2. WHO ARE WE?

  • The Pacific Islands Association of Non-Governmental Organizations (PIANGO) is a regional network of national umbrella NGOs.
  • It has focal points or coordinating bodies known as National Liaison Unites (NLUs) in 21 Pacific Island countries and non-self-governing countries.
  • PIANGO was formally established in 1991 to assist NGOs in the Pacific to initiate action, give voice to their concerns and work collaboratively with other development actors for just and sustainable human development.
  • PIANGO has four areas of strategic focus to guide towards achieving its vision: Sharing Information, Capacity Building, Strengthening Key Relationships and Ensuring Quality Performance.

3. PIANGO Vision Strong and Effective NGO and Civil Society Sector for a Just and Peaceful Pacific Community

  • PIANGO exists to enable the Pacific extended family of NGOs to effectively promote and advance the interest and well being of Pacific People. More specifically, PIANGO is a network of Pacific national umbrella NGOs, existing to facilitate communication, provide a common voice at regional and international fora, strengthen Pacific forms of social action, and improve the well being of the communities NGOs serve.

4. How We Operates as the NGO sector Umbrella Organization for the Pacific and Regulatory arrangements with Pacific Islands

  • PIANGO Structure
  • PIANGO only exist because of its members (NLUs)
  • PIANGO is the only membership NGO in the Pacific Region
  • PIANGO is accountable to its Board and Members

  • PIANGO Council meets every 3 years (Board members of NLUs)Governance Level
  • Annual Meeting of Executive Directors of NLUs (known as PIMER Consultation)Operational Level
  • Focal Point of the Pacific Regional NGO Alliance(point of contact and coordination for regional issues and concerns that may affect NGOs)

6. Diversity of NGO Sector in the Pacific Region

  • Greenpeace (Campaigners) Energy and Climate Change
  • Foundations for the Peoples of the South Pacific (FSPI) Governance (community level),
  • Council Of Pacific Education (COPE) Education
  • South Pacific Oceania Council of Trade Unions (SPOCTU) human rights/welfare of civil servants
  • Pacific Islands News Association (PINA) media, information and communication
  • Fiji Women Crisis Centre (FWCC) human right, peace and security
  • Pacific Council of Churches human right / climate change, environment

7. Regional CSOs Engagement with World Bank

  • Bilateral Funding CSOs are provided opportunities for funding through Government Bilateral agreements
  • World Bank Partnership Development partners with Government donors NZAID, AUSAID, EU etc
  • World Bank partnership GEF, ADB, FAO, etc
  • Very minimal direct engagement Pacific CSOs believe that there should be more effort from the World Bank to nurture this relationship.How can WB facilitate these concerns?

8. Major Challenges Facing the Pacific NGOs

  • Mechanisms to establish good relationship between NGO and Government at national level
  • No current relationship with World Bank
  • Donors replicate programmes that undermines CSOs sustainability
  • Abuse of Information by donors and (brain-picking)
  • Competition for donor funds by CSOs and Agencies (Govt & Donors)
  • Donor perception of CSOs fragile states
  • Pushing global agenda against Pacific values
  • Donors and Govts not walking the talk

9. Suggestive Resolutions for mutual relationship

  • World Bank to develop a strategic relationship with PIANGO -as its NLUsin 21 Pacific Islands works in issues of World Bank priorities in the Pacific region.
  • Working directly with PIANGO NLUs World Bank to conduct research in the Pacific and actively engage with NLUs as they have their membership reaching out to the community.
  • World Bank to advocate for more CSO participation in National Development priorities

10. Lets work in partnership in strengthening the capacity of Pacific CSOs so they are more efficient and effective in addressing the needs and concerns of the Pacific people. THANK YOU
