City of Dover seeks election workersThe City Clerk's Office is seeking election officers to help staffDover's polling places during the Feb. 11 PresidentialPrimary.

The City Clerk's office provides training to all electionworkers. These are paid positions. Election workers must beat least 18 years old and a Dover resident.

Election officers assist with a variety of duties on election day,including aiding voters, maintaining order, opening andclosing the polls, and processing the vote counts. Electionworkers are needed in all of the City's six wards.

Citywide parking ban begins Saturday night

Due to the anticipated snow arriving Saturday, Jan. 18, acitywide parking ban will be in effect Saturday evening,beginning at 10 p.m. and concluding Sunday, Jan. 19 at 6a.m., except for downtown, which is in effect Sunday from 1a.m. to 6 a.m. only.

While in effect, no parking is permitted on city streets,sidewalks or adjacent public parking areas.

City offices closed Monday for MLK Day

City administrative offices, including City Hall, will be closedon Monday, Jan. 20, 2020, in observance of Martin LutherKing Jr. Day

Regular hours will resume on Tuesday, Jan. 21.

The Public Library will also be closed on Monday, Jan. 20.

Curbside trash and recycling pick-up is not affected by theholiday.

Ordinance before City Councilapproves searchable, electronic

version of City CodeAt its regular meeting on Wednesday, Jan. 22, the CityCouncil will vote on an ordinance to codify recent changes tothe City Code, as well as a new, electronic database. The

In 2017, the City Council approved a contract with GeneralCode to conduct a comprehensive review and update of theCity Code, which was previously updated and recodified in2013. The contract included General Code's recommendedupdates to all chapters of the City code, as well as a newlyformatted electronic version that is easily searchable.Currently, the Code is published as PDF files on the City'swebsite and as paper copies, neither of which is easilysearchable.

During its review of the City Code, General Code conductedan editorial and legal analysis of the code, as well as draftversions of online code in the eCode360 format for review bythe Ordinance Committee and City staff. The OrdinanceCommittee has been reviewing these materials since January2019.

The ordinance before the City Council to recodify the CityCode does not include substantial changes to the code, otherthan providing clarity of language, accurate citation ofreferenced state statutes, consistency of terminology, and amore accessible and searchable version of the code. Coderevisions identified by the Ordinance Committee and City staffwill be addressed by a separate City Council resolution andordinance changes.

Although General Code does recommend some revisions tothe City Charter, which were identified as part of the editorialand legal analysis, Charter revisions will be addressed withthe establishment of a Charter Commission and a vote by thepublic in an upcoming municipal election.

The Jan. 22 City Council meeting begins at 7 p.m. in CouncilChambers at City Hall.

Colder temperatures continue tonightWarming centers open, including additional

overnight location

Temperatures tonight, Friday, Jan. 17, 2020, are expected toreach a low of zero degrees. The complete forecast for Doverfrom the National Weather Service can be viewed here:go.usa.gov/xPGSn.

As colder weather continues, Dover's warming centers remainopen.

For those seeking to warm up, several City of Dover publicfacilities are available as warming centers. Dover's warming

centers include the McConnell Center, the Public Library andCity Hall. These specific public buildings are accessible andwelcome those seeking relief from the cold during regularbusiness hours.

Warming centers in Dover are also available and accessibleanytime at the City's Police Station, located downtown onChestnut Street, and the City's three fire stations. The LibertyNorth End Fire Station is located at 262 Sixth St. The CentralFire Station is located at 9-11 Broadway. The South End FireStation is located at 25 Durham Road.

In addition, an overnight warming center at the Niles ParkCommunity Center, located at 58 Union Street, will open at 6p.m. today, Friday, Jan. 17, from 6 p.m. until 8 a.m. Saturday.This location is for overnight warming only, with no sleepingarrangements. The warming center received authorization toopen from Dover Fire and Rescue. While open, the warmingcenter will be staffed by volunteers.

Additional overnight warming centers will be available thisweek as follows:

A warming center at St. John's United Methodist Church,located at 28 Cataract Ave., will be open from 6 p.m. to 8 a.m.on Sunday, Jan. 19 and Monday, Jan. 20. This location is forovernight warming only, with no sleeping arrangements. Thewarming center will be staffed by volunteers.

A warming center at the assembly hall at St. George'sMaronite Church, located at 15 Chapel St., will be open from6 p.m. to 8 a.m. on Tuesday, Jan. 21 and Wednesday, Jan.22. This location is for overnight warming only, with nosleeping arrangements. Access to the St. George's MaroniteChurch warming center is from Mechanic Street, not the mainentrance to the church. The warming center will be staffed byvolunteers.

Other organizations interested in opening and operating atemporary emergency shelter in Dover are asked to contactand coordinate with the City of Dover's EmergencyManagement Director, Fire Chief Paul Haas. In accordancewith the City of Dover's already established EmergencyOperations Plan, Chief Haas will ensure that fire and lifesafety guidelines of the New Hampshire Fire Marshal are metwherever and whenever a temporary emergency shelter isestablished and activated in Dover.

The status of Dover's warming centers, including currentlocations and hours of operation, can be viewed online at:bit.ly/doverwarmingcenters.

In conjunction with the City of Dover's walk-in warmingcenters located throughout the community, the City's PublicWelfare Department is available to coordinate services forthose who need and want emergency assistance, includingshelter, food and medical care. The Public Welfare

Department offices at the McConnell Center are openMonday through Friday, 8 a.m. to 4 p.m., and can be reachedby phone at 603-516-6500. For after-hours emergency needs,the public welfare program also remains accessible simply bycalling 603-742-4646 or visiting the police or fire stations torequest assistance. Police and fire personnel are trainedemergency responders and will notify and coordinate with theCity's public welfare providers, day or night, gettingassistance to those who truly want help. This assistance caninclude finding available shelter space, day or night, alongwith transportation, if needed.

To further assist with emergency sheltering needs throughoutthe Tri-City area, the Strafford County's Extreme ColdWeather Shelter, located at 276 County Farm Road in Dover,may also open when deemed necessary by area emergencymanagement officials and the Strafford CountyCommissioners. Should this temporary emergency facility beactivated, the City of Dover will share this information via theCity's website at www.dover.nh.gov, via email notifications,social media, and Channel 22. For more information aboutthe Strafford County's Extreme Cold Weather Shelter,including the shelter's operational status, contact 1-857-323-0388.

American Red Cross lifeguard trainingcourse offered at Dover Indoor Pool

An American Red Cross Lifeguard Training Course will beheld at the Dover Indoor Pool, Sunday, Feb. 23 throughThursday, Feb. 27. Participants will gain the knowledge andskills needed to prevent and respond to aquatic emergencies.The course includes the latest science in first aid, CPR/AEDfor the Professional Rescuer, emergency cardiac care, as wellas the latest lifeguarding rescue skills and safety protocols.Students must be at least 15 years old by the last day of theclass.

The following prerequisites must be fulfilled:

Swim 300 yards continuously.Tread water for 2 minutes.Starting in the water, the participant must be able toswim 20 yards using front crawl or breaststroke, surfacedive 7-10 feet, retrieve a 10-pound object, return tosurface, swim 20 yards back to the starting point withthe object and exit water without using a ladder or stepswithin 1 minute, 40 seconds.No refunds will be given for failure to pass prerequisiterequirements.All course dates MUST be attended in order to pass the

The times for the Feb. 23-27 classes are:

Time to renew dog licensesDog licenses for 2020 are now available. All dogs must belicensed by April 30 to avoid a late fee. The cost for a male orfemale dog is $10, a neutered male or spayed female dog is$7.50 and puppies (3-7 months) are $7.50 for first licensing.

Residents 65 years of age or older may license one dog for$3. Additional licenses require regular fees.

The City Clerk's office requires proof of rabies information anda certificate of spaying or neutering.

Late fees of $1 a month begin June 1.

Dog licenses can be renewed at the City Clerk's office at CityHall, by mail or online.

In addition to online licensing, rabies information can also beupdated online and the certificate mailed to the City Clerk'soffice.

A checking account is required for online dog licenseregistration. To ensure privacy, dog owners must provide thedog's tag number.

Census recruiter meet and greetslated for Public Library

Interested in working for the Census? A representative fromthe U.S. Census will hold a meet-and-greet session at theDover Public Library on Saturday, Jan. 18, from 10 a.m. to 12p.m.

This session is a convenient opportunity to meet a Censusrecruiter, learn more about Census jobs, and submit anapplication. Census jobs offer flexible hours for both part-timeand full-time positions, with pay starting at $17.50 an hour.Income from a Census job may be excluded from countableincome for state assistance programs.

Jan. 17, 1664 - Thomas Layton and John Roberts werechosen to "appraise goods taken by distress," and RobertBurnuni and William Follett to "go in preambulation of thetowns bounds "between Dover and Exeter. Philip Chesleywas also chosen to look after "persons that do trangress thetown's orders about the cutting of timber for pipe staves," atOyster river.

Jan. 22, 1770 - The town voted to build a new bridge overCochecho River "at the upper ware next below Capt.Waldron's mills at the lower falls." Two hundred pounds wereraised by tax for the purpose and two shillings lawful money

Jan. 23, 1777 - Theophilus Dame, Esq., sheriff of the Countyof Strafford, received orders from the Committee of Safety to"liberate from prison all such of the New York prisoners asgave bonds with two sufficient sureties, to the Speaker of theHouse, to remain true prisoners within the town of Dover,such sureties being inhabitants of this State."

Jan. 19, 1836 - the Rev. Holmes Cushman, a Methodistminister and afterwards a trader in Dover, was sentenced tothe Massachusetts State Prison for three years, for obtaininggoods by false pretenses in Boston.

Jan. 18, 1855 - The shock of an earthquake was felt in manyplaces about half past six in the evening.

Rochester author Russ Staples torecount his historic Everest Odyssey

More than 50 years ago, authorRuss Staples trekkedfrom Kathmandu to MountEverest in sneakers and aborrowed backpack, making himone of the earliest Americans toset foot at the 17,800-foot basecamp.

To celebrate, Staples will bepromoting his recently publishedmemoir, My Everest Odyssey, atthe Dover Public Library onWednesday, Jan. 29 at 6:30 p.m.Copies of his book will beavailable for sale and signing.

the base of Mount Everest, the world's tallest mountain. Whilea Peace Corps volunteer in southern India in 1967, the 22year old set out with a borrowed backpack, $200 in his pocketand an abundance of youthful enthusiasm that would servehim well on his often-harrowing, 27-day, 400-mile journey byfoot.

Unlike Everest adventures of today, Staples' 1967 hike wasunsupported -- the robust Everest tourism industry hadn't yetarrived in Nepal. There were no planes, no hospitals, andcertainly no rescues. Instead, he relied on the generosity andkindness of rural Nepali farmers and his own grit anddetermination. His journey took him by ancient Buddhistmonasteries, through neatly terraced fields and pristineHimalayan wilderness as he walked in the footsteps of SirEdmund Hillary and the 1963 American expedition.

Staples' memoir is based on the journal he kept during histrek and includes incredible, never-before-published photos ofan Everest and a Nepal that exist now only in the pages ofhistory books.

Know what's "In the Bin": How to keep your your

recycling clear of contamination

The City of Dover and Pinard Waste would like to remindresidents that only the items listed below should go in yourhousehold recycling bin:

Metal: Food and beverage cans.Glass: Bottles and jars.Plastic: Bottles, jars, jugs and tubs.Paper and Cardboard: Mixed paper, newspaper,magazines and boxes.

When we recycle properly,materials can get to theirnext best use, which helpsprotect the environment byconserving naturalresources, saving energyand reducing greenhousegas emissions. Placingitems in recycling bins that are not recyclable such asStyrofoam, light bulbs, plastic flower pots and bags,contaminates the entire load and sends it to a landfill. It'simportant to know when an item is not recyclable and to placeit in the trash. Follow these simple recycling guidelines:

1. Recycle all bottles, cans and paper.

2. Keep items clean and dry.3. No plastic bags of any kind.

Knowing what's "In the Bin" can help avoid contaminatedloads of recycling, which are being rejected at processingcenters and disposed as trash. These contaminated loads ofrecycling result in additional charges to the city.
