Introduction

Harrow Council is pleased to provide you with the 2018-19 Service Agreement Pack. Please read each service agreement carefully as changes may have been made to the service provided.

Key points:

• This year we have introduced the following new SLAs:

Contact details are provided for each service agreement and it is to these people that schools should address queries relating to individual services.

Schools are encouraged to consider the services offered in this pack and those provided by alternative suppliers. According to the Scheme for Financing Schools, schools must seek to achieve efficiencies and value for money when procuring services, to optimise the use of their resources.

Where schools do opt to purchase services from providers other than the LA this must be done in accordance with Financial Regulations and Contract Procedure Rules. This includes the need to obtain a minimum of three written quotations for any service with a value in excess of £5,000. Schools are encouraged to obtain this number of quotations for all service contracts.

Schools are also advised of the need to ensure that contractors awarded contracts have appropriate insurance cover. A guidance note prepared by the Council’s Insurance Manager is enclosed.

Please use the buyback form at the back of this pack to select the services that you require. The completed form should be sent to the Schools Finance Team by Monday 19 March 2018. Charges will be processed at the start of the financial year, unless advised otherwise.

Harrow Music Service (HMS) HMS provides instrumental and vocal tuition, advice and training to support schools in meeting the aims of the National Plan for Music Education. HMS is the lead organisation in the Harrow Music Education Hub for which it receives the Music Education Grant from the DfE/Arts Council. The Music Education Grant is used to subsidise all traded services to schools, support performance opportunities for students such as the Band, String, Guitar, Recorder, World and Song Festivals and to support other Hub members providing special services to children (such as Harrow Young Musicians). This funding has been allocated by the current Government until 2020. HMS has a responsibility delegated to it from OFSTED, to support schools in providing the best possible quality of music education for their pupils. The HMS Advisory Team is available to lead CPD in schools and to advise senior management about how to plan for the future in providing the core and extension roles from the National Plan for Music Education.

Charges for 2018-19 HMS is a not for profit organization and funding from Harrow Council ceased as of April 2016. Increases in charges have been kept to a minimum (1% or less) in recognition of school budget pressures. Whole class programmes will continue to benefit from a generous subsidy of 45% of actual costs. We do not pass on the costs of instruments, which range in value from £3000 to £9000 for a class set. Currently we do not charge for the loan of these resources, or any instruments belonging to HMS that are already in schools and available to school pupils.

HMS is proud to offer instrumental/vocal tutors and teachers who are also musicians, able to demonstrate a high level of musicianship and expertise in their chosen family of instruments. Schools buying into the service benefit from expertise of the wider team; appraisal and CPD for staff; monitoring of the quality of teaching and learning of music tuition; music festivals and recitals; public music examinations; free staff concerts; scholarships and bursaries for individual students from the Peter Hinkley Trust and the Mayor’s Music Fund; subsidized projects and programmes in association with our Harrow Music Education Hub members which include local and national organisations.

The Helix Education Centre

The Service promotes inclusion in all Harrow schools and continuity of education for all pupils.

Description of Service Schools buying support programmes will receive:

Planning meetings between The Helixand the school at which a programme ofsupport is agreed and a servicepartnership form is completed.

Flexibility to adjust the programmecontent by agreement.

A multi agency approach to meetingpupil needs.

Bespoke packages can be arrangeddepending on the needs of the pupil.

Home Tuition Service The Home Tuition Service provides temporary educational support for pupils who are unable to attend school for medical reasons. The purpose is to minimise disruption to the education of children who are physically ill, injured, or have mental health difficulties. The Service aims to provide as full curriculum access as possible to enable these pupils to return smoothly to school as soon as their health permits. Occasionally requests for home tuition support come directly from the child’s specialist/hospital consultant or the medical team at the hospital where they are being treated. Sometimes requests come from an Education Welfare Officer. The stages below illustrate the normal process and procedures which operate: 1. Referral made to The Helix Education

Centre Home Tuition Service by the School, accompanied with a written recommendation supporting home tuition from the appropriate medical profession

2. Home Tuition co-ordinator completes an initial home tuition assessment visit

3. The Home tutor allocated will make arrangements with the family for the tuition to take place at an agreed time.

4. Different periods of home tuition support per week are offered for each pupil subject to their state of health to receive the range of core subjects tutored.

5. For long term cases, the home tuition arrangement will be reviewed formally per school half term.

6. Tuition continues until the pupil is able to return to school and their additional learning support can be undertaken by the school, and at that point the tuition is withdrawn.

Respite Placement Both High School and Primary pupils can be offered Respite placement at the Helix Education Centre. The placement can vary from a day to half a term or more. Interventions are offered to support the pupil to develop the appropriate behaviours for learning required in their mainstream school. Provider An identified member of staff will initially

contact the school. Based on a professional assessment, a teacher, Education or Transition Support Worker

will be deployed to carry out the agreed programme.

To facilitate moves between educational providers.

Charges will reflect the service required.

Performance Standards: All staff have experience of working with

pupils who have behavioural and learning difficulties. Some staff have additional qualifications and skills in behaviour management, including peer mentoring and SEN assessments.

A multi agency approach is a priority for all work undertaken by The Helix.

To ensure good communication and effective delivery of service, each school needs to identify a named member of staff to liaise with The Helix.

Planning should include the details of individual pupils or groups who are to be supported.

A description of identified intervention activities will be developed against expected outcomes with success criteria and details of monitoring and evaluation.

Admissions Services - Academy Primary Schools

The School Admissions Service co-ordinates school admissions for Harrow Council. This is a key statutory function for all maintained schools within the borough and is a service that is provided for all existing academies and will be offered to all new academy schools.

The service will

Act as first point of contact for queriesrelating to school admission to receptionclass/in year transfer

Ensure that admission application formsare available for parents/carers resident inHarrow

Provide information about the AcademySchool in the Guide to Primary Schools inHarrow prospectus

Arrange advertising the closing date of the application process in local newspapers and local supermarkets

Annual Consultation on Admission Arrangements Co-ordinate the annual consultation on

admission arrangements (with each academy providing the necessary information)

Appeals The Admissions Service will: Send appeal requests to the Academy

School as soon as received

Provide copies of all documentation relating to the application, including FOI’s

LA to provide evidence to appeal panel, where required, on distance calculations and verification checks carried out by the LA.

Present appeals on behalf of Academy Schools

Please note this does not cover arranging and clerking appeal hearings and that this service is provided via a separate Legal & Governance SLA or arranged by the school.

Admissions Services - Academy High Schools

The School Admissions Service co-ordinates school admissions for Harrow Council. This is a key statutory function for all maintained schools within the borough and will be delivered to academy schools.

The service will:

Act as first point of contact for queries relating to transfer to high school/in year transfer

Ensure that high school transfer application forms are available for parents/carers resident in Harrow

Provide information about the academy in the Guide to High Schools in Harrow prospectus which will be sent out with every application form

Ensure that access to the EAdmissions website is publicised to parents/carers and that contact information on the Academy is correct. Link to Academy website to be available on EAdmissions website

Ensure that the Guide to High Schools in Harrow prospectus is available online and links to Academy website

Ensure information on Academy open evenings is available in the prospectus and online on the Council website

Co-ordinate 11+ transfer and in-year admissions in accordance with the timetable set out in the Harrow’s scheme of co-ordination.

Ensure that all applicant data and supporting documentation is passed to the academy and if appropriate to other local authorities by secure data transfer using the London Grid for Learning.

Send offer letters/online application outcomes to Pan London Register

Send Academies a list of successful applicants by secure data transfer with information on their current primary schools

Send unsuccessful applicants a

breakdown of allocation and information on how to appeal

Log acceptances and declines and pass information to Academies via secure data transfer

Advertise schools’ evenings and opening and closing dates for 11+ transfer applications to all primary schools in Harrow with year 5 pupils in July.

Clothing Grant This SLA is for the administration and processing of School Clothing Grants for children attending schools subscribed to this service.

Free School Meals (FSM) can be completed online by schools and parents at www.harrow.gov.uk/freeschoolmeals.

1. Clothing Grant A one off payment of £25 is available to children due to start year 7 of a Harrow High School. Only one clothing grant per child per year is allowed. The child must be residing in Harrow. The parent/carer of the child must be in receipt of one of the following Support Payments

Income Related Jobseekers Allowance (JSAIR) or Income Related Employment Support Allowance (ESAIR)

Support under Part VI of the Immigration and Asylum Act 1999

Cookery School The Harrow Cookery School was launched in 2017 and is located at the Civic Centre site next to theTraining Academy. As well as offering cooking courses to adults and children the state of the art facility boasts 8 well appointed workstations and is available for hire with or without an accredited tutor. Education Performance Data ServiceThe Education Performance Team provides Harrow’s academies, free and maintained schools with support and advice in the effective use of data to raise achievement. We support and provide data services in the following areas: School improvement School self-evaluation Target setting Pupil tracking Training in effective use of data The team also undertakes bespoke analysis requested by individual schools with regards to raising achievements. It supports schools in statutory responsibilities including collection and monitoring of all key stage assessments and school census returns and duplicates. We aim to help you become more familiar with your data, for you to be informed by your data and to help you use your data to improve pupil achievement. Benefits The SLA Officer is a dedicated and

Educational Psychology Service

Description of Service The Harrow Educational Psychology

Service provides direct psychological input to schools, children and families where there are concerns about a child’s learning and development to bring about positive change and promote psychological well-being. We are committed to working with vulnerable children and families and provide consistency, continuity and quality assurance.

The Service has long experience of delivering services in Harrow and has exceptional local knowledge and links. We are an integrated part of People Services with direct access to other Education and Social Care colleagues. We are involved in strategic and organisational work within the council and inter-agency working with health professionals, the voluntary sector and others.

All the educational psychologists within the service are Health Care Professions Council (HCPC) registered.

Current Situation The Local Authority continues to provide

a level of service to cover core and statutory psychological work as well as other areas of work which allows the local authority to discharge its statutory duties.

What do we offer under the SLA? Consultation with school staff to discuss,

plan and problem-solve issues concerning individuals, groups or school matters.

Psychological observation and assessment in relationship to pupils at SEN support level and produce associated records, recommendations or reports.

Individual interventions for

children/young people including therapeutic interventions such as cognitive behavioural or solution focussed approaches.

Facilitation of group work intervention such as Friends for Life or Social Skills.

Psychological assessment, consultation and intervention in relationship to requests from schools for pupils with an EHC plan of Special Educational Needs.

Attendance and contribution to multi-agency meetings not included in the core work.

Mentoring /coaching with school staff in relation to school organisational issues.

Drop-in consultation sessions for school staff/parents.

Training for staff on a range of psychological/educational topics such as ADHD, ASD, dyslexia and emotional well-being.

Research on topics identified within the school context.

Service Standards Wherever practical schools will retain

their link educational psychologist but additional services may be provided by another psychologist or through joint working.

Sessions include up to three hours face-to-face time and all administration, travel, report writing and non-contact time including telephone and email contact. The specific work is to be negotiated with the link educational psychologist.

Termly school-based planning & review meetings to reflect on issues of concern and plan future work.

Feedback, in an agreed format, on work undertaken in schools within 20 working days. For Statutory Assessments written reports will be provided.

School staff and the Educational Psychologist will review work undertaken to date (this will include feedback on previously agreed interventions, the need for any ongoing Educational Psychology involvement and what the nature of future involvement might be).

School staff and the Educational Psychologist will agree broad work plans for the coming time period (to include the range and breadth of work to be undertaken, realistic estimations of time required and any associated administration, preferred modes of feedback and dates for when work will take place).

An individual pupil work plan will almost always include a parents / carers and school consultation meeting. Parents are a very important part of the consultation process and should give informed consent for all involvement. As school staff will have already established communication links with pupils’ parents, it is expected that schools will contact and invite parents to meetings.

Individual pupils’ views are an extremely important part of the consultation process. Wherever possible these will be elicited (in an appropriate way) as part of any consultation or assessment.

If an Educational Psychologist has to cancel an appointment due to short-term sickness or other unavoidable circumstance, completion of work may need to be re-negotiated at a later date.

For longer term leave of absence or maternity leave, where necessary, the Educational Psychology Service will aim to provide suitable high calibre staff on a temporary basis to cover the leave.

School Responsibilities Ensure that relevant staff members

and pupils are given sufficient notice of consultation meetings to allow preparation and are given protected time to attend.

Provide a quiet, suitable space for the Educational Psychologist to undertake consultations and other work in a confidential environment.

Jointly agreed outcomes should be shared with relevant staff, parents/carers and pupils.

Give 48 hours notice if a visit is to be cancelled

How does the SLA work? Schools are asked to commit to purchasing a yearly quota of sessions to be delivered from September 2018. The work is planned with the link Educational Psychologist at the termly planning and review meeting. Cost of Service

Emergencies – ‘Be Prepared’ The Department for Education have recommended that schools have Emergency plans and the capability to respond to emergencies. We at Harrow council provide services to: Plan and respond to emergency

situations such as, lockdowns, sink holes, floods, flu pandemics, etc

Provide training to staff who would become involved in an incident, to enable them to think on their feet and follow well practised strategies, to ensure safeguarding of our children, staff, visitors and school.

Create and review business continuity plans, to help schools analyse their current strengths and weakness, plus help build resilience within their current structure.

Organise emergency planning exercises as well as testing other components like communication, media management etc.

Our NEW Assurance pack includes: Providing assistance in responding to an

emergency.

Helping to maintain the provision of education during an incident.

Assistance in recovering from an emergency.

Help identify lessons learnt post incident.

Telephone advice and guidance on a comprehensive range of Emergency planning matters.

Deploy Emergency response officers to be at the scene.

Identify potential emergencies, to provide an opportunity to put measures in place to reduce risk.

The Business Continuity Plans The Business Continuity plans target the

most valuable aspect of your schools provisions and services. The plans created would aid in the restoration of activities after the emergency or incident.

Our experienced Emergency Planning & Business Continuity team can provide guidance designed to ensure that the school operates as efficiently as possible during turbulent times.

This implies having a robust business continuity system in place that is regularly tested, exercised, and updated.

Our aim is to assist schools maintain a resilient business continuity programme within a continuous improvement cycle.

Plan Maintenance An outdated plan is as good as no plan. A School should: Strive to keep their Business Continuity

Plans up to date with the latest and most efficient recovery processes.

Test and manage recovery strategies inline with changes to their environment and governance.

Ensure staff training is ongoing to maintain awareness of responsibilities when an emergency or incident strikes.

Harrow Future in Mind (Harrow Horizons) Children and Young People’s Emotional Health and Wellbeing Service Harrow’s Children and Young People’s Emotional Health and Well Being Service is commissioned jointly by Harrow Clinical Commissioning Group (CCG) and Harrow Council. It is delivered by Barnardo’s Harrow Horizons. This Core service is an early intervention provision, targeted at children and young people with an identified need, including looked after children, children and young people with challenging behaviour, life events, school exclusion, obsessive compulsive disorder, difficulties with eating/sleeping, ADHD and ASD. In addition, there is an Enhanced Service delivered by Harrow Horizons for schools to purchase through this SLA.

Enhanced Service The Enhanced Service provides short to medium term therapeutic intervention to children and young people who have a low to moderate emotional health and wellbeing and/or behavioural difficulties/concerns that do not require a specialist CAMHS intervention. The Enhanced Service offers:

Access to an outcome-focussed service for pupils

Tailor made use of sessions via a menu of activities for schools to determine how to use their sessions eg. specialist staff training, direct face-to-face contacts, both individual and group, support for families

Advice and Guidance - access to discuss possible referrals (including onward referral to Specialist CAMHS)

The flexibility to use the sessions as and when needed within an agreed timeframe.

Health & Safety Service

This service provides Health and Safety support services to Schools. The Corporate Health and Safety Service Team have wide ranging experience within health and safety management and will act as the ‘competent person’ as required by the Management of Health and Safety at Work Regulations (MHSWR) 1999 to assist you in undertaking the measures needed to comply with the legal requirements.

The Service will continue to offer a developed management system, including Policies and Codes of Practice, suitable tools to record and investigate incidents, an e-self audit tool to determine legislative compliance and adequate arrangements for consultation & communication.

Performance Standards and Service Development Services are provided in accordance with the best professional practice and guidelines and codes of practice published by the Chartered Institute of Personnel and Development.

HR Services – Occupational Health Occupational Health services are offered as part of the HR Service and are provided by our partner Health Management Limited. HR Services can be accessed through a golden telephone number and a dedicated email address, responses are provided by a first line response team in addition to our School Relationship Officers. We also provide a dedicated HR website for schools which holds all HR and Payroll information.

Description of Service The service comprises the following key features:- The provision of a Chief Medical

Officer to provide advice and support for sickness absence cases

Maintenance of new medical records in accordance with the Data Protection Act

Provision of an Online Case Management IT platform which provides online management referrals, questionnaires, case tracking and management information

Health assessment screening of health questionnaires submitted via the online portal for new staff

Doctor’s Reports

The standard service covers the cost where there is a management request for the Occupational Heath Service advisor or doctor to see an employee and advise accordingly.

Additional charges apply where the Occupational Health Service advisor or doctor has to refer the employee onto a specialist to provide assessment and a written report and/or where they need to write to the employee’s general practitioner.

Additional Services Employee Assistance Programme This programme provides telephone support and counselling for staff at any time. This service provides assurance to schools that staff can access independent advice and support on relevant issues. Immunisations / Vaccinations The Occupational Health Service offers a range of immunisations and vaccinations, such as hepatitis and flu, which are charged separately and arranged directly with the Occupational Health Provider. As an alternative option - Schools can purchase flu vouchers through the Boots Corporate Flu service. Call 0844 800 4028 or email [email protected] quoting London Borough of Harrow. Business Managers will be set up as users on Boot’s online system where they can order vouchers which can be e-mailed to the relevant staff as and when needed. Buckinghamshire & Harrow HR

HR Services – Payroll, Pensions & Contracts This year we are continuing to offer a substantial Payroll and Contracts service. Our HR Service Centre will provide both HR and Payroll support, accessed through the golden telephone number and dedicated email address and responded to by a dedicated first line response team, Our second line response team of School Relationship Officers will continue to provide friendly support to co-ordinate your school’s queries. We also provide webpages especially designed for schools, to provide all the HR and Payroll information in one place. These pages can be found at [email protected]

Description of Service The Payroll, Pensions & Contracts team process the payroll for all schools staff in accordance with national and local agreements of pay and subject to all statutory legislation relating to PAYE and Pension regulations. The Service also provides pre-employment processing including validation of right to work, references and contract production. Administration of the Teachers Pension Scheme and the Local Government Pension Scheme is also included as a standard part of this service level agreement. The Payroll team are vastly experienced practitioners and our senior staff are members of the Chartered Institute of Payroll and Pension Managers (CIPP). The Payroll, Pension & Contracts Service meets the needs of governing bodies in the discharge of their basic legal and contractual employment responsibilities, and includes professional, consultancy and administrative aspects of the Payroll and Contracts operational functions. This service ensures compliance with all relevant statutory requirements including the General Data Protection regulations (GDPR) being introduced in May 2018.

Insurance Service A comprehensive insurance service comprising the maintenance and development of an extensive insurance programme; a comprehensive claims handling service; advice and guidance on all insurance related matters; and working in partnership with schools to manage and reduce exposure to insurable risk. The Insurance Service forms part of the Finance Division, within the Resources directorate. The team has extensive insurance experience and training in both local government and the private sector. Senior officers hold professional insurance and risk management qualifications. The team also draws upon the resources of insurance brokers, major local authority insurers, loss adjusters and legal advisers.

(b) Independent Appeal/Review Panels Legal & Governance Services offer an appeal/review service for admissions (VA and academy schools) and exclusions (academy schools), including clerking, appointment of panel members, provision of room and refreshments, preparation of documents, specific arrangements, including interpreters, correspondence to all parties and annual training of panel members.

For exclusion reviews, the fixed price is limited to 2 hours preparation by the clerk, 5 hours in the panel and 2 hours drafting the decision letter. Hours spent over this will be charged as an hourly rate of £90. For the appeal/review service, if a parent/guardian requests a Special Educational Needs expert to report and/or attend, this must be provided for the panel and the cost will be recharged to the school. In the event of cancellation or adjournment, other than at the request of the Council, the following fee applies: less than 7 days notice, 25% of the fee

at minimum or a charge based upon number of hours at the rate of £90 per hour subject to not exceeding the fixed price;

on the day of the hearing, the full fee will be payable;

once reconvened, a further fee will be applicable.

(c) Bespoke legal training Training is available for teachers, headteachers, governors and governing body clerks. If you have entered the contract hour’s scheme by 1 April then you will be entitled to at least one free place on a half-day Legal Practice seminar to be arranged for the financial year 2018/19.

Use of external legal advisors If for any reason we are unable to act for you, we have framework agreements with external law firms and barristers chambers, giving competitive rates for distinct areas of law. Multi Agency Safeguarding Hub (MASH)

This position is based in the Children & Families Front Door Service to be a main point of contact for schools in order to provide support and advice to schools regarding referrals, on-going work with children and new safeguarding concerns.

The service / role will Act as a first point of contact for queries

relating to referrals to Children & Family Services. Where required helping schools navigate Children & Families services, systems and processes

Provide prompt and efficient response to school CP Leads wishing to gain updates on existing cases, ensuring schools are notified who the allocated worker is and the outcome of assessments

Offer feedback and support to schools regarding the progress of new Safeguarding (CAF) referrals within relevant timescales

Advocate for schools in professional discussions (MASH - Multi Agency Safeguarding Hub meetings, MACE- Multi Agency Sexual Exploitation meetings, MARAC - Multi Agency Risk Assessment Conference) by offering an education perspective on the needs of a young person and how the school and family need support to enable education engagement and success

Undertake home visits specifically to address concerns raised by schools e.g. attendance, welfare checks and whereabouts of Children Missing from Education that have been referred to MASH

Work with Attendance Officers at schools to progress referrals for poor pupil attendance, including linking with the Health Lead in MASH to engage School Nurse and GPs in their support and information sharing

Where beneficial, invite parents to Children & Families Services to discuss school referrals and encourage parents to both re-engage with school and act in the best interests of their child

Provide training through Harrow Safeguarding Children Board and termly meetings of CP Leads that is pertinent to the needs of the schools: including the use of questioning pupils in the referral process; and increasing CP Leads awareness of the workflow and timescales post submission of CAF

Work with other Harrow Council professionals to respond to Ofsted complaints; liaising with schools to ensure they are informed of progress and outcomes

Minibus Hire and Transport Services This Service Agreement provides a comprehensive contract support service for the provision of Transport.

We have trained staff who are cleared with Enhanced DBS and experienced in transporting the public, vulnerable adults or children (including children with special needs). The service operates with a fleet of more than 70 vehicles ranging from 12 to 57 seaters and 120 staff who provide transport for over 800 passengers every day.

Schools have the assurance of best value pricing for a service supported by the Council to ensure the highest service delivery and effective resolution of all issues. The service is best known for its core duties of providing safe transport to some of our most vulnerable adults and children but also has the flexibility to be able to offer transport services for any groups and any trips.

In particular, Harrow Council’s Transport Services can assist schools with the following: 1. Transporting pupils and staff to and from

any destination within and outside of Harrow for: Events and trips School and college transition Swimming Special Educational Needs (SEN) Any other transport requirements

2. Vehicle and driver hire (with and without

passenger assistants). In addition to the Council’s own fleet which includes mini buses and a 57 seater coach, we have contracts with a number of taxi firms that can provide vehicles at very sort notice.

3. Courier and delivery service, particularly for sensitive, large or bulky items.

4. Fleet management – we will provide management for your fleet of vehicles, including organising repairs, servicing and MOTs in our in-house workshop.

School Crossing Patrol Service The School Crossing Patrol (SCP) service aims to ease congestion at the busiest times of the day and to enhance the safety of children and adults when walking to and from school. School Crossing Patrols (SCPs) operate at locations where pedestrians experience difficulties crossing the road. Locations are not necessarily outside schools, but could be anywhere identified as a direct route to a school.

The School Crossing Patrol service sits within the Environment and Enterprise directorate under the Community Engagement team. The service is managed by a Road Safety Officer, who is responsible for the management, training and supervision of School Crossing Patrol Officers.

School Crossing Patrol duties Ensuring the safety of children and

adults crossing the road at designated points on their journeys to and from school

Controlling and directing traffic as appropriate

Maintaining control over pedestrians who are awaiting instructions to cross

Utilise uniform and equipment provided for personal safety and for the safety of children and other road users, especially when stopping traffic on the Highway

Report any accidents, incidents and difficulties to the Road Safety Officer, including offences committed by drivers of motor vehicles

Maintain communication with the school and provide instructions to parents and children as appropriate

accidents/incidents which occur at the SCP site, ensuring information is accurately logged as reported. Ensuring the relevant stakeholders are immediately informed such as the police and councillors and full reports are supplied where required.

Provision of all requisite training by

agreeing a training schedule using a buddy system within the school as appropriate. This includes a practical demonstration of how to operate the site followed by supervision of the trainee to ensure the trainee can operate the site in accordance to RSGB guidelines.

What we do: Conduct risk assessments for SCPs

located at each site annually. This assessment should address the risks posed to the SCP

Monitor the SCP on a regular basis (at least once a term) to ensure they are operating the site in accordance to RSGB (Road Safety Great Britain) guidelines. To ensure the site they are operating in is safe and record any changes at the site (i.e. environmental, engineering related)

Provide support to all SCPs for parking enforcement on parking restrictions nearby the SCP site which affects the service.

Appoint a SCP, ensuring the official recruitment process is adhered to and assessing the candidate’s suitability for the role including: Undertaking Disclosure and Barring Service (DBS) checks for each school crossing patrol officer.

Provide a SCP uniform which meets the Home Office Circular No.3 /1989, to include an official SCP winter jacket, summer jacket, gloves, hat, waterproof trousers and steel toe capped shoes.

Provide SCPs with a SCP handbook and guidelines of operation to form part of ‘off-the-job’ training

Ensure medical fitness is reviewed and Occupational health checks are undertaken where required.

Provide public liability insurance to cover the SCP whist conducting duty.

Manage and record absences/sickness for SCPs

Provide relief cover where patrol officers are absent from duty, short or long term. Please note – Whilst we will make best endeavours the service cannot always guarantee relief cover.

New requests for School Crossing Patrol: Please be advised that new requests for

a SCP site are subject to a satisfactory site assessment.

Following a satisfactory site

assessment, the deployment of a SCP is subject to existing staff resources. The council may seek to recruit a new SCP thus the recruitment process duration must be considered.

About the service The Schools Financial Support Team consists of 4 full time staff who have many years experience in SIMS FMS support and financial procedures. The team is led by Barbara Worrall the Schools Accountant and is supported by Children’s Services Finance Business Partner – Jo Frost. Core Service includes:

Administration of the data interchange to ensure school and LA monitoring systems are up to date

Training Academy The Harrow Training Academy is an accredited classroom and E-Learning training centre offering a range of courses to enhance and improve the skills, knowledge and overall performance of residents. Launched in September 2016 the Training Academy’s modern facilities, superb location and use of professionally qualified tutors create a learning environment that is second to none in the area of occupational training. The training arena is a competitive market and this Service Level Agreement offers concession rates to schools to meet their knowledge and training needs whilst ensuring quality. Building Maintenance This SLA provides management of all planned preventative maintenance (PPM), reactive and statutory repairs and maintenance on the schools’ behalf. We will provide support through a Council employed Facilities Management team to provide management and administration of the building maintenance contract and to ensure service standards are delivered.

All reactive repairs will be priced in accordance with a discounted National Schedule of Rates (NSR) giving you the assurance of a ‘Best Value’ price and price certainty.

All Reactive repairs charged at NSR with a 5% discount, ensuring best value.

All planned, preventative maintenance (PPM) including all statutory requirements and all reactive repairs. The service will ensure that when breakdowns do occur they are rectified as quickly as possible, making safe any potential health & safety issues and minimising disruption to teaching.

Service Standards As part of an enhanced monitoring regime introduced from April 2017, where performance times above are not met, the school will receive a rebate/ reduction against their monthly statement based on the penalties levied against the contractor.

School Responsibility All schools have a legal duty to comply

with health and safety legislation relating to the management and operation of property. Failure to do so may render governors and head teachers liable to prosecution. It is therefore important that all such services are properly procured and managed. For schools that take up the Councils SLA, this becomes the responsibility of the Council and their designated Contractors.

Details of the division of repairs responsibility between the Council and the schools are included in the Scheme for Financing Schools.

Schools will be required to notify Facilities Management of any additional or newly installed plant & equipment requiring maintenance.

Schools Opting Out of the SLA Schools opting out of the Building

Maintenance SLA, will be required to make their own arrangements for organising repairs and statutory maintenance, ensuring that repairs are compliant both with safety and financial standing order requirements

As the Corporate landlord Harrow Council will conduct an audit of those schools to establish that levels of compliance for statutory maintenance and repairs have been met.

Where these have not been met, the Head teacher will be notified formally and will be required to provide a date for ensuring compliance and the Council will recheck the status at that agreed date.

Charges Charges are calculated on the square meterage of each school – indicative costs will be supplied to schools in December 2017.

*Indicative prices are based on known square meterage. These measurements will be verified at the agreement of the SLAs.

Schools will receive monthly statements setting out the spend against budgets and the details of the work undertaken during that month to aide their budget management.

School Cash Collection Service The school cash collection/delivery service provides schools with the safe transit of cash to and from school premises. The service is carried out in accordance with BS 7872:2002 Manned security services, Cash-in-transit services (collection and delivery) Code of practice. Service Options include: Option 1 - One collection per week during term time and delivery to bank Option 2 - Collection on request – the school prepays for a number of collections which can then be taken at a time that suits the school (subject to a minimum of 24 hours’ notice) Service Standards Cash collections/deliveries are carried

out using suitably equipped vehicles with at least two personnel in each vehicle.

The transit of cash is carried out in accordance with the British Security Industry Associations Code of Practice for the Operation of Cash in Transit Services, and in compliance with the Councils collection and delivery procedures.

For collections, bags are provided with seals for use by the Premises representative and deposited at the schools bank/ Building Society.

Parking Services/Security maintains an invoice and receipt system for collections, deliveries and deposits.

The Parking Services/Security staff will sign for all bags collected and record the Serial Number of the seal for each bag.

All security staff are DBS checked

School Responsibilities To ensure cash is ready for collection

at times agreed with the contractor. Due to restrictions imposed by

NatWest, a sealed bag for collection can contain only a maximum of 3 bags of coin in bag denominations (eg £20 X £1). No bulk coin can be collected. This may apply to other banks during the service period restricting bulk collection

Cleaning & Janitorial Services This SLA provides management of all Cleaning & Janitorial services on the school’s behalf. The contract provides building cleaning to comply with hygiene standards, plus optional extras such as carpet shampooing and other ad hoc cleaning services. We will provide a programme of routine cleaning and a cost effective pricing structure for ad-hoc services.

We will provide a team of experienced monitoring officers in connection with the management and administration of the cleaning contract and ensure service standards are delivered. You will also have a dedicated FM team with clear channels of communication and escalation.

Prices are based on standard BIC’s productivity rates. Where there are additional or complex requirements or cleaners with enhanced pay and conditions the price will be adjusted to accommodate additional requirements.

Schools are to note that the prices agreed for the SLA include periodic cleaning and a schedule of these will be provided in April 2018. Schools will receive monthly statements of expenditure and this would typically be the SLA figure divided by the relevant number of months. As part of agreeing SLA figures in April, the square metres will be independently verified and agreed with the school.

We aim to work in partnership with both the school and the contractor to introduce, where appropriate, new and innovative initiatives in relation to the service provision where it is considered that improvements in service and efficiency can be achieved. The contract also includes a range of social value offers (work placements, apprenticeship etc.) for schools.

Testing of Cookers, Catering & CDT Equipment This Service Agreement provides a comprehensive contract support service for the annual safety check of cookers, catering equipment and fixed machinery and equipment within resistant materials areas in accordance with Health & Safety Regulations. The service will be undertaken by appropriately qualified contractors under the management of the Facilities Management Contractor. Maintenance Support Services Appointment of a recognised and suitably

qualified contractor.

The Contractor will provide fully trained staff to carry out the safety checks in accordance with BS4163-2007 and PUWER Regulations 1998 and COSHH regulations 2002.

Energy Services Description of Service The SLA responds to increasing global energy prices, managing price risk in a volatile energy market and works to secure highly competitive energy charges. This agreement runs from 1st October 2016 to 30 September 2020 in line with the re-tendering of the Council’s energy supply contracts.   This service has been revised to reflect the new mandatory regulations including the Water Deregulation Act 2014, which came into effect from April 2017 and also the new P272 Metering Regulation. P272 Policy will result in sites being migrated from non half hourly meters (NHH) to half hourly meters (HH). To meet this legislation a separate Meter Operator Contract will be required.

Energy Saving Targets The government’s target is to reduce carbon dioxide emissions by 26% by 2020 and 60% by 2050 based on 1990 levels, and increase the use of renewable energy. Harrow has set an overall target to reduce carbon dioxide emissions by 4% a year. Schools account for over 50% of all council emissions and this SLA not only provides low-cost energy but identifies ways of reducing overall usage.

The Service The service provides for procurement of energy and water as part of the council’s centralised energy and water purchasing policy. Responsibility for paying energy and water bills will remain with the schools.

Central purchasing ensures that the cost of your gas, electricity and water is as low as possible. Energy prices are reviewed every six months so that seasonal price variations are taken into account.

Energy and Water monitoring. Automatic Meter reading (AMR) has been introduced to all schools, which provide detailed, accurate energy meter readings on a half-hourly basis and helps improve monitoring of consumption and improve the accuracy and reliability of energy billing.

One site visit per year to each school to provide: -

Advice on energy saving initiatives including external funding opportunities and preparing these bids

Simple advice on renewable energy, Feed-in-Tariffs etc.

Advice on energy saving schemes where significant savings can be obtained by a comprehensive whole building approach. Up front investment is repaid from the resultant savings in energy bills.

This will include full project management (at a project management fee of 10%) and procurement of the services via contractors on the Council’s framework

Delivers/covers new statutory requirements and regulations relating to energy efficiency and carbon emissions.

Display Energy Certificates (DEC) – there is a statutory requirement for all public buildings to display their energy efficiency rating. The SLA includes the procurement and administration of the process. Contract payments for the survey and production of the DEC certificate will be charged separately – at cost (Max £100 for the DEC renewal and £250 - £300 for a new site.

Preparation, calculation and reporting of annual carbon footprints for Green House Gas (GHG) reporting.

Help with water supply contracts, invoice management, metering and water saving projects.

Fire Safety Inspections This Service Agreement provides a comprehensive contract support service for the inspection, maintenance, testing and recharging, as appropriate, of fire extinguishers, blankets, hose reels etc. The service will be undertaken by appropriately qualified contractors under the management of the Facilities Management team. Fire safety inspection will be carried out by the FM provider who has also provided a range of social value offers (work placements, apprenticeship etc.) for schools.

The Service: Appointment of a recognised and suitably

qualified contractor. The Contractor will provide fully trained Fire Extinguisher Service Engineers to carry out the main annual service visit, inspection testing and recharging fire extinguishers on site to meet the requirements of British Standard BS 5306-3:2009.

Prompt response to queries relating to the fire extinguisher service.

Performance Standards Practice standards reflect codes of

conduct and standards published by the Institute of Fire Engineers and British Standard Institute.

The Council now offers a higher standard of maintenance with improved customer service as well as landscaping advice as required. The grounds maintenance team is also complemented by professional Arborists from our Trees Service.

Gym Equipment Inspection This Service Level Agreement offers comprehensive administrative support for the annual inspection and maintenance of gymnasium equipment, to ensure that it is kept in fully safe condition, as recommended in British Standard 1992; Part 1: BS5696 Part 3, and in the recommendations of the British Association of Advisers and Lecturers in Physical Education and Department of Education and Skills. Maintenance should also reduce the necessity for replacement of worn out equipment. The SLA covers inspection for safety purposes. Key Holding/Alarm Response Contract This SLA provides key holding and response service in the event of an alarm activation between 7pm and 7am weekdays, weekends and bank holidays.

The key holding service operates in accordance with BS 7984:2008. All response security officers will be Security Industry Authority (SIA) licensed which includes a DBS check.

The Service: In the event of an alarm activation a

security patrol officer will attend the school site and liaise with the police.

Where possible, the building will be searched.

Administer the key holder / alarm response service contract on behalf of the school

Outside of these hours, security will contact the next available key holder (normally your caretaker).

Security will provide alarm activation and incident reports to the school

School keys will be kept securely in accordance with BS 7984:2008. Keys are available 365 days/24 hours a day.

Pest Control and Dog Warden Service Harrow Council’s Pest Control Service is an in-house service provided by fully trained, qualified and competent officers, in line with the requirements of the Control of Pesticides Regulations 1986 (as amended) and Health and Safety at Work etc. Act 1974. All activities are properly risk-assessed and appropriate safety information and records are provided and kept onsite. All of our Pest Control Officers are DBS checked and also members of Basis Prompt, which is an industry led registration scheme to ensure that professional pest technicians are properly trained, have achieved the required level of competence, and invested time in keeping their knowledge and skills up to date. Harrow Council Pest Control Service is also a member of the National Pest Technicians Association (NPTA) The team have close links with the Environmental Health, Health and Safety and other services within Harrow Council and so can help co-ordinate actions and responses in relation to pest control issues, when appropriate. The team can provide both short term and long term solutions to pest control issues along with free identification, advice and guidance as necessary; helping to ensure schools are pest free and meet their statutory duties and legal obligations. All contracts are tailored to suit the individual needs of the school and a dedicated and experienced Pest Control Officer is allocated to all contracts.

School Patrol Service The school patrol service exists to ensure, as far as possible, the security of all school buildings. Patrols include the inspection of the site curtilage, entrances, side walkways and the exterior of all buildings. Service All patrols will be carried out in

accordance with the specification.

Patrols will be carried out between 6 pm and 12.00 midnight during school term time, and 4pm and 12.00 midnight at weekends, bank holidays and weekdays during school holidays.

Security patrols will be carried out twice a week (one at the weekend).

Premises, which in the opinion of the Parking Services Team Leader have a greater security risk, can be patrolled on a more regular basis.

On each visit the patrol will visually check all external doors for irregularities, visually check all ground floor windows and all other windows for irregularities e.g. open, broken etc.

Cards are left at each site confirming the patrol visit. Where necessary, patrols will notify Civic Centre Security who will notify the emergency services or the premises manager/ key holder should the need arise.

Should you require additional visits or the assessment of the greater security risk is high indicating extra visits, we can carry these out for an additional charge.

Should information or intelligence become available that would assist the Security Service monitoring of the school premises, this should be provided to Security Services without delay.

Tree Services This SLA complements the Grounds Maintenance SLA .The Council has employed professional Arborists to manage Harrow’s trees and also engaged a Tree Service contractor who has offered significant value for money due as the company also owns a nursery and is able to provide trees at reduced costs. The Council wants to make this service available to schools and pass on the economies of scale and benefits it has negotiated under the contract. Appendix A

Guidance Note on Insurance and Indemnities Where schools enter into contracts with external service providers it is important to clearly understand the conditions applicable to the contract and define exactly what will be provided. Schools must not accept service provider’s standard contract conditions as these may attempt to limit the service provider’s liabilities, increase the school liabilities, or both. In either case the school could be exposed to significant uninsured losses as a result. To avoid such problems the Council’s standard contract terms should be used and you should seek legal advice if the service provider is not prepared to accept these. Schools must ensure that any contractor working on the premises holds adequate Public and Employers’ Liability insurance and the contractor must supply the school with evidence of adequate insurance cover. The level of insurance will vary according to the nature of the works to be undertaken but as a minimum should be no less than £5m for Public Liability and £10m for Employers’ Liability. Additional Professional Indemnity insurance may be required where professional services are being provided. Complaints Procedure The partnership between Harrow schools and Harrow Council aims to ensure close collaboration and mutual understanding. In general, this results in good relationships and satisfaction with the service offered to schools, however in some circumstances schools may be dissatisfied with the service provided. In those instances the following procedure should be followed: 1 The school should first contact the service manager listed in the SLA to

see if they can resolve the matter.

2 If the school is not satisfied with the outcome they should contact Karen Vickery, Schools Relationship Manager, who will log the call and investigate the matter.
