4. The following issues were discussed during the meeting:
4.1 Coverage of children: Joint Secretary (EE.!) mentioned that there is a significant
difference in the proportion of children covered at primary and upper primary level against
the State level coverage of 90% against enrolment In the Districts viz Bengaluru (N),
Bengaluru (S) & Dharwad in Primary level and in Dharwad in upper Primary level. He
further mentioned that Dhanwad was a low performing district last year also and advised the
State officials to take necessary steps to check the drop in coverage, and give special focus
on Dharwad.
4.2 Kitchen-cum-stores: Joint Secretary (EE.I) advised the State officials to complete the
construction of 948 kitchen-cum-stores in a time bound manner and further mentioned that
Proposal for 1293 kitchen as submitted by the State based on PWD SOR will be considered.
4.3 MOM MIS-Web Portal: Joint Secretary (EE. I) mentioned about the mismatch in the data
entered in MDM-MIS and data provided in AWP&B 2017-18 viz Coverage of children,
working days, cooking cost & Food Grain utilization, LPG usage etc. he further advised the
State to ensure that quality data is entered and there should be proper synchronization of
data provided by different sources.
4.4 Automated Monitoring System: Joint Secretary (EE.1) raised serious concern over
serving of meals in only 7% schools out of 1095 schools in Yadgir and in 16% schools out of
2322 schools in Vijayapura on 4'^ Feb 2017 as per AMS data. He mentioned that all schools
must be served MDM daily and advised the State to look into the issue on priority basis.
Principal Secretary, Karnataka informed that all children of eligible schools are served MDM
daily and further mentioned that there may be some technical issue in non-reporting of all
schools data. He, however, assured to send special teams In the above mentioned districts
and address the issue at the earliest.
4.5 Rice Fortification: Principal Secretary, Government of Karnataka informed that feeding
Fortified Rice under Mid -Day Meal programme in 2600 schools in 3 districts Bengaluru
urban, Bellary and Dharwad covering around 4.5 lakh children will be taken up in
collaboration with three not-for-profit organizations, namely PATH, Akshaya Patra
Foundation and Karuna Trust on pilot basis to combat Malnutrition. The objective is to
reduce the problems of stunting, underweight, and wasting among children due to
Malnutrition. Joint Secretary (EE.1) appreciated the efforts of the State to combat
Malnutrition and mentioned that these efforts may be replicated by other States also to
address the problem of Malnutrition.
4.6 Testing of Meals: Principal Secretary, Government of Karnataka informed PAB about a
Protocol for testing of meals developed by the State for MDM and regular testing of cooked
food samples and raw food samples. He further mentioned that there is only one accredited
lab in Bangalore for testing of samples, and the charges are high. However State is also
engaging other recognized institutions for this purpose. He suggested GOI, to consider
issuing some directions to recognized labs to reduce the cost of testing samples under
MDMS. He also informed about a short film prepared on standard Operating Procedures to
be followed by all schools to ensure safety and quality under MDMS.
4.7 Drought: Principal Secretary, Government of Karnataka mentioned that under Ksheera
Bhagya Yojana, 150 ml Milk is served to all children thrice a week and entire expenditure for
Milk is borne by the State Government.
5. PAB-MDM approvals for the year 2017-18
It was clarified that the quantification of resources is only an estimate for release of Central
Assistance during 2017-18 under the MDM Scheme. The MDM Guidelines provide that
every child attending an eligible institution is to be covered under the Scheme and shall be
served mid-day meal on all school days. In case the State Govt. finds that the average
number of children availing mid-day meal and /or the working days are more than the
approved numbers by PAB-MDM, they may approach the GOI at any time with justification
for additional Central Assistance. After discussions with State officials and based on the
performance during first three quarters of 2016-17 the PAB-MDM approved the following
number of children, number of school days etc. for quantifying the Central assistance for
Karnataka.
