The Shafter Learning Center partnered with GAF Materials to hold a community celebration that drew a crowd last Thursday. The event also served as a quasiworkshop as the community was invited to give their input on what features that would like to see with a Shafter Learning Center expansion.

Dr. David Franz, director of the Educa-tional Partnership Project, as well as direc-tor of the center, said that there are many possibilities for an expansion.

One plan that was on display would have a new children’s classroom that would be at-

tached to the existing rooms, with a workshop would go next to it, where part of the parking lot is today. The workshop could be a hands-on classroom, hosting classes in subjects such as welding, wood-working, jewelry making, or other mechanical or vocational classes.

There is also an option that would cre-ate a two-story building next to the existing Learning Center, with there also being a courtyard area where there would be pic-nic tables where parents could wait for their children, or the children could wait for their parents to pick them up. There would also be a space to hold special events, such as parties, or celebrations.The community was invited to be a part of this historic celebration.

SLC, GAF celebrate partnership

The Shafter Police Department is invit-ing the community to spend a night with some of Shafter’s finest as they hold the Shafter Police Department Night Out event at Veterans Park on Tuesday, Oct. 8

The event is a community-police aware-ness-raising event in which the community will have a chance to meet officers who work to protect them and talk with them, with an opportunity to ask ask questions and socialize. There are no agendas or speeches.

The department will be giving out child

ID kits to parents who would like to register their children with the department. The kit includes fingerprints, photo, vital statistics, etc.., to be used in case of an emergency.

“The kits are a great way to be prepared in the case, God forbid, that something was to happen and the child’s vital information, prints, and recent photo are available and registered with the department,” Zimmermann said.

The event will begin at 6 p.m. and end at 8 p.m. Veterans Park is located at 710 S. Schnaidt St.

A move that has been years in the making came to fruition last week when Governor Newsom signed a bill that will ban educators from suspend-ing Grade K-8 students for willful de-fiance.

Gov. Jerry Brown vetoed a similar bill twice, calling it too broad in scope.

There has been a ban on the sus-

pension of students in kindergarten through third grade for over two years, but this bill will expand the scope to include the fourth-eighth grade.

Willful defiance can be anything from sleeping in class to cussing out a teacher. In some school districts, will-ful defiance accounts for as many as 70 percent of suspensions.

When asked what options alterna-tive schools will have if they can no

longer suspend a student because of willful defiance, there were several answers. Rosa Romero, acting super-intendent, said the Richland School District has already stopped the use of suspensions for willful defiance.

“It is frustrating to try to get a mes-sage across to the students and fol-low the guidelines at the same time,” said Romero. “But, as far as the ban

The City Council heard the concerns of local residents about a plan to house homeless women at the Shafter Farm Labor Camp on Highway 43, which appeared to be news to them.

Although there was no mention of the plan on Tuesday night’s agenda, Gerardo Loaza and farmer Aron Wilson questioned the council on their views or inten-tions, if any, about news that the camp, just north of Shafter, may be utilized by the Kern Housing Author-ity to house around 50 homeless women from Kern County.

The director of the Housing Authority of the County of Kern, Steve Pelz, explained later: «This would not be like a shelter for the homeless. The residents would be by invi-tation only and the women will be assisted in finding jobs and finding housing in the area from where they originally came.

The Shafter Generals evened their SSL record at 1-1 with a dominant vic-tory over Taft High School 48-15 on Friday night. The Generals played their most complete game of the sea-son as they excelled on both sides of the ball and also shined on special teams.

It was an entirely different team that has took the field the past few weeks, on a dim-ly lit field that even Coach Jerald Pierucci said was like “playing by candlelight.”

Sophomore quarterback Tyson Dozhier was injured in the third quarter of last week’s game versus the Ti-tans of Cesar Chavez. He was replaced with senior Jackson Sanchez. With Dozhier not dressed out for their game against the Wildcats, Sanchez took the field and led the Generals on an opening drive that didn’t stop until Sanchez

had found the end zone on a 12-yard touchdown run.

This team was reenergized, looked hungry. The performance on the offensive side of the ball also gave the de-fense a new life, and those players were swarming and fighting to beat the Wildcats on the line of scrimmage.

With a mix of runs by Sanchez, Nelson Hernan-dez and Elisha Lucero, the Generals moved forward after the Shafter defense gave them the ball on a turnover deep in the Taft end of the field. Shafter took advantage of the field position and widened the gap to 13-0, with a run by Leo Fernandez.

The Generals made it 20-0 in the second quarter when Jackson Sanchez ran

41 yards for a touchdown, with Shafter going over the total yardage mark that they had for the previous week in total. Taft closed it to 20-7 with a short touchdown run with just over three minutes to go in the first half.

But that three minutes were more than enough time for Sanchez and company to light up the scoreboard one more time before the end of the half. With a completion to Felix Chacon, Sanchez ended the drive with a 12-yard touch-

down run, giving the Gen-erals a 27-7 lead at the half.

In the second half, the Generals put more pressure on the Wildcat defense, forcing them into penal-ties and missed coverages. The Generals scored three more times in the second half, with another run by Sanchez and a pass to Se-bastian Montgomery good for a touchdown.

The evening had start-ed off with a bang, with a very entertaining game be-tween the Shafter Colonels and the Taft Bobcats. The Shafter junior varsity team was looking for their sec-ond win of the season. The game was a seesaw battle, with both squads taking turns mounting drives, only to have them stopped with a great defensive stand. Shafter took a 13-7 lead into the locker room, thanks to a touchdown late in the first half. In the second half, the Colonels found themselves

behind by an 18-13 score after the Bobcats got a long drive that ended with a five-yard touchdown run with just a few minutes left in the game.

But the Colo-nels answered back with a strong drive of its own. The drive ended in the

end zone, when the quarter-back took the ball around the left side for a 43-yard touch-down run, closing the gap to 21-19. Shafter went for two points and got them, tying

the score at 21-21. Unfortu-nately, the Colonels couldn’t cash in on a turnover late in the game, allowing the Bob-cats to escape with a 21-21 tie.

With Shafter playing such a strong game against Taft, it will be decision time Friday, Oct. 4, as the Generals look to go 2-1 in league in their homecoming game against the Cougars of McFarland. If Dozhier is healthy enough to play, will he get the nod or will Shafter go with the hot hand in Sanchez? The game starts at 7:30, with junior varsity action at 5 p.m

People would be housed at the county-owned camp dur-ing the winter, when it is nor-mally mostly unused by sea-sonal agricultural workers.

The project had appar-ently not been discussed with either Shafter or Was-co leadership, but initial comments from Wasco City Council members, accord-ing to Loaza, were not fa-vorable.

He had just come from the Wasco City Council meeting, where he learned from Wasco City Manager Daniel Ortiz-Hernandez that council members op-posed the plan, noting that Wasco was never consulted about the idea. Ortiz-Her-nandez said that they have not had a chance to look into the impact the project might have on the city.

Wilson and Loaza ex-pressed concern about how the project would impact the neighborhood, as well as the city as a whole. Loa-za asked that the City Coun-cil look into this matter and keep the residents informed on its status.

They said that the resi-dents deserve to know what is going on in the city and how it will affect the com-munity. They urged the council to discuss the mat-ter and explain it to resi-dents, along with the effect it will have on the city.

“To be blunt, it feels like Bakersfield is trying to dump their homeless wher-ever they can,” Loaza said.

In other action Tuesday night, the council approved $233,933 for the purchase of four Shafter Police De-

partment SUV vehicles, which will be outfitted with necessary accessories for the police operations. The vehicles themselves will cost a little over $136,000, with the cost of outfitting the vehicles being about $83,000.

The council also autho-rized a contract with Cali-fornia Consulting for grant-writing services at a cost of no more than $12,000 for each of two grants, for a to-tal of up to $24,000.

The councilmembers considered this a fair price for the possibility of the city saving over $2 million in project funds if they receive the grants available for two park improvement projects. One of the projects is ad-ditional parking at Veterans Park and the other will be an outdoor fitness court at Mannel Park.

In a presentation, Mayor Gilbert Alvarado presented a proclamation to Susanne Campbell of the Kern Council of Governments declaring Oct. 2 “Clean Air

Day” in Shafter. The mayor said that everyone can do their part to help our county and community become a cleaner county.

“We need to do what

we can to improve the air quality in our area, and it is important that we recognize the need for more programs and resources that will help in this fight for cleaner air.”

Romero said they do excuse students from the classroom and may give them de-tention. When asked what schools will do

in place of suspension, Romero replied, “It will be a challenge, but we are confident that we can all get on the same page. We have tried using positive reinforcement as a substitute for the suspensions.” Romero also added that it is important for parents to get involved in their children’s lives and education.

The City of Shafter continues to grow as it keeps strengthening one of the most finan-cially stable cities in Kern County, if not the state of California.

Shafter has a valu-able weapon in its arsenal when it comes to attracting new busi-nesses, as well as growing its core city. The Shafter Chamber of Commerce is an integral part of the makeup of the city, helping local businesses in many ways.

If you ask the aver-age resident what the Shafter Chamber of Commerce is, they will probably tell you that they are the people that put on the annual fireworks show. Well, the chamber does put on the event, which has grown into one of the biggest shows in Kern County, at-tracting a large crowd from Shafter, Wasco, Bakersfield, and the surrounding areas. Zermeno said, “A lot of the Shafter residents

are watching the show from their homes in their front yards, or at the parks. The majority of the people we get in-side the stadium at the event are people from Bakersfield and other cities.”

Rachel Zermeno, the chamber director, said that the Chamber of Commerce is so much more than the group that puts on the fire-works show. “We are here to help our local businesses any way we can, includ-ing advertising, assisting with special events and including them on our com-munity calendar.”

Zermeno also said that for new businesses, the chamber offers a variety of mem-berships and option. “We have different levels of membership, and we offer so many tools that can help a new or existing business.”

There are 76 mem-bers of the Shafter Chamber, growing

substantially in the past few years.

In the beginning -- 1931, to be exact -- the Shafter Business Men’s

Association was incor-porated. The Men’s Association operated for over six years before the city incorporated in 1938, when the resi-

dents numbered fewer than 1,200. In 1946, the Men’s Association changed its name to “Shafter Chamber of

Commerce.”Over the course of his-

tory, the chamber has provided community leadership as a gener-ous contributor to civic activities that celebrate the vibrant agriculture history of Shafter, such as the Shafter Potato and Cotton Festivals, Kern County Fair exhibit, Harvest Jamboree, and of course, the annual fireworks show. Another event that is on the Chamber’s annual calendar is the Shafter Chamber of Commerce and Annual Community Service Awards.

The banquet rec-

ognizes a variety of Shafter individuals and businesses who have made an impact in the city and is one of the

reasons Shafter keeps growing their excellent reputation. They moved the venue for the banquet this last year to the Ford Theater, from the Veter-ans Hall.

“It was a great move, with the change of venue really being a popular one,” said Zermeno.

“We also offered differ-ent levels of sponsor-ship for the event, which was a first for the event. This was so successful that we had a surplus of funds that we used to create seven schol-arships that we were able to give to Shafter students.”

Zermeno said that they will continue the tradition and will hopefully have enough money this year to again give scholarships to deserving students.

If a new business comes to Shafter, Zermeno said that the chamber’s job is to

contact the business and let them know what the chamber is and how they can help their busi-ness grow and thrive in the city of Shafter.

A little-known fact is that you do not need to own a business to be a part of the group. “We welcome businesses and individuals who would like to be involved in the community and help the city of Shafter thrive and celebrate its success,” Zermeno said.

A basic member-ship is only $50 for an individual and $100 for a business. For this, they receive a member-ship decal, a listing on the chamber’s website, a newsletter listing, inclusion in the New-comers Directory and Community Calendar advertising.

There are also higher levels of membership, including Facebook advertising, Jobs Corner advertising, Fourth of July recognition and Awards Banquet spon-sorships.

The assessments are proposed to be levied to pay the annual cost of the installation, operation, main-tenance and servicing of landscaping, public lighting facilities and any other appurtenant improvements (“Improve-ments”) in the District.The total amount of the assessments which are proposed to be levied on ex-isting and annexed parcels within the District is equal to the amount of the estimated annual cost of the installation, operation, maintenance and servicing of the Improvements within the District for fiscal year 2020-2021. The amount of the assessment which is proposed to be levied on each existing and an-nexed parcel in the District was calcu-lated on the basis of the proportionate special benefit derived by the parcel in relationship to the entirety of the costs that are related to the installation, op-eration, maintenance and servicing of the Improvements for said fiscal year and was determined by dividing the estimated annual cost by the number of units of benefit within the District. The assessments will be levied on all existing and annexed parcels within the District so long as such assessments are necessary to pay the annual cost of the installation, operation, maintenance and servicing of the Improvements in the District.The City Council has determined that the amount of the assessment which will be levied per parcel for each existing and annexed parcel within the District in future fiscal years may be increased by the percentage increase in the Consum-er Price Index - All Urban Consumers for the Los Angeles-Riverside-Orange County Area provided that the amount of the assessment is not increased by more than four percent (4%) in any fis-cal year and provided that the amount of the assessment to be levied on any parcel in any fiscal year shall not in any event exceed the reasonable costs of the proportional special benefit con-ferred on the parcel. Property owners who vote Assessment Ballots in support of the levy of the proposed assessment will also be voting in support of such an increase in the annual amount of as-sessments to be levied in future fiscal years.At the conclusion of the public hearing, the City Clerk will tabulate the assess-ment ballots submitted, and not with-drawn, in support of or opposition to the levy of the proposed assessments. We are currently seeking an individual who has the knowledge to act as an internal consultant to the various business units of Pacific Ag. Here’s what we’re looking for:

Asset Manager This role will oversee capital assets owned and leased by the organization. They will collaborate with other business unit leaders and administrative personnel in overseeing all aspects of asset management, including acquisition, maintenance and regulatory compliance with all state and federal agencies. This vital role will develop and implement programs that maximize efficiency for our capital assets. A well-suited candidate is a specialized technical problem solver with great ingenuity that can react and adjust quickly to changing conditions and come up with practical ideas for dealing with them. Ideal candidate has an undergraduate degree in business or related field of study; and/or a min. of 5 years exp. in asset or fleet management. Financial management exp. and budget skills are a plus. Farm SupervisorThis role coordinates the management of the day-to-day farming operations within an assigned geograph-ic area. Position prioritizes and monitors the agricul-ture activities necessary for a successful yield; this includes overseeing: irrigation and water schedules, fertilization and chemical application, pruning, tying, poling, shredding, hedging; and pest control. This role will engage in the hiring, training, and supervision of company and contract labor workers.

A well-suited candidate has a passion and enthusiasm to make things grow the right way! They possess experience in Almond or Pista-chio trees and is able to work in a faster than average pace, is able to adjust quickly to changing conditions; is a persuasive communicator with the ability to coach, teach and motivate a team. There is a strong demand for high quality, organized and repeatable results. HS graduate or equivalent; or 5 yrs. verifiable exp. in agri-culture field supervision.
