SHE Management Conference 2016 ObjectivesThe Energy Industry SHE Management Conference promotes the highest standards for addressing and managing SHE issues within our industry.

It provides a forum for all stakeholders – employees, employers, trade unions and regulators – to network, share best practice and review safety, health and environment challenges and concerns.

ForewordDavid Smith

Over the next couple of days this conference will address key issues and priorities for the electricity industry in our approach to the management of safety, health and environmental risks. The health and wellbeing of employees and the public is held in the highest regard in our sector and this annual conference is testament to the desire which exists to collaborate with a variety of stakeholders to deliver the highest standards.

In an industry where physical risks tend to be apparent to employers and employees, the health risks that workers face are not always so visible. I am, therefore, pleased that one of the focus areas for this conference is occupational ill health, including mental ill health and work related stress along with other priority areas. This is an issue which is receiving deserved attention through the 2016 Powering Improvement theme and through European initiatives such as the Healthy Workplaces for All Ages Campaign. I am sure that this conference will be able to make a valuable contribution towards important discussions in these areas.

Across a comprehensive agenda we will share knowledge from colleagues through presentations and case studies to help us look in detail at topics including nutrition, shift working, process safety, human factors and road safety.

I would like to thank our conference host NIE Networks for their help in organising SHE 2016 and for arranging the conference dinner at the Titanic Belfast which will be a fantastic evening. Also I would like to say thank you to Kelvatek for sponsoring the Welcome Drinks Reception held at the Europa Hotel.

Conference venueThe 2016 SHE Management Conference is being held at the Hilton Belfast (4 Lanyon Place, Belfast BT1 3LP).

All conference sessions will be held in the Lagan Suite.

Drinks reception and conference dinnerAll delegates attending the conference are also invited to the conference pre-dinner drinks reception and dinner hosted by NIE Networks on the evening of Thursday 12 May at the Titanic Belfast (Queen’s Road, Belfast, County Antrim BT3 9EP). If you are not planning to attend the dinner or drinks reception for whatever reason please advise the conference staff.

The pre-dinner drinks reception will commence at 19:00. Dinner is scheduled to begin at 19:45.

If you have any special dietary requirements please let the conference staff know.

Conference papersAll presentations will be posted on ENA’s website shortly after the conference.

Chair and Speaker Biographies

Michael BaileyEnvironmental Operations AdvisorNational Grid

Having started his career working for Balfour Beatty Utility Solutions in high voltage overhead line and underground cable construction, Michael quickly became aware of the significant and ever-growing environmental and sustainability challenges facing the energy industry.

Progressing his career to working at National Grid, Michael gained the opportunity to understand how these challenges continue to exist during the long-term operational use of assets and ultimately to their decommissioning.

Since joining National Grid Michael has worked on a number of projects aiming to identify opportunities that maximise the financial return from decommissioning infrastructure whilst minimising negative impact on the environment. Drawing on his previous construction experience of working on the very conception of an infrastructure project through to decommissioning and with applying Circular Economy principles, National Grid aim to develop and embed innovative sustainable solutions into all of future infrastructure projects.

Dr David Brown FRCP FFOMPrincipal Medical OfficerEDF Energy

David Brown is a Consultant Occupational Physician who since 2011 has been the Principal Medical Officer for EDF Energy Generation where he has responsibility for occupational health provision to the UK’s 8 nuclear power stations. His occupational medicine training was in the Royal Navy, where he specialised predominantly in submarine and radiation medicine before taking on senior management roles including the Professor of Naval Occupational Medicine and Director of Health (Navy).

He was heavily involved in planning of operations in the Gulf and Afghanistan

and completed two tours in Washington DC initially as a research scientist and then as a medical liaison officer with the US government. His final posting was as Medical Officer-in-Charge of the Institute of Naval Medicine, during which time he was the tri-service lead in occupational medicine and was appointed as Honorary Physician to the Queen.

David has had an interest in occupational medicine training and has held various faculty posts, remaining active as an examiner and appraiser. He retains military links as Civilian Consultant Adviser to the Royal Navy and is a Member of the Defence Nuclear Safety Committee.

David is the current Chair of the Industry’s Occupational Health Advisory Group (OHAG).

Andy BuxtonHealth and Wellbeing ManagerNational Grid

Andy has been the Health and Wellbeing Manager at National Grid for around 15 years. During this time he has developed and implemented the company’s occupational health and wellbeing strategy, achieving several national awards including the BUPA BITC Big Tick award and the National Rehabilitation Award in the process. Having initially focussed on establishing a robust approach to occupational health, the approach at National Grid has developed to more broadly support employees’ wellbeing, both physical and mental.

Andy is an active member of the BITC Wellbeing at Work Champions Group that is currently focusing upon improving employees’ mental wellbeing. National Grid is also part of the Time to Change Alumni group of companies that is addressing the stigma and discrimination associated with mental health in the workplace.

By background, Andy has a degree in Chemistry and has previously undertaken a range of roles including Industrial Hygienist, Occupational Safety and Environmental roles within the gas and electric businesses.

Chris CharltonDriver Safety & Performance ManagerNorthern Powergrid

Prior to becoming the Driver Safety and Performance Manager with Northern Powergrid in early 2009, Chris served almost 32 years with North Yorkshire Police. He retired in 2008 as Head of Roads

Policing having served most of his career as an operational Road Traffic and more latterly Roads Policing Officer.

In his former role Chris was a founding member of ‘95 Alive’, a multi-agency road safety partnership, formed in 2004, which aimed to save 95 lives between 2005 and the end of 2010. The campaign officially ended on 31 March 2011, by which time 126 lives had been saved. It is of note that this was achieved largely without the use of safety cameras.

In his present role Chris is responsible for providing strategic direction to Northern Powergrid in support of the reduction of accidents involving company vehicles both on and off road. At a more tactical level he is also responsible for ensuring the delivery of a broad spectrum of interventions designed to improve driver behaviour, enhance technical skills and challenge attitudes.

In addition to his day-to-day role Chris is also part of a cross-platform working group with other companies owned by Berkshire Hathaway Energy. The group is looking to identify best practice and implement a range of beneficial and cost effective measures across the Berkshire Hathaway Energy businesses that will deliver a consistent methodology designed to improve all round driver safety performance.

Roy Coulter Health & Safety ManagerMutual Energy

Roy Coulter is a Chartered Health and Safety Practitioner and an Incorporated Engineer with over 40 years’ experience in the energy sector having held various technical and managerial positions with Northern Ireland Electricity. In 2012 he joined Mutual Energy as Health and Safety Manager to support the management and operations team in developing the health and safety management system and provide health and safety advice for the Moyle repair campaigns.

Kevin CoyneNational Coordinating Officer Unite the Union

Kevin Coyne is the National Coordinating Officer for Unite the Union, Britain’s biggest union, in the construction, energy and utilities sector with additional responsibility for all members in Gibraltar and the Isle of Man.

The energy sector covers generation, transmission and distribution networks and

retail. The utilities sector includes all 22 UK water companies, collection, distribution and waste. Overall this responsibility covers approximately 40,000 members.

Vincent CrannyHead of Health, Safety and EnvironmentElectricity North West

Vincent was appointed as the Head of Health, Safety and Environment at Electricity North West in 2010 and has over 20 years’ experience as a health and safety professional in utilities, transport and manufacturing sectors.

He is a member of the Senior Management Team at Electricity North West and is responsible for providing strategic health, safety and environment leadership. Vincent is also responsible for directing the development and implementation of the organisation’s management systems, as well as the health, safety and environment culture and climate. Vincent is a Chartered Health and Safety Practitioner and has an MA in Health, Safety and Environmental Law.

Robert Duncan BSc (Hons), MSc, CEnv, MIEMASenior Environmental Consultant IEMA

Robert Duncan is a Senior Environmental Consultant and Chartered Environmentalist and full member of IEMA. Robert is a registered U.K. ESOS Lead Assessor, SEAI Energy Audit Scheme Energy Auditor and an assessor of IEMA MIEMA & CEnv applicants.

Robert is a registered IEMA Environmental Auditor and approved IEMA Trainer for IEMA Foundation Certificate and Internal EMS Auditor courses and has over 9 years’ experience of managing and delivering resource and energy efficiency programmes within public and private sectors, including over 100 site resource and energy efficiency audits completed across a wide range of sectors.

Robert has been involved in the development and implementation of over 60 Environmental and Energy Management Systems and been an international trainer, delivering HAZWOPER training in Ethiopia on behalf of the US AID. Robert has also been a Contract Manager for Business Improvement Through Environmental Solutions (BITES) 3 Year Programme 2012-2014 supporting 41 Northern Ireland businesses with energy, resource and environmental management. An Account Manager for Carbon Trust for

three years supporting over 200 public and private sector Scottish businesses mentoring and implementing energy and carbon management. A leader in staff engagement and behavioural change strategy including delivery of good practice workshops on topics including energy efficiency, waste minimisation, ESOS and ISO 14001:2015 among others.

Con FeeneyNetwork Performance & Safety Director NIE Networks

Con is currently the Network Performance & Safety Director within Northern Ireland Electricity Networks with primary responsibility for long term asset management, together with the near time operation and performance of the network. He also has responsibility for Safety, Health & Environment and Chairs the Company’s Health and Safety Management Committee.

Con joined NIE in 1996 as a trainee engineer after graduating from Queen’s University. He held various engineering positions within NIE Networks, before attaining Chartered Engineer status.

He has held a number of senior management positions within NIE Networks, primarily in the fields of customer service, business improvement and work delivery.

Con has formerly held the roles of Operations Director and Construction Director within NIE Networks and was appointed to the Energy Networks Association (ENA) Board in 2009. In 2010 he became a member of the Confederation for British Industry (CBI) Council in Northern Ireland.

Nigel GirlingDirectorThe National Centre for Strategic Leadership

Nigel is Chair of the Engagement Task Force’s working party on engaging leadership and is Director of The National Centre for Strategic Leadership.

After more than 30 years in senior and strategic leadership roles, as a Chief Executive or a Chairman and in a wide range of contexts ranging from SME to professional bodies to public sector entities to corporate commercial environments, Nigel has become a recognised leadership ‘guru’.

He acts as an adviser to Government task forces, as a mentor to the CEOs and

boards of hundreds of organisations and as the subject matter expert on leadership and engagement for the Chartered Management Institute. He is the director of The National Centre for Strategic Leadership which is a member of the Babington Group and provides professional development and qualification to CEOs, Directors and other senior leaders. In addition, he has chaired working groups for the Engage for Success movement, been a judge for the Management Book of the Year for the British Library and acted as a judge for the National Training Awards.

Garry GrahamDeputy General Secretary Prospect

Garry first joined Prospect, a union of over 114,000 members, in 2003 from the FDA senior public servants’ union. Prospect is in a unique position representing specialists, scientists, engineers and managers across the economy both in the public and private sector.

Garry was promoted to Deputy General Secretary of Prospect in January 2013. He currently has responsibility for members working in the energy sector and overall responsibility for health and safety issues impacting upon Prospect members across the union. He has also recently taken on responsibility for Prospect members in the Civil Service. Garry believes the membership profile of Prospect with experience of the public and private sector provides a unique perspective on skills, effective engagement and delivery.

Prospect is a passionate supporter of Powering Improvement and sees it as a beacon of best practice in the UK. Garry sits on the National HESAC. Prospect believes that by unions working closely with employers and the Health and Safety Executive they can achieve a process of continuous improvement that is in the interests of their members, employers and the economy as a whole. Fundamental to this is workplace engagement on health and safety issues and sharing lessons as well as best practice.

In an industry which is subject to increased regulatory pressure and organisational change, it is all the more critical that they work together to champion the highest standards of workplace safety.

Professor Neil Greenberg BM, BSc, MMedSc, FHEA, MFMLM, DOccMed, MEWI, MInstLM, MFFLM, MD, FRCPsychProfessor of Defence Mental Health King’s College London

Professor Neil Greenberg is an Academic Psychiatrist based at King’s College in London and is a Consultant Occupational and Forensic Psychiatrist. Neil served in the United Kingdom Armed Forces for more than 23 years and has deployed, as a psychiatrist and researcher, to a number of hostile environments including Afghanistan and Iraq.

Neil has published more than 190 scientific papers and book chapters, many of which are on occupational and traumatic stress management within organisations. He is also the President of the UK Psychological Trauma Society and the Royal College of Psychiatrists’ Presidential Lead for Military and Veterans Health. Neil is the Clinical and Managing Director of March on Stress (www.marchonstress.com), which is a

psychological health consultancy that aims to promote better mental health within organisations.

Stephen HemphillGroup Operations ManagerMutual Energy

Stephen Hemphill is a Chartered Mechanical Engineer with over 25 years’ experience in the energy sector having held various technical and commercial positions with British Gas, Phoenix Natural Gas and Bord Gais Eireann. In 2004 he joined Mutual Energy to support the Group’s acquisition of Premier Transmission Ltd and subsequently the Belfast Gas Transmission assets. Since 2010 he has been Group Operations Manager for Mutual Energy with responsibility for the safe, reliable and efficient operation of the Moyle Interconnector (HVDC electricity) and the Group’s gas transmission assets. These are strategically important to NI, helping keep the lights on and helping keep customers bills down.

Dr Chris IdzikowskiDirector Sleep Assessment and Advisory Service

Chris has worked in the area of sleep and wakefulness for forty years in various capacities including: research (basic, vigilance, effects of medicines and aviation), clinical (disorders leading to uncontrollable sleep and wakefulness), legal (sleep, sleepiness and fatigue leading to undesirable consequences) and advisory (e.g. anaesthetist working rotas).

Consultancies include British Airways (and other airlines), Royal Ballet, GlaxoSmithKline (and other pharmaceutical companies). More recently, Fatigue Working Party, Royal College of Anaesthetists, UK Sports, Sleep Council and hedge fund managers.

Seamus joined the Freight Transport Association (FTA) in 2008 as Member Relations Manager. In November 2013 he then took on the role of Policy Manager for FTA in Northern Ireland. Prior to working for FTA, Seamus worked in the shipping industry

in Belfast for several years, first in Hamilton Shipping then later at TR Shipping Group. This involved working with container sea freight, groupage, air freight and road haulage, all of which gave invaluable experience for working in the transport industry.

Peter is an electricity supply industry trained engineer with over 30 years’ experience in the operation, construction and maintenance of electricity distribution networks. Peter has held progressively senior management

posts with CE Electric (now Northern Powergrid) and its predecessor companies. He was Director of Group Health Safety and Environment for CE Electric UK and also Chair of both National HESAC and ENA’s Safety, Health and Environment Committee before his “retirement” in 2011.

Since June 2011 he has been providing leadership to the industry’s Powering Improvement strategy. Peter is currently a visiting lecturer at Newcastle University on the MSC Power System Engineering Course and Chair of the British Safety Council Energy And Utilities Sector Group.

Ronnie Mercer CBEIndependent Non-Executive DirectorNIE Networks

Ronnie was appointed as an Independent Non-Executive Director at NIE Networks in March 2011 and is a member of the University of Glasgow Court. He was Chairman of Scottish Water from 2006 to 2015 and in 2013 was awarded the CBE for his services to Scottish Water. Ronnie formerly held senior executive positions at Scottish Power including Group Director Infrastructure, Executive Vice President Operations of the PacifiCorp subsidiary, Generation Director and Managing Director of Southern Water.

Keith MorrisonChief ExecutiveHealth and Safety Executive Northern Ireland

Educated at Friends School Lisburn and holding a BA in Public Administration from the University of Ulster at Jordanstown, Keith joined the Civil Service in 1987, spending his early career in Police Authority and the Department of the Environment.

He joined the Department of Agriculture and Rural Development (DARD) in 1998, working as private secretary to the Agriculture Minister and later on rural development issues. From 2000-2006 Keith worked in Brussels on secondment to the UK representation to the EU where he dealt with various agriculture and fisheries negotiations and legislation, including as a member of the UK presidency team in 2005.

Before joining HSENI Keith was the Director of Food, Farm and Rural Policy in DARD. His responsibilities included development of an executive wide strategy to address the needs of rural communities, management of the 7 year £500m EU Rural Development Programme and leading DARD’s rural anti poverty and social inclusion policy work. In addition, Keith had responsibility for DARD’s food and farm policy teams which cover the full range of primary production and food

industry development issues, including the development of a new agri-food strategy for Northern Ireland. Keith took up the role of Chief Executive of HSENI on 4 February 2013.

Seamus NolanRoad Safety Programme Manager ESB Networks

Seamus has worked in ESB for over 17 years in many varied roles, starting as a Network Technician. Seamus was initially involved in the construction of the underground distribution system in Dublin then worked on locating and repairing underground cable faults, finishing up as an operator of the distribution system in Dublin City operating the low, medium and high voltage systems.

Seamus later moved to supervise the Northern Distribution Control Centre, where 16 staff have responsibility for remotely monitoring and operating the medium and high voltage network and dispatching all fault calls to network technicians.

For the last 18 months he has taken up the role of Road Safety Programme Manager. This entails monitoring the safety performance of ESB’s 2,100 commercial fleet and the 2,500 private drivers. He also helps to produce the road safety procedures and policies company wide in conjunction with the Road Safety Steering Group. ESB have built strong relationships with the HSA, RSA, An Garda Síochána and other major fleet owners which helps them to constantly improve their safety performance and share what has worked well in their organisation.

David SmithChief Executive Energy Networks Association

David Smith joined ENA in July 2003 as Director of Policy, and was appointed Chief Executive in October 2007. Previously he was Director of Corporate Affairs at the British Retail Consortium where he was responsible for the retail industry implementation of ‘Chip & Pin’ in the UK, as well as all internal and external communications for the organisation.

David is Vice President of GEODE, the European association for the electricity and gas distribution networks and a member of the Eurelectric Board. In the UK he chairs the Energy Emergency Executive Communications Task Group. David is a Fellow of the Institute of Association Management, a Liveryman of the Worshipful Company of Fuellers and a Member of the Institute of Directors.

Chris SurgeonerConstruction Safety ManagerNIE Networks

Chris joined NIE Networks in 1979 and over the past 37 years of his career has gained significant industry experience and specialisms across the wider distribution and transmission network. On completion of the electricity supply industry trained engineer programme, he worked initially as a Planning Engineer and then Protection Engineer. He has been a Senior Authorised Person and worked for many years in areas of network construction and system operations with responsibilities including project management, network operation, connections delivery, fault restoration, customer service, network construction and system maintenance activities across the distribution and transmission network. Chris has had management positions in a range of NIE Networks businesses including network operation, outage management, training and safety.

He has particular interests in training and development of apprentices, undergraduates and graduate engineer programmes alongside his current role as Construction Safety Manager.

Nicholas TarrantManaging DirectorNIE Networks

Nicholas Tarrant was appointed as NIE Networks’ Managing Director on 1 December 2014, having previously held a number of senior management positions at ESB. These included Generation Manager with responsibility for ESB’s 4,800 MW generation and Lead Manager on ESB’s €200m Novus Modus Clean Tech Fund. He is a Chartered Engineer at the Institute of Engineers of Ireland and holds an MSc (Management) from Trinity College, Dublin.

Professor Guillaume ThierryProfessor of Cognitive NeuroscienceBangor University

Using experimental psychology and electroencephalography, Guillaume Thierry studies language comprehension in the auditory and visual modalities, and mainly the processing of meaning by the human brain i.e. semantic access.

Since he started his career at Bangor University in 2000, Professor Thierry has investigated a range of themes, such as verbal/non-verbal dissociations, visual object recognition, colour perception, functional

Since 2005 Prof. Thierry has received substantial funding from the BBSRC, the ESRC, the AHRC, the European Research Council and the British Academy. This is to investigate the integration of meaning in infants and adults at lexical, syntactic and conceptual levels, using behavioural measurements, event-related brain potentials eye-tracking and functional neuroimaging. This looks at differences between sensory modalities, different languages in bilinguals and coding system (verbal/non-verbal).

Prof. Thierry’s core research question is how the human brain crystallises knowledge and builds up a representation of the world around it. Since 2010 his applied work has taken him on the path of knowledge transfer to public audiences and professional bodies in domains such as health and safety, environmental protection and global wellbeing, by means of public lectures, workshop and immersive theatrical events (Cognisens, Cerebellium).

Tim was recently appointed Utilities Performance Manager, Heathrow Airport and is responsible for the end to end management of Heathrow’s electricity and gas. He is responsible for ensuring that legal compliance and consumption are effectively managed and continuously improved in support of Heathrow’s environmental targets. Tim manages a team of Utilities Managers that deliver energy demand management projects across Heathrow Airport.

Ian TraversPrincipal Process Safety ConsultantLockheed Martin Information Systems and Global Solutions

Recently retired from the UK Health and Safety Executive (HSE) as Deputy Director, Chemicals Regulation, Ian is now Principal Process Safety Consultant with Lockheed Martin. Ian has over

twenty five years’ experience in the regulation of chemical and major hazard industries and in the investigation of major incidents to discover the underlying causes. He led the joint HSE and industry response to the major fire and explosion at the Buncefield fuel depot in the UK and established the UK Process Safety Leadership Group.

A world expert on process safety management, leadership and the establishment and implementation of key performance indicators for major hazard industries, Ian holds the Institute of Chemical Engineers’ Franklin Medal for his outstanding contribution to process safety.

He also chaired the international expert panel to publish the Organisation for Economic Co-operation and Development (OECD) Guidelines on process safety governance which is now the global benchmark on process safety leadership.Robert has also authored good practice guides on topics ranging from environmental management accounting, resource efficiency and packaging optimisation.
