxidizing agents, and metals. N.S. High School Evacuated A Wolfville, Nova Scotia high school was evacuated recently after a box of hydrochloric acid was dropped as it was being delivered to the lab. There were no reports of injuries but students and staff were sent home as a precaution. Points to consider: Hydrochloric acid (UN 1789) is a colorless to light yellow liquid with a harsh pungent irritating odor. Depending upon concentration it may fume upon release. Its vapors are heavier than air and will collect and stay in low areas. It reacts with common metals to produce flammable hydrogen gas. Sulphuric Acid Spill Recently a teacher was moving bottles of sulphuric acid into a renovated chemistry classroom at Michigan’s Fenton High School when he fell, spilling the acid. Points to consider: Sulfuric acid (UN 1830) is a thick oily odorless liquid, but has a choking odor when hot. Considered highly corrosive, it will react with water to produce toxic and corrosive fumes. Vapors are heavier than air and will collect and stay in low areas. Propane Leak at Gasoline Station Firefighters were called to a gas station in Tacoma, Washington for a suspected propane leak recently. The crews blocked off a one-block radius after identifying a leak in a hose connecting a 500-gallon propane tank to the station building. Points to consider: Propane (UN 1075) is odorless, tasteless, and colorless in its natural state; an odorant (ethyl mercapitan) is added similar to natural gas, so that leaks may be detected. Propane is easily ignited, heavier than air, therefore, it may collect in low areas or travel along the ground where an ignition source may be present. Be aware that pressure in a container can build up due to heat, and it may rupture (BLEVE) if pressure relief devices should fail to function. Chemical Spill Near School A truck dropped approximately 30, 3-inch pool chlorine tablets in the street in Novato, CA forcing police to divert traffic near two schools while a hazardous materials crew cleaned up the chemicals, which had been crushed by car tires. Points to consider: Authorities closed off the intersection because fluids mixing with the chlorine could have caused a chemical reaction resulting in the production of hydrochloric acid, a corrosive to the skin and potentially fatal if inhaled. Consider that chlorine tablets (UN 1017) are a white solid with a suffocating, pungent, irritating odor. Chlorine and water can be very corrosive. If tablets become damp they will effervesce, evolving carbon dioxide and may decompose to give off chlorine fumes. Corrosion of metal containers can make leaks worse. Toluene Spill Recently dozens of people were evacuated from the Biology building of the Neuroscience research institute wing at the UC Santa Barbara campus, after one of the canisters four canisters of toluene a powerful solvent was damaged resulting in several people inside the building being overcome by the powerful fumes. Points to consider: Toluene (UN 1294) is a clear, colorless liquid with an aromatic benzene-like odor. Stable under ordinary conditions of use and storage, the containers may burst when heated. Gas Leak Leads to Hotel Evacuation A driver backed into a gas meter in the parking lot of the Holiday Inn Select in Norcross, Georgia recently creating a gas leak, forcing more than 100 guests to be forced to leave their hotel rooms in the early morning hours. Points to consider: Natural gas (UN 1971) is Hazards: is extremely flammable and forms flammable mixtures with air. It will burn in the open or be explosive in confined spaces. Its vapors are lighter than air and will disperse. It has no color, odor, or taste, leaks are usually detected due to the additive mercaptan, which gives it a distinctive “rotten egg” odor, but the additive can be filtered out by the soil. Responders should be aware that natural gas leaking up through soil might be scrubbed of mercaptan, leaving the gas odorless and undetectable without a combustible gas meter. Always use meters to test for natural gas

Hazardous Chemical Detonated A geologist's daughter was cleaning out her late father's office in San Antonio, TX recently, and found a jar containing crystallized picric acid. The bomb squad secured the substance outside the building where it was safely detonated the extremely explosive acid. Points to consider: Picric acid can be a useful laboratory reagent; however, dry picric acid is a shock-sensitive explosive capable of releasing energy on a level similar to dynamite. In a confined area such, the force of a picric acid explosion could be devastating; due to its unstable nature, dry picric acid is forbidden from being transported in the U.S. For general operating procedures refer to the Emergency Response Guidebook, guide # 113.

Mobile Meth Lab Officers on patrol in Cary, NC noticed suspicious activity in the Motel 6 parking lot, investigated and found a man there with a backpack containing, a hot plate, lighter fluid and other chemicals and hardware typically used to make methamphetamine. The officers followed their Departments protocol calling a HAZMAT team who verified the contents inside the backpack were a portable meth lab. Points to consider: Methamphetamine is synthesized in clandestine drug labs from common household products, over-the-counter medications, solvents; metals and strong acids. First responders are at risk for numerous health problems when they come in contact with clandestine meth labs during the course of their duties. Production methods involve numerous chemical reactions that can cause fire, explosion, and release of toxic gases and waste, thereby making these labs potential hazardous waste sites.

Propane Tanker Overturns An Schaus Propane Transport trailer carrying 10,000 gallons of propane tipped recently in the Town of Marshfield, Wisconsin. Firefighters created a “fog of water” to guard against accidental ignition, as the transport company offloaded propane onto another tanker prior to the truck being righted. Routine Traffic Stop Nets Explosives Recently police officers stopped a truck for equipment violations in West Haven Conn and found two homemade bombs consisting of metal cylinders with wicks, a shotgun, and a bulletproof vest. A bomb squad safely removed the explosives. Points to consider: Once again more proof that there are no routine calls. A first responder upon arrival should be to perform a size up. This is the first step in gaining control of the situation. If explosive devices are suspected or discovered all civilians and responders should be evacuated from the danger area. Be aware that premature detonation is a common hazard in construction of any homemade bomb, making unintentional detonation incidents common. Remember that upon the discovery of explosives the explosive device shall not be disturbed, and shall be assumed to be dangerous and possibly "booby trapped".

Explosive Device Discovered at Meth Lab Bust Recently, Darke County Sheriff’s Detectives responded to a home in Greenville Township, Ohio to search the premises for stolen property. Upon arrival detectives did recover a stolen items, but while searching a garage, detectives discovered a methamphetamine (METH) drug lab. The Clandestine Drug Lab Unit was called, and while dismantling the meth lab they stumbled upon an apparent explosive device that had been made from a dummy grenade. The Dayton Police Department Bomb Squad responded to the scene and detonated the device in a controlled manner on the premises. The Dayton Bomb Squad also assisted Darke County deputies with collecting and removing evidence that could be used to make other similar devices. Points to consider: Consider that illegal drugs have become a national epidemic. Drug related activities are becoming more violent, ranging from defending neighbor-hood turf to armed robbery, extortion, smuggling, and arms trafficking. As first responder we should, be aware the most important rule with explosives remains: Do not disturb it. Evacuate the area immediately and ensure that no one reenters the area. Establish an initial "exclusion area". You can adjust the size of the area, if needed, considering the type of explosive, the physical size of the package and the surrounding area Additionally, premature detonation is a common hazard in construction of any homemade bomb, making unintentional detonation incidents common. Remember that upon the discovery of explosives devices at any operation the appropriate agencies shall be notified promptly.

Police Encounter Booby-Trapped Drug Lab Muskogee and Sequoyah County, Oklahoma Law officers executed a search warrant recently, finding a number of stolen items, along with a working meth lab, security cameras, and hundreds of weapons. What complicated the arrest were, what deputies described as "sophisticated" explosive devices that were used as booby traps laced with shrapnel and nails, that were safely detonated by Oklahoma police bomb experts. Points to consider: Consider that most booby traps fall into two categories fall into two categories: explosive and impaling. They can be activated by remote control, manual control, or by the victim (usually by trip wire). The types of traps will depend on the perpetrators imagination, and cunning. If explosive devices are suspected, operating forces should be withdrawn, and an emergency ordinance disposal (EOD) should called.

Mail Bomb A pipe bomb explosion injured one person at an office complex in Visalia, California recently. The explosive device, believed to have been contained in a package that was delivered to Cal-Air Cooling & Heating by a letter carrier earlier in the day.
