President’s CornerBy Stuart Tillery

The NASSCO Board Members met in Denver for our summer retreat and discussed the direction we are headed and the future looks great for NASSCO.

The strategic plan has really helped us to focus on what the membership and the industry needs first from NASSCO.

We discussed current trends in our training programs and our Pipeline Assessment Certification Program (PACP) and Inspector Training Certification Prorgram(ITCP) are doing very well. Our trainers are doing an excellent job facilitating these classes and the feedback from the students is very positive.

With tremendous help from our committees, we continue to update specifications and our technical manuals to make sure they are current. One of the most popular publications is our Manual of Practices for Wastewater Collection Systems. The Manual is an excellent reference, but has not been updated since 1996. We are working to have the manual include current technologies and procedures to make it even more useful.

At the retreat, the board also had the opportunity to create The David Magill Scholarship in honor of a lifetime NASSCO Member. David was a graduate of the Virginia Tech Engineering Program and gave back to his Alma Mater every year. NASSCO will continue that tradition by offering a five thousand dollar scholarship in his name to a deserving engineering student at Virginia Tech, focusing on a career in the Water and Wastewater Industry.

NASSCO Continues to build their relationship with other industry associations. We are working in conjunction with The Water Environmental

Association to continue webinars that focus on current trends, new technologies and also tried and true methods. Look for the International Pipe Bursting Association (IPBA) to hold such a webinar in December of this year. They also have been getting very positive feedback from the participants. NASSCO has been making the Sewer History Exhibit available to WEF State Membership Associations to display at their annual conferences.

I would like to personally congratulate Diego Calderon on his new career path. Diego was a NASSCO Employee for four years and was instrumental in helping launch many of our objectives. He will be missed and I wish Diego and his family the best.

We look forward to seeing everyone in New Orleans for our semi-annual meeting during WEFTEC. Thanks to all the NASSCO Members, Volunteers and Staff for all your dedication to the association.

As many of you know, Diego Calderon, our staff engineer at NASSCO, has moved on. As a newly licensed professional engineer in Maryland, this move is vital for his professional growth, and I fully support him as he takes the role of Project Engineer with a local Consultant. Diego started with NASSCO about four months before me, and for more than 4 years he has been an extremely valuable asset for us. His initiatives in Latin America have developed into active collaboration between ICTIS and NASSCO, and with Luis Leon of CDM Smith, they brought together great allies like Carlos Munera of Pacific Trading Group, Guillermo Gordillo of JMT, and others. This culminated in several PACP classes as well as my presentation to ICTIS and their Board of Directors in Medellin Colombia this past May. Diego was also responsible for managing the PACP update to version 7.0, and he was dedicated to moving this initiative forward. We wish Diego and his wife, Smith, continued success, both professionally and as they grow their family here in Baltimore!

We are currently interviewing candidates for the position of Engineering Technician, and will hopefully fill the position by the end of September. Until we can fill the void, please bear with us as we try to “keep all the balls in the air”.

In July, we had a very successful strategic planning meeting with the Board in Denver, CO. While the update and maintenance of our two training programs, PACP and ITCP, remain our highest priorities, we also plan to move forward with an update of the NASSCO Manual of Practice (MOP). Like many of you, this was one of the very first documents I read as a new professional in this industry, and there is still a valid need for it. I plan to talk more about this during our semi-annual meeting at WEFTEC, so I hope you will come ready to volunteer to help with this important initiative.

I hope you all have had an opportunity to enjoy the beautiful weather this summer, and we look forward to seeing you in New Orleans!

Member Service - Technical InquiriesIf you are inspecting a CIPP or manhole rehabilitation project and have a question regarding the quality of the installation or have

a technical question regarding pipeline rehabilitation it can be directed to [email protected] or [email protected] The NASSCO Technical staff will review the request and provide a written recommendation.

Inspector Training & Certification Program for CIPPOver 1400 inspectors have been trained as CIPP inspectors in the U.S and Canada. To assure that the

delivered product has both the design life and service

life expected requires a certified inspector on the job site during CIPP installations. The inspector is trained on the key inspection requirements during construction that will ensure that a quality product has been installed.

EPA in their document entitled “Quality Assurance and Quality Control Practices for Rehabilitation of Sewer and Water Mains” states, “Better trained construction observers and the proper allocation of their time to monitor the installation process are key elements of a good QA/QC program”.

Inspector Training & Certification Program for Manhole Rehabilitation Effective manhole rehabilitation may include a variety of different technologies. The expected life and effectiveness of the applied product is directly related to correct product selection by the owner/engineer and inspection of the host structure before, during and after application of the specified material by a trained inspector. The NASSCO Inspector Training & Certification Program for Manhole Rehabilitation (ITCP-MR) includes detailed chapters such as, Manhole Defects and associated Rehabilitation Requirements, Manhole Preparation, Quality Assurance and Testing Methods, Replacement and Rehabilitation Technologies and a chapter on specifications entitled “The Inspector’s Project Instructions”.

The program is intended to provide an owner, engineer or inspector with sufficient knowledge to inspect and verify when a product has been applied correctly. There are a number of excellent products available for manhole rehabilitation. Scheduled courses are listed on the website, www.nassco.org.

Inspector Training & Certification Program for Pipe Bursting SewersThis program is still in the development stages. With several other programs having a priority, this program is scheduled to be completed later in 2014. We are looking for some additional pipe bursting professionals that would be available to become trainers after the program is launched. Once the draft program is complete, a peer review group will be selected, consisting of IPBA members and any other NASSCO members who wish to participate in the review process. Then a BETA presentation will be scheduled sometime later in 2014, before the program is launched.

2015 NASSCO Annual Conference Technical Day Member Participation Each year, at NASSCO’s annual conference, we reserve Friday for technical discussions and presentations. In 2015 we will be looking to feature presentations from NASSCO committees that wish to highlight projects that are of interest to the membership. We will again feature a Municipal Forum event and invite municipal members to present and discuss issues that are important to their cities. Abstracts from the committee chairperson or a member and expressions of interest from municipal members should be submitted to Gerry ([email protected]) as soon as possible for consideration. The 2015 program is scheduled on February 13, 2015.

Rehabzone 2015This will be the 14th year that NASSCO has presented the Rehabzone (the Zone) at the UCT Convention. It will be held in Houston, TX, in 2015.

Each year companies from around the trenchless industry participate through sponsorships or by active involvement in the planning, organization, set-up and break-down of the Zone.

As part of the Zone, we publish a Technology Guide that is distributed to all that attend the Zone during the conference and during educational events throughout the year. The Technology Guide for 2015 is being prepared and will again feature an overview of trenchless technologies available in the industry. We also feature an emerging technology section where we feature new technologies that are being launched into the industry. Any additions or revisions to existing technology information and submittal of new technology information should be sent to [email protected]. Information should be submitted no later than the end of September 2014 to be included in the 2015 Technology Guide.

Lateral CommitteeDeam Monk Chair Person

The committee is in posession of two articles for publication from municipal agencies.

We have approved the overview document as there were no comments during the review period.

The lateral committee is also planning to conduct a webinar through Trenchless Technology in the October/November timeframe. We will keep you informed as we move forward.

CIPP CommitteeDave Kozman Chair Person

n Styrene: No updates to report.

n CIPP Design: A new manual of practice (MOP) is under development by an ASCE task group that addresses a new CIPP design approach for gravity flow applications. A 2nd draft is being finalized, with a target publication date of 2015. The task group is scheduled to meet in August at ASCE Pipelines in Portland.

NASSCO is looking at developing a CIPP Design certification course that would reflect the new ASCE MOP. NASSCO will be discussing co-authorship of the MOP with ASCE. NASSCO is performing due diligence on industry demand, pricing structure and delivery of this course (classroom, online or both). Once approved, it will take about 5-6 months to roll out.

n Standards development: ASTM: A standard guide on fixed and over-the-hole CIPP wet outs is currently in development and is being balloted on the subcommittee level.

AWWA: A Pipe Rehabilitation Standards Subcommittee has been formed to define structural classifications for pressure pipe lining technologies (Class I, II, III and IV) in M28. The subcommittee had its first meeting at ACE in Boston in June. The committee will develop initial framework for each classification for industry feedback.

Latin America CommitteeLuis Leon Chair Person

The Latin America Committee has been very busy since our last issue. Below are some of the items that have been completed and that we are working on:

NASSCO-ICTIS agreementThe ICTIS/NASSCO agreement has been finalized and executed. This alliance will help continue promoting NASSCO and the trenchless underground infrastructure rehabilitation standards, including PACP, MACP and LACP, into Latin America. ICTIS is already promoting PACP as a national standard in Colombia and Ecuador. Other countries like Peru are also under consideration.

ICTIS Trenchless CongressThe ICTIS Trenchless Congress was held successfully in Medellín, Colombia, May 18-20, 2014. Ted DeBoda and Luis León both presented at the congress and met with chairs from the ISTT chapters from Germany, Hong Kong, and Singapore, and exchanged ideas on how to further the advance of PACP into Latin America.

ITCP-CIPP Translation Task ForceDuring his travels and work in Colombia, Luis León has heard a lot of interest in the ITCP-CIPP manual and training certification course in Latin America. The committee agreed that it’s important to start its translation soon, so a task force of bilingual industry professionals has been created. Members of translation task force are Diego Calderón, Guillermo Gordillo, Carlos A. Múnera, José García, Juan Fernando Pareja, and Luis León; other members may be recruited as needed. The committee developed a draft schedule for the translation and members are already hard at work. A peer review group will be formed later to review the draft translations.

NASSCO and PACP TranslationsThe committee also realizes that there is a need to translate presentations to Spanish that introduce

NASSCO, PACP and its benefits, and trenchless technologies. Ted’s presentation at the ICTIS Congress in May provided an introduction to NASSCO and PACP in Spanish and it will be a great start. A second presentation will introduce a summary of the trenchless technologies available in the market. Since the Rehab Zone presentation will be updated, this will be a good opportunity to also develop it in Spanish.

Pressure Pipe Committee John Schroeder, Chair PersonTravis Wagner, Co-Chair Person

The pressure pipeline rehabilitation industry, which applies to both water mains and sewer force mains, is relatively new but is rapidly becoming one of the most exciting and innovative markets because of the vastly deteriorating underground infrastructure. Gravity sewers are relatively easy to inspect and rehabilitate compared with pressure pipelines primarily because of the lack of access as well as the inability to take the pressure pipes out of service for any period of time.

The NASSCO Pressure Pipe committee is actively trying to develop reliable technical information, guidelines and go-bys on force main assessment and rehabilitation technologies capabilities, limitations and costs that will help owners and engineers with rehabilitation of their pressure pipes.

The committee has had several key objectives including development of an inspection technology matrix, presentation of force main condition assessment case studies, summarizing force main rehabilitation technologies, developing standard design specifications, and developing industry guidelines for design and testing. The following is a summary of some of the key tasks.

ASSESSMENT TECHNOLOGY MATRIXThe Committee has finalized the inspection/assessment pressure pipe technology matrix using either professional experience and industry standards to populate information. This matrix is available on the NASSCO website.

CASE STUDIESAs part of providing the industry with real world experience using force main condition assessment technologies/techniques, several Pressure Pipe Committee members have reached out to clients in order to gauge interest in sharing case studies with NASSCO. The response has been positive but a standard case study

format will need to be developed since most of the information will likely be developed by consultants and/or technology providers. The standard template will allow for a consistent presentation of the information with a lower bias towards any particular technique/technology. We need more case studies from our industry and we hope to share these so if you have any to share, please email them to John Schroeder.

PRESSURE PIPE REHABILITATION ALTERNATIVESKelly Derr is summarizing in a memorandum the various technologies used across the world for pressure pipe rehab and this will include limitations, and location and other important data. This task is nearly complete and should be ready to share by the October 2014 mid-year meeting.

UCT PRESSURE PIPE PRESENTATION TRACKBecause of last year’s great success on the pressure pipe UCT track, Robert Carpenter mentioned that next year’s UCT 2015 conference will again have a track of pressure pipe assessment and rehabilitation presentations that is sponsored by NASSCO.

DEVELOPING A NASSCO GUIDE SPECIFICATIONS FOR PRESSURE PIPE REHABILITATIONSeveral committee members have helped gather numerous technical specifications from across the country from actual projects. The committee needs some volunteers to begin reviewing these specs to determine what sections are good and which sections are not valid so we can combine these into a one guide specification that will help meet the needs of the designers. If you have some time and expertise in this task, please contact John Schroeder about helping move this task forward.

Manhole Rehab Committee Tim Back, Chair Person

The manhole rehabilitation committee has completed the defect grading that will be used for the newest version of the Manhole Assessment Certification Program (MACP). The new defect grades are more reflective of manhole rehabilitation versus pipeline rehabilitation. The committee also reviewed the current scoring system that is used for PACP and has agreed to adapt the same scoring system for manholes. The committee has committed to doing an article every three months for Trenchless Technology Magazine and is working on the first article.

How did you end up in this industry? My father was a wastewater operator and introduced me to treatment plants (and their scents) at a very young age. Because he said I was either going to be a lawyer or a scientist, and because I was good at Math & Science, I chose to be an Engineer. I studied Civil Engineering at Purdue University and specialized in hydraulics. The rest is history…I “heart” sewers.

Tell us about your company. Wright-Pierce is an award-winning engineering firm specializing in water, wastewater, stormwater, and infrastructure services for public and private clients throughout the Northeast. For more than 65 years Wright-Pierce has been providing

clients with reliable, affordable and sustainable solutions. We are an exceptionally strong advocate for our clients and we are committed to our clients’ success. Founded in 1947, Wright-Pierce is employee-owned and has a staff of approximately 200 engineers and support professionals located in seven offices throughout New England.

Why did you join NASSCO?I first joined NASSCO in 2007 when I became certified in PACP for collection systems work in the Baltimore area. I have stayed with NASSCO because of the technical issues the organization addresses and its network of sewer professionals. I am also a certified PACP, MACP, and LACP trainer for NASSCO and have trained over 150 people in the New England area.

What are the top challenges facing our Industry? One challenge facing our industry is capturing system knowledge as some of the most experienced operators and managers retire or change positions. The collection and standardization of data that programs like PACP provide is dramatically improving the ability to manage collection systems well into the future.

How should NASSCO help address this issue?Continue to increase awareness of the certification programs NASSCO offers in order to promote professionalism and interest in having a career in our industry.

How has being a NASSCO member helped your career or business? Being a NASSCO member has helped keep me apprised of the most current industry standards and changing technologies in the sewer industry.

What else should other NASSCO members know about you? your business? I consider myself a sewer guru but know there is always more to learn about taking good care of a collection system. Solutions are often municipality-specific and listening to a client’s minor challenges is as important as understanding their most significant ones in an effort to come up with the right approach. It’s been an incredible career the past 20 years, and I am looking forward to at least another 20.

NASSCO Mourns the Loss of Lifetime Member, Norm Sirna

Norm A. Sirna, Sr., a lifetime member of NASSCO, passed away on July 30, 2014.

During his long history with NASSCO, he was a member of the Board of Directors which included two terms as President. He was also inducted, by unanimous vote of his peers, into NASSCO’s Select Society of Sanitary Sewer Sleuths in 2000 for outstanding, meritorious service above and beyond the call of duty.

Norm was a fountain of knowledge about the trenchless technology industry. His company, Sewer Specialty Services, specialized in projects that required out of the box thinking and ingenuity.

He will be missed.

International Pipe Bursting Associationby George Mallakis, Chair

The International Pipe Bursting Association (IPBA) is finalizing its two day Pipe Bursting Educational Session for UCT 2015 Houston, TX ( http://uctonline.com/ ). Our program includes planning, design and construction considerations, owner/municipal perspectives, cost and social benefits, water, sewer, and gas distribution case studies all related to the trenchless pipeline replacement method of pipe bursting. Emphasis will be given to Asbestos Cement (AC) Pipe and how Pipe Bursting can be used in accordance with rules and regulations that govern AC pipe. The IPBA lateral Committee was formed at the 2014 Pumper Cleaner Environmental Expo which is chaired by John Galligan. Currently, the lateral committee is drafting a lateral pipe bursting guideline which is planned to be approved at the 2015 UCT show and released at the 2015 Pumper Show (now WWETT Show). Orlando, Florida, USA - CUES has developed a new versatile robotic camera transporter designed to traverse silt, mud and debris commonly found in storm and sanitary sewers. The SPR II is designed with single-point wheel removal to facilitate speedy configuration changes for various pipe diameters and conditions. Next Aries Grout Boot Camp Scheduled for Georgia in September

Hands-on equipment demonstrations will be the focus of the 15th Aries Grout Boot Camp to be held in Lithia Springs, Georgia, this September. Attendees from around the country will learn about grout testing requirements for compliance with NASSCO/ICGA specifications.

EBA ENGINEERING NAMES SIDDIQI PRESIDENT, PATEL EVP

BALTIMORE, MD (7/15/14) –- Rizwan Siddiqi, PE and Harish Patel, PE, RLS have been named President and First Executive Vice President, respectively, of EBA Engineering, Inc. Siddiqi, who is currently EBA’s Executive Vice President, will succeed Nanda Sen, PE, who has served as the company’s President since 1989. Similarly, Patel, currently Executive Vice President, will succeed Kunal Gangopadhyay, PE as First Executive Vice President.

Sen and Gangopadhyay plan to leave their current positions at the end of 2014, although both will remain on board as Associates to work with the new leadership team in their new roles.
