Dear Friends & Colleagues,Being selected to serve as the President of SGAC has been a tremendous honor. SGAC thrives because of the selfless dedication of so many volunteer leaders who contribute their time and talents to make sure this organization remains on an upward trajectory. SGAC membership is well represented by a committed board of directors, engaged and energetic committee chairs and vice-chairs and countless volunteers who always seem willing to help plan a program, present at a webinar or sponsor an event. Thanks to all of you for what you do to make SGAC the organization it is today.SGAC closed out 2018 by hosting perhaps its’ highest rated Leaders’ Policy Conference of all time. For four days attend-ees heard from incredible keynote speakers discussing a wide-range of topics, learned about emerging state issues in

informative breakout sessions including the first-ever SGAC Pecha Kucha presentations, and when the work was done had a chance to network with friends and participate in a variety of social events. A special thanks to all of the SGAC members who served on the LPC planning committee and helped make this such a memorable event.One goal I shared with the membership last summer was to take a deep look into our membership criteria and perhaps consider making an adjustment that would result in more trade associations having the opportunity to benefit from SGAC membership. Thanks in large part to the hard work of our membership committee chair, Amy Hill of Walmart, and vice-chair, Leighton Yates of the Alliance of Automobile Manufacturers, in December the SGAC board unanimously approved a revision to the bylaws that now makes all trade associations eligible for membership. This small adjustment should increase the number of SGAC members and position the organization for more growth in the future as a new pool of potential members is identified. One other change you will see in 2019 is the timing of the SGAC National Summit. This is a meeting that has traditionally taken place in the early spring months. In an attempt to try and accommodate more SGAC members, we’ve decided to try a new timeframe and will be hosting the National Summit June 26-28 in Las Vegas, Nevada. I hope to see you all there.Several years ago SGAC made a commitment to become a 12-month organization that served members with programs and activities all year round. I think you will find that 2019 will continue that mantra as an exciting line-up of webinars, educational programs, social events and meetings is planned. Please visit the SGAC website often, follow SGAC on all of its’ social media platforms and stay engaged with all that the organization has to offer.Last summer I closed my remarks by simply asking each SGAC member to try and do one more thing for SGAC over the coming year. I’d like to re-em-phasize that. If you’ve never participated in a webinar or education program, recruited a new member, sponsored the SGAC Late Night event, served on an SGAC committee, invited a colleague from your company to participate in SGAC or even tweeted using the SGAC hashtag #sgacnews, please consider doing so in 2019. Many of us belong to a lot of organizations, but SGAC is structured so members don’t just belong, they actively participate and help to shape the future of the organization.Thanks again for the opportunity to serve as the President of SGAC. I’m proud of what this organization has accomplished and am excited for what it can and will accomplish in the future.

Dear Friends,I am proud to celebrate SGAC’s many achievements, including its continued progress in membership growth and improved programs. In addition to the many accomplishments featured in this report, I would like to highlight additional activities of which we are proud: • Update of the Professional Certificate Program: The Education & Training Committee undertook a major redesign of the Professional Certificate Program this past year, not only removing some of the impediments for enrollment, but clarifying program competency titles and descriptions to offer even more timely and valuable training to members. • Continued Membership Growth: In 2018, we added 29 new member organizations to our ranks. We are excited by the

expansion of our membership numbers, but even more by the enthusiasm with which members, both new and more veteran, are participating in our pro-grams. The Professional Certificate Program continues to be a big draw, and graduates from the program now number nearly 100 SGR professionals who have shown their dedication to their own professional growth and to the industry of state affairs.As President Christman noted, in December 2018 the Board of Directors voted to amend our membership requirements to include more trade associations representing the business community. This expansion will not only allow for more growth within SGAC, it will also give access to training and a valuable peer network to a larger pool of state affairs professionals, further professionalizing the role of advocacy. We have also created a task force to explore ways to bring more diversity to the profession. As with all our committees and task forces, we welcome all members’ input!We’re excited to see what the future holds and look forward to great accomplishments in 2019 as we reflect on a successful past year. As always, it is our pleasure and privilege to provide you with the benefits to help you excel at your and your organization’s goals.

MEMBERSH IP

SGAC has two classes of membership (a) Regular Member and (b) Associate Member.

Regular membership is open to businesses (sole proprietorships, partnerships or corporations which do business and are actively engaged in legislative and / or regulatory activity in multiple states), and for trade associations (organizations that represent the business community) which do business and are actively engaged in legislative and / or regulatory activity in multiple states.

Associate membership is open to any member who supports the mission of SGAC and provides services in multiple states to Regular Members. Associate Members are those organizations whose primary business services may include providing clients with public relations, legislative or regulatory representation, political management, or legislative and regulatory information reporting and analysis.

In 2018, SGAC’s Board unanimously approved a proposed amendment to Section 2.01 Classes and Qualifications of Membership in SGAC’s Bylaws. The change did not affect membership status of any current SGAC member. View the unabridged membership qualifications at sgac.org.

The National Summit is the annual conference for professional development tailored for state government relations professionals. Many attendees take advantage of the conference to fulfill program requirements for SGAC’s Certificate Program.

The 2018 National Summit, “The Crossroads of State Government Affairs” was held in Salt Lake City, Utah. Attendees dived into content developed by SGAC members, leaders in their field, and experienced all that Salt Lake City has to offer.

The Leaders’ Policy Conference is the annual meeting of the states’ legislative leadership and state government affairs professionals from America’s leading businesses, associations and service providers. LPC is designed to encourage dialogues on issues of importance between state legislative leaders and private sector representatives. The Leaders’ Policy Conference is sponsored by the State Government Affairs Council Foundation, in cooperation with NCSL and CSG, to provide an outstanding educational initiative.

The SGAC Foundation is a 501c3. Its purpose is to conduct research, sponsor conferences and seminars, and promote educational activities related to state government. The 2018 LPC, “Reaching Beyond Boundaries” was held in Scottsdale, Arizona. In addition to traditional session formats, SGAC members had the opportunity to present during a Pecha Kucha session, where they had 20 seconds for 20 slides on an educational topic of their choosing. Attendees met and had books signed with several keynote speakers and enjoyed several networking receptions around the winter and western decorated property.

SGAC is proud to partner with the National Conference of State Legislatures (NCSL), The Council of State Governments (CSG), the American Legislative Exchange Council (ALEC), Women in Government (WIG), and the National Governors Association (NGA). Partnership with these groups enables SGAC to further our mission of strengthening the interaction and understanding between and among SGAC members and state government officials.

A bipartisan organization founded in 1975 to serve the nation’s 50 states, territories and commonwealths. Through its office in Denver, the Conference provides research, publications, 50-state information and tailored assistance to states on a myriad of public policy issues. The Conference advocates on behalf of the states before Congress and the administration through its office in Washington, D.C. The leadership of NCSL is composed of legislators and staff from across the country. The NCSL Executive Committee provides overall direction on the operations of the Conference.

The only nonpartisan organization in the nation that serves all three branches of state government, CSG is a region based forum that fosters the exchange of insights & ideas to help state officials shape public policy. CSG offers unparalleled regional, national and international opportunities to network, develop leadership skills, collaborate and create problem-solving partnerships. SGAC provides its members with access to and support of CSG through the following activities:

America’s largest nonpartisan, voluntary membership organization, comprised of one-quarter of the country’s state legislators. Members advance policy focused on limited government, free markets and federalism. The organization provides a unique opportunity for state lawmakers, business leaders and citizen organizations to share experiences and develop pro-growth models based on research, state policy and proven business practices.

The American Legislative Exchange Council and its nine task forces imitate the legislative process: resolutions are introduced and assigned to an appropriate task force; meetings are conducted where experts present ideas for discussion. All adopted model policies are published at www.alec.org.

In 2015 ALEC launched three centers: the Center for Innovation & Technology; the Center for State Fiscal Reform; and the Center to Restore the Balance of Government. Through the Centers, members stay at the forefront of inno-vation engaging issues proactively through research and analysis, and incubating new policy ideas.
