Supplementary Regulations ARTICLE 1 - ORGANISATION

1.1 The Shannons Targa Rallysprint will be a Multi-Club S1 Rallysprint, held under the FIA International Sporting Code including Appendices, the National Competition Rules (NCR of the Confederation of Australian Motor Sport Ltd (CAMS), the National Rally Code, the Rallysprint Standing Regulations, these Event Supplementary Regulations, any Further Regulations and any approved Bulletins.

The Make Smoking History Targa West Track Day will be run as private, non-competitive, untimed rally car practice / testing activity in accordance with Appendix N of the ARC Sporting Regulations.

This Event will be conducted under and in accordance with CAMS OH&S and Risk Management Policies, which can be found on the CAMS website at www.cams.com.au

1.2 The Organiser and Promoter of the Shannons Targa Rallysprint & Make Smoking History Targa West Track Day will be Targa West Pty Ltd ABN 93 094 853 133.

The Events will take place on:

ARTICLE 3 - EVENT DESCRIPTION 3.1 The Events will be conducted at Perth Motorplex, Anketell Road, Kwinana.

3.2 Two reconnaissance runs will be permitted and will consist of an untimed, slow familiarisation of the course. Speed limit is 60km/h.

3.3 The Events will be run over one stage of 3.7 km’s.

The Targa West Track Day will run in a clockwise direction. There will be no limits on the number of runs each Driver undertakes within the time period.

The Targa Rallysprint will be run in an anti-clockwise direction and will be 4 runs.

3.4 A map showing the route is attached at the back of these Regulations. Route Instructions will be provided by the Organisers at Documentation.

ARTICLE 4 - TIMING AND RESULTS

4.1 Targa West Track Day

There will be no Timing or Results.

4.2.1 Targa Rallysprint Timing will be to the tenth of a second.

4.2.2 Crews will depart start controls no less than 30 seconds between intervals. Such departures shall be single-vehicle starts.

4.2.3 Penalties (i) Hitting a Chicane or No-Cut Corner Bollard and gaining an advantage – 5 seconds (ii) Incorrect side of bollard and gaining an advantage – 30 seconds

4.2.4 Crews should be aware of the requirements of Article 2 of the Rallysprint Standing Regulation.

4.2.5 Provisional results will be available 30 minutes after the last car completes the Event.

4.2.6 Results shall be determined as per the Current Rallysprint Standing Regulations (RSRs)

ARTICLE 5 - VEHICLE ELIGIBILITY 5.1 Targa West Track Day

All vehicles must comply with the provisions of Schedule R and one of the rally categories outlined in the CAMS Manual of Motor Sport. Cars entering the Competition Category of Targa West, rollover protection in accordance with Schedule J is required. All other cars will be speed restricted to 130kph maximum speed.

5.2.1 Targa Rallysprint All vehicles must conform to the requirements of the CAMS NCRs and the Rallysprint Standing Regulations. Further to the RSR’s:

5.2.2 Article 8.1 (i) the Event will be open to two wheel and four wheel drive vehicles.

5.2.3 Article 8.1 (ii) the Classes will be: Targa Cup Category

(i) 2wd up to 2000cc (ii) 2wd 2000cc and over (iii) 4wd up to 3500cc (iv) 4wd 3500cc and over (v) 2wd or 4wd gravel tyres

Open Rallysprint Category (vi) 2wd up to 2000cc (vii) 2wd 2000cc and over (viii) 4wd

5.2.4 Article 8.2 (iv) mudflaps are not required ARTICLE 6 - CREW ELIGIBILITY 6.1.1 Targa West Track Day

This Event will include a Motor Sport Passenger Ride Activity (MSPRA) which shall be run under and in accordance with the CAMS MSPRA Policy.

(a) The Competitor and Driver must hold a relevant CAMS Rally licence. (b) A briefing must be attended by each Driver and Passenger (and guardians of each

Passenger if Passenger is under 18 years of age) conducted by the Clerk of the Course prior to the MSPRA commencing.

(c) Passengers MUST: i. Not participate in any testing or practice activity without wearing a helmet to

a standard listed in Schedule D of the CAMS Manual of Motor Sport, and other apparel as outlined in Schedule D. Penalty for non-compliance will be exclusion.

ii. Wear a helmet and Front Head Restraint (FHR) and flame retardant overalls as per the MSPRA. Note: The Event Organisers have a small selection of overalls available for passengers but do not have FHR’s.

iii. Be fitted and restrained as required for each Automobile with consideration for their physical attributes

iv. Complete a Passenger Ride Entry Form and disclaimer v. Drivers must fill out a Passenger Ride Entry Form to ride as a passenger. vi. Be at least 12 years of age

(d) Vehicles and Apparel used must pass Scrutiny. (e) Vehicles shall only carry one Passenger at a time, unless otherwise approved by

CAMS.

6.1.6 Competitors who have entered Make Smoking History Targa West will have priority over other Drivers in taking passenger rides.

6.2.1 Targa Rallysprint Crews must consist of two members. The Competitor and both Crew Members shall be required to hold a current CAMS Clubman Rally Licence or L2S or superior.

6.2.2 A Crew Member may only enter once as a Driver and may compete with different Co-Drivers throughout the competition.

6.2.3 Should both Crew Members wish to drive, then this will be permitted under the same Crew eligibility rules and a separate Entry Form and Entry Fee will be required for each combination of Crew.

6.2.4 Crew must wear non-flammable apparel covering the body from ankles, to neck, to wrists with closed footwear and a CAMS approved helmet (refer Schedule D of the CAMS Manual). FIA / CAMS Approved Driving Suits and Frontal Head Restraints are highly recommended.

ARTICLE 7 - ENTRY FORM, ENTRIES AND ENTRY FEE 7.1 The Online Entry Form is to be completed in full on www.targawest.com.au or

www.rallysprints.com.au Any queries with the Entry Form should be sent to the Event Secretary at [email protected] CAMS Personal Accident Insurance cover is provided for CAMS competition licence holders.

7.2 The Entry Fee will be:

Targa West Track Day - $195.00 incl. GST

Targa Rallysprint - $195.00 incl. GST

Both Targa West Track Day and Targa Rallysprint - $215.00 incl. GST

7.3 The Entry Fee includes –

• CAMS Permit Fee • Event Door Stickers with Competitor number (Rallysprint entries only)

7.4 Payment can be made by electronic funds transfer to:

7.7 The total number of entries for the Targa West Track Day will be 30 with preference given to

confirmed entrants of 2018 Make Smoking History Targa West. The total number of entries to the Targa Rallysprint will be limited to 80 accepted in order of receipt.

7.8 Competitors under the age of 18 years must have the written consent of a parent or guardian to enter and participate. The minimum age for Drivers and Co-Drivers is 14 years.

7.9 Competitors are reminded of the penalties under the NCRs for false statements.

7.10 It is the Competitor's responsibility to ensure their entry is received by the Organisers before the close of entries.

7.11 7.12

The Start Order will be at the Clerk of the Course’s discretion. Entries may be refused in accordance with NCR 83 of the current CAMS Manual.

ARTICLE 8 - DRIVERS BRIEFING A compulsory Drivers Briefing at which all Competitors must be in attendance. Any Competitor not

in attendance must report to the Clerk of the Course before competing and may be referred to the Stewards of the Meeting. Competitors will be required to have read and understood these Regulations and any Further Regulations or Advice and seek an Official if any further advice is required.

ARTICLE 9 - SCRUTINY & DOCUMENTATION

9.1 Vehicles must be presented for Scrutiny at the Perth Motorplex Scrutiny Bays as per Article 2 Event Schedule.

9.2 All appropriate CAMS Licences and current Car Club Memberships must be produced at Documentation as per Article 2 Event Schedule. Note: Competitors are encouraged to scan their CAMS Licence and Car Club Membership and email it to the Event Secretary to facilitate faster processing at Documentation. Competitors will still need to have the CAMS Licence and Car Club Membership with them.

9.3 Competitors are advised that any in-car video or moving film cameras must be installed in the vehicle prior to Scrutiny so that the camera and its mounting can be inspected.

9.4 Compulsory equipment which will be checked at Scrutiny includes:

(i) Roll over protection, if installed, specified in Schedule J of the NCRs.

(ii) Full harness seat belts if installed, that complies with Schedule I of the NCRs.

(iii) Fuel shall be in accordance with Schedule G of the CAMS manual

(iv) A first aid kit that complies with CAMS Regulations.

(v) A fire extinguisher complying with NCR Schedule H Part 4(i), i.e. AS1841.5 2kg.

(vi) Helmets and apparel complying with NCR Schedule D

(vii) Reflective safety triangles.

(viii) Vehicles must be adequately muffled to comply with noise restrictions of 95dB (A).

ARTICLE 10 - VEHICLE SIGNAGE - TARGA RALLYSPRINT Competitors are required to carry the Event number and sponsor door plate on the front door of

both sides of the car. If the car is being used by more than one Driver, the number not being used must be clearly crossed out. The door plate is not to be modified.

ARTICLE 11 – AWARDS - TARGA RALLYSPRINT 11.1 Event Trophies will be awarded to Crews as follows:

(i) 1st Outright (ii) 2nd Outright (iii) 3rd Outright Targa Cup Vehicles

(iv) 1st in each ClassOpen Rallysprint Category(v) 1st in each Class

ARTICLE 12 – PROTESTS - TARGA RALLYSPRINT Protests, if any, must be lodged in accordance with Part XII of the NCR.

ARTICLE 13 – ALCOHOL, DRUGS AND OTHER SUBSTANCES a) Any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or equivalent licence issued byanother ASN) may be tested for the presence of drugs (or other banned substances) and subjectto a penalty/ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMSIllicit Drugs in Sport (Safety Testing) Policy as published on the CAMS website.

b) Consumption of alcohol in the service park or any section of the competition venue/courseunder the control of the Officials is forbidden until all competition is concluded each day.

c) Any holder of a CAMS ‘Competition’ or ‘Officials’ licence (or equivalent licence issued byanother ASN) may also be tested for the presence of alcohol by a CAMS Accredited TestingOfficial (CATO) in accordance with the CAMS Standard Operating Procedure for Breath AlcoholTesting.

ARTICLE 14 - POSTPONEMENT, ABANDONMENT OR CANCELLATION

An Event may be abandoned, postponed or cancelled for reasons of force majeure in accordance with NCR 59.

(i) if there are less than 35 entries; or(ii) by reason of “Force Majeure”.

ARTICLE 15 – INSURANCE Certain public property, professional indemnity and personal accident insurance is provided by CAMS in relation to the Event. Further details can be found in the CAMS Insurance Handbook, available at www.cams.com.au

Crews involved in accidents resulting in property damage are advised that they may be required to pay up to the first $10,000 of any claim to rectify such property damage.
